The ionosphere, the atmosphere of the earth ionized by solar radiations, has been strongly varied with solar activity. The ionosphere varies with the solar cycle, the seasons, the latitudes and during any given day. Radio wave propagation through or in the ionosphere is affected by ionospheric condition so that one needs to consider its effects on operating communication systems normally. For examples, sporadic E may form at any time. It occurs at altitudes between 90 to 140 km (in the E region), and may be spread over a large area or be confined to a small region. Sometimes the sporadic E layer works as a mirror so that the communication signal does not reach the receiver. And radiation from the Sun during large solar flares causes increased ionization in the D region which results in greater absorption of HF radio waves. This phenomenon is called short wave fade-outs. If the flare is large enough, the whole of the HF spectrum can be rendered unusable for a period of time. Due to events on the Sun, sometimes the Earth's magnetic field becomes disturbed. The geomagnetic field and the ionosphere are linked in complex ways and a disturbance in the geomagnetic field can often cause a disturbance in the F region of the ionosphere. An enhancement will not usually concern the HF communicator, but the depression may cause frequencies normally used for communication to be too high with the result that the wave penetrates the ionosphere. Ionospheric storms can occur throughout the solar cycle and are related to coronal mass ejections (CMEs) and coronal holes on the Sun. Except the above mentioned phenomena, there are a lot of things to affect the radio communication. Nowadays, radio technique for probing the terrestrial ionosphere has a tendency to use satellite system such as GPS. To get more accurate information about the variation of the ionospheric electron density, a TEC measurement system is necessary so RRL will operate the system in the near future.

Laser beam hardening of 12%-Cr steel has been evaluated by using a continuous wave 3kW co$_{2}$ laser with a hardening mirror set. Experiment was performed on the hardening condition with a laser power of 2.85kW and travel speed of 1.0 and 1.5m/min. Multi passes have been also tried to find the hardening characteristics of partly overlapped zone. The black paint to use at high temperature was adopted to increase the absorptivity of laser beam energy with the wavelength of 10.6.mu.m at the surface of base metal. The microstructure of the hardened layers was observed by using a light microscopy, SEM and TEM. A fine Lamellar martensite formed in the hardened zones exhibits very high Vickers microhardness of 600Hv, whereas the tempered martensite distributes in the base metal with Vickers microhardness of 240Hv.It has been found that laser hardening with multi passes showed no significant drop of the hardness between adjacent passes.

A methodology is proposed to estimate a trajectory of a flying target and its velocity using the time and frequency analysis of the acoustic signal. The measurement of sound emitted from a flying acoustic source with a microphone above a ground shall receive both direct and ground-reflected sound waves. For certain frequency contents, the destructive interference happens in received signal waveform reflected path lengths are in multiple integers of direct path length. This phenomenon is referred to as the acoustical mirror effect and it can be observed in a spectrogram plot. The spectrogram of acoustic measurement for a flying vehicle measurement shows several orders of destructive interference curves. The first or second order of curve is used to find the best approximate path by using nonlinear least-square method. Simulated acoustic signal is generated for the condition of known geometric of a sensor and a source in flight. The estimation based on cepstrogram analysis provides more accurate estimate than spectrogram.
In the high vacuum condition of the space, outgassing from any assembly of satellite can contaminate satellites, especially second surface mirror and optical lens, it cause satellite to fail in own missions. Therefore, all unit shall be check for compatibility with vacuum using CVCM (Collected Volatile Condensable Material) and TML (Total Mass Loss) in advance. CVCM and TML of the PZT-5 piezoelectric ceramic vibrator has less than 0.1% and 1.0% respectively. Also, it has less than 500 $ng/cm^2/hr$ of Thermoelectric Quartz Crystal Microbalance for vacuum bake-out test using high temperature(more than $80^{\circ}C$) and high vacuum (less than $5.0{\times}10^{-3}$ Pa). Thus, piezoelectric ceramic vibrator may be employed in the vacuum environments. Finally, it can be confirmed that the characteristics change of the piezoelectric ceramic vibrator is less than 1% under vacuum environments.

Silicon can be reactive ion etched (RIE) either isotropically or anisotropically. In this paper, a new micromachining technology combining these two etching characteristics is proposed. In the proposed method, the fabrication steps are as follows. First. a polysilicon layer, which is used as the bottom electrode, is deposited on the silicon wafer and patterned. Then the silicon substrate is etched anisotropically to a few micrometer depth that forms a cavity. Then an PECVD oxide layer is deposited to passivate the cavity side walls. The oxide layers at the top and bottom faces are removed while the passivation layers of the side walls are left. Then the substrate is etched again but in an isotropic etch condition to form a round trench with a larger radius than the anisotropic cavity. Then a sacrificial PECVD oxide layer is deposited and patterned. Then a polysilicon structural layer is deposited and patterned. This polysilicon layer forms a pivot structure of a rocker-arm. Finally, oxide sacrificial layers are etched away. This new micromachining technology is quite simpler than conventional method to fabricate joint structures, and the devices that are fabricated using this technology do not require a flexing structure for motion.

The growth of nanocrystalline diamond films on a p-type poly silicon substrate was studied using microwave plasma chemical vapor deposition method. A 6 mm thick poly silicon plate was mirror polished and scratched in an ultrasonic bath containing slurries made of 30 cc ethanol and 1 gram of diamond powders having different sizes between 5 and 200 nm. Upon diamond deposition, the specimen scratched in a slurry with the smallest size of diamond powder exhibited the highest diamond particle density and, in turn, fastest diamond film growth rate. Diamond deposition was carried out applying different DC bias voltages (0, -50, -100, -150, -200 V) to the substrate. In the early stage of diamond deposition up to 2 h, the effect of voltage bias was not prominent probably because the diamond nucleation was retarded by ion bombardment onto the substrate. After 4 h of deposition, the film growth rate increased with the modest bias of -100 V and -150 V. With a bigger bias condition(-200 V), the growth rate decreased possibly due to the excessive ion bombardment on the substrate. The film grown under -150V bias exhibited the lowest contact angle and the highest surface roughness, which implied the most hydrophilic surface among the prepared samples. The film growth rate increased with the apparent activation energy of 21.04 kJ/mol as the deposition temperature increased in the range of $300{\sim}600^{\circ}C$.

We developed 30 ㎽-AlInGaN based violet laser diodes. The fabrication procedures of the laser diodes are described as follows. Firstly, GaN layers having very low defect density were grown on sapphire substrates by lateral epitaxial overgrowth method. The typical dislocation density was about 1-3$\times$10$^{6}$ /$\textrm{cm}^2$ at the wing region. Secondly, AlInGaN laser structures were grown on LEO-GaN/sapphire substrates by MOCVD. UV activation method, instead of conventional annealing, was conducted to achieve good p-type conduction. Thirdly, ridge stripe laser structures were fabricated. The cavity mirrors were formed by cleaving method. Three pairs of SiO$_2$ and TiO$_2$ layers were deposited on the rear facet for mirror coating. Lastly, laser diode chips were mounted on AlN submount wafers by epi-down bonding method. The lifetime of the laser diodes was over 10,000 hrs at room temperature under automatic power controlled condition. We expect the performance of the LDs to be improved by the optimization of the growth and fabrication process. The detailed characteristics and important issues of the laser diodes will be discussed at the conference.

This study was carried out on the crack healing of three types of SiC ceramics based on a $SiO_2$ additive, taking into account the roughness of the polishing plate used for polishing the specimens. The mixtures were subsequently hot-pressed in $N_2$ gas for one hour under 35 MPa at 2053 K. In these specimens, the optimized crack-healing condition was 1373 K for one hour in air. The crack-healing material of the cracked part was the glassy phase of $SiO_2$ that was formed by the oxidation of SiC. In the optimum healing condition, the bending strength of non-polished SiC ceramics was not completely recovered. However, the bending strength of the SAY specimen was excellent, considering the economic aspects of SAY, SAYS-1, and SAYS-2. The SAY specimen is definitely superior to the others after an hour of heat treatment. There was a decrease in the number and size of defects in the specimen polished by using a $125-{\mu}m$ polishing plate; however, the micro-surface defects were not completely repaired. The specimen polished by using a 40-${\mu}m$ polishing plate showed little voids or surface defects after an hour of heat treatment. The bending strength of the specimen mirror-polished by using a 6-${\mu}m$ polishing plate was completely recovered.
The gas diffusion electrodes as oxygen cathodes f3r the brine electrolysis process were investigated. The gas diffusion electrode consists of a reaction layer, a gas diffusion layer, and a current distributor. The reaction layer was made from hydrophilic carbon black, hydrophobic carbon black, PTFE(polyterafluoroethylene), and Ag catalyst loaded by the silver mirror reaction or impregnation method. The gas diffusion layer was made from hydrophobic carbon black and PTFE, and Ni mesh was used as the current distributor in the reaction layer. The result that the gas diffusion electrode $(10wt\%\;Ag\;catalyst\;and\;20wt\%\;binder)$ manufactured by applying impregnation method to the carbon black f3r reaction layer showed the better performance was obtained from experiments. From the half-cell test, the measured overpotential of this oxygen cathode was about 700mV, And through the electrolysis experiment under the condition of $80^{\circ}C,\;32wt\%$ NaOH, and $300mA/cm^2$, the electrolysis voltage of this electrode was about 2.2 V, The gas diffusion electrodes manufactured in the present research were capable of continuous operations for three months.
