  • Program management is a concept to deal with huge and complex business activities from social, economical, cultural and environmental points of view and increase their value for client and society. The aim of this study is to establish a framework of program management process and develop a supporting system for program management. In this paper we propose a framework and a proto type supporting system based on case studies and report the result of application to an urban redevelopment using partially implemented software.

The Evolution of Seismic Engineering and Design of Ultra Tall Buildings in China Innovations and Sustainability

  • With the booming of construction and property industries in China, the demand for high-rises and mega-scale buildings with more integrated building functions, open- and tailor-shaped outlooks, better connections to municipal infrastructures, and higher grades of building importance has been increasing in the past two decades. The seismic design and engineering of such modern mega-buildings face engineering challenges such as hazard mitigation of extreme actions and surroundings, integrated structural frameworks and building skins, complex connections, and overall construction efficiency. It is the work of a new generation of civil and structural engineers to enhance engineering efficiency and achieve overall engineering, environmental, and economical effectiveness for these high-rise projects. This paper elaborates the above topics through case studies on the design and construction of four such developments in China. Some rethinking is conducted on evolution in modern seismic engineering and design through innovation to achieve an acceptable level of overall sustainability and building effectiveness.

  • Muan Enterprise City is a mega-project that has an investment worth up to $3 billion only in the construction of infrastructure. The project's success will largely depend on the success of its construction management. This study sets out to establish a construction management plan for Muan Enterprise City by defining the core objectives and organizational structure and its supporting system. Project outline and core objectives were analyzed, and necessity of construction management and processes evaluated. Based on this analysis, implementation strategy for the achievement of project goals was defined and developed, and organizational structure and its support system to execute established. This study strives to support the project's construction management being carried out under proper planning and possibly set an example for construct ion management of mega-structures in the future. A Construction Supply Chain Management Process with RFID/WSN-based Logistics Equipment

  • Construction supply chain management (CSCM) has become one of the critical factors that determine the success of a construction project as it becomes increasingly complicated and mega-sized. Particularly for high-rise or mega-sized building construction, just-in-time supply chain management is required due to lack of storage space and effective logistics for construction components and materials at a construction site. Despite the fact that research and development of radio frequency identification (RFID) and wireless sensor network (WSN) technology have been performed, construction project managers still need to carry mobile devices and check material and component flow at each stage of the supply chain process. This research proposes that the equipment used in the construction supply chain process, such as movers, trailers, gates, and hoists, can become main actors in the supply chain process using RFID and WSN technologies. And the proposed equipment and process focused on a solution to the redundancy identification problem, which has been observed in operations that use RFID/WSN-based processes for construction logistics. This paper also presents issues identified through verification and validation of the research results and proposes further studies.

  • Recently, the construction industry is getting more complex and sophisticated having the characteristics of a mega project. Mega project pursues a value that can't be gained with an approach of seeing a project as just a simple sum of different parts but a mutual combination. Hence to reach the goal, program management is needed rather than project management. program management can be seen as a 'total project management' and for an efficient program management prompt support for decision making is required. However, the current supporting method can't fulfill the requirements, therefore, need a tool to support the decision making and a IETM is expected to take this role. Despite the a lot of expected advantages of IETM, it is still difficult to apply because of the frequent changes of information in specifications and laws. In this research, as part of developing a IETM, we aim to propose a system frame which is based on the analysis of processes of a project. Moreover, based on this frame, a database will be built to contribute towards the application of construction IETM in the domestic construction industry.

  • As a recent global trend, the majority of mega-size plant projects are delivered through EPC (Engineering, Procurement and Construction) contracts, where a single contract is awarded for engineering, procurement, and construction. Under this contracting mechanism, it is challenging for contractors to carry out the projects under traditional project management processes used in design-bid-build projects. A new EPC Plant, the POSCO Special Steel Plant in Changwon, was built successfully at the beginning of 2012 and it is currently in full-scale production. The project has encountered a number of major difficulties however, with some technical and managerial issues through its development process. As summarized in this paper, the authors (as project participants with the contractor) investigated it as a post construction analysis and recorded the Lessons-learned for future project management improvement.

  • As mega-sized and complex building construction projects are increased, the importance of project scheduling and control is emphasized. Project scheduling and control technic is not used widely yet in Korea, but interests in it is progressively increased. By now, most research projects mainly have focused on scheduling issues. Project progress management is also as much important as project scheduling issues. Current state about project progress management in Korea is analysed and way for improvements are suggested in this paper. At first, research projects undergone and practice are analysed and fields experts are survey about current state about project progress management. This study suggests the progress management method for quantitative and qualitative project progress analysis.

  • The impact of a new stadium on the urban context and regional development is significant. Especially where several new stadiums are built for single mega events like the Olympic Games, Commonwealth Games or the Soccer World Cup the impact is even higher. Objective of this paper is to identify and analyze the key drivers for sustainable integration of stadiums within the existing context. The level of sustainability is analyzed based on four different categories: urban, social, environmental and economics. Particular focus is on the project management strategy for implementation of the key drivers during pre-design, design and execution. In conclusion key elements of the project management strategy for sustainable integration of a stadium within the urban, environmental, social and economic context are summarized.

Development of Review Processes and Tools for Liquidated Damages for EPC/Turnkey Project: Contractor's Perspective

  • As a recent global trend, the majority of plant projects are delivered through EPC or EPC-turnkey contracts, where a contractor's liability is more complicated because of the mega size scale and financing method. Previous researches have been lacking a practical usability for project members for liabilities of contracts. Those were focused on solving the claims or schedule calculation issues only. The objective of the present study was to develop a validation process for LDs (liquidated damages) in contractor's liabilities with various case studies and expert judgments. As summarized in this paper, the processes and tools were developed with project life cycle process. The project preparation phase includes 3 step check lists to determine the Go or No-go for projects. In progress phase, contractors should focus on the response strategies for claims with liabilities. The study concludes that those developed processes and tools will help to manage risk of LDs for the contractors in the overseas projects.

  • PERT(Project Evaluation and Review Technique) is typical method in order to probabilistically establish the schedule plan for large scale complex project or mega project. PERT technique is impossible to estimate relationship of each activity probabilistically when there are overlapping relationships because it is limited to Finish-to-Start(FS) relationship. In order to overcome this kind of limitation of PERT technique, PLET(Probabilistic Linkage Evaluation Technique) has been suggested to probabilistically estimate project duration for various overlapping relationships for each activity. However, estimating project duration by PLET technique only considers uncertainty of relationship between activities and not activity time, thus it is not the perfect duration estimating method. The main objective of this research is to propose the integration model of PERT and PLET and verify its probabilistic validity. By verifying application of time calculation method of integration model in practical case, this research will suggest probabilistic project duration estimating method in schedule plan of high-risk construction industry.
