A Study on the Safety Improvement of Child Protected Zone (어린이 보호구역의 안전성 향상에 관한 연구)

  • The number of deaths from child traffic accidents in Korea is currently higher than the average figure of OECD members, and attention needs to be paid to reduce the school zone accident rate. According to the TAAS statistics of the Traffic Accident Analysis System, the number of deaths from traffic accidents in children (under 12 years of age) in Korea has been steadily decreasing recently, but the number of accidents and injuries has been continuously increasing and decreasing. With the number of accidents and injuries of children in Korea continuing to increase and decrease, the number of traffic accidents, deaths, and injuries of children in the school zone (under 12 years of age) has also been on the rise since 2019. Therefore, we were different from the preceding study (Study on Improvement through School Zone Accident Risk Survey, Study on Improvement of Children's Traffic Safety Facilities through Simulation Program). In order to prevent traffic accidents among school zones, which have the highest accident rate among children, a survey was conducted on traffic safety facilities and safety awareness of drivers. After that, we will analyze the problems and present measures for improving traffic safety in the school zone and improving drivers' safety awareness.

  • Medical dispute means the dispute between the hospital and the patient due to a medical accident. In general, medical accidents must be in accordance with the terms that are used in the medical dispute adjustment method stated in Article 2 (definition). In relation to this, there is a need to discuss an efficient operation scheme for Alternative Dispute Resolution (ADR) in medical disputes. In addition, it is necessary to look at issues of civil liability and criminal liability. In particular, in the consumer dispute arbitration committee, there is a case to make a "decision not to adjust" in aggressive intervention in the process of conflict resolution. The medical staff, on the basis of its "decision," can use this as a proven material for civil and criminal cases. This is rather upon the determination of the consumer council as a typical side effect to defend the user's perspective. This is the "decision" as was expressed from an order, "not adjusted." It is also determined to be easy and clearly timely. In the medical litigation, it is requesting the burden of proof of a patient's cause-and-effect relationship with the doctors committing negligence and medical malpractice. This seems to require the promotion of legislation in the direction to reduce future cases. It is determined that the burden of proof of medical accidents must be improved. The institution receiving the medical accident should prevent a closure report. Further, it is necessary to limit the transition to a franchise point. In this paper, we understand the problems of the current medical dispute resolution system, trying to establish a medical dispute resolution system desirable through an efficient alternative. In addition, it wants help in the protection and realization in medical consumers' and patients' rights. The relevant authorities will take advantage of these measures. After all, this could contribute to the system for a smooth resolution of a medical dispute.

Analyzing of Construction Safety Planning Tasks for Performance Improvement Using Importance Performance Analysis Method (IPA 분석을 활용한 주요 건설안전 계획업무 도출에 관한 연구)

  • The main purpose of the study is to reduce the accident death rate in the construction industry. To achieve this goal, the safety planning tasks were analyzed and assessed in terms of the importance and preventive effects of the tasks. Through the extensive literature reviews, the safety planning tasks were identified and reviewed by safety managers. based on the safety planning tasks developed in the previous stage, a survey was conducted in order to receive responses by experts with knowledge on the effects and importance of preventive measures for safety. Then, the Importance Performance Analysis(IPA) method was employed to identify the safety manager's tasks that have an effect on performance indicators. Advice and guidance on making the employment rules, etc. (#18) and details about participation and consultation at the Occupational Safety and Health Committee (#16) were found to require revision and improvement of details and guidelines. The effective safety tasks identified are expected to have a critical role in reducing the accident death rate in the construction industry.

  • The present study was motivated by the needs to make diversified scientific approaches toward influential factors like human, technical, organization, policy and environmental on the basis of the specialized information concerning the cause for industrial accidents in a measure to prevent the falling accident which has the biggest priority among the three major frequent industrial accidents. In this connection, diverse policies have been practiced in the meantime, with little effects in fact to reduce occurrence of industrial accidents, seemingly because such policies have been practiced on the direct dimension, instead of tries to nip in the bud of fundamental causes. This study was thus conducted with a view to determine the causes that have influence on falling accidents from the overall context and unearth the factors requiring management with priority. For this aim, "Fall from Height"(2003), a study by HSE, UK was applied to various conditions of korea as an experiment to search for fundamental causes for falling accidents. The major findings of this study might be summed up as exploring a main critical path that has influence upon falling accidents and suggesting effective ways to cut down through the critical path.

Analysis Testing of Sociocultural Factors Influence on Human Reliability within Sociotechnical Systems: The Algerian Oil Companies

  • Background: The influence of sociocultural factors on human reliability within an open sociotechnical systems is highlighted. The design of such systems is enhanced by experience feedback. Methods: The study was focused on a survey related to the observation of working cases, and by processing of incident/accident statistics and semistructured interviews in the qualitative part. In order to consolidate the study approach, we considered a schedule for the purpose of standard statistical measurements. We tried to be unbiased by supporting an exhaustive list of all worker categories including age, sex, educational level, prescribed task, accountability level, etc. The survey was reinforced by a schedule distributed to 300 workers belonging to two oil companies. This schedule comprises 30 items related to six main factors that influence human reliability. Results: Qualitative observations and schedule data processing had shown that the sociocultural factors can negatively and positively influence operator behaviors. Conclusion: The explored sociocultural factors influence the human reliability both in qualitative and quantitative manners. The proposed model shows how reliability can be enhanced by some measures such as experience feedback based on, for example, safety improvements, training, and information. With that is added the continuous systems improvements to improve sociocultural reality and to reduce negative behaviors.

  • In mass casualty situation due to radiological accidents, it is important to start aggressive management with rapid triage decisions. External contamination needs immediate decontamination and internal contamination should be treated with special expertise and equipment to prevent the rapid uptake of radionuclides by target organs. Acute radiation syndrome shows a sequence of events that varies with the severity of the exposure. More severe exposures generally lead to more rapid onset of symptoms and severe clinical findings. After the massive exposure, various systems of the body reflect their severe damages that can lead to death within hours or up to several months. The disease progression has classically been divided into four stages: prodromal, latent, manifest illness, and recovery or death. Three characteristic clusters of symptoms including the hematopoietic syndrome, the gastrointestinal syndrome and the cerebrovascular syndrome are all associated with the acute radiation syndrome. The standard medical management of the patients with a potentially survivable radiation exposure includes good medical, surgical and supportive measures. Specific treatment with cytokines and bone marrow transplantation should be considered. The management of internal contamination is much the same as the treatment of poisoning. The standard decontamination should be applied to reduce uptake, and the chelating agents can be administered to enhance the clearance of radioisotopes. Radioactive iodine ($^{131}I$) as one of the nuclear fission products can increase the incidence of thyroid cancer in children. Potential benefit of potassium iodide prophylaxis is greater especially in neonates, infants and small children.

  • The purpose of this paper is to analyze the differences between the severity of punishments for traffic laws related offenders and the choice of policy measures with a view to reducing traffic accidents. To this end, government data on the drivers given a sentence of license suspension or revocation were collected and analyzed in terms of sex, age, type of driver's license, driving career, number of traffic laws violations, and number of traffic accidents generated. The statistics of analysis of covariance and tests of significance were used and conducted to compare the effectiveness of punishment for the penalty and the incentive groups. The results showed that the incentive policy measure on the drivers who violate traffic regulations repeatedly is more effective to reduce the number of traffic offenders and traffic accidents.

  • This study is carried out for the fire safety of the factory building, the fire risk reduction measure in compliance with an example approached in fire risk reduction systematically, contribute to reduce the fire risk. The analytical fire risk process of discovering, identifying, estimating and evaluating risk and control measure as risk reduction measures are core concept, applies loss prevention with loss control techniques. The painting process in the workplace where the fire hazard and death accident accompanies coexists. Loss prevention problem of creation prevention of dangerous atmosphere at workplace is health and human services problem of normal circumstances, must be inspected with problem of combustible gases at the time of fire explosion. Static electricity measure accomplished the risk control process thoroughly as the fire risk reduction process model with the ignition sources measure which is presented. Fire risk from within organizing will be able to classify with each field by detailedly but risk treatment process will be able to apply basically all the same concept. Consequently about risk management example from before, this study is proposed risk management techniques that standardized rightly in the actual condition of organization with one plan, with discovery of fire risk, the feedback process in compliance with a fire risk reduction and the review which control the result is joint responsibility of engineer, technical expert and manager as part of safety management to practice with the fact must be supervised.

A Study on the Analysis of Welfare Awareness Level of Paramedics (소방 구급대원의 복지 의식 수준 분석에 관한 연구)

  • This study analyzed factors that influence the welfare awareness level of paramedics. Paramedics are professionals responsible for the health and safety of the public, and their welfare is a factor that enables them to carry out their duties smoothly. The study results showed that the overall level of welfare awareness was analyzed to be very low at 2.80 points. We also found that there were gender and class differences in some areas. One notable point is the item 'In the event of a lawsuit or other complaint or accident during a call, the fire department responds adequately for me.' which received the lowest score of 2.22 point. I hope that in the future, fire departments will implement policy measures to protect emergency personnel from complaints and reduce the stress they experience when dispatched to disaster areas. Based on the results of this study, I hope that follow-up researchers will conduct a comparative analysis of the level of welfare awareness among various factors.
