Development of Standard Analysis Methods for Physical Properties on Korean bedsoil 1. Particle density and Bulk density (우리나라 상토의 물리적 표준분석법 설정 연구 1. 입자밀도 및 용적밀도)

  • Method of besoil analysis were difficult to be applied universally since the use and the source material of bedsoils are diverse from country to country. Korean Standard Methods for Bedsoil Analysis was developed to measure the particle and bulk density. Fifty-three samples for horticultural bedsoil and nine samples for paddy rice bedsoil in the current market were collected. Particle density was measured by electrical pyconometer with He gas, and bulk density by the sandbox method, free fall method, plunger compaction method, free fall and plunger method, and sample weight compaction method. While the use of glass pycnometer which measures particle density to fill blank space with water was inappropriate due to floating organic and calcined inorganic materials in the water, the electrical pycnometer with gas type was suitable considering speed and accuracy. For bulk density, the sandbox method recommended as European Standard Method was more reasonable in principle than other methods. However, this method requires expensive apparatus and intricate process. Plunger compaction method was proposed as standard method, since it had higher consistence with the sandbox method than other methods, as well as an advantage of easy and prompt measurement. Particle density of bedsoil ranged $1.48{\sim}2.67Mg\;m^{-3}$(mean $1.93Mg\;m^{-3}$) for horticultural bedsoil and $2.33{\sim}2.67Mg\;m^{-3}$ (mean $2.43Mg\;m^{-3}$) for paddy rice bedsoil by the electrical pycnometer with He gas. Bulk density of bedsoil ranged $0.11{\sim}0.40Mg\;m^{-3}$ (mean $0.22Mg\;m^{-3}$) for horticultural bedsoil and $0.84{\sim}1.26Mg\;m^{-3}$(mean $1.01Mg\;m^{-3}$) for paddy rice bedsoil by plunger compaction method.

  • Recently, the paradigm of SOC investment has shifted from new construction to maintenance. This shift became more important for the highway system because it is as one of the most important SOC. In Korea, highway maintenance costs are about 20% of the total annual highway construction budget, which is about two-thirds of developed countries. In addition, establishing standardized guidelines for the highway maintenance operation is not in place. Therefore, in order for domestic road construction and maintenance technology to secure competitiveness in the global construction market, it is urgent to improve the management capacity for maintenance as well as the technology and management capacity. This study examines highway maintenance practices in OECD countries such as North America, Europe, Australia, New Zealand, and Japan to identify core elements of highway maintenance practice. It is imperative to establish a comprehensive management system based upon asset management principle. Even if the budget for the highway construction is reduced, investment in maintenance needs to be maintained.

Can Basic Income be an Alternative to Social Security? (기본소득은 미래 사회보장의 대안인가?)

  • After critically assessing the effectiveness of basic income as an alternative to the existing social security system, this article argues that basic income is fundamentally incapable of providing an adequate protection for those in social risks or welfare needs. The proponents of basic income often claims that technological innovations will lead to the end of work and thus that basic income will be required for all citizens in the future. Moreover, they emphasize that labor market flexibility is making a large segment of work forces unstable working poor, what is often called the precariat who are not effectively protected by the existing social insurance programs. For them, basic income is the best source of social protection for the precariat of today and the citizens in the future, freeing them from the necessity of having a paid work. This article, however, points out the ineffectiveness of basic income as social protection due to its unustainably high cost that comes from unconditional benefit provisions regardless of levels of income, social risks, and welfare needs. Also it challenges the simplified 'Luddites' image of workless society in the future, arguning that techological unemployment can be overcome by new job creation as seen in Silicon Valley and job sharing following working time reduction. It maintains that it is more cost-effective and reliable to strengthen the welfare state based on the principle of reciprocity that aims at 'universal sufficient protection for those in social risks and welfare needs.'

  • The Study overviews the development process throughout the foundation procedure of the records centres of the urban Construction. The other purpose of the study is to look over the managing process of urban construction records in the Shanghai Municipal Urnan Construction Archives. As the late of 1950s in China, the principle was set up as the special work in every stage of the urban construction, differently general public records. so records centres is established at the agency where is in charge of the records of urban-construction that has managed the records of the urban-construction intensively and unitarily. During the Great Culture Revolution, while Records Management has ceased. after Revolution, Records management for urban construction developed unprecedentedly. As the 1980s in China, urban construction archives instead of records centres existing started to manage records of urban construction. urban construction archives was established at the 332 of 467 urban the whole country in the 1990s. Shanghai Municipal Urban Construction Archives founded in 1987 where has preserved urban construction records of 230,000 files by abiding by the Provisional Regulation of Management of Urban Construction Archives in Shanghai and other regulations. recently urban construction records management looks forward to new aspect. at first, Managing system setting up for affordable new environment (market economy, modernization of information disclosure)is core stage. second, developing the contents as well as managing records is important. finally making a profit is priority for records management.

A Study on the Actual Condition and Service Quality of Men's Consumers' Use of Hairdressing Room (남성 소비자의 미용실 이용 실태와 서비스 품질이 만족도 및 충성도에 미치는 영향)

  • The study wanted to compare the use status of general beauty salons and men's hair salons for male customers managed by male practitioners and to check the impact of service quality awareness on satisfaction and loyalty. A total of 405 people were used as analysis materials. Principle Component Analysis was used to verify the reliability and validity of the measurement tool. Sub-factors of service quality recognition have derived expertise, affinity, reliability and persistence. The validity and reliability of satisfaction and loyalty were verified. Based on the results of this study, the differences in hair involvement in general beauty salons and men's specialty salons, service quality awareness, satisfaction and loyalty were identified. The relationship between professionalism, affinity, reliability, persistence by sub-factor of service quality awareness has been identified with satisfaction, loyalty and statistically significant positive (+). In addition, male professional beauty salons had positive effects on service quality awareness of satisfaction and loyalty. Service quality satisfaction has been confirmed to have a positive impact on loyalty. In this study, the beauty of the men through the significant marketing potential use as basic data on the market feed that the portraits.

An Evaluation on the Food Safety Policy of the EU after Mad Cow Disease Crisis : Social Welfare and Political Economic Perspective (광우병 위기 이후 도입된 유럽연합의 식품안전정책에 대한 평가 : 사회후생 및 정치경제적 관점)

  • This paper evaluates the new food policy adopted by the European Union to enhance the food safety after the mad cow crisis occurred in 1990's. Newly introduced rules at the EU level are characterized by two features. Firstly, an important part of them have the form of Regulation which is a binding legislative to all member countries. Secondly, most of them are horizontally applied to the whole food industry, irrespective of their kinds of performance, hygiene or labelling. According to theoretical studies on this topic, any food safety regulation for solving adverse selection problem or reducing negative externality in food consumption should be fine-tuning depending on the concrete demand and costs conditions of the food sector concerned. In this theoretical perspective, the food safety laws introduced at EU level after mad cow crisis have been over-regulated for improving social welfare. The true motivation for the transfer of the policy competence on food safety to the Union level is political rather than economic. Our analysis with a political economic perspective shows that how the EU food regulations have been embraced not only by the governments of member countries, but also by diverse interest groups like food processor & distributors, consumers and agro-livestock groups, and that they have been used as protectionist purpose specially against non-member developing countries. Taking into account the fact that the basic aim to form the Union is to establish a single market to enhance economic efficiency at the Union level, the EU is required to adopt some policy actions to reduce negative effects of too restrictive food safety regulations.

  • Currently, in the field of community service, it is expected that the demand will further increase in the future by enabling the form of providing various types of services. However, the local community service investment project is an abstract Although the structure for fair competition was created by introducing a market mechanism derived from the action or principle of psychology that affects human behavior in the field, systematic management and monitoring of the quality of social services is insufficient. The purpose of this study is to find out the relationship between service selection factors and service quality in order to improve the quality of social services in the consumer's way to meet these environmental needs, and to utilize the research results for quality improvement. The research model to be used in this paper measures the five element areas of service satisfaction such as reliability, responsiveness, empathy, certainty, and tangibility, which are used to measure the quality of local community service investment projects. In addition, we are various strategic implications that can induce the quality improvement of local community service investment projects are presented by finding the main factors of the four research hypotheses of this study and utilizing the results.

A Study on the Development Trends of Polymer Electrolyte Membrane Fuel Cells and Application to Ships (국내외 PEMFC 개발 동향 및 선박 적용에 관한 고찰)

  • The International Maritime Organization(IMO) recommends the active implementation of national policies on technological development and energy efficiency to reduce Green House Gas (GHG) in the international shipping sector. Such IMO environmental regulation policies have a great impact on the entire shipping sector and are also a heavy burden on ship's owners. The most reasonable way to curb GHG emissions from ships comes down to the development of zero-emission ships. In other words, the development of a fuel cell ship (FCS) driven by an eco-friendly fuel is an alternative that can escape the IMO regulations. Countries in Asia, Northern America, and Europe independently develop and produce PEMFC, and are pursuing international standardization by acquiring approval in principle from an internationally accredited registration authority. Currently, there are three types of fuel cells (FC) that are recommended for ships: a Polymer Electrolyte Membrane Fuel Cell (PEMFC), a Molten Carbonate Fuel Cell (MCFC), and a Solid Oxide Fuel Cell (SOFC). In this study, PEMFC, which is expected to grow continuously in the global FC market, was analyzed domestic and international development trends, specifications, performance, and empirical cases applied to ships. In addition, when applying PEMFC to ships, it was intended to suggest matters to be considered and the development direction.

A Study on Creating Stage Spatial Effects through the Utilization of Mobile Stage Sets- Focusing on the Musical <Les Misérables> - (이동형 무대장치 활용을 통한 무대 공간성 창출 방안 연구 - 뮤지컬 <레미제라블>을 중심으로 -)

  • This study focuses on the potential for creating spatial and atmospheric effects in small theaters using mobile stage equipment, without being constrained by physical space or theater facilities, for mega musical productions. With the continuous growth of mega musicals in the domestic market, the study analyzes the distribution and sales of musical works in Korea and proposes methods for creating spatial effects in university musical education to facilitate the production of mega musicals in small theaters. The mobile stage equipment is designed based on the principle of the periaktoi, a stage mechanism used in ancient Greek theater and the characteristics of mobile stage equipment used in musicals such as <Notre Dame de Paris> and <Laundry>. The mobile stage equipment is a four-sided column-shaped device, which is applied to the musical <Les Misérables> to derive the potential for creating spatial effects, representing the inner state of characters, and forming the mood of the drama. The study is expected to provide opportunities for performing mega musical productions in university musical education and to contribute to the development of the musical industry and education. The utilization of mobile stage equipment demonstrates the possibility of producing mega musical productions in small theaters.

The Significance of Registration Convention and its Future Challenges in Space Law (등록협약의 우주법상 의의와 미래과제에 관한 연구)

  • The adoption and entering into force of the Registration Convention was another achievement in expanding and strengthening the corpus iuris spatialis. It was the fourth treaty negotiated by the member states of the UNCOPUOS and it elaborates further Articles 5 and 8 of the Outer Space Treaty(OST). The Registration Convention also complements and strengthens the Article 11 of the OST, which stipulates an obligation of state parties to inform the UN Secretary-General of the nature, conduct, locations, and results of their space activities in order to promote international cooperation. The prevailing purposes of the Registration Convention is the clarification of "jurisdiction and control" as a comprehensive concept mentioned in Article 5 8 of the OST. In addition to its overriding objective, the Registration Convention also contributes to the promotion and the exploration and use of outer space for peaceful purposes. Establishing and maintaining a public register reduces the possibility of the existence of unidentified space objects and thereby lowers the risk such as, for example, putting the weapons of mass destruction secretly into orbit. And furthermore it could serve for a better space traffic management. The Registration Convention is a treaty established to implement Article 5 of OST for the rescue and return of astronaut in more detail. In this respect, if OST is a general law, the Registration Convention would be said to be in a special law. If two laws conflict the principle of lex specialis will be applied. Countries that have not joined the Registration Convention will have to follow the rules concerning the registration of paragraph 7 of the Declaration by the United Nations General Assembly resolution 1721 (X V I) in 1961. UN Resolution 1721 (XVI) is essentially non-binding, but appears to have evolved into the norm of customary international law requiring all States launching space objects into orbit or beyond to promptly provide information about their launchings for registration to the United Nations. However, the nature and scope of the information to be supplied is left to the discretion of the notifying State. The Registration Convention is a treaty created for compulsory registration of space objects by nations, but in reality it is a treaty that does not deviate from existing practice because it is based on voluntary registration. With the situation of dealing with new problems due to the commercialization and privatization of the space market, issues related to the definition of a 'space object', including matter of the registry state of new state that purchased space objects and space debris matter caused by the suspension of space objects launched by the registry state should be considered as matters when amendments, additional protocols or new Registration Convention are established. Also the question of registration of a flight vehicle in the commercial space market using a space vehicle traveling in a sub-orbital in a short time should be considered.
