The Effects and Methods of Backhaul transportation (컨테이너 복화운송의 효율화 방안 및 효과)

  • Along with container freights keep increasing globally, lots of containers used for inland distribution increase steadily too. In Korea, there are many modes to transfer container freights such as roadway, railroad, coastal shipment. The roadway transportation is the most common but it is considered as the most inefficient mode. This paper studies about reasons that affect to the inefficiency of roadway transport and finds solution to resolve the problem. First backhaul transportation is addressed and some suggested solutions are presented such as construction of inland inspection center or managing efficiently container management. Then mathematical model is used to show the quantitative evaluation of backhaul transport solution.

  • Working onboard large ocean-going vessels is one of many industries that is by its very nature extremely error-provoking. In industries such as aviation, nuclear power, healthcare and transport, the need for mental preparedness and professionalism are amongst the qualities essential for the management of complex hazardous systems. Recruiting, training, and more importantly retaining the right people to work in these industries is of paramount importance if safety is to be continuously improved and economic benefits realized. Through consideration of extant empirical literature this paper will explore the need for enhancing collaboration between shipping companies and maritime training insitutes in order to provide the industry with those most capable for the job. It will be concluded that by providing a strong maritime foundation from the outset of training, maritime academies in South Korea can provide shipping companies with a wealth of highly qualified, motivated officers who will contribute to safety and remain valuable assets within the industry for years to come.

  • This paper is intended as an investigation of introduction of Maritime Security System. In the last few years, several articles have been devoted to the study of ISPS Code(International Code for the Security of Ships and of Port Facilities). The Diplomatic Conference on Maritime Security held in London in December 2002 adopted new provisions in the International Convention for the Safety of Life at Sea, 1974 and this ISPS Code to enhance maritime security. These new requirements form the international framework through which ships and port facilities can co-operate to detect and deter acts which threaten security in the maritime transport sector. Accordingly, the purpose of this paper is to suggest an introduction of Maritime Security System and understanding of ISPS Code.

  • This study is based on the assumption of surface transport linkages between Korea and China. Active economic cooperation between South Korea and North Korea are expected within the near future and Russia and China have interested in the land transport linkages in Korean peninsula. How much freight demands between the two countries that has been mainly dependent on air and sea transportation so far may convert the transport mode to surface transportation are estimated. Particularly, freight demands between South Korea and China's three northeast provinces are focused. The sensitivity analysis depends on transport time and transport cost changes is included. The modal shifts is estimated to be more sensitive to the changes in transport costs than those in transport time, suggesting the importance of transport costs of rail and road. Despite the dearth of data on the surface transport operation in North Korea, the attempts made in this study to estimate the demand conversion are hope to provide reference points for potential effects of the rail and road transport connections between China and the Korea peninsula before our discussions expand to the establishment of freight transport network of the northest Asia and, moreover, the Eurasian continent.

A Study on the Development the Maritime Safety Assessment Model in Korea Waterway

  • Although Korea coastal area has the increasing potential marine accident due to frequent ship's encounter, increased vessel traffic and large vessel, there is no specific model to evaluate the navigating vessel's risk considering the domestic traffic situation. The maritime transport environmental assessment is necessary due to the amended maritime traffic law. However, marine safety diagnosis is now carried out by foreign model. In this paper, therefore, we suggest a domestic traffic model reflecting the characteristics of korea coastal area and navigator's risk as we named PARK(Potential Assessment of Risk) model. We can evaluate the subjective risk by establishing the model and model output into maritime risk exposure system. To evaluate this model's effectiveness, we used ship handling simulation and applied, analyzed collision accident which occurred in korea coastal area. And also, we applied integrated to an ECDIS program for monitoring traffic risk of vessels with real time based AIS data and apply to evaluate traffic risk in busan harbor waterway. As a result, we could evaluate busan harbor waterway risk effectively.

  • The recent increase in international car-ferry lines between Korea and Japan as well as China brings needs for proper transportations of special cargo, such as machinery and luxury yacht, etc. International multimodal transport, especially international car ferry through truck-sea-truck system enables to fulfill shippers' needs for "Door to Door Service", of such special goods. However, this international multimodal transport of bulk cargo will cause a possible claim for concealed damages during such transportation. For this reason, this study aims to examine the liability system of the multimodal transport operator as well as to investigate liability for concealed damages theoretically and finally to seek proper measures for them. Futhermore, this paper intends to verify the claims for concealed damages to further the international multimodal transport by car ferries between Korea and Japan.

  • The Rotterdam Rules is the first international maritime carriage of goods Convention that acknowledge electronic records of contracts of carriage. The Rules have developed separate chapter in relation to electronic transport records' issuing, transfer, etc. This paper aims to evaluate Rotterdam Rules' contribution to the use of electronic transport records. To achieve the aims firstly this paper have examined the related articles of Rotterdam Rules, Secondly in practical aspects, this paper explores the opportunities and obstacles which could be happened in practical procedures, applicable to transport industry, shipper and holder of electronic transport records. Findings could be summarized as follows, first the Rules shows high acceptability to whom it may involved in transport industry by simplify the contents of the Rules to avoid conflict with each countries' national laws. The Rules acknowledge the functional equivalence between paper and electronic transport records in specific provisions. This could be important development to facilitate the use of electronic transport records. But the Rules have not mentioned liability limit of transport industry when the problems arise from issuing, tele-transmission, transfer of the records. And the secure of the functional equivalence between paper and electronic transport records also could be remained in uncertain regime due to different stance of each national laws.
