A Study on Logistics Development in Mongolia

  • This study aims to present about current status of logistics in Mongolia. As a landlocked country have limited the role of a maritime transportation is a very poor country. However, Mongolia is a rich country in mineral resources in the world and became a center of increasing international trade. Therefore, Mongolia wants to develop logistics as other developed countries using a strategic location. Mongolia uses international port for transit China and Russia by railway. First, this paper focuses on discussing the current situation of logistics. Second it points out some issues currently facing by the governmental policy to promote. Finally, this paper presents some recommendations for developing logistics in Mongolia. The geographical remoteness of Mongolia which results in high cost of transport causes problems for trade relations with the rest of the world to grow.

A Proposal on the Marine Traffic Supporting System in VTS area

  • In port and its approach channel, traffic accidents such as collision, aground, minor collision have reached about 77% of total marine casualty in the area. In this paper, an attempt to enhance the safe navigation was proposed by offering marine traffic supporting system which helps VTS operator assist vessel effectively with the quantitative assessment on difficulty of each vessel. The system collects navigation data from onboard AIS, assesses the data in assessment mode to analyze the navigation difficulties of each vessel and displays the degree of danger of each vessel on the ECDIS in real-time to decide the intervention time or order of priority for VTS operator. The effectiveness of the system was verified by the VTS operators in Korea.

  • Since 1979, the People's Republic of China has been opeining their marke tprogressively toward all over the world for developing its own domestic economy and international trade. China also has paid a great attention to the international maritime transport due to the fact that its volume of international trade has increased continuoulsy. Under such circumstance, the Chinese Maritime Code was issued in 1992 in which the regulation with regard to carrier's liability occupied an important position. The author, therefore, selected this issue for demonstration of the legal proinciples about carrier's liability which is provided in the Chinese Maritime Code. The study on the issue is under guidance of related international conventions. On the basis of the above, the differences between the Code and relevant conventions have been pointed out in order to make the people in the field of shipping understood for legal system with regard to carrier's liability in China which is a great potential partner of Korea in shipping and trade.

Robust Lane Detection Algorithm for Autonomous Trucks in Container Terminal

  • Container terminal automation might offer many potential benefits, such as increased productivity, reduced cost, and improved safety. Autonomous trucks can lead to more efficient container transport. A robust lane detection method is proposed using score-based generative modeling through stochastic differential equations for image-to-image translation. Image processing techniques are combined with Density-Based Spatial Clustering of Applications with Noise (DBSCAN) and Genetic Algorithm (GA) to ensure lane positioning robustness. The proposed method is validated by a dataset collected from the port terminals under different environmental conditions and tested the robustness of the lane detection method with stochastic noise.

  • This paper aims to propose optimal method to assess and cumulate the daily profit for liner shipping to support the shipping lines in making optimal decision with the highest average daily profit. This paper not only explains the actual calculated results align with decision-makers' behavior from concepts indicated in cumulative prospect theory but also contributes to an easy-to-apply method for liner shipping network predictability in and provides optimal decision-making is helpful for shipping managers for the best effective selection of the most appropriate alternative under uncertainties.

The Importance of International Transport and Logistics Infrastructure in the Economic Development of the Country: The Case of the EU for Ukraine

  • For twenty years, in the EU there has been a trend of a lack of maritime infrastructure and a redundance of the road one, which has a negative impact on the economy. The intermodal transport market structure in the EU has not changed over the past ten years. The stability of transport systems due to the lack of changes in the transport market remains under threat, affecting supply chains and networks through the optimization of warehousing and transportation costs. The research methodology is based on a quantitative assessment of cause-and-effect relations between economic growth and transport and logistics in the EU. A statistical analysis of security indicators, intermodal and modal transport, international trade in goods within the EU and in the world trade in goods, the dynamics of GDP of the EU countries, the level of openness of the EU economy, investment and maintenance costs of different modes of transport and infrastructure has been carried out. The results show that in 2000- 2010 there were positive changes in the transport and logistics infrastructure of the EU, which had a positive effect on trade, openness of the economy of the EU, GDP growth. However, at that time, negative effects of environmental impact and the load on road and rail transport were accumulating. Investment in different modes of transport is limited, and technical maintenance and infrastructure maintenance costs form a significant part of GDP of the EU. A slowdown in economic growth leads to budget constraints and infrastructure financing gap. As a result, the freight and passenger intermodal and modal transport market structure remains virtually unchanged. The load on rail and road transport remains stable, despite the reduced level of transport hazards. Transport productivity has declined over the past ten years. Herewith, the intensification of trade and the openness of the EU economies require constant modernization and innovative renewal. The EU policy in this direction remains normative, uncontrolled, which is reflected in investment differences within the EU and maintenance costs.

  • Offshore CCS technology is to transport and inject $CO_2$ which is captured from the power plant into the saline aquifer or depleted oil-gas fields. The more accumulated injected $CO_2$, the higher reservoir pressure increases. The increment of reservoir pressure make a dramatic change of the operating conditions of transport and injection systems. Therefore, it is necessary to carefully analyze the effect of operating condition variations over the injection period in early design phase. The objective of this study is to simulate and analyze the $CO_2$ behavior in the transport and injection systems over the injection period. The storage reservoir is assumed to be gas field in the East Sea continental shelf. The whole systems were consisted of subsea pipeline, riser, topside and wellbore. Modeling and numerical analysis were carried out using OLGA 2014.1. During the 10 years injection period, the change of temperature, pressure and phase of $CO_2$ in subsea pipelines, riser, topside and wellbore were carefully analyzed. Finally, some design guidelines about compressor at inlet of subsea pipeline, heat exchanger on topside and wellhead control were proposed.

A Study on the Analysis of Japan's Basic Ocean Law and Policy of Korea -The Case of Korea, Japan and China on the Administrative System for Ocean- (일본의 해양기본법 제정과 우리의 대응방안 연구 -한중일 해양행정체계 비교를 중심으로-)

  • Japan's new Basic Ocean Law took effect in 20 July 2007. This law contains that 1) calls for the consolidation of eight government offices that previously worked separately on maritime issues; 2) establishes a basic plan for maritime matters, and; 3) creates a comprehensive maritime policy headquarters, run by the Prime Minister. The result is a structure for the integrated promotion of maritime policy. The Minister of Land, Infrastructure and Transport has been appointed to the newly established position of maritime minister. Japan has been in conflict with Korea and China over EEZ and territory, which has caused the country to turn to ocean. If Japan puts more emphasis on sea, it will be on a collision course with neighboring countries such as Korea, China, Russia, and Taiwan. Japan has been at odds with these countries; with Korea over Dokdo islets, with China over the Senkaku Islands and the East China Sea, where gas fields lie, with Taiwan over fishery rights in the East China Sea, with Russia over the Kuril Islands. Korea's position about the establishment of Japan's new Basic Ocean Law is followed: 1) expression of Korea's position in maritime resourcces of east china sea, 2) understand of strategy for maritime resources development and maritime delimitation in China and Japan, 3) a caution for extention of EEZ and maritime activities, 4)effective and comprehensive policy establishment, and strength in R&D, 5) construction of active and responsive system for maritime issues in neighbor country.

  • This paper describes an application of information presentation based geographic map for maritime information, including navigation information. The work is motivated by the need to prepare maritime information representation and distribution for future generation Web network technology. This works consist of map generation using GML and application to maritime information. GML 3.0 became an adopted specification of the Open Geospatial Consortium(OGC) in January 2003, and is rapidly emerging as the world standard for the encoding, transport and storage of all forms of geographic information. This paper looks at the application of GML to one of the more challenging areas of maritime information. Specific features of GML of interest to maritime information provider are discussed and then illustrated through a series of maritime information case studies. The first phase of the work consists of the construction of GML application schema for using as a base map of maritime information. Maritime information is acquired from multiple sources, including standards documents, database schemas, lexicons, collections of symbol definition. The sources of GML ontological knowledge and the contribution of each source to the overall ontology are described in this paper. In the second phase, the prepared GML is used to create a prototype of the mixed maritime information as a base map - for tagging documents within the maritime domain. An overview of this prototype is included. One application area for these information elements described here is the integrated retrieval of maritime information from diverse sources, ranging from Web sites to nautical chart databases and text documents.
