Enhancing Implementation Capability of National Maritime Administration for Preventing Marine Pollution

  • Almost of all the impediments to enchancing ship safety and preventing vessel-source marine pollution arise from the interaction between direct and indirect factors. The direct factors come from human errores and failure in complince with the international convention standards for the operation of vessels. The indirect factors derive from the will and attitudes of the countries taking little responsibilities with appropriate seriousness for policing their fleets. By focusing in these aspects, this paper intends to propose a new international regime to improve the implementation capability of national maritime administration of each member government of IMO(International Maritime Organization).

  • The operation scenarios, types of ice, draft and propulsion system are important design point on the beginning stage of the ice breaking vessel. The concept of hull form in ice breaking vessel has to compromise the performance according to the operation route especially if ship is operating in ice and ice free water. The several hull forms were proposed to optimize the capability of the vessel in this paper. The effect of hull form according to type of ice is also discussing and explaining the ice resistance in each ice type as like pack ice, brash ice, level ice, rubble ice and ice ridge. The draft effect was examined and propulsion system for example FPP(Fixed pitch propeller), CPP(Controllable pitch propeller) and POD system was compared focusing on the propulsion efficiency.

  • In this study, a thruster allocation method of a deep-sea working vessel was proposed with the aims of producing the demanded generalized forces and moment for dynamic positioning while at the same time minimizing total power. For this, an optimization problem for thrust allocation was mathematically formulated with design variables, objective function, and constraints. The genetic algorithms (GA) was used to solve the formulated problem. The proposed method was applied to an example of finding optimal thrust allocation of the deep-sea working vessel having 5 thrusters. The result showed that the method could be used to determine better strategy for thruster allocation of the vessel as compared to existing study.

  • DNV crane criteria are specially designated for the vessel equipped with lifting crane to cover the risk during the crane operation. Based on the DNV crane criteria, the crane performance shall be decided. The weight control has great importance in the management of vessel's design for crane vessel. To evaluate limitation of lightship weight and the effect of design changes sufficiently, the lightship allowable VCG curve was used. The optimization process was carried out for generation of the lightship allowable VCG curve due to the difficulty coming from the characteristic of DNV crane criteria. This paper includes the introduction to the DNV Crane criteria and optimization process for evaluation in aspect of lightship weight and VCG.

Stabilization of ship's heading in AIS of fishing vessel by a hybrid GPS/EM compass (어선 AIS에서의 하이브리드 GPS/EM 컴퍼스에 의한 선수방위 안정화)

  • The ship's heading information of hybrid GPS/EM compass were applied to the AIS of fishing vessel and examined the possibility of accuracy improvement. It is observed 453 each in AIS receiver of land among 3,982 each in AIS Rx/Tx transponder of the test ship at sea, and transmission interval according to the speed of ship is determined the 11.4% good transmitting data of the all information. In results, maximum compass error for the ship's heading of an EM compass was $19.1^{\circ}$. The variance of ship's heading owing to the speed of ship is surveyed. The COG (Course Over Ground) was changed extremely in $180^{\circ}W-179^{\circ}E$ range under 4.9knots, and in $24^{\circ}W-23^{\circ}E$ range over 4.9knots. Finally, using the ship's heading of EM compass and the COG from GPS for the autopilot system of a small fishing boat and the ship's heading information of AIS results in danger on the own ship's navigation safety and leads to make confusion both the others and VTS (Vessel Traffic Service) center. Therefore, the hybrid GPS/EM compass is identified as the best system for a small fishing boat and is allowed to offer continuously a ship's heading information with high accuracy and stability.

  • Recently, vessel hijacking by pirates has been a big issue around the world. In case of the hostages of M/V "SAMHO Jewelry" on January 20, 2011, the Korean Navy has rescued 21 seafarers by first naval operation with somalia pirates since establishment of the Navy. Also, in case of the "HANJIN Tianjin", all crews evacuated to the Citadel promptly when being attacking by pirates and were safely rescued by the navy. By the accident, Necessity of Citadel for seafarer on board ship came to the fore against pirates. Taking in account increasing pirates accident at sea, many research relating to pirates has been implementing with a view to responding to them so far. By amending the ship facility regulation in the domestic law on Jan. 2011, the installment of Citadel on board ship became mandatory for ocean going vessel serving pirates area. Hence, this paper provides new model of Citadel structure based on an Fire Dynamic simulation in order to improve personal safety in case of vessel hijacking.

  • The quality of service provided by Vessel Traffic Services depends on the tasks characteristics and the work environment of Vessel Traffic Service operators. In this paper, the working conditions of Vessel Traffic Service operators are analyzed in order to propose methods to improve the working environment of Vessel Traffic Services and to provide high quality service through them. The questionnaire survey was conducted for Vessel Traffic Service operators working at 20 Vessel Traffic Service centers. It is expected that it might be used as the basic data for improvement of work environment and organization of Vessel Traffic Service center in the future.

An auto weather-vaning system for a DP vessel that uses a nonlinear controller and a disturbance observer

  • An auto weather-vaning system for a Dynamic Positioning (DP) vessel is proposed. When a DP vessel is operating, its position keeping is hindered by ocean environmental disturbances which include the ocean current, wave and wind. Generally, most ocean vessels have a longitudinal length that is larger than the transverse width. The largest load acts on the DP vessel by ocean disturbances, when the disturbances are incoming in the transverse direction. Weather-vaning is the concept of making the heading angle of the DP vessel head toward (or sway from) the disturbance direction. This enables the DP vessel to not only perform marine operations stably and safely, but also to maintain its position with minimum control forces (surge & sway components). To implement auto weather-vaning, a nonlinear controller and a disturbance observer are used. The disturbance observer transforms a real plant to the nominal model without disturbance to enhance the control performance. And the nonlinear controller deals with the kinematic nonlinearity. The auto weather-vaning system is completed by adding a weather-vaning algorithm to disturbance based controller. Numerical simulations of a semi-submersible type vessel were performed for the validation. The results show that the proposed method enables a DP vessel to maintain its position with minimum control force.

A Study on the Marine Traffic Risk Assessment by using Ship Handling Simulator (선박조종 시뮬레이터를 이용한 해상교통 위험도 평가에 관한 연구)

  • Large and small marine accidents which are related to vessel's navigation are happening continuously and these maritime accidents have caused loss of lives and properties, and serious maritime environmental pollution damage. It is also true that maritime pollution damage is increasing due to these accidents, probability of growth of seaborne volume and complicated maritime traffic environment. Korea, recently, is developing an evaluation index which can assess sea risk through the evaluation of maritime traffic environment and provide danger and general information with relation to maritime traffic environment on target sea area to evaluate maritime traffic safety. In this paper, we intend to confirm the validity of maritime traffic safety on the basis of vessel navigator's risk consciousness and various sailing conditions by using the ship handling simulator. To confirm the validity of sailing vessel's maritime traffic safety, we use analysis of variance. By using analysis of variance, we analyze vessel navigator's characteristics, distance, speed and encounter type between vessels. Through multiple comparison of each factor's risk difference, we can confirm the change of numerical value of risk difference in statistical aspect.
