In particular, the marine tourism industry such as marine leisure sports, cruise can create high added value so that its significance has been more emphasized. Korea has natural tourist attractions such as more than 3,000 islands, about 12,000km lengths coastline, wide wetlands and beautiful seascape. In addition, the establishment of the five-day workweek and the development of means of transportation make the policy demand of the public for marine tourism increase continuously. However, Korea currently lacks policy and system for revitalizing marine tourism industry as the new growth engine and has not made good use of its retained tourist resource. Accordingly, this study explores the current situation and challenges of Korean marine tourism industry and further analyses the limits of the national legal systems for marine tourism. Lastly, it suggests policy recommendation for promoting marine tourism industry.

  • The commerce and industry of Busan was developed because of good geographical conditions with harbor. After passing its settling-down and diffusing time, Busan has grown in the trade city. Busan has lost the competitive power of the port city since 2000, because of the weakness of its economic power which is caused by the secession of manufacturing industry and the decrease of resident population and foreign tourist. In order to overcome these weaknesses, it is necessary for Busan to take the innovative strategy for the activation of marine tourism. This goal can be achieved by the strong quality of the port city, the coastal terrain, the traditional industry and the international traffic. The aim of this paper is to explore the Innovative Strategy for the activation of marine tourism in Busan and to suggest the following proposal. First, the government must decide the base of marine tourism under the geography viewpoint of the coast and sea, and develope tourism resources after analyzing the identity of marine tourism base. Second, the core part along the selected bases of marine tourism must be constructed the tourism terminal as the landmark of Busan in order to concentrate foreign tourist. Third, after each base of marine tourism must become the resort for tourists, they are able to experience the activity of marine tourism in this resort. Therefore, each base must be specialized. Fourth, each base must be connected with the route of marine tourism Fifth, in order to overcome the off-season of marine tourism, winter tourism goods such as skates, skis, artificial sea-bathing pool, artificial swimming beach, artificial sled, artificial rock wall of coast, hot spring resort of salt water are required to be developed in the center of marine tourism base.

  • By employing primarily the Kendall's Concordance Test, the paper attempted to conduct an experts' evaluation on the interaction among the agents in Busan marine tourism cluster and recommend some measures for policy consideration for the cluster's activation. For this purpose, a conceptual framework was developed to guide the assessment by using inter-agent cooperation and network approaches regarding the nature of the marine tourism cluster. Such factors as cooperation, competition, relationship marketing, and networking were identified as critical. Findings of the study imply that Busan marine tourism cluster is at its embryonic stage and needs desperate measures for improvement in the inter-organizational cooperation and networking, the major regional characteristics that determine the competitiveness of marine tourism.

  • The purpose of this study is to estimate the economic value of skin scuba marine tourism activity in Jeju Island. The economic value is estimated as consumer surplus using count data models including the truncated Poisson model and the truncated negative binominal distribution model. This study collects the effective 369 questionnaires from skin scuba marine tourists through three times in Jeju Island. The truncated Poisson model was statistically more suitable and valid than other models. The truncated Poisson model was applied to estimate consumer surplus as economic value from skin scuba in Jeju Island. A consumer surplus value per trip was estimated as about 4,081,633 won. The annual economic value from skin scuba marine tourism activity was estimated as 8,428,571 won in Jeju Island. Consequently, skin scuba marine tourism activity has a very large economic value in Jeju Island.
