Future Direction of ROK Navy's Maritime Strategy based on the Recognition and Expansion of Maritime Sphere (해양공간 인식과 확장의 관점에서 본 한국 해양전략의 발전 방향)

  • So far, the main threat to South Korea was North Korea. That is why South Korea established a strategy based on the threat of North Korea and most of the budget on defense was used to deter North Korea. Even though the neighboring countries(China, Japan, and Russia) are growing as a real threat with abilities and intentions based on their powerful naval forces, South Korea has not yet been able to establish a strategy that regards neighboring countries as a threat. But the decades-old structural mechanism of the Korean security environment is undergoing a radical change on April 27, 2018, through the South-North summit and the Panmunjom Declaration. Under the changing security environment, South Korea was placed in a complicated dilemma that had to deal with threats of two axes(China), three axes(China, Japan), and four axes(Japan, Russia). If the one axis threat(North Korea) is dominated by land threats, the second, third and fourth axis threats are threats from the sea. This paper analyzed the maritime strategy of Korea within the framework of maritime-geopolitics, in other words recognition and expansion of the sphere of maritime. I have designed that the maritime defense space that we can deny from threats is divided into three lines of defense: 1 line (radius 3,000km), 2 lines (2,000km), and 3 lines (1,000km). The three defense zones of the three lines were defined as an active defense(1 line), defensive offense(2 line), active offense(3 line). The three defense zones of the three lines were defined as the sphere of core maritime, As a power to deny the sphere of core maritime, it was analyzed as a maneuvering unit, a nuclear-powered submarine, the establishment of missile strategy, and the fortification of islands station. The marine strategy of South Korea with these concepts and means was defined as 'Offensive Maritime Denial Strategy'.

Effect of Terminal Layouts on the Performance of Marine Terminals for Mega-containerships

  • The appearance of over 10,000 TEU containerships (so called Mega-containerships) is determined. In order to operate these ships effectively, the number of these calling ports will diminish, and then feeder ships will transport cargoes from the hub-ports where mega-containerships call to the destination ports. In the hub-ports, handling containers for mega-containerships become huger, thus it is important for terminals to deal with cargo handling as soon as possible. However, the present terminal layout might have the limitation of maximum throughput per time unit. And then the transit time at the ports become longer. Therefore, we investigate the effect on some different terminal layouts with new alternatives. Actually, we discuss the ship-to-berth allocation at some adjacent berths for mega-containerships on three types of terminal layouts. First one is the conventional type consisted by some linear berths, most container terminals in the world are normally this type. Second one is the indented type consisted by linear berths and indented berths which we can handle from both sides of mega-containership simultaneously. Third one is the floating type consisted by linear berths and the floating berth. On this type, mega-containerships can moor between linear and floating berths. The merits of this type are that we can also handle from both sides of mega-containerships simultaneously, and ships can go through between linear berth and floating berths. Thus it is easier for ships to moor and leave berths. Under such assumptions, we examine the numerical experiments. In most cases, the total service times on the indented type are the longest among three types, these on the floating type are the next longer. Those reasons are that these layouts have the differences of berth occupancy obtained by the time and space axes, and whether the precedence constraints of ship service order needs or not.

  • The history of the Korean lighthouse have been known to be begun from which installed by the purpose of the Japanese invasion of the outside. Modern navigational aid system have configured during the Japanese ruling era since the Incheon Palmido Lighthouse was built in 1903 as the first lighthouse in Korea. But in this regard it needs to be considered more carefully. Busan, as the city of international port and of Choryang Waegwan, had been a center of foreign relations between Korea and Japan since early 15th century. Because that reason, International port facility has been developed for a long time ago in Busan for example lighthouse, breakwater, wharf, jetty and so on. Nevertheless the lack of historical data and basic research related to the marine caused the proper history could not be established until now. In recently the basic translation of Korean Maritime Customs documents started to finish, and a compilation book of old pictorial maps on Choryang Waegwan was issued. As a result, more objective history of Busan Aids to Navigation can be investigated.

  • Nowadays around the world the floating architecture, a new type of architecture sited on water such as ocean, river, canal and lake, has became one of the most important infrastructures for marine cities. This is bemuse of the raising of sea level due to global warming in the world. Therefore many of European countries, Japan, and U.S.A have been developing the technologies and expanding their markets inside and outside of their country for floating architecture This paper is intended to analyze the market situation and the industry trend of domestic and international part in relation to floating architecture The result will be the basis of the research into the technologies and design in order to catch up with the world market of advanced floating architecture.

Building a developmental urban matrix : a Busan city case study (발전주의 도시 매트릭스의 구축 -부산의 강남 따라하기를 사례로 -)

  • This paper pays attention to the fact that not only Gangnam but also cities outside Seoul that attempt to follow the Gangnam model are deeply involved in Korean developmental urbanism. It examines discursive materials such as newspaper articles, newspaper advertisements and online debates as significant sources of information showing how certain districts are materially and discursively constructed by diverse actors in the national capital and in other cities. The result of in-depth interviews lasting up to two hours reveals local residents' imagined geographies. The article emphasizes that the so-called "Gangnam problem" should be understood as existing beyond the physical, symbolic and administrative boundaries of Gangnam, in cities that follow the Gangnam model. This study helps to provide an epistemological foundation for more equitable, sustainable and de-developmental urbanism.

Development of Outdoor Geological Field Course for Elementary School Using Local Geology - Centers on the Odongdo- (지역 지질을 활용한 초등학교 야외지질학습장의 개발 - 오동도를 중심으로 -)

  • The purpose of this study is to examine potential as a geological field course of Odongdo located to the east of Yeosu city, Korea. The total area and the height from the sea level of Odongdo is about 0.13km2 and 42m, respectively. Odongdo area belongs to the Hallyeohaesang National Marine Park, and is famous for rock scenery in the rocky coast and living of rare plants. For this study, diversity of geomorphology and geology was investigated at the sites called as dragon cave, windy area, seal rocks, sunrise viewing platform, second seashore rocks and first seashore rocks along the coast of Odongdo. The results of this study are as follows: A lot of geomorphological and geological resources like sea cliff, sea cave, strata, various sedimentary rocks(conglomerate, sandstone, mudstone), andesite, fault and examples of rock weathering were found in the rocky coast of the study area. These field resources are pertinent to the field work materials for the teaching and learning of geology units in elementary school science. Odongdo is to be recommended as a site of outdoor geological field course for the elementary school students inhabited in Yeosu city and neighborhood area because each site of the rocky coast in this study area has various field work materials and the wide space for observe activities, and is equipped with the facilities as a trail for rock observation.

  • As marine leisure is getting popular around the world, people's interest in cruise ship is increasing rapidly. Now it became possible to make cruise ship with Korean technology, as a result of continuous research and development. However, as cruise ships are getting bigger and more popular, new cruise interior design is required to satisfy various clients' aesthetic and functional demands. Therefore, more researches for cruise interior design are needed. The purpose of this study is to analyze the characteristics of planning and design of passenger's cabins in cruise ship. The scope of this research is limited to the types in the 2004-2010 in Large Cruise Ships. Method of this study are document study and case study, in particularly, case study is conducted for the specific design methods through case analysis. The results of this study are as follow : One of the transitions in the cruise cabin designs is that cabins with balconies occupy a large portion of the entire cabins. As the functions of these balconies are diversifying, more distinctive forms of balcony are showing up. In particular, the cabins which are connected to public space differentiate themselves from those with the same rates; it meets the demands of the clients who require high quality services. In terms of cabin design, a futuristic, distinctive cabin that has incorporated will be a very important function in determining the value of the cruise ship. Based on the results of this research, application of the rapid changes in cabin design and studies about more diversified and advanced design are required.

  • At recently, Oil spill accident of large size oiler that happen domestic and outside the country is occured to social impact us as well as economical damage in sea environment. Also, because spread extent of pollution accident is reaching harbor, bay and close water areas, as necessity that traffic control ships are sea place. VTS is changing to concept that control space is magnified gradually. Our country is operated to 14 harbors which is control center. But abroad is operating coastal VTS that do main waterway and coastals to authority dimension. Therefore, necessity that traffic density of ship manages high coastals and ship traffic of waterway to our country is risen. This paper is execute sea traffic survey at Mokop sea areas and sea casualty occurs. It proposal that coastal VTS center field of most suitable and position of radar site.

Measurement of Ground Subsidence in Mokpo Area from Radar Intrerferometry (영상레이더를 이용한 목포 지반침하 관측)

  • Mokpo city is a coastal city located at the south western coast of the Korean Peninsula. Large regions within Mokpo are subjected to significant subsidence because about $70\%$ of the city area is a reclaimed land from the sea. Although no confidential quantitative measurements are available up to the present, the subsidence rate is as much as several cm per year. In this study, we aimed to estimate the subsidence rate over Mokpo city by using twenty-six JERS-1 SAR dataset from September 1992 to October 1998. Several tens of differential interferograms were processed from JERS-1 dataset and STRM 3-arc DEM. The results indicate continuous subsidence in Dongmyung-dong, Hadang-dong and Wonsan-dong in city, and the subsidence velocity reach over 4 cm/yr in the most highly sinking area. For facilitating the analysis of time-varying surface change, we also carried out an interferometric SAR time series analysis using permanent scatterer and consequently determined space-time maps of surface deformation at each acquisition time of JERS- 1 SAR.

  • 근년 일본, 캐나다, 호주, 미국, EU(주로 노르웨이, 영국) 등에서 인공위성을 이용한 해양 안전의 확보를 위한 연구개발이 진행되고 있으며, 일부 실해역 적용의 분야도 도출되고 있는 실정이다. 9.11테러 이후, 국제해사기구에서도 해상보안의 문제는 주요 이슈로 대두되어, 해상보안에의 활용 기술 개발이 먼저 시작되었다. 그 외, 밀입국 선박 감시 덴 해양오염 모니터링이 주요 활용분야이다. 간단하게 요약하면 다음과 같다. -노르웨이: Norwegian Defence Hesearch Establishment(NDRE)에서 주도적으로 선박 탐지 실험 및 기술 개발을 실시. 주로, ESA의 위성을 활용. 국가 보안의 목적으로는 적용을 하고 있음. -캐나다: 캐나다에서 소유하고 있는 RADARSAT을 이용하여 가장 많은 실험을 실시함. 영상을 처리하고 결과에 대한 평가를 수행하기 위한 시스템(Ocean Monitoring Workstation, OSM)을 개발하여 보급에 주력. -호주: 주로 캐나다의 위성 및 시스템의 적용을 하고 있음 영해 및 환경 감시의 역할을 수행. Coastwatch조직을 만들어 해상 감시활동을 하고 있음. -영국: 데이터 취득 후, 2.5시간 이내에 선박의 위치를 전송하는 인터페이스를 개발함. 일본의 경우, 다른 선진국에 비해서는 다소 늦게 시작되었다. 2003년 발간된 '재해 등에 대응한 인공위성이용기술에 관한 종합보고서'를 시작으로 정보수집위성 4기 및 지구관측위성을 이용한 해양 감시 활동이 시작되었다. 또한, 제 3기 과학기술기본계획(2006-2012)내에 해양 불법침입 탐지 기술 개발 항목이 반영되어 있다. 유럽의 해상보안서비스(MARISS)의 사용자 워크숍이 ESA ESRIN(이탈리아 프라스카티)에서 2008년 1월 22일 열렸다. 실질적인 내용은, '해상보안을 위한 우주 시스템'에 관한 것으로 인공위성 이용하는데 있어 설계안 및 데이터 이용 컨셉을 제시하는 것이었다. 여기서 중요한 것은 국가간의 협력이 절대적으로 필요하며, 기존의 시스템과의 통합에 있어 신뢰성을 어떻게 확보하는가에 있다고 할 수 있다. 또한, 보안과 환경모니터링의 기능이 분리되어 진행되고 있는 부분에 대한 정보 통합 방향도 제기되었다. 국내에서도 AIS와 SAR정보의 결합에 관한 검토는 이루어졌으며, 이를 바탕으로 EU와 같은 시스템의 구축(조직과 연구개발)을 위한 실질적인 검토가 필요하다.
