해상교통류 시뮬레이션에 의한 해상교통안전관리평가에 관한 연구 (A Study on Assessment of Vessel Traffic Safety Management by Marine Traffic Flow Simulation)

  • Vessel traffic safety management means the managerial technical measures for improving the marine traffic safety in general terms. The main flow of vessel traffic safety management is that: 1) Traffic Survey, 2) Replay by Marine Traffic Flow Simulation, 3) Quantitative Assessment, 4) Policy Alternatives, 5) Prediction·Verification. In the management of vessel traffic safety, it is most important to establish assessment models that can numerically estimate the current safety level and quantitatively predict the correlation between the measures to be taken and the improvement of safety and the reduction of ship handling difficulties imposed on mariners. In this paper, the replay model for traffic flow simulation was made using marine traffic survey data, and the present traffic situation became replay in the computer. An attempt was made to rate the current safety of ports and waterways by applying the Environmental Stress model. And, as a countermeasure for traffic management, by taking of, the promotion of total traffic congestion in early morning rush hour, the correlation between traffic control rate and the reduction in ship handling difficulties imposed on mariners was predicted quantitatively.

  • 정부(해양수산부) 및 관계기관에서는 안전관리 취약선박의 해양안전 증진을 위한 많은 정책을 시행하고 있으나, 선박의 안전관리에 대한 위험성평가 부재로 각 제도의 효과성에 다소 아쉬움이 확인되었다. 선박의 위험성평가에 대한 국내 선행연구는 대부분 개별적 해양사고 위험성에 대한 단편적 위험성만을 취급하고 있어 포괄적 해양사고 위험성평가를 위한 새로운 방식이 필요하다. 선박의 안전관리에 대한 포괄적 위험성평가 적용사례로 항만국통제와 노르웨이 해사국의 점검대상 선정방법이 있다. 본 연구에서는 국내 해양사고 및 등록현황의 높은 비중을 차지하고 있는 연근해어선을 대상으로 포괄적 선박안전관리 위험성평가를 위한 지표를 개발하고 적용하였다. 그 결과, 각 선박별 위험성을 계량적 수치로 확인하였고, 개별적 안전관리 취약요소의 순위를 식별하였다.

A Study on the Analysis of the Safety Management System of Korea-China Car Ferries

  • The purpose of this study is to keep the safety of the car ferry passengers and vessels by investigating and analyzing vessel safety management systems in Korea and China. To this end, we investigated Korea-China car ferries and the current status and causes of global marine accidents corresponding to the sizes of the vessels from Korea and China. Furthermore, we investigated car ferries' crew management and safety management. As a result of the analysis of the ferry accident, the causes of human error and ship's age were the greatest, but the ship's companies showed a negative stance regarding the age restriction. It seems that it is necessary to utilize the near-miss accident reporting system and differentiate the management of ship's aging. Also, it was analyzed that both the ship company and the crew of the ship need to strengthen their awareness of safety management.

연근해어선 안전관리체제 도입에 관한 기초 연구 (A basic study on the introduction of safety management system for the costal/offshore fishing vessels in Korea)

  • This study analyzed the condition of marine accident and disaster rate of crew of Korean fishing vessels by vessel type, and checked the Australian safety management system and relevant regulation in Korea to suggest measures to build coastal/offshore fishing vessel safety management system in Korean coastal/offshore fishery. As a result, the power and production amount of Korean coastal/offshore fishing vessel is consistently decreasing while marine accident is increasing. Disaster rate of crew was higher than land industry, especially, the disaster rate of coastal/offshore fishing vessel was very high (100.0‰). Australia applies safety management system differed by vessel type and operation waters which fully considers the characteristics of pertinent vessel. The average accident rate of fishing vessels with gross tonnage over 20 tons among the Korean coastal/offshore fishing vessel was 13.6%, which was significantly higher than fishing vessels with gross tonnage below 20 tons (1.4%). Such result indicates it is urgent to implement safety management system to fishing vessel with gross tonnage over 20 tons and introduce fishing vessel safety supervisor. Establishing safety management system of coastal/offshore fishing vessel will contribute to consistent industrial development by achieving the general goal of reducing marine accident and spreading safety culture.

내항탱커 안전관리 강화를 위한 Oil Major Vetting 시스템의 도입에 관한 연구 (A Study on Introduction of Oil Major Vetting System for Enhancement of Safety Management of Coastal Tanker in Korea)

  • Marine casualties and environmental pollution have increased recently. Especially, the rate of incident of Coastal tankers is higher, but the assessment tool for safety management system is lack in this fields. However Oil Major Vetting System being professional assessment tool for tanker is widely applied in ocean going tanker by the worldwide Oil Majors. According to the analysis of the marine tankers' incidents which applied Oil Major Vetting System, the incidents were reduced rapidly for recent about 5 years. Using Oil Major Vetting System is helped to improve safety management and to prevent marine incidents. Therefore if applying a parts of the Oil Major Vetting Systems to the coastal tankers' Safety Management System, the Coastal tankers incidents would be reduced and improved gradually.

수해운계 고등학교 학생들의 직업기초능력 수준 분석 (A Study on the Level of the Occupational Basic Competencies of Fisheries and Maritime High School Students)

  • The purpose of this study was to analyze the ability level of the occupational Basic Competencies of Fisheries and Maritime(F&M) high school students using F&M basic skills scale. In order to achieve the objectives of this study, the level was analyzed with the Fisheries and Maritime ability scale, comparing each grade level & department. This study was applied to the literature and research methods. This research was conducted collecting preliminary data from 1,113 F&M high school freshman and sophomore students. This survey of 46 questions was used to measure for F&M ability scale-divided into 6 areas-marine vocational ethics, marine information capacity, marine elementary knowledge, marine safety management skill, management & utilization marine life and marine consciousness. The results of this study were as follows; First, in F&M high school students' competencies, marine vocational ethics, marine consciousness was higher, marine information capacity, marine elementary knowledge, marine safety management skill were middle, management & utilization marine life was lower. Second, in the grade level, 5 competencies(marine vocational ethics, marine information capacity, marine elementary knowledge, management & utilization life and marine consciousness) were not different, but 2 Grade was higher than 1 Grade in the marine safety management skill. Third, comparing F&M department, Maritime department were higher than fisheries in 5 competencies. But, fisheries department was higher than maritime in the management & utilization life competencies.

동해에서 지구 물리 이종방법간의 결합시스템을 활용한 침선 수색의 효용성 연구 (Efficient Searching for Shipwreck Using an Integrated Geophysical Survey Techniques in the East Sea of Korea)

  • When the 60-ton-class patrol boat '72' of the Korea Coast Guard (KCG) was on duty and she accidentally collided with another patrol boat ('207', 200-ton-class) and sank. A month-long search found a small amount of lost items, but neither the crew nor the ship was found. For the first time in 39 years since the accident, the Korea Institute of Ocean Science and Technology (KIOST) searched the boat 72 using the latest integrated geophysical techniques. A number of sonar images presumed to be of a sunken ship was acquired using a combined system of side scan sonar and marine magnetometer, operated at an altitude of approximately 30 m from the seabed. At the same time, a strong magnetic anomaly (100 nT) was detected in one place, indicating the presence of an iron ship. A video survey using a remotely operated underwater vehicle (ROV) confirmed the presence of a shielding part of a personal firearm at the stern of the sunken vessel. Based on these comprehensive data, the sunken vessel discovered in this exploration was assumed to be '72'. This result is meaningful in terms of future ocean exploration and underwater archaeology, as the integrated system of various geophysical methods is an efficient means of identifying objects present in the water.

국내 연안해역 안전관리 방안에 관한 연구 (A Study on the Measures for Safety Management at the Coastal Sea Area in Korea)

  • 해양사고의 대부분은 해상교통량이 많은 연안해역과 해수욕장, 방파제 등 많은 사람들이 찾는 연안지역에서 발생한다. 최근 해양레포츠의 활성화로 연안에서의 안전사고위험은 더욱 증가하고 있다. 그러나 연안의 안전사고에 대한 대책이 안전사고 증가속도에 적절하게 대응하지 못하고 육지와 바다를 연계한 안전관리가 체계적이지 못하다. 최근 5년 동안 발생했던 안전사고를 분석하여 사고발생을 최소화할 수 있는 안전관리 대책방안에 대하여 연구하였다. 연안의 안전사고는 육지와 바다가 접촉되는 연안지역에서 발생하기 때문에 종합적인 안전대책이 필요하며, 종합적인 안전망 구축을 위해서 제도상 법률상으로 주무기관이 일원화되어야 한다. 또한 사고발생시 신속하게 인명과 재산을 구조할 수 있는 사고대응 체제가 체계적이고 효율적으로 작동되도록 구축되어야 한다.

Developing Improvement Plans for National Defense Safety Directive to Align with the Serious Accident Punishment Act

  • To ensure a systematic and integrated approach to defense safety management, individual safety management regulations have been consolidated into the National Defense Safety Directive. However, despite being enacted after the enforcement of the Severe Accident Punishment Act, the National Defense Safety Directive does not incorporate the contents of the Serious Accident Punishment Act. This omission is likely to cause confusion in safety management. In this paper, a PDCA analysis of the Severe Accident Punishment Act and the National Defense Safety Directive was conducted to identify area for improvement and supplementation in the Directive. Chapter 3 proposes amendments to clearly define the scope and responsibilities of safety management, implement serious accident prevention measures and inspections, and establish the penalties for those involved. These amendments aim to ensure faithful compliance with the Severe Accident Punishment Act. Chapter 4 emphasizes the implementation and inspection of risk assessments to enhance the effectiveness of safety accident prevention and preparation, thereby ensuring the completeness of the PDCA cycle.

해상교통안전진단제도와 해역이용협의제도간 연계성에 관한 연구 (A Study on Connectivity between Maritime Traffic Safety Audit Scheme and Sea Area Utilization Impact Assessment)

  • 본 연구에서는 선박항행이 허용되어 선박이 다니는 공유수면의 일정부분을 바다골재채취구역으로 하는 골재채취업에 대한 법적근거, 해상교통안전진단제도와 해역이용 협의 및 평가제도의 평가에 대한 중복성 및 양 제도간 적용 우선순위 등의 문제점으로 사업자에게 시간적 경제적 부담을 가중시키고 있으므로, 문제점 해결을 위한 개선방안을 제시하였다. 해양수산부에서 해사안전법과 해양환경관리법을 담당하고 있으므로 업무 협조체계를 유지하여 각각의 제도 평가위원회에 상호 전문가를 포함하는 방안과, 법률을 개정하여 근본적으로 해결하는 방안이 있다. 이를 통하여 해양에서 발생하는 사고의 개연성을 감소시키고 해양환경을 보호하는 방법이 될 것이다.
