Improving the Ship Marine Pollution Prevention Manager Education and Training Curriculum - Based on a Comparative Analysis between Korean and Foreign Legal Education - (선박 해양오염방지관리인 교육·훈련 교육과정 개선방안에 관한 연구 - 국내·외 법정교육 비교·분석을 기반으로 -)

  • The quantitative increase in maritime transport for domestic and foreign trade is one of the main reasons for the increase in marine pollution accidents. Despite the implementation of relevant laws in each country to prevent and mitigate marine pollution accidents caused by ships, human negligence (carelessness, intention, etc.) by ship workers has been reported as the biggest cause of marine pollution accidents. One of the most effective ways to reduce marine pollution accidents caused by ships is to reduce human negligence through systematic education and training of ship workers. Therefore, this study aimed to review the appropriateness of the statutory education and training curriculum for ship marine pollution prevention managers in accordance with domestic laws and regulations such as the 「Marine Environment Management Act」 and suggest improvement measures. To this end, we compared and analyzed the legal training·general education courses related to the prevention of marine pollution and marine disasters in Japan, where the laws and systems are similar to Korea, and investigated the cases of legal training for experts in land pollution prevention in Korea.

  • Traditionally, in the education for the trainees of marine officier, the emphasis is laid on the practical training on board to prepare them for the future position on board and to fit them for the shipboard life. Though the education has been carried out in various ways according to each country's social tradition, culture and educational system, in these days it is done normally by the combined way of school education and training on board to get the competence for the marine officer. Thus the shipboard training course is compulsively required to the candidates for certification as merchant marine officers by the IMO STCW convention 1978 and also it is believed that the education for the dacet officers is to be completed through the shipboard training. In spite of the various earlier studies to improve the training education system, there are few studies for the matters and problems form the standing point of cadet.

  • The plan of developing a fishing village and port will be indirectly funded by the government. In the short term, there will be five different multi-functional fishing village models which are based on the first industry to attach to the third industry of marine sports experience tourism. In the long run, they have to be reached gradually. The popular scenic spot of the marine sports experience tourism is made by human resources and fundamental installations considering that it must be done in unpolluted water. It is necessary to separate the fish harbor into two sides. One side is an existing fishing industry. The other side is made up of several pontoons for the marine sports equipment of the marine mooring. It is necessary to build facilities, such as the mooring facility, the storage facility, the repair-check facility, supply-cleaning facility, information booth, accommodations, education facility, and a marine culture exchange facility.

Species Composition of Fishes in the Eelgrass Bed of Jangpyeong in Tongyeong, Korea (통영 장평리 잘피밭에 출현하는 어류의 종조성)

  • Monthly variation in species composition of fishes in the eelgrass bed of Jangpyeong in Tongyeong, Korea was determined using monthly samples from a seine net from May 2016 to April 2017. A total of 32 species, 2,042 individuals and 3,991.1 g of fishes were collected during the study period. The dominant species were Takifugu niphobles, Rudarius ercodes, Gymnogobius heptacanthus, Zoarchias glaber, Pholis nebulosi and Leucopsarion petersii. These species accounted for 79.5% of the total number of individuals. The fish assemblages in the eelgrass bed showed clear seasonal changes: the number of fish species increased in March and was highest in October, while the number of individuals increased in December and was highest in July.

Diet composition of the sandfish, Arctoscopus japonicus in the coastal waters of East Sea, Korea (동해 연안에 출현하는 도루묵(Arctoscopus japonicus)의 위내용물 조성)

  • The diet composition of Arctoscopus japonicus was studied using 448 specimens collected in the coastal waters of East Sea, Korea. The size of the specimens ranged from 6.2-25.3 cm in total length (TL). A. japonicus were fed mainly on amphipods that constituted 76.1% in IRI. Euphausiids were the second largest prey component. The diets also include small quantities of crabs, copepods, mysids, cephalopods, monogeneans, and fishes. A. japonicus showed ontogenetic changes in feeding habits. Smaller individuals (6-10 cm, TL) fed mainly on amphipods. The proportion of amphipods decreased as body size increased, whereas the consumption of euphausiids gradually increased (10-14 cm, TL). As the body size more increased, the proportion of amphipods increased whereas euphausiids decreased (14-26 cm, TL).

Study of Curriculum Construction and Changes in High School Textbook of the Fisheries Business Administration General (고등학교 수산경영일반 교과과정 구성과 변화에 대한 연구)

  • Though the history of fisheries business administration education has it's own uniqueness, the research or study of that still insufficient. And in spite of the structural shift of society and environmental diversity, there's few research that analyzing or examining the curricular constitution and change recently. The process of this research was implemented with investigating the objective and content domains concerning marine education in the fisheries and marine curriculum and changes of them. The changes of fisheries business administration education reviewed and analyzed in the view point of construction of the textbook, contents of the each changes and recency comparison of tables and figures of the high school textbook of the fisheries business administration general. The results show that most of the changes have been reflected by the demands of the society including fisheries related law, policy and distribution networks. But there are still some errors and necessity of improvements in data and descriptions. The results of this study would help develop sustainable curriculum design for further changes and give more effective guidelines for identifying the core of fisheries business administration education.

Phenomenological Study of Skin Scuba Participants in Busan Region (부산지역 스킨스쿠버 참여자의 현상학적 연구)

  • This study has studied the phenomenon exclusive to the activity of skin scuba among marine sports in Busan region, and such empirical studies are for the development of skin scuba, and even of the entire marine sports, and in order to achieve such objective, the study method centered around qualitative study method of in-depth interview, participatory observation, and documentation study, the results of which are as follows. First is the advantage of the local environment as an open-water location. This study area has beaches of pebbles, and the underwater is also comprised of pebbles up to a certain distance, securing a superior underwater visibility compared to the sand of other Busan regions, and such local environment is thought to be an advantage of skin scuba activity. Second is the satisfaction of accessibility. This study area had an advantage in participant accessibility, which is thought to act as a good strength for the marine sports development of this area in the future. Third is the satisfaction of education. The club instructors of this study area had various marine sports-related licenses such as skin scuba, along with marine lifeguard trainer qualifications to prepare against safety accidents, which are also thought to have positive influences on the education satisfaction for beginners. Fourth is the inconvenient subsidiary facility. This study area has great natural environment for open waters, but the subsidiary facilities of the club for skin scuba activity was found to be very inconvenient by this study, and for the future development of skin scuba, the improvement of subsidiary facilities should be considered. Fifth is the inconvenient parking facilities. The participants in this study area agreed upon the inconvenience of the parking issue alongside the subsidiary facilities. There are always parking issues near the coasts of Busan region, and in order to resolve such issues, active assistance from the City of Busan and each local government, and if such methods are well proposed, the conflict between the marine sports participants and local residents shall be resolved, it would play a great role in the development of marine sports.
