A Hybrid-Heuristic for Reliability Optimization in Complex Systems (콤플렉스 시스템의 신뢰도 최적화를 위한 발견적 합성해법의 개발)

  • This study is concerned with developing a hybrid heuristic algorithm for solving the redundancy optimization problem which is very important in system safety, This study develops a HH(Hybrid Heuristic) method combined with two strategies to alleviate the risks of being trapped at a local optimum. One of them is to construct the populations of the initial solutions randomly. The other is the additional search with SA(Simulated Annealing) method in final step. Computational results indicate that HH performs consistently better than the KY method proposed in Kim[8]. Therefore, the proposed HH is believed to an attractive to other heuristic methods.

Characteristics of Bulk Carrier Casualties (살물화물선의 해난사고 특성)

  • The present paper deals with the casualties of bulk carriers, many of which resulted in catastrophic and fatal consequencies - losses of ships and lives. In fact the fatality and the alarming statistics of bulk carrier casualty have ling been criticized since 1980's by several seafarers. In the paper, the features of hull structure and operation of bulk carrier are, firstly, examined and, then, casualties and major causes are speculated, Secondly, the issues of circumstances around shipping and naval architectural circles related to the casualties are raised and discussed. Finally, it highlights the need and the way for a higher safety standard for the shipping industy.

  • This paper deals with PC-based ship handling simulator, which is now widely utilized not only for total assessment of safety in harbour area but also for training purpose. The suitable mathematical model for low advance speed manoeuvre is treated with the effects of current, wind, wave, tug force and water depth. We adopt 3 dimensional graphic technique for perspective representation of relative ship motion. Some graphical panels on the screen are devised for data input/output or ship manoeuvring information. We show the real time simulation of berthing menoeuvre applied to Pusan harbour as an example.

  • This paper descirbes a series of numberical simulations of grounding accidents of four 40,000 DWT Conventional and Advanced Double Hull tanker bottom structures using LS/DYNA3D. The overall objective of this study is no understand the structural failure and energy absorbing mechanisms during grounding events for candidate double hull tanker bottom structures, which lead to the initiation of inner shell rupture and cause the kinetic energy dissipation to bring the ship to a stop. These nuberical simulations of the grounding events will contribute to future improvements in tanker safety at the design stage.

  • The Ministry of Maritime Affairs and Fisheries embarked on Oct. 8, 1996, incorporating most of the previously fragmented maritime administrations into one single organization But the maritime administrative functions related to safely and security missions have not yet been merged into a synergetic whole, with versatile multi-functional systems working so effectively that better services to the public might be expected. Enhancing administrative capabilities requires that these missions be integrated into one institution and an enterprising management system be adopted to overcome bureaupathologies, such as complacency and inertness of administration.
