Economic Validation of Maritime Safety Center in Case of Yeong-Nam Province

  • After the Ferry Sewol accident, public interest in marine safety has increased. However, as the marine leisure tourism population increases, the number of casualties caused by marine accidents is increasing, so marine safety education is urgently needed. Since facilities related to marine safety education in Korea are geographically biased to the west, regional imbalances in education are significant. Therefore, this study suggested solutions to the problems of developing educational contents and securing budgets and professionals by using idle facilities of the Korea Institute of Maritime and Fisheries Technology(KIMFT) located in Busan as a maritime safety education center. In addition, as a result of estimating demand using the gravity model, it was estimated that the demand would range from 150,000 to 130,000 per year. This study sufficiently proved social policy validity for policy suggestions using existing idle sites as maritime safety education centers based on objective verification methods and is expected to contribute substantially to policy promotion in the future.

  • Ship handling simulator has much merit to provide trainees with real-like circumstances in doing virtual education and training. To improve the quality of the education, it should be included both the mathematical model which can explain complicated ship's manoeuvrability and graphic tools for 3D images which can embody the visual scenes of reality on screen. This paper is focused on how to construct the marine environment DB(data Base) using S-57 data of ENC(Electronic Navigational Chart).

  • It is necessary to establish a marine environment management system in Korea for hazardous noxious substances (HNS) effluent from marine industrial facilities because the Marine Environment Management Act primarily focuses on pollution control from vessels and offshore man-made structures. In this study, we investigated the effluent guidelines of foreign cases focusing on the US Environmental Protection Agency (US EPA), which provides detailed information on the action levels and establishing principles for the industrial wastewater discharge of HNS. Based on the review, we also considered appropriate options for establishing new guidelines for Korea.

  • Since fire is one of the most dangerous threats to the safety of the ship, from the safety device is installed on the vessel the digestive apparatus can be viewed as the most important safety device. The fire-extinguishing device to be mounted to the vessel structure affected the stability of the structure in accordance with the blue of the sea. In particular, the Rack part of the basic safety of a fixed fire extinguishing system in the absence of a $CO_2$ container. In this paper, by utilizing simulation techniques to apply the pressure data being ejected in each direction by ship motion and $CO_2$ containers Rack perform an analysis of the structural safety assessment was part of the digestive system accordingly.

A Study on the Introduction of the Research Official for the Maritime Accidents Inquiry System (심판연구관제도의 도입에 관한 연구)

  • For the first Maritime Accident Inquiry System in Korea, Central Marine Accidents Inquiry Committee were founded in Seoul and District Marine Accidents Inquiry Committee in Busan city In 1963 to determine the circumstances of the accidents and causes. At the present day, it was settled as Maritime Safety Tribunal tough several revision of the Law and regulations regarding the Maritime Accident Inquiry System. In Korea, there occurred about m cases of marine accident, and as a result, about 200 people were lost human lives in average per year. In accordance with the change of circumstances such as traffic increasing and being bigger in size, being faster in speed, etc., the causes of the marine accidents become complicated year by year. Accordingly, in this moment, it is meaningful that the introduction of the Research Official who assists the Judges probing the cases fair and square. In this Paper, with the consideration of the several kinds of Research Official System, such as the Research Official of the Korean Supreme Court, the Supreme Public Prosecutors' Office and the Constitutional Court, Japanese Supreme Court, Law Clerk in USA, etc., the selection, numbers, duty of the Research Official were studied. The results of the study are as follows; 1. The Research Official to be appointed among the person having long enough career as a Judge, Investigator engaged in the Maritime Safety Tribunal due to he sho띨d have capability to confirm perfectly logical judgement and to collect enough material for the conclusion of the causes of the case. The one who understands the foreign language is preferred for the study of the foreign cases; 2. It will be logical to post 3 joint Research Officials in Korea Maritime Safety Tribunal in Seoul after due consideration the cases treated a year; 3. It will be logical for the Research Official to perform the collection of material and inspection of the scene for the trial and inquiry of the cases, to attend the cases filed suit to the Supreme Court, to make commentarial papers regarding the judged cases, to collect statistics of marine accidents and to devise a reform measure through in-depth analysis of the accidents frequently occurred, to study for the improvement of the Maritime Accident Inquiry System;

  • Even in the marine industry was required the looser positioning performance as compared to other application domain, a high-quality positioning performance and reliability are becoming ever more important. The high-quality performance includes not only accuracy but also integrity, continuity, and availability. However, current DGPS service is not satisfying the minimum positioning performance requirements for maritime user proposed by IMO. Especially, no one can guarantee the required integrity performance by DGPS service. This paper presents the advanced monitoring concept to strengthen the performance of current DGPS through the enhanced monitoring, guarantee and notice functions. To this, the limitations of the integrity monitoring function of current DGPS are analyzed, and a countermeasure is prepared to improve the limitations of the current integrity monitoring function. This paper can be applied as basis research to improvement of the DGPS service.
