Analysis of Fuel Marginal Price for Biomass Power Plant - On the Basis of China Biomass Power Plant - (바이오매스 발전소 연료한계단가 분석 - 중국 바이오매스 발전소를 중심으로 -)

  • This study is analyzed the financial feasibility of biomass power plant in China in terms of fuel marginal price of biomass power plant. The range of fuel price is 150~300 RMB and IRR(Internal Rate of Return), NPV(Net Present Value), DSCR(Debt Service Coverage Ratio) and operation time are analyzed by 10 RMB from 150 RMB. The sensitivity of IRR went down by 1.35 on average. The sensibility of NPV showed big difference by 20% on 260 RMB and 270 RMB. In addition, DSCR of loan is at 1.0 at raw cost of 242 RMB and at lower than 1.0 when the raw cost over 242 RMB. It means that the pay-off of principal and interest of the loan is expected to be difficult in that case. The operation time of power plant should be 88% against standard operation time to maintain over 1.0 of DSCR. Therefore, the factors affecting the cost of raw material to build the power plant and to operate it should be prioritized.

  • By development of renewable energies and high-efficient facilities and deregulated electricity market, the operation cost of distributed generation(DG) becomes more competitive. The amount of distributed resource is considerably increasing in the distribution network consequently. Also, international environmental regulations of the leaking carbon become effective to keep pace with the global efforts for low-carbon paradigm. It contributes to spread out the business of DG. Therefore, the operator of DG is able to supply electric power to customers who are connected directly to DG as well as loads that are connected to entire network. In this situation, community energy system(CES) having DGs is recently a new participant in the energy market. DG's purchase price from the market is different from the DG's sales price to the market due to the transmission service charges and etc. Therefore, CES who owns DGs has to control the produced electric power per hourly period in order to maximize the profit. If there is no regulation for carbon emission(CE), the generators which get higher production than generation cost will hold a prominent position in a competitive price. However, considering the international environment regulation, CE newly will be an important element to decide the marginal cost of generators as well as the classified fuel unit cost and unit's efficiency. This paper will introduce the optimal operation of CES's DG connected to the distribution network considering CE. The purpose of optimization is to maximize the profit of CES and Particle Swarm Optimization (PSO) will be used to solve this problem. The optimal operation of DG represented in this paper is to be resource to CES and system operator for determining the decision making criteria.

The cognition of denture fabrication activities and the costs in National Health Insurance for elderly denture (노인틀니 국민건강보험의 틀니제작행위 및 비용에 관한 인식)

  • Purpose: The purpose of this study was to investigate the cognition of denture fabrication activities and its cost in National Health Insurance for elderly denture. Methods: A self-administered questionnaire was completed by 41 dental laboratories' owner who was research subjects of HIRA(Health Insurance Review & Assessment Service)'s policy research for elderly denture in 2011. The questionnaire consisted of general characteristics of the subjects, dental technicians' knowledge of national health insurance coverage of elderly denture, job-related changes after national health insurance coverage of elderly denture including validity of denture fabrication activity classification and the cost for each service. Each question was measured by Likert 5 point scale or frequency. The collected data were analyzed by SPSS 16.0. Results: Most of the research subjects had been fabricating national health insurance coverage denture(92.7%), also had ample knowledge of national health insurance coverage denture for elderly. Job-related changes after national health insurance coverage of elderly denture revealed marginal differences in the quality. The validity of fabrication activity classification of resin based complete denture was $3.71{\pm}1.023$ by Likert 5 point scale. Conclusion: The goal of national health insurance for elderly denture is to promote elderly's health and well-being. To fabricate denture is a very important part of the denture treatment. For this reason, denture fabrication activity classification and the cost analysis plan should be duly reflected in the policy of national health insurance for elderly denture.

Analysis of Greenhouse Gas Emission and Abatement Potential for the Korean Waste Sector (한국의 폐기물부문의 온실가스 배출량 및 감축잠재량 분석)

  • Waste sector has been a target of abatement policies by the most governments, even though its greenhouse gas (GHG) emission is not so high, since it is related to almost of other sectors. This study propose new GHG calculation equations which resolves logical contradiction of IPCC GL (Intergovernmental Panel on Climate Change Guideline) equations by including waste-to-energy effects. According to two GHG calculation equations, GHG emission inventory and BAU by the year 2050 have been computed. And GHG abatement potential and marginal cost for the five abatement policies carefully selected from the previous researches have been calculated for the year 2020. The policy that makes solid fuel like RDF from flammable wastes and uses them as combustion fuel of electricity generations has been found to be the most efficient and effective one among five policies. The cumulative abatement amount when five policies not mutually exclusive are applied sequentially has been reckoned.

Analyzing of Solar Power Generation Cost-Benefit Using Idle Sites(Parking Lot & Rooftop): Focusing on Environmental Benefit and Social Benefit (주차장·옥상 유휴부지를 활용한 태양광발전 비용편익 분석: 환경·사회 편익 중심으로)

  • Purpose - This study aims to analyzing of solar power generation cost-benefit. Design/methodology/approach - We analyzed whether there is economic feasibility by selecting parking lots and idle sites located in four areas of Seoul, Gyeonggi, Chungcheong, Jeolla, and Gyeongsang areas nationwide, and analyzing site conditions and installation capacity. Findings - According to the results of the analysis, it was found that there is low profitability in Seoul, Gyeonggi and Chungcheong regions, where the solar radiation was not excellent even if REC is selected through the contract market. However, it is necessary to analyzed the economical validity the profitable validity including environmental benefits (greenhouse gas reduction, NOx, SOx reduction effect) and social benefits (renewable power supply) that is analyzed by income and operating costs which is occurred from electricity sales and REC sales when installing solar power generation facilities. Research implications or Originality - In this study, economic feasibility was evaluated additionally in consideration of environmental and social benefits. In conclusion, it was shown that businesses are not economical when considering only simple financial aspects are also sufficiently economical when it is considering environmental and social benefits.

Evaluation Study of LCOE for 8 MW Offshore Floating Wind Turbine in Ulsan Region (울산 앞바다 8 MW급 부유식 해상풍력터빈의 LCOE 연구 )

  • The commercialization has been of great importance to the clean energy research sector for investing the wind farm development, but it would be difficult to reach a social consensus on the need to expand the economic feasibility of renewable energy due to the lack of reliable and continuous information on levelized cost of Energy (LCOE). Regarding this fact, this paper presents the evaluation of LCOE, focusing on Ulsan offshore region targeting to build the first floating offshore wind farm. Energy production is estimated by the meteorology data combined with the Leanwind Project power curve of an exemplar wind turbine. This work aims to analyze the costs of the Capex depending on site-specific variables. The cost of final LCOE was estimated by using Monte-Carlo method, and it became an average range 297,090 KRW/MWh, a minimum of 251,080 KRW/MWh, and a maximum of 341,910 KRW/MWh. In the year 2021, the SMP (system marginal price) and 4.5 REC (renewable energy certificate) can be paid if 1 MWh of electricity is generated by renewable energy. Considering current SMP and REC price, the floating platform industry, which can earn around 502,000 KRW/MWh, can be finally estimated highly competitive in the Korean market.

A Study on the Market Design of Designing GHG Emissions Trading (국내 배출권 거래시장 활성화 방안에 관한 연구)

  • It has been taken for 10 years since Climate Change Convention could it be made. And Kyoto Protocol will come into force as an international law as from 16. Feb 2005. As based on it, Annex I countries will implement their mitigation projects on GHG reductions and press developing countries on GHG reduction target. Korea has not duty target on it yet. But it will be held a COP(Conference of Party) on negotiation for reduction target of second commitment period. If Korea has a real duty, Industry sector should reduce GHG emissions. Then Market mechanism will be need to introduce for this. This study started having a question "Is it possible to introduce emissions trading in Korea?". To solve the problem, this study analysed GHG emissions, marginal abatement cost, market price with 11 companies of industry (about 36% of Korea emissions). minus target is impossible to implement reduction target ver base year (2002). And emissions trading scheme also can't make the market without additional policy and measures. This study suggest that it is need to import credits and give a subsidy of government to encourage it. The imported credit can reduce the demand curve within the marginal abatement cost curves. But the effectiveness of credit is not the same as continually growth. As a result, Allowing 40% credit into emissions trading market is the best to reduce costs. However, a subsidy is the little bit difference. A subsidy make marginal abatement cost curves down for itself. Giving 30% for subsidy, it is the best. Considering both of importing credits and subsidy, it is the best effects in the reducing cost for company. especially 30% is the best effects respectively. This Study show that government wants to consider designing emissions trading, encourage participants competitiveness, and encourage the early action, government has to allow credit trading and give a subsidy to participants.

Determination of the Optimal Access Charge for the Mobile Virtual Network Operator System

  • The introduction of a mobile virtual network operator (MVNO) system is expected to increase consumer benefits, boost competition in the mobile market, utilize idle bandwidth, and expedite mobile-fixed line convergence and growth in the mobile Internet market. This research endeavors to study the optimal access charge for an MVNO system, which is expected to be introduced to the Korean mobile communications market. We found that the optimal access charge is higher in the interdependent model than in the independent model if demand for mobile phone service is based on a substitution relationship. We also found that the optimal access charge is higher than the marginal cost.

  • In restorative treatment using fixed dental prostheses, dentists should select appropriate restoration material among various types of dental materials. The strength, marginal fit, esthetics, wear resistance, biocompatibility, and cost are important factors in the choice of restoration materials. The present case showed a surface stain on a monolithic zirconia restoration that was due to wear between the monolithic zirconia restoration and the base metal alloy restoration. This phenomenon was confirmed by surface roughness measurement and electron probe micro-analysis.

  • Korea electric power industry had been under vertical monopoly but is typically getting restructured for free competition. An ideal pricing system under the competitive market system is 'unbundled pricing system' and 'marginal pricing system', but the current pricing system still adheres to the traditional bundled system and the average cost pricing system. Especially, progressive electricity rates for residential use reflect governmental policy-making which is focused on income redistribution & welfare, industrial supports and energy saving. This study proposes new and reasonable residential electricity pricing systems which are Time-Of-Use (TOU) and Real-Time Pricing (RTP) to reflect variations in the wholesale price of electricity. It also presents examples of various tariffs for residential electricity pricing systems.
