  • The purpose of this paper is to suggest a rational cost allocation method that is efficient and fair. Cost allocation by taking cooperative game theory shows fair allocation considering marginal cost by ship type. Current berth occupancy charging method can not recover quay construction costs. Because it levies charges according to berthing time and tonnage of ships without considering the recovery of quay construction costs. And there are also cross subsidies among ships. This paper suggests the cost allocation method of cooperative game theory as a fair and efficient method.

Economies of Scale and Scope in Hospitals (병원의 규모와 범위의 경제)

  • This study investigates economies of scale, cost complementarity and economies of scope for healthcare organizations using econometric approaches. The economies of scale appear to exist in each service provided by a hospital such as inpatient treatment services, outpatient treatment services, and other patient treatment services, respectively. When we test all services in aggregate level, it also indicates that the healthcare industry on average exhibits the economies of scale of 6 percent, which implies that scaling up hospital sizes will bring substantial cost savings to them Evidence shows that cost complementarity exists between outpatient services and other services for patients and, i.e., these other services for patients experience the reduction in marginal costs as the outputs of the outpatient services increase. For the economies of scope, they are present in most service areas; aggregate level services, outpatient services, and other services for patients, respectively. Inpatient treatment services, however, do not show any evidence of the economies of scope. Results show that the economies of scope are achieved by the general hospital type that provides all service areas such as inpatient treatments, outpatient treatments, and other services for patients. The existence of the economies of scope provides the rationale for extending the existing line of business in a hospital into more diverse areas of services where its benefit comes in the form of cost savings. In sum, it overall provides evidence that the M&As in this industry are encouraged to achieve cost reductions from the economies of scale and scope by changing the size and the output mix.

  • Building management cost increases enormously as modern buildings become complicated. Lost of building eveners or managers feel the need to cut down the cost not sacrifying Comfort building environment and building safety, The ways to achieve such goal are maintaing with a few person, proper HVAC scheduling to save energy BAS's i.e the building automation system or building maintenance system, are designed to meet the goal. In korea, imported BAS's have been installed past several years. Difficulties arised in several aspects. One is extra high cost in installing BAS's because of marginal coat. Another is long settling time because it is originated from abroad. GSC/85/30 is the first trial as a korean BAS to minimize such difficulties. Even though it is a primitive system, it is a mileston of korean BAS the technics gained from developing GSCI/85/30 can be utilized to develop higher version and is now. As modern buildings become more complicated and hugy, managers owner of buildings seek for the system to manage building properly. BAS(Building Automation System or Building management system) is designed to meet the need.

  • Information and information services are recently recognized as a commodity and libraries and information centers are also considered as a company. Under this circumstance, libraries and information centers encounter the problems how they can effectively achieve the objectives of service institutions and objectives of resource management as companies. Pricing policy for information services must be something to satisfy these two very different objectives. This paper discusses the following issues to develop pricing model for information services, 1) the needs of pricing for information services, 2) the major elements impacting to pricing of information services including the objectives of pricing, cost and demand of information services, and information value, 3) the pros and cons of pricing method using concepts of average cost, price differentiation, and marginal cost, respectively.

  • Security of a power system refers to its robustness relative to a set of imminent disturbances (contingencies) during operation. The socially optimal solution for the actuall level of generation/consumption has been well-known spot pricing at shot-run marginal cost. The main disadvantage of this approach arises because serious contingencies occur quite infrequently. Thus by establishing contractual obligations for contingency offering before an actual operation time through decision feedback we can obtain socially optimal level of system security. Under probabilistic precontract pricing the operating point is established at equal incremental cost of the expected short-run and collapse cost of each participant. Rates for power generation/consumption and for an offer to use during a contingency, as well as information on the probability distribution of contingency need for each participant, are derived so that individual optimization will lead to the socially optimal solution in which system security is optimized and the aggregate benefit is maxmized.

  • Under the WTO system, the farm size expansion or the existing korean agricultural structure should be improved to cope with farm income decrease and to continue rice cultivation for food security in the future. This study is aimed at identifying optimum farm size under trade liberalization and import and export parity price system of inputs and outputs. The optimum farm size expressed the minimum point of long run average cost is determined as 15.1ha. The farm size to be equalized as urban laborer's income of 37,361 thousand won per year was revealed 30ha. Therefore the G't recommended farm size of 6ha should be changed to 30ha and the concerned policies for agricultural structure improvement also should be changed to more flexibilitiy.

  • The electric utility industry around the world is undergoing a revolutionary transition from vertically integrated monopoly structures to a competitive structures. Competition in an open transmission access(OTA) makes the market participants access easily the transmission system in a non-discriminatory and equitable manner. The competitions of suppliers and customers make the electric market price change every hour. This paper presents a web program in the internet environment with a function of optimal power flow(OPF) calculation. The Web program gives the nodal marginal cost and the congestion charge using the shadow prices resulted from OPF. This web program is realized by a Perl and JAVA languages, and using the common gateway interface(CGI).

  • As one of ancillary services, voltage support and reactive power service should be compensed properly for its contribution. In this paper, a cost-based reactive power planning is presented. which minimizes the total cost of reactive power support of generators and VAR compensation facility installation. Reactive power support of generator is evaluated by the opportunity costs of reduced energy sale considering the varying SMP(system marginal price) in power market, Gradient projection method is applied to solve this reactive power planning using IEEE14 bus system.

Tabu search-based multi-objective optimization of work package schemes to minimize project costs and carbon emissions

  • Effective project planning is essential in construction project management for timely delivery and economic benefit realization. Work packages are pivotal in this planning, providing clear organization and progress tracking. However, existing methods for creating work package schemes often overlook environmental sustainability, specifically carbon emissions-a growing concern in construction. This study introduces a tabu search-based optimization method for work package schemes, aiming to reduce both project costs and carbon emissions. A cost-carbon model is devised, and a tabu search algorithm is developed to identify the Pareto frontier for total project cost and carbon emissions. A case study shows the tabu search outperforms existing heuristics, reducing carbon emissions by 6.19% with a marginal cost increase of 0.9%. The algorithm's adaptability and generalizability suggest it could significantly enhance economic and sustainable outcomes in construction project planning.

An Empirical Analysis on Overhead Cost Drivers in the South Korea Hospitals (병원 간접비에 영향을 미치는 원가동인에 관한 연구)

  • Considerable attention has been devoted in the accounting literature to identify the factors that cause or drive the costs of overhead activities. This paper extends recent cost driver research to the health care provider. In various case studies, it has been suggested that overhead costs are driven by volume and complexity variables. This paper investigates the significance of these variables in determining hospital overhead costs, how they are structurally related and how the cost impacts of these variables can be estimated in practice. This paper analyzes the determinants of hospital costs using the sample of South Korea hospitals for seven year during the period 1952-1997. The paper focuses on the extent to which hospital overhead costs depend on complexity, efficiency in addition to depending on more conventional volume based measures of hospital activity. The results of regression analysis suggest that volume and complexity factors positively and significantly affect overhead costs in the hospital industry. The results show that the complexity-related cost drivers strongly affected on the overhead costs in tile health care provider industry more than manufacturing industry which is mainly affected by volume-related cost drivers. That means each Industry may have different cost structures. Therefore it Is Important to find their proper cost structures and cost drivers and use them. Futhermore identification of overhead or indirect cost drivers is likely to be particularly useful in heath care. The identification of cost drivers can be of benefit to all health care stakeholders because these facilitates more efficient management of the national resources devoted to health care. While this study has documented that the level of service complexity is a significant determinant of hospital overhead costs, caution should be exercised in interpreting this as supportive of the cost accounting procedures associated with ABC. It is an open question whether even a well-designed ABC system will provide suitable proxies for marginal costs for decision making purposes.
