Pilot Development of Supporting Tools for Automatic Detection of Safety Standards (안전기준 자동검색을 위한 지원도구 시범개발)

  • With the development of society, the scale of the statute is not only increasing, but also the content is getting complicated. The scale of safety standards existing in the law is also increasing and specialized, making it difficult to integrate and manage to minimize conflicts or overlaps among safety standards. For the integrated management of safety standards, a technology that searches for and extracts safety standards in laws and regulations must first be secured. In this study, considering the limitations of time and manpower, a tool for automatic detection of safety standards is developed based on several specific cases. The safety standards classified in the previous studies and the safety standards announced by the Ministry of Interior and Safety were analyzed, and also statute information which includes safety standards extracted by the National Disaster Management Institute in 2018 was collected. After the collected laws were refined and morphological analysis was performed, a safety standard thesaurus was constructed and indexed to develop a safety standard search tool. When automatic search tools are routinely applied to find safety standards in the future, it is expected that these tools will help to solve overlapping or conflicting problems of complex safety standards.

Improvement of Epidemiology Intelligence Service Officer Program for Preparedness and Response against Future Health Issues Included Communicable and Non-communicable Diseases in Korea (미래 보건문제 발생에 대응·대비를 위한 역학조사관제도 개선방안)

  • The development and management of epidemiology intelligence service (EIS) officer with more specialized competence to cope with and prepare for health threats, including pandemic of emerging and re-emerging infectious diseases, is a high priority policy issue in Korea. First of all, we need to establish the training goal of EIS officer. It is necessary to establish manpower training and management system with at least three tiers including quantitative and qualitative targets. Second, at least 50% of all EIS officer must secure a physician and secure expertise and competence for epidemic. Third, for the ultimate purpose of EIS officer, the establishment of a public health expert should expand the scope of epidemiologist's work to health and medical care, occupational environment, and various disasters. Fourth, it is essential to expand the epidemiologist training and education program to the level of advanced countries. Especially, the training course should be expanded at least twice of current times. Fifth, it is necessary to independently install and operate the 'EIS Officer Training Center' as a mid- and long-term goal. Stewardship and governance are secured with the organization, personnel, etc. that can fully manage the planning, management, and evaluation of the EIS system. In the future, it will be necessary to establish a systematic and phased operational base of education and training programs for EIS officer, and establish a sustainable implementation system for strategy development. In addition, it is urgent to revise the guidelines for training public health professionals and strengthening competencies, and for establishing professional educational institutions.

An Exploratory Study on the Designation of Disaster Management Resources (재난관리자원 지정에 관한 탐색적 연구)

  • The purpose of this study is to examine the problems of disaster management resources needed for disaster occurrence, to find ways to improve them, and to utilize them in the future. For this research, theoretical background was established through previous research data on disaster management resources. Disaster management resources prescribed in the Basic Act on Disaster and Safety Management, Classification of Disaster Management Resources and System Use, and Joint Utilization Standards of Disaster Management Resources were analyzed to identify problems and to suggest improvements. As a result of the research, clarity on disaster management resources was secured through literature research and analysis of laws and regulations. By suggesting ways to utilize the manpower and material resources designated by the Emergency Preparedness Resource Management Act in the event of various disasters, it was confirmed that the disaster management resources could be utilized in the right place for various disaster situations.

Analysis on the fishing conditions of tuna purse seiner belonging to the Korea-Ghana joint venture in the Atlantic Ocean (대서양 한-가나 합작법인 소속 다랑어 선망어선의 조업실태 분석)

  • The research was analyzed the catch data of the five years (2016-2020) for six joint venture company tuna purse seiners in the Atlantic Ocean, with the aim of suggesting improvement measures for responsible and sustainable fishing according to changes of recommendation by International Commission for the Conservation of Atlantic Tuna (ICCAT) on the tropical tunas. In the last five years, the average catch of six tuna purse seiner gradually increased to 7,745 tons, 8,364 tons and 9,053 tons from 2016 to 2018, but decreased to 7,761 tons in 2019 and 6,214 tons in 2020. The reason for the decrease in fishing volume in 2019 and 2020 was the fluctuation of the formation of the cold water zone (22-23℃), and the total ICCAT convention area of FAD closure in January and February due to the expansion of the FAD closure area and poor free school catching during two months period, respectively. The analysis on fishing area showed that the percentage of fishing in the high sea was about 85% although the FAD closure area included the EEZ zone in coastal countries; the rise of the fishing license in coastal countries is also believed to be a factor. In order to overcome such situations and improve catching volume, it will be possible if excellent manpower is secured, school fishing is expanded, and the production of high value-added catch (purse seine special: PS).

Specialization and Present Status of Doctor of Osteopathy in the U.S.A (미국의 D.O.의 전문화과정과 현황)

  • Backgrounds : Doctor of Osteopathy (D.O.) in the United States have drawn attention as one of the future models of Korean Medicine doctors in Korea in that they have their own fields of care and therapies that distinguish them from medical doctor (M.D.), but are also able to carry out the treatment of general doctors. By analyzing D.O.'s specialization strategy, this study intends to preview points for establishing the future role of Korean Medicine doctors. Methods : We searched books, research papers, reports, conference presentations, and media articles, and chronologically classified and organized the collected data. In addition, the latest update information on related institutions' web pages and expert opinions released were also reviewed. Results : The D.O. emerged as a form of doctor in alternative medicine, however it rapidly turned to an M.D. substitute during the pandemic of the 1910s and World War II in the 1940s. Through the American Osteopathic Association (AOA)'s organizational activity, curriculum specialization, research development, and financial support, D.O. now has secured the status of M.D. in 50 states and federal law in the US. It has its own and exclusive full practice rights, capable of prescribing drugs and practicing surgery, as well as manual therapy. Beginning in July 2020, M.D.-D.O. achieved the full integration-unification of the professional training and residency program. Conclusions : In order to introduce the D.O. model to Korean Medicine system, it is necessary to strengthen biomedicine in the curriculum, and significantly expand the educational infrastructure and faculty manpower.

A Study of the Optimal Displacement Analysis Algorithm for Retaining Wall Displacement Measurement System Based on 2D LiDAR Sensor (2D LiDAR 센서 기반 흙막이 벽체 변위 계측 시스템의 최적 변위 분석 알고리즘 연구)

  • Inclinometer has several problems of 1)difficulty installing inclinometer casing, 2) measuring 2D local lateral displacement of retaining wall, 3) measurement by manpower. To solve such problems, a 2D LiDAR sensor-based retaining wall displacement measurement system was developed in previous studies. The purpose of this study is to select a displacement analysis algorithm to be applied in the retaining wall displacement measurement system. As a result of the displacement analysis algorithm selection, the M3C2 (Multiple Model to Model Cloud Comparison) algorithm with a displacement estimation error of 2mm was selected as the displacement analysis algorithm. If the M3C2 algorithm is applied in the system and the reliability of the displacement analysis result is secured through several field experiments. Convenient management of the displacement for the retaining wall is possible in comparison with the current measurement management.

A Study on the Change of Cyber Attacks in North Korea (북한의 사이버 공격 변화 양상에 대한 연구)

  • The U.N. Security Council's North Korea Sanctions Committee estimated that the amount of North Korea's cyberattacks on virtual asset-related companies from 2017 to 2023 was about 4 trillion won. North Korea's cyberattacks have secured funds through cryptocurrency hacking as it has been restricted from securing foreign currency due to economic sanctions by the international community, and it also shows the form of technology theft against defense companies, and illegal assets are being used to maintain the Kim Jong-un regime and develop nuclear and missile development. When North Korea conducted its sixth nuclear test on September 3, 2017, and declared the completion of its national nuclear armament following the launch of an intercontinental ballistic missile on November 29 of the same year, the U.N. imposed sanctions on North Korea, which are considered the strongest economic sanctions in history. In these difficult economic situations, North Korea tried to overcome the crisis through cyberattacks, but as a result of analyzing the changes through the North's cyber attack cases, the strategic goal from the first period from 2009 to 2016 was to verify and show off North Korea's cyber capabilities through the neutralization of the national network and the takeover of information, and was seen as an intention to create social chaos in South Korea. When foreign currency earnings were limited due to sanctions against North Korea in 2016, the second stage seized virtual currency and secured funds to maintain the Kim Jong-un regime and advance nuclear and missile development. The third stage is a technology hacking of domestic and foreign defense companies, focusing on taking over key technologies to achieve the five strategic weapons tasks proposed by Chairman Kim Jong-un at the 8th Party Congress in 2021. At the national level, security measures for private companies as well as state agencies should be established against North Korea's cyberattacks, and measures for legal systems, technical problems, and budgets related to science are urgently needed. It is also necessary to establish a system and manpower to respond to the ever-developing cyberattacks by focusing on cultivating and securing professional manpower such as white hackers.

  • While visual industry of the 21st century is becoming higher value-added industry, animation which is a representative genre of visual industry is also developed to the industry focused by government. Korea and China also pursue the development of animation as government executed animation industry promotion policy after the 2000s. However, its results are still under the expectation. Korea hopes advance of Chinese market because of the limitation of market and China is also one of the markets we want to grow together due to the vitalization of Korean visual market. Therefore, if examining characteristics of Korean and Chinese animation industry which is still influenced by government policy and analyzing characteristics of government policies of two countries so as to seek measures to exchange each other with mutual confidence, Korea showed manufacture supporting policies focusing on creation and design, but China focuses on support policies grasping markets of animation and establishing the space for production. Now, it has been about 10 years and Korean market of animation is unstable and it's difficult to release new manpower because of the insufficient space of creation. But, China secured animation market and established creation space in every region of the whole country, but there are not desirable outcomes because of the limitation of materials and characters and insufficient factors of designing and creation. If trying collaboration or joint production and sharing the market by utilizing characteristics of Korean and Chinese animation, both of two countries will obtain better outcomes.

A Study on the Life Management and Improvement of Vulnerable Parts of Aircraft Structures (항공기 구조 수명관리 및 취약부위 개선에 관한 연구)

  • This study examines cracks that occur under the load of an aircraft. The life of aircraft vulnerability structures was analyzed and structural fitting improvements were made. Structural integrity and safety have been achieved through preemptive life expectancy and life management of aircraft structures. The crack size inspection capability of the aircraft under analysis is 0.03inch, compared with 0.032inch, which is the lowest of the three vulnerable parts. In addition, the fatigue life analysis results in approximately 1450 operating hours, the lowest of the three vulnerable parts relative to the aircraft's required life of more than 15000 operating hours, which increased the repeat count of the aircraft's initial and re-inspection times, and hence raised the resulting costs and manpower consumption. Finally, the features were improved through structural fitting of the identified three weak parts. The lowest critical crack size was secured at 0.13 through increased structural resistance to generated cracks and increased aircraft safety. The lowest structural fatigue life for cracks occurring during aircraft operation is 25000 operating hours, which are analyzed above the required structural life, resulting in more optimized improvements than the repair costs and excessive fitting range caused by cracks and fractures.

Analysis of the Optimal Window Size of Hampel Filter for Calibration of Real-time Water Level in Agricultural Reservoirs (농업용저수지의 실시간 수위 보정을 위한 Hampel Filter의 최적 Window Size 분석)

  • Currently, a vast amount of hydrologic data is accumulated in real-time through automatic water level measuring instruments in agricultural reservoirs. At the same time, false and missing data points are also increasing. The applicability and reliability of quality control of hydrological data must be secured for efficient agricultural water management through calculation of water supply and disaster management. Considering the characteristics of irregularities in hydrological data caused by irrigation water usage and rainfall pattern, the Korea Rural Community Corporation is currently applying the Hampel filter as a water level data quality management method. This method uses window size as a key parameter, and if window size is large, distortion of data may occur and if window size is small, many outliers are not removed which reduces the reliability of the corrected data. Thus, selection of the optimal window size for individual reservoir is required. To ensure reliability, we compared and analyzed the RMSE (Root Mean Square Error) and NSE (Nash-Sutcliffe model efficiency coefficient) of the corrected data and the daily water level of the RIMS (Rural Infrastructure Management System) data, and the automatic outlier detection standards used by the Ministry of Environment. To select the optimal window size, we used the classification performance evaluation index of the error matrix and the rainfall data of the irrigation period, showing the optimal values at 3 h. The efficient reservoir automatic calibration technique can reduce manpower and time required for manual calibration, and is expected to improve the reliability of water level data and the value of water resources.
