Managing of local government public service is innovation strategy of local government public service using choice and competition principle. Managing strategy of local government public service is new paradigm for innovating public service and role structure of government. It is important to understand properly substance and characteristics of local government public service Accordingly, the purpose of this study understand substance and characteristics of local government public service and describe strategic driving plan of managing local government public service in the future.

Purpose: This study was attempted and completed in order to settle down and qualitatively improve web-based nursing education by evaluating effect and managing strategy of tutor. Method: The development of tutor's managing strategy was based on "The Self-regulated Learning" and "The supportive Learning", then it was applied to 79 learners in one of the cyber-learning centers. After applying the tutor's managing strategy, self-regulated learning scale, attitude for school, preference for computer and academic achievement were evaluated. The development of tutor's managing strategy for web-based nursing education are consisted of participation promotion, psychological support and motivation, recognition and promotion strategy of learning activity, management strategy of evaluating stage. Result: The levels of learner's self-regulated learning, recognition, behavior, attitude on the school and learning achievement were meaningfully increased in statistics after applying for the managing strategy of tutor. The motivation level and learning participation kept high scores from the beginning with no significant statistical changes. Conclusion: It is required to develop an educational program for cultivating well-educated tutors in order to help the effective learning process of nurses based on understanding characteristics of learners.

We draw on well-established thinking in the complementary fields of organization theory and strategic management to develop a model explaining why fit among a firm's competitive strategy, its structure, and its technology is a prerequisite for superior performance. The contributions of this theoretical treatise are twofold. Firstly, it helps reduce the disconnect in thinking that exists between the strategy and organization-theory literatures on business-level issues. Secondly, it reveals the importance of managing the coalignment among strategy, structure, and technology which, in turn, forces recognition that competitive advantage does not exist in a static state but in a dynamic condition.

This paper suggests the concept of the innovation management. Above all it is important to make excellent application of the management for the S&T Research Council and Government Sponsored Research Institutes. This paper will discuss three critical issues that is, the first, what makes clear a point of different strategy for the organizational and the technological innovation focused organization. Second, how makes containing the environmental factors and the target of the innovation into the innovation management strategy. Third, how achieves the performance through the managing innovation. We present a modified BSC strategy in order to manage innovation and to set up a platform for sustaining to deal with the innovation.

The teaching plan is an important material for teaching and learning, and it goes through many hardships to make out it. Although these materials have been shared through web and referenced for making their teaching plan by other teachers, it has been little utilized yet in learning. In this paper, we proposed a strategy for utilizing the teaching plan as a useful material in learning and had developed the web-based system for managing and utilizing the teaching plan based on the strategy.

Managing semistructured data needs fine granularity such as markup elements. XML has major effect in managing web content, it enables content reusability, enriches information with metadata, ensures valid document links, etc. We introduce our content model as an integrated work which handles content objects as controllable units. The paper concerns on modeling news site and how the content is classified due to the site structure, aggregated content and reusability. The model stores instance XML document into relation database using fragmentation strategy.

This study aims to develop a mainline metering strategy considering queue imbalance among lanes that can reduce congestion at a toll plaza section by managing queue caused by mainline metering. The suggested strategy considers simultaneously optimizing the number of cars in merging area and managing queue by lane. This study analyzes the effectiveness of the strategy with respect to the average travel time and the occurrence rate of spillback using the PARAMICS. The results show that the suggested strategy has an effect on reducing congestion and improving operation efficiency at toll plaza. In particular, the congestion become more intensified when the length of waiting space is shorter; however, this study shows that the suggested strategy can relieve the congestion in that condition.
