Managing of local government public service is innovation strategy of local government public service using choice and competition principle. Managing strategy of local government public service is new paradigm for innovating public service and role structure of government. It is important to understand properly substance and characteristics of local government public service Accordingly, the purpose of this study understand substance and characteristics of local government public service and describe strategic driving plan of managing local government public service in the future.

Purpose: This study was attempted and completed in order to settle down and qualitatively improve web-based nursing education by evaluating effect and managing strategy of tutor. Method: The development of tutor's managing strategy was based on "The Self-regulated Learning" and "The supportive Learning", then it was applied to 79 learners in one of the cyber-learning centers. After applying the tutor's managing strategy, self-regulated learning scale, attitude for school, preference for computer and academic achievement were evaluated. The development of tutor's managing strategy for web-based nursing education are consisted of participation promotion, psychological support and motivation, recognition and promotion strategy of learning activity, management strategy of evaluating stage. Result: The levels of learner's self-regulated learning, recognition, behavior, attitude on the school and learning achievement were meaningfully increased in statistics after applying for the managing strategy of tutor. The motivation level and learning participation kept high scores from the beginning with no significant statistical changes. Conclusion: It is required to develop an educational program for cultivating well-educated tutors in order to help the effective learning process of nurses based on understanding characteristics of learners.

We draw on well-established thinking in the complementary fields of organization theory and strategic management to develop a model explaining why fit among a firm's competitive strategy, its structure, and its technology is a prerequisite for superior performance. The contributions of this theoretical treatise are twofold. Firstly, it helps reduce the disconnect in thinking that exists between the strategy and organization-theory literatures on business-level issues. Secondly, it reveals the importance of managing the coalignment among strategy, structure, and technology which, in turn, forces recognition that competitive advantage does not exist in a static state but in a dynamic condition.

This paper suggests the concept of the innovation management. Above all it is important to make excellent application of the management for the S&T Research Council and Government Sponsored Research Institutes. This paper will discuss three critical issues that is, the first, what makes clear a point of different strategy for the organizational and the technological innovation focused organization. Second, how makes containing the environmental factors and the target of the innovation into the innovation management strategy. Third, how achieves the performance through the managing innovation. We present a modified BSC strategy in order to manage innovation and to set up a platform for sustaining to deal with the innovation.

The growth rate and survival of an enterprise depends on strategy capability which is appropriately managing environmental change. 학습지도안은 학습활동에 있어서 반드시 작성해야 하는 중요한 문서이긴 하지만, 그 중요도나 작성하는데 들이는 시간에 비해 학습활동에 대한 활용도가 매우 낮다. 웹이 발달하면서 개인 홈페이지나 에듀넷과 같은 인터넷 사이트를 통해 학습지도안의 공유가 활발해지긴 했지만, 단지 학습지도안을 작성하기 위해 내용을 참고하는 정도에 그치고 있고 학습에 실질적으로 도움이 될 수 있는 자료로는 활용되고 있지 못하다. 본 논문에서는 이와 같이 학습지도안을 형식적인 문서로써 재활용하는 데서 벗어나 학습에 유용한 자료로 활용할 수 있는 방안에 대해 제시한 후, 제시된 내용을 바탕으로 학습지도안 관리 및 활용 시스템을 설계하고 구현하였다.

Managing semistructured data needs fine granularity such as markup elements. XML has major effect in managing web content, it enables content reusability, enriches information with metadata, ensures valid document links, etc. We introduce our content model as an integrated work which handles content objects as controllable units. The paper concerns on modeling news site and how the content is classified due to the site structure, aggregated content and reusability. The model stores instance XML document into relation database using fragmentation strategy.

본 연구는 Toll Plaza에서 본선미터링 시행으로 인해 야기되는 대기행렬로 인한 평균통행시간 증가와 요금소 서비스 용량 저하를 완화하기 위해 차로간 대기행렬의 균형을 추가적으로 고려한 제어전략을 제시하고 효과를 분석한다. 본 연구에서 제시된 전략은 합류부에 존재하는 차량 수의 최적화와 차로별 대기행렬 제어를 동시에 고려하며, 전략의 효과를 분석하기 위해 PARAMICS를 이용한 시뮬레이션 분석을 수행하였다. 미시행시 및 기존연구의 전략과 비교한 결과, toll plaza 구간에서 평균통행시간 감소에 효과가 있는 것으로 분석되었으며, spillback 발생비율을 감소시킴으로써 요금소 서비스 용량도 개선되는 것으로 나타났다. 특히 대기공간의 길이가 짧을수록 혼잡이 심해지는데, 본 연구의 알고리즘을 통해 이를 해소할 수 있음을 보였다.
