Development of Evaluation Checklist for Personal Office Furniture and Apparatus and Fact-Finding Survey

  • Objective: The objective of this research is to develop evaluation checklist for personal office furniture and apparatus to shape comfortable and efficient worksite for workers' welfare improvement, productivity enhancement and labor force preservation, and to identify office work environment by applying the checklist. Background: Because most office workers work using computers in a sitting posture, the ratio of office workers among total musculoskeletal disorders patients is forecast to increase. In this regard, an effort to prevent and manage such musculoskeletal disorders is required. Method: This research developed evaluation checklist for personal office furniture and apparatus by examining 25 domestic and international ergonomic literature and anthropometric data. This research carried out a fact-finding survey targeting the A Office and B Office of one public agency using the checklist. Results: Although, the checklist items on desks, chairs, computers and other goods conformed to the checklist standards, the following items did not conformed: desk height adjustment, seat board depth adjustment, lumbar support depth, foot rest, wrist rest, mouse tray, headset, speaker phone and Bluetooth. Conclusion: The evaluation checklist for personal office furniture and apparatus and fact-finding survey results are considered to be used as basic data for office work environment and workers' welfare improvement. Application: The information drawn from this research can be helpful to manufacturers' design and manufacture of ergonomic furniture and apparatus.

  • Many people think, in common that An expansion toward outer city is a development, and it can be a general trends in a new development in a growing city. But We can see many case which moving of a public building are considerate as a core element to promote the new development towards outer city, and that is a negative element of slum in central area and community making. There are many aspects to pursue sustainable urban structure of in a city, and public building is a very important element to manage deteriorate central area from social slum in a old town. In this presentation, three project, Local Authority office of Chonnam province, Kwangju Station, and Hyper Urbanity, and it shows sustainable concept of the public building as a core in a city development. The effect of the projects are expected sustainable development and community in terms of social, cultural and historical aspects.

기록관 체제 재검토 (Revaluation of the Records Center System in Korea)

  • 한국에서 기록관리법이 시행된 지 10년이 지났지만, 여전히 한국의 국가기록관리는 저발전 상태에 있다. 비록 참여정부에서 '국가 기록관리 혁신'을 추진하여 많은 성과가 있었지만, 특히 기록관이 실질적으로 기능하고 있는 공공기관의 사례를 찾기는 매우 어려운 실정이다. 현재의 기록관 구조는 구제도적 요소가 강하게 잔존하고 있는 불안정한 체제이기 때문이다. 정부 수립 이후 50여 년 동안 공공기관에서 기록관리 업무는 문서과 역할을 담당했던 총무과가 담당하였고, 그것은 주로 처리과에서 생산된 일부 기록에 대한 인수와 서고관리에 한정되었다. 2007년 개정 기록관리법에서 자료관을 기록관으로 그 명칭을 변경하고, '기획관리 부서 또는 총무부서'에 기록관을 설치하도록 규정했으나, 대부분의 기관이 여전히 총무부서 내에 문서과와 기록관을 편제하여 종전과 같이 형식적으로 운영하고 있다. 기록관리법이 시행된 지 10년이 되었지만, '문서과(Records Office)-기록관(Records Center)-보존기록관(Archives)' 체제로 이어지는 전문화된 기록관리 체계는 형성되지 못하고 있는 실정이다. 이와 같은 원인은 어디에서 비롯되는 것일까? 본고는 이러한 문제의 근원을 기록관을 둘러싼 환경적 요인 즉 역사적 배경을 비롯해서 기록관 구조, 기록 전문직, 기록관리 방법론 등 기록관 체제의 내적 구조에서 그 원인을 찾고자 했다. 아울러 기록관 체제의 정상적인 발전을 위해서는 기록관 체제를 문서과와 기록관으로 명확하게 분리하여 기록관의 독립성을 보장하고, 기록관리 프로세스를 비롯한 방법론의 전문화가 필요함을 지적하였다. 아울러 외적으로는 기록공동체의 연대와 협력을 바탕으로 '최선의 기록관리 실무'를 축적하여 기록관의 기록관리 업무를 표준화하는 것을 주요한 과제로 설정하였다.

대구지역 암등록사업의 효율적 수행방안 (The Efficient Methods of Population-based Cancer Registration in Daegu City)

  • Objective: This study was conducted to automatically improve the completeness and validity of the Daegu Cancer Registry, using cross record linkage of many data sources, and to develop a computerized patient enrollment system for efficient communication among cancer researchers via the internet. Method: We analyzed 10,229 cancer patients who were reported in the National Cancer Registry, and from pathological reports, health insurance cancer claims lists, cancer patient records at hospital information centers and death certificates from the Korea National Statistical Office. Result: We confirmed 4,624 cancer patients and found 897 of new cases from a review of medical chart. The new cases were detected efficiently using cross record linkage. We developed a computerized patient enrollment system, based on a client-sewer model, for the input of cancer patients, and then developed a web-based reporting homepage and patient enrollment system for the internet. Conclusion: This system could manage cancer databases systematically, and could be given to other researchers as a basic database.

A Study on the Productivity Measurement and Effect Factors of Management Evaluation in Public Firms with a Focus on the Port Authorities

  • In this study, we first measured the malmquist productivity index by DEA among the Korean public firms. Second, there are 12 public corporations whose productivity (MPI) has decreased compared to 2014. This is mainly because of a decrease in productivity, as well as a decrease in the technical efficiency change index (TECI), impacted by the internal environment, and the increase in productivity because of an increase in the technology change index (TCI) impacted by the external environment. Finally, the analysis of the impact on the management assessment scores showed that the productivity (MPI), scale efficiency (CRS), size of sales, operating profitability, and total capital investment efficiency are significantly related (+), except for the asset turnover, which is a static financial ratio. Meanwhile, the management evaluation scores between the high-productivity public corporations and low-performing public corporations were significantly discriminating. Thus, it is confirmed that the nation's state-run companies must manage their MPIs in a time series to score high in management evaluation.

조선시대 조경행정기구로서 장원서의 기능에 관한 연구 (A Study on the Function of "Chang-Won-Seo" as a Government Organization in charge of Landscape Architecture during Chosun-Dynasty)

  • The purpose of this study is to investigate the function of "Chang-Won-Seo" which is one of government organizations in charge of landscape architecture during Chosun-Dynasty This study is based on the analysis of historic documents published by the government offices during Chosen-dynasty. The landscape architectural administration during Chosun-Dynasty was mainly undertaken by the Ministry of Industry in both central and local government. Especially, the government office titled "Seon-Gong-Gam" under the Ministry of Industry was in charge of landscape construction. There were seven divisions under the "Chang-Won-Seo" and three divisions such as "Kwa-Won-Saek" , "Saeng-Gwa-Saek" and "Keon-Gwa-Saek" took charge of main part of the work. "Kwa-Won-Saek" was In charge of the management of public fruit gardens and lotus ponds constructed in Han-Yang(Seoul) in order to harvest fruit and edible lotus seeds. "Saeng-Gwa-Saek" was responsible for the supply of fresh fruits to the royal family and the government offices while "Keon-Gwa-Saek" took charge of supplying them with dried fruits. In view of the responsibilities of three divisions, it is concluded that the function of "Chang-Won-Seo" was not to construct and manage the pleasure gardens controlled by the government. but to manage the public fruit gardens and to supply the royal family and the government offices with fresh and dried fruits.

공공건축물의 초기공사비 산정방법 연구 (Cost Estimating method for the Public Office building at the early stage)

  • 이 연구는 프로젝트 기획단계에서 발주자가 실적자료를 활용해 공공건축물인 관공서의 총공사비를 견적하는 방법에 대한 것이다. 최근 공공건축물의 종류 및 용도가 다양화 되면서, 공사비 산정 시 고려해야할 요소가 증가하여 공사비 추정에 대한 논리적인 분석이 어려운 경우가 많다. 이로 인해 경우에 따라서는 건축물이 과다 또는 부실하게 계획되는 사례가 발생하고 있어 예산이 낭비되기 쉽다. 특히, 학교, 관공서, 체육시설 등의 공공건축공사에 BTL(Build Transfer Lease)방식이 도입되어 활성화되면서 건축물의 기획 단계부터 적정규모 산정 및 공사비에 대한 체계적 예측 및 관리가 필요하며, 효과적인 건축물의 기획을 위해서는 장기적인 건축물의 이용자 및 건축물의 수명주기(Life cycle)를 예측한후 건축물의 규모를 산정하는 것이 바람직하다. 그러나 현실적으로 모든 변수들을 종합한 결과를 토대로 건축물을 기획하는 것은 용이한 일이 아니다. 따라서 본 연구에서는 발주자가 건축물의 기획 단계에서 공공건축물의 예산 수립을 쉽게 검토할 수 있는 방법론을 제공하고, 과거에 수행된 유사한 용도의 건축물 실적자료를 활용해, 총공사비를 견적할 수 있는 회귀분석모델을 제안하고 모델의 적용성검토를 위해 일본의 관공서 건축데이터를 통해서 검증하였다.

한 광역자치도에서 국립대병원과 지방의료원간 협력체계 구축 사례의 성립 요인 및 과정평가 (Process Evaluation and Influencing Factors of Building up a Network System between a National University Hospital and a Public Community Hospital in a Korean Provincial Area)

  • This study aimed to explore influencing factors on the establishment of the network system between public hospitals and to make a process evaluation of it. we analyzed the case of a strategic alliance contracted by a National University Hospital(NUH) and a Community Hospital(CH). Main points of the project were regular dispatch of clinical specialists in the NUH such as gastroenterologist and running teleradiology program. The NUH considered the improvement of it's image as a public hospital as a successful element of the network program. The provincial office which have to manage the CH satisfied with these program in terms of helping CH in need of clinical specialists. Staffs in the CH pointed out the problem of discontinuity for patients who visited the CH. Three institutes argued that continuous support of central government in the relevant institution and budget could play the most important role in the advance of the network system between public hospitals.

Exploring Critical Risk Factors of Office Building Projects

  • Risks and uncertainty are unavoidable problems in management of projects. Therefore, project managers should not only prevent risks, but also have to respond and manage them. Risk management has become a critical interest subject in the construction industry for both practitioners and researchers. This paper presents critical risk factors of office building projects in the construction phase in Ho Chi Minh City, Vietnam. Data was collected through a questionnaire survey based on the likelihood and consequence level of risk factors. These factors fell into five groups: (i) financial risk factors; (ii) management risk factors; (iii) schedule risk factors; (iv) construction risk factors; and (v) environment risk factors. The research results showed that critical factors affecting office building projects are natural (i.e., prolonged rain, storms, climate effects) and human-made issues (i.e., soil instability, safety behaviors, owner's design change) and the schedule-related risk factors contributed to the most significant risks for office buildings projects in the construction phase in Ho Chi Minh City. They give construction management and project management practitioners a new perspective on risks and risk management of office buildings projects in Ho Chi Minh City and are proactive in the awareness, response, and management of risk factors comprehensively.

BPMN 방식을 이용한 공공임대주택 유지관리 업무 프로세스 모델 (The Maintenance Process Model using BPMN Method in Public Rental Housing)

  • 공동주택 유지관리 업무를 효율적으로 진행하기 위해서는 사후보전인 유지관리업무에서 벗어나 예방 차원의 관리체계로의 전환이 요구된다. 이를 위해서는 시설물의 점검 진단 교체 등의 일련의 작업을 시스템화 하는 것이 필요하며, 이보다 앞서 유지관리 업무의 표준화가 선행되어야 할 것이다. 따라서 본 연구에서는 현행 공공임대주택 유지관리 업무의 문제점을 분석하고 체계적인 관리를 위해서 전문가와의 1:1면담을 통해 입주자, 관리사무소, 본사의 업무체계로 구분하고 BPMN(Business Process Modeling Notation) 방식을 이용하여 일반관리 시설물관리 수선 및 보수 장기수선 업무 프로세스로 구분하여 제시하였다. 본 연구에서 제시한 표준업무체계는 공동주택 관리 시 업무의 효율성 제고를 통해 생산성 향상을 도모하고 지속적인 데이터 관리를 기반으로 공정성 및 투명성을 제공할 수 있을 것으로 기대한다. 또한 공동주택 유지관리 비용 및 진단조치 관리를 위한 시스템 개발 시 기초 자료로 활용될 수 있을 것이라 판단된다. 향후 더욱 더 객관적이고 표준화된 업무체계를 제시하기 위해서는 현장적용 후 입주자, 관리사무소, 본사 의견 및 업무 흐름에 따라 생산성 데이터 분석을 통해 추가적인 개선작업이 진행되어야 할 것이다.
