공공시설물의 자산관리체계구축을 위한 모델 개발 (Development of an Asset Management System for Public Facilities)

  • 국내 공공시설물의 유지관리체계는 시설물의 안전을 유지하기 위한 진단 및 보수 개념에서 시설물의 성능을 평가하여 유지관리하는 성능평가 방법으로 전환되고 있다. 그러나 국내에서는 시설물의 유지관리를 위한 성능평가 방법이 정립되지 않아 성능평가가 적절하게 이루어지고 있지 못하고 있다. 본 연구에서는 현재 시설물의 안전관리 위주로 한 단순 유지관리전략을 보완하기 위해 성능평가 개념을 도입한 자산관리 모델을 제안한다. 본 모델은 시설물의 유지관리 정보를 수집하는 방법으로 WBS를 활용하는 방법을 제안하여 기존 모델과의 차별화를 이루었다. 또한, 본 모델에는 시설물의 성능평가에서 가장 중요한 서비스 수준 평가방법과 성능척도 요소를 제안하였으며, 사례분석을 하여 본 모델의 적절성을 평가하였다.

  • This study is to identify the maintenance service quality of eco-friendly cars, which are rapidly increasing recently. Research is conducted by synthesizing research from the perspectives of internal employees and external customers by using the service profit chain model. Specifically, it is to study the overall structural relationship between internal customer satisfaction, physical quality, interaction quality, outcome quality, external customer satisfaction and long-term orientation. For the study, 202 questionnaires were collected from internal employees and 204 questionnaires from external customers. The results of testing the research hypotheses targeting the internal employee group are as follows. As a result of testing hypothesis 1, internal customer satisfaction has a significant positive (+) effect on physical quality and interaction quality. As a result of testing hypothesis 2, the service quality of eco-friendly car maintenance has a significant positive (+) effect on each other. As a result of testing hypothesis 3, physical quality and outcome quality have a significant positive (+) effect on external customer satisfaction. The results of testing the research hypotheses targeting an external customer group are as follows. As a result of testing hypothesis 2, in the relationship between eco-friendly car maintenance service quality, physical quality has a significant positive (+) effect on interaction quality, and interaction quality has a significant positive (+) effect on outcome quality. As a result of testing hypothesis 3, interaction quality and outcome quality have a significant positive (+) effect on external customer satisfaction. As a result of testing Hypothesis 4, external customer satisfaction has a significant positive (+) effect only on intention to reuse. Finally, as a result of examining the difference in perception between the internal employee group and the external customer group in eco-friendly car maintenance service quality and external customer satisfaction, it was verified that there was a significant difference only in outcome quality and external customer satisfaction.

IT 아웃소싱 어플리케이션 운영 계약모델에 대한 실증적 연구 (An Empirical Study on Contract Model for IT Outsourcing Application Operation)

  • The study suggests a contract model of application operation through case study of A bank's IT outsourcing application contract based on workload. The IT outsourcing order form has a problem in that the scope of work is ambiguous due to the integration of operation and maintenance. In this study, application operation and maintenance were separated by referring to application operation history provided in ISO/IEC15504-5 standard. The scope of the IT outsourcing service was clarified by organizing the definition and detail activities of the application operation business. Application operation contract method has generally applied estimation method by the number of input manpower and period by agreement between buyer and client. As there is no activity to calculate the number of input manpower based on the operational work history and based on the standard workload per activity. In this case is not guaranteed due to the simple agreement between the contractors. In this paper, we propose an application operating cost estimation model that measures the size of the operating software using function point analysis that is the basis of application operation tasks. In order to verify the validity of the application operation cost model, we verified the correlation between the application size and the labor cost through regression analysis using SPSS.

BrDSS: A decision support system for bridge maintenance planning employing bridge information modeling

  • Effective bridge maintenance reduces bridge operation costs and extends its service life. The possibility of storing bridge life-cycle data in a 3D parametric model of the bridge through Bridge Information Modeling (BrIM) provides new opportunities to enhance current practices of bridge maintenance management. This study develops a Decision Support System (DSS), namely BrDSS, which employs BrIM and an efficient optimization model for bridge maintenance planning. The BrIM model in BrDSS extracts basic data of elements required for the optimization process and visualizes the inspection data and the optimization results to the user to help in decision makings. In the optimization module of the DSS, the specifically formulated Genetic Algorithm (GA) eliminates the chances of producing infeasible solutions for faster convergence. The practicality of the presented DSS was explored by utilizing the DSS in the maintenance planning of a bridge under operation in the southwest of Iran.

사례기반의 소프트웨어 유지보수 성숙도 모델 수립 방안 (A Method for Establishment of Case-based Software Maintenance Maturity Model)

  • 소프트웨어 유지보수는 기존의 하자 유지보수 개념에서 운영관리 및 서비스의 향상을 위해 지속적인 개선이 요구되고 있다. 본 연구에서는 K사에서 수행중인 4개의 유지보수 프로젝트를 기반으로 소프트웨어 유지보수 성숙도 모델과 평가지표를 제안한다. 이를 위해 SMMM, ITSMM, ITIL을 기반하여 13개의 프로세스 영역과 64개의 평가지표를 도출하고, 도출된 64개의 평가지표를 5점 척도로 설문 평가하여 그 결과를 기반으로 성숙도 모델의 수준을 분류하여 K사의 성숙도 모델을 구축한다. 그리고 K사의 성숙도 모델을 검증 및 개선하기 위하여 K사의 설문평가 점수를 분석하여 평가지표의 개선방안을 제안하고, K사의 성숙도 모델이 소프트웨어 유지보수의 개선 방안을 어떻게 나타내는지를 확인하기 위하여 제안한 소프트웨어 유지보수 성숙도 모델을 K사의 4개의 프로젝트를 대상으로 하여 성숙도 평가를 수행하고, 그 결과를 기반으로 개선방안을 제시하였다.

  • In this paper, we propose SSS Model for Service Quality Improvement. SSS Model is composed 3 parts, First is Search which mean find service problem by any method, Second is Solving which mean solve searched problem by any method. When solved result are got ESC performance, then work next step. Third is Succeed which mean control and maintenance solved problem. Our service real fields, there are few easily service quality improve Model. We try to prove this Model are well adapted Real fields.

Analysis of Revenue-Sharing Contracts for Service Facilities

  • There are customer services jointly provided by two facilities so that each customer will complete the course made up of both facilities' sub-services. The two facilities are assumed invested respectively by an infrastructure owner and one subordinate facility owner, whose partnership is built on their capital investments. This paper presents a mathematical model of Stackelberg competition between the two facility owners to derive their optimal Nash equilibrium. In this study, each facility owner's profit is consisted of fixed revenue fractions of sold services, operating costs (including depreciation cost) and maintenance costs of her facility. The maintenance costs of one facility are incurred both by failures and deterioration due to usage. Moreover, for both facilities, failures are rectified immediately by minimal repairs and preventive maintenance is carried out at a fixed time epoch. Additional assumptions are also employed to develop the model such as customer arrivals are manipulated to follow a Poisson process, and each facility's lifetime is independently Weibull-distributed. The Stackelberg game proceeds as follows. At the first stage of decision making process, the infrastructure owner (acting as a leader) decides the allocation of revenue shares based on her self-interest. After observing the allocation of revenue shares, the subordinate facility owner determines her own optimal price of services. This paper investigates actions and reactions of the two partners in the system. Then analytical conditions are proposed to achieve a unique optimal Nash equilibrium. Finally, some suggestions for further research are discussed.

공공부문 성과관리를 위한 도로포장의 서비스수준과 서비스비용 함수 추정 (Estimation of a Level of Service and Cost of Service Function for Road Pavements for Performance Management in the Public Sector)

  • PURPOSES : This study aimed to evaluate the performance of pavement management works and to develop a function for estimating the level of service (LOS) and cost of service (COS) for the systematic and quantitative management of pavement performance in the public sector. METHODS : The International Roughness Index (IRI) was used as the performance index for pavement management. Long-term pavement performance data for a period of 7 years (2007-2014) collected by the National Highway Pavement Management System and historical maintenance budget data published by the South Korean government were used to develop the LOS-COS function. Based on the function, a model for estimating the appropriate budget as well as the network conditions was suggested. RESULTS : There was high degree of correlation between pavement performance and the investment level (R = - 0.74). The developed LOS-COS function suggested that the unit cost to improve the network IRI to 1 m/km was 32.6 billion KRW. Further, the maintenance costs normalized with respect to the LOS levels were LOS-A = 88.2 billion KRW, LOS-B = 55.6 billion KRW, and LOS-C = 23.0 billion KRW. CONCLUSIONS : This study proposes a simple way of developing a LOS-COS function. It also shows how to develop a network budget demand and condition estimation model using the LOS-COS function. In addition, it is the first attempt to evaluate the road maintenance budget in South Korea. It is expected that these results will help in the negotiations between the road managers and budget makers.

위험도기반 교량 유지관리 우선순위 선정 모델 개발을 위한 기초연구 (Basic Study for Development of Risk Based Bridge Maintenance Priority Decision Model)

  • 국내 교량은 공용 연수의 증가로 인하여 추후 유지관리 비용이 상당히 증가 될 것으로 예상된다. 이에 대응하여 정부와 관련 부처는 한정된 예산을 효율적으로 분배하고, 유지관리 우선순위를 합리적으로 선정할 수 있는 방법 개발에 집중하고 있다. 본 연구는 위험도기반의 유지관리 우선순위 선정 모델을 개발하기 위하여 교량의 파손을 야기하는 일반적인 위험 인자 14개를 선정하고, AHP분석을 수행하여 중요 인자 5개를 선별하였다. 기존 문헌 고찰과 전문가 자문을 통하여 선정된 인자에 대한 평가 기준, 영향도 가중치 등을 도출하였고 이를 활용하여 엑셀시트 기반의 위험도기반 우선순위 선정 기초 모델을 제시하였다. 본 모델을 기존의 유지관리 우선순위 선정 방법과 병행하여 사용한다면 보다 합리적인 교량 유지관리 우선순위를 도출 할 수 있을 것이다.

염해-내구성 설계 변수에 변동성에 따른 확률론적 보수비용 산정 분석 (Probabilistic Analysis of Repairing Cost Considering Random Variables of Durability Design Parameters for Chloride Attack)

  • 염해에 따라 발생하는 보수시기와 보수로 유지되는 내구수명은 보수비용 평가에 매우 중요한 요소이다. 일반적으로 사용하는 결정론적 보수비용 평가는 사용기간의 연장에 따라 계단식으로 증가하게 되며, 보수로 인해 변동되는 내구수명의 변화를 고려하지 못한다. 본 연구에서는 확률론적인 보수시기 및 비용을 평가하기 위해, 염해에 노출된 콘크리트 교각을 선정하였다. 두 가지 배합과 염화물에 노출된 외부 환경조건을 고려하여 염화물 거동을 평가하였으며, 도출된 내구수명과 수명에 대한 확률변수를 변화시키면서 보수시기 및 비용 변화를 분석하였다. 변동계수의 변화에 따른 보수회수는 큰 차이가 발생하지 않았으나, 초기의 내구수명 연장이 구조물의 보수시기 및 비용에 큰 영향을 미치고 있었다. 또한 확률론적 보수비용 산정 모델은 결정론적 모델과 다르게 연속적인 보수비용이 평가되므로 목표내구수명에 따라 보수회수를 감소시킬 수 있는 효과적인 기법임을 규명되었다.
