Improving the Contractor-subcontractor Relationship Through Partnering on Construction Projects in Zambia

  • With the increased dependence on subcontracting in the construction industry, the operational relationship between main contractors and subcontractor plays an imperative role in successful project delivery. Consequently, improving this relationship increases the probability of project success and enhancing project performance. A wide range of research has confirmed that partnering improves the main contractor-subcontractor relationship. Though the positive impact of partnering on project performance is supported by a plethora of evidence, the guiding theory on practical partnering process steps is limited. The study aimed at improving subcontracting in the construction industry through a partnering process relevant to Zambia guided by factors obtained from industry expects. Questionnaire surveys and Semi-structured interview were adopted to investigate the perception of construction industry professionals and academics towards the main contractor-subcontractor relationship along with improvement factors. The findings showed that the relationship between main contractors and subcontractors on most projects in Zambia is unsatisfactory therefore justifying attention. Top factors that can enhance the main contractor-subcontractor relationship were identified. From the factors deduced and guidelines on partnering best practices, a project partnering model was developed.

Importance-Difficulty Analysis for DQMS Requirements (국방품질경영시스템 요구사항에 대한 중요도-난이도 분석)

  • The DQMS (Defence Quality Management System) is a certification system that manages participating companies to improve the quality of munitions. Since Korean Defense Specification (KDS) for DQMS certification that was established by adding military requirements based on the ISO quality standard, many companies complain that they should pay too much effort into the preparation process. However, it is hard to find helpful information on the preparation process because we have been only interested in the effect of DQMS acquisition. The purpose of this paper is to provide helpful information to companies preparing for DQMS certification. We surveyed the degree of difficulty and importance of the DQMS requirements from the companies with certification experience, and performed IDA (Importance-Difficulty analysis) by dividing the companies into the main contractor and the subcontractor. The result of IDA shows that there is a different recognition to the DQMS certification between main-contracting and sub-contracting companies. Subcontractor has more difficulties than main contractor in preparing the DQMS certification. In addition, we are able to identify the difficult and important requirements in the preparation process to the DQMS certification. Both main contractor and subcontractor have difficulty to the requirements related to configuration or validation such as 'customer controls configuration', 'configuration review shall be implemented' and 'design and development validation documentation.' The requirements related to customers are important to main contractor but the subcontractor regards difficult requirements as important ones. The result of this paper would be helpful to both the company preparing for DQMS and the munitions quality assurance agency.

  • A contractor or a main contractor is a company with full capacity to construct all project's works for the owner. A subcontractor is an organization that works with the main contractor to execute and complete work packages for the project. Selecting an effective subcontractor will help the efficiency and success of any projects in the construction industry. Therefore, this study identified subcontractor evaluation factors in Vietnam by collecting questionnaire survey data from engineers and staffs in the construction industry project environment. An exploratory factor analysis (EFA) was then performed to identify the critical factors when evaluating and selecting the subcontractor in construction projects. Moreover, when considering the impact level in terms of the average value, the research results showed that the most critical concern was the subcontractor's reputation. Furthermore, the top five factors affecting the sub-contractor evaluation and selection are (i) reputation, (ii) price, (iii) construction techniques, (iv) ability to implement projects according to commitments, and (v) subcontractor competence (the team of workers, technician staff, engineers with full capacity according to regulations). These research results provide an overall perspective that will help main contractors develop suitable subcontractors' evaluation and selection factors in their projects in the construction industry.

  • Accident prevention plan it a construction site should be analyzed and made with risk evaluation and management, from recent year, in Korea. Accidents occurred in construction site are related to all parties such as owner, main and subcontractor, labour. But analyzing some relationship between main and subcontractor is very important to estimate what risk between then are existed in a site. There are some different aspects concerning with risk management between them. Everywork has its own risk in there, This is the reason why everywork which are made by subcontractor himself should be evaluated for risk level. And main contractor should provide for subcontractor to prevent each risk at the work, all the time.

  • Using a procurement and construction stage emphasis on the capabilities of the Sub-Contractor (SC), the present research aims to discover the types of unfair activities between the Main Contractor (MC) and SC and their influence on project completion. This research also tries to figure out solutions which can reduce unfair activities between MC and SC. Research design, data and methodology: The qualitative textual analysis was selected for the current research and has been used by numerous previous researchers commonly to review relevant themes in the prior resources and suggested for researchers who conduct a reviewing procedure to analyze meta-analysis approach for figuring out better research findings from prior resources. Results: The result indicates the prevalence and consequences of bid shopping, emphasizing the need for transparency and fair bidding practices. Late payment issues were also found to be crucial for subcontractors' financial stability, urging the implementation of prompt payment legislation and agreements. Conclusions: In conclusion, the research revealed that subcontracting is common in construction projects, with general contractors relying on multiple subcontractors to carry out specific work items. The accomplishment of building projects hinges on the collaborative efforts between the main contractor (MC) and subcontractors (SCs), each focusing on different aspects of the project.

  • Project Management Consultant (PMC) plays a vital role in the overall performance of any project. Selecting right PMC for right project is the most crucial challenge for any construction owner. Thus, PMC selection is one of the main decisions made by owners at the early phase of construction project. It is not easy for the project owner to select a competent PMC due to the fuzziness, imprecision, vagueness, incomplete and qualitative criteria of the decision. This paper presents a model for selecting PMC contractor using the Fuzzy Analytical Hierarchy Process (FAHP). And a fuzzy number based framework is proposed to be a viable method for PMC contractor selection. A case study to illustrate the application of the model is also presented in this paper.

THE CONFLICT MANAGEMENT STYLE ADOPTED BY THE SUBCONTRACTORS OF HONG KONG BUILDING PROJECTS

  • It is a common practice in Hong Kong for the main contractors of local building projects to sublet most of the work to subcontractors. Consequently their roles have gradually transformed from a constructor to a manager of subcontractors. The outcomes of a project therefore depend heavily on the subcontractors' performance. However, most of the subcontractors complain that they are unable to efficiently and effectively operate due to site coordination problems, such as inaccurate site reference lines, caused by main contractors. The site problems may consume significant amounts of resources if practical solutions cannot be agreed by the project participants early enough. Rahim Organizational Conflict Inventory-II (ROCI-II) model was developed by M.A. Rahim that measure five types of conflict management style including Integrating, Obliging, Dominating, Avoiding and Compromising. This paper presents the questionnaire survey based on the ROCI-II model to rank the preference on the conflict management style adopted by the project representatives of the subcontractors in handling the site coordination problems and its impact to the time used to agree the solutions to the different types of site coordination problems with main contractor. The survey results show that most of the subcontractors' project representatives preferred to adopt the Compromising style to tackle the site coordination problems and the time used to agree the solutions with main contractor was influenced by the conflict management style adopted.

  • The management of daily work report is very important due to the variety of work trade and activities. Although various project management systems have been developed to effectively deal with various task in site, they are not in practical use due to the non-coorperative attitude of sub-contractors. This is the reason the system are not developed in the focus of sub-contractors, but main contractors and the detail information about daily work report is omitted or lost in the collection process by contractors.   • Some regions and states, such as Wyoming, have harsh weather conditions, forcing most transportation projects to be completed under tight schedules. However, construction projects are not only delayed by weather conditions, but also delayed by other factors such as contractor's competency, resource availability, coordination issues, and safety. Also, the construction method, geographical location of the projects, and inability to follow baseline schedules accurately due to the contractor's resource allocation are also reasons for the delay. This paper discusses the main reasons for the delay in the public transportation projects based on Daily Work Reports (DWRs) from five different transportation projects of the last three years in Wyoming. This paper focuses on the inconsistencies of the contractor's schedules to complete the project according to the baseline schedule. First, the authors collected DWRs and baseline schedules from the Wyoming Department of Transportation (WYDOT). Second, the DWR data are compared against the baseline schedules to determine the reasons for delaying their significance. Finally, the paper presents the recommendations to mitigate the effects of delays on public transportation projects as well as to improve the documentation process of DWR data.

Investigating Main Causes for Schedule Delay in Construction Projects in Bangladesh

  • Delay is the most common problem in the construction industry. It has many negative effects on project's success in terms of time, cost, quality, and safety. From the literature review, a total of thirty-five factors of delay were selected. These factors were divided into seven groups related to materials, manpower, owner, consultant, contractor, construction, and external problems. This study was carried out to identify the main causes of delay for a construction project through their importance level. The importance level was determined based on the frequency of occurrence and severity of impact. The structured questionnaire has distributed to the respondents who have much experience in construction management in Bangladesh. The results of analysis indicated that top five factors of construction delay according to their level of importance are: (1) price of construction materials increased very rapidly, (2) political situation (revolution/ public strikes), (3) shortages of skilled workers, (4) poor site management and supervision by contractor, (5) incompetent/ immature subcontractors. These findings of this study are expected to be significant contributions to Bangladesh construction industry in controlling current performance of project on time overrun.
