To establish a radioactive waste life cycle history management system, a series of processes including waste generation, classification, packaging, storage, transportation, and disposal were reflected in the information management system. A preliminary review process was introduced to reduce the amount of radioactive waste generated and manage it efficiently. Through this, the amount of radioactive waste generated must be checked from the beginning of the research, and the generated radioactive waste must be thoroughly managed from the stage of generation to final disposal. In particular, in the case of radioactive waste data generated during nuclear facility operation and each experiment, a radioactive waste information management system must be operated to receive information from the waste generator and integrate it with processing information at the management stage. The application process for small-package containers was reflected so that information such as the generation facility of radioactive waste, generation facility, project information, types of radioactive waste, major radionuclides, etc. In the radioactive waste management process, the preceding steps are to receive waste history from the waste generators. This includes an application for a specified container with a QR label, pre-inspection, and management request. Next, the succeeding steps consist of repackaging, treatment, characterization, and evaluating the suitability of disposal, for a process to transparently manage radioactive wastes.

The low and intermediate-level radioactive waste generated in Korea is disposed of at Wolsong Disposal Facility. For the safety of a disposal facility, it must be assessed by considering some abnormal scenarios including human intrusion as well as those by natural phenomena. The human intrusion scenario is a scenario that an incognizant man of the disposal facility will be occurred by the drilling. In this paper, the well usage scenario was classified into the human intrusion event as the probability of the well drilling is very low during the man's lifecycle and then was assessed by using conservative assumptions. This scenario was assessed using the dilution factor of contaminants released from a disposal facility and then it was introduced the applied methodology in this study. The assessed scenario using this methodology is satisfied the regulatory limits.
The experimental study on disposal cover through the performance test facility offers reliability in the safety of near surface disposal of low and intermediate level radioactive waste. To ensure the long-term safety of the repository, the impermeability, integrity, resistance to degradation and ease of maintenance might be considered as the basic performance requirement of the disposal cover. considering the difficulties to meet these performance requirement by using single layer, the disposal cover design which is composed of top layer, middle drainage layer and bottom low permeability layer is schemed for the test facility. The water balance of the cover was evaluated by using HELP code. For the long-term monitoring of the soil moisture content and matric potential, TDR probes and tensiometers will be installed in 6 test cells. Each test cell is dimensioned 3$\times$3$\times$3.3m.

Numerical model was developed that simulates radionuclide (3H and 14C) transport modeling at the 2nd phase facility at the Wolsong LILW Disposal Center. Four scenarios were simulated with different assumptions about the integrity of the components of the barrier system. For the design case, the multi-barrier system was shown to be effective in diverting infiltration water around the vaults containing radioactive waste. Nevertheless, the volatile radionuclide 14C migrates outside the containment system and through the unsaturated zone, driven by gas diffusion. 3H is largely contained within the vaults where it decays, with small amounts being flushed out in the liquid state. Various scenarios were examined in which the integrity of the cover barrier system or that of the concrete were compromised. In the absence of any engineered barriers, 3H is washed out to the water table within the first 20 years. The release of 14C by gas diffusion is suppressed if percolation fluxes through the facility are high after a cover failure. However, the high fluxes lead to advective transport of 14C dissolved in the liquid state. The concrete container is an effective barrier, with approximately the same effectiveness as the cover.

This article examines the consequences of a significant spent fuel management decision or event in the United States, South Korea and Taiwan. For the United States, it is the financial impact of the Department of Energy's inability to take possession of spent fuel from commercial nuclear power companies beginning in 1998 as directed by Congress. For South Korea, it is the potential financial and socioeconomic impact of the successful construction, licensing and operation of a low and intermediate level waste disposal facility on the siting of a spent fuel/high level waste repository. For Taiwan, it is the operational impact of the Kuosheng 1 reactor running out of space in its spent fuel pool. From these, it draws six broad lessons other countries new to, or preparing for, nuclear energy production might take from these experiences. These include conservative planning, treating the back-end of the fuel cycle holistically and building trust through a step-by-step approach to waste disposal.

In order to manage the uncertainty about the evaluation and analysis of the human intrusion scenario of the Gyeongju Low and Intermediate Level Radioactive Waste(LILW) disposal facility, the calculation result by the GENII code was assessed using the RESRAD code, which was developed to evaluate the radiation effects of contaminated soil. The post-drilling scenario was selected as a human intrusion scenario into the near-surface disposal facility to analyze the uncertainty of the modeling by identifying any limitations in the simulation of each code and comparing the evaluation results under the same input data conditions. The results revealed a difference in the migration of some nuclides between the codes, but confirmed that the dose trends at the end of the post-closure control period were similar for all exposure pathways. Based on the results of the dose evaluation predicted by RESRAD, sensitivity analysis on the input factors was performed and major input factors were derived. The uncertainty of the modeling results and the input factors were analyzed and the reliability of the safety evaluation results was confirmed. The results of this study can be applied to the implementation 'Safety Case Program' for the Gyeongju LILW disposal facility.

To ensure the reliability of computer programs used for the post-closure safety assessment in the Wolsong LILW Center, the results from MASCOT, SAFE-ROCK and GOLDSIM programs are compared with a problem for degradation. Advantages and disadvantages of each computer programs are individually analyzed. Effects on the individual dose are assessed with each computer programs. MASCOT and SAFE-ROCK showed similar results for $^{129}I$ and $^3H$. However, GOLDSIM represented different results for $^{129}I$ and $^3H$. It is analyzed further and compared with the fluxes in each barrier of the disposal system. Througout the benchmarking testing of the computer program, the limitation of computer program can be continuously found out for the mature post-closure safety of Korean radwaste disposal system.

The public's access to the disposal facilities should be restricted during the institutional control period. Even after the institutional control period, disposal facilities should be designed to protect radiologically against inadvertent human intruders. This study is to assess the effective dose equivalent to the inadvertent intruder after the institutional control period thorough the GENII. The disposal unit was allocated with different kind of radioactive waste and the effects of the radiation dose to inadvertent intruder were evaluated in accordance with the institutional control period. As a result, even though there is no institutional control period, all were satisfied with the regulatory guide, except for the disposal unit with only spent filter. However, the disposal unit with only spent filter was satisfied with the regulatory guide after the institutional control period of 300 years. But the disposal unit with spent filter mixed with dry active waste could shorten the institutional control period. So the institutional control period can be reduced through the mixing the other waste with spent filter in disposal unit. Therefore, establishing an appropriate plan for the disposal unit with spent filter and other radioactive waste will be effective for radiological safety and reduction of the institutional control period, rather than increasing the institutional control period and spending costs for the maintenance and conservation for the disposal unit with only spent filter.

In order to establish the licensing review system for LILW disposal facility, we have studied the licensing review structure of oversea's countries, including United State, Japan, and France. We have also reviewed the domestic licensing review structure and the current status of development of safety standards for LILW management. A licensing review for LILW disposal facility can be implemented in 5-6 steps according to Atomic Energy Act. It is estimated to take 32 months for the CP and the OL review for LILW disposal facility referencing to the licensing review practice of the nuclear power plant. To date, a total of 15 MOST Notices have been developed to apply to the safe management of radwaste and 5 more MOST Notices will be developed by 2005.
In the present study, the safety of the near surface disposal facility for low- and intermediate-level radioactive waste (LILW) is examined based on the fluid-flow simulation model. The effects of the structural design and hydrological properties of the disposal system are quantitatively evaluated by estimating the flux of infiltrated water at the boundary of the structure. Additionally, the safety margins of the disposal system, especially for the cover layer and vault, are determined by applying the various scenarios with consideration of possible facility designs and precipitation conditions. The overall results suggest that the disposal system used in this study is sufficiently suitable for the safe operation of the facility. In addition, it is confirmed that the soundness of both the cover layer and the vault have great impact on the safety of the facility. Especially, as shown in the vault degradation scenario, capability of the concrete barrier of the vault make more positive contribution on the safe operation of the facility compared to that of the cover layer.
