  • The purposes of this study were firstly to explore the practical implications that of 'low carbon and green growth' policy, which is at the top of the Government's agenda provides to family, and secondly to propose some visions for a future based on those implications. The results of this study were as follows: Firstly, in terms of a global perspective, there is now a worldwide trend towards the adoption of 'low carbon and green growth' policies. Secondly, the Government-driven 'green growth policy' demands a total transformation, that is, revolution, not only in terms of our industries, but also in terms of our mentality and ordinary life. Thirdly, the driving force for this life revolution lies in having green life style, and the family is the primary agent for making the green life style a practical reality.

Comparison of OECD Nations through a Comprehensive Evaluation Index for Low-Carbon Green Growth

  • This paper compares OECD nations by developing a comprehensive evaluation index that examines the efforts and achievements of countries toward Low-Carbon Green Growth. The input-process-output of a Low-Carbon Society system is in dynamic competition with that of a High-Carbon Society system. The model used in this study of the comprehensive evaluation index for Low-Carbon Green Growth was comprised of Large indices such as Input, Process, and Output. The Input and Output consisted of 'Social-economic' and 'Physical-ecological' Middle indices while the Process was made up of 'Stimulation mechanisms' and 'Participation of stakeholders and Knowledge flow' Middle indices. In order to calculate the comprehensive evaluation index, our model gave a weight to each indicator/index and applied a weighted arithmetic mean. Korea ranked $15^{th}$ out of 30 OECD nations in the comprehensive evaluation that analyzed Input ($14^{th}$), Process ($18^{th}$), and Output ($17^{th}$). The top five nations were Switzerland, Sweden, Denmark, Germany, and France; while Japan was $8^{th}$ and the USA $26^{th}$.

수산부문 저탄소.녹색성장 패러다임 (Low Carbon.Green Growth Paradigm for Fisheries Sector)

  • Two of the most important topics of the 21st century are ensuring harmony between man and his environment and the emerging long-tail economy in which niche markets are becoming increasingly more important. Since the Industrial Revolution in 17th century, human beings have increasingly exploited the world's natural capital, such as the natural environment and its ecosystems. Now the world is facing limits to sustainable economic growth because of limits to this natural capital. Thus, most countries are beginning to adopt a new development paradigm, the so-called"Green Development Paradigm" which pursues environmental conservation in parallel with economic growth. Recently, the Korean government announced an ambitious national policy of Low Carbon & Green Growth for the next six decades. This is an important step that transforms the existing national policy into a new future-oriented one. The fisheries sector in particular has great potential for making a substantial contribution to this national policy initiative. For example, the ocean itself with its sea plants and phytoplankton has an enormous capacity for fixing carbon, and its vast areas of tidal flats have a tremendous potential for cleaning up pollutants from both the sea and the land. Furthermore, the fishing industry has great potential for the development of fuel-saving biodegradable technologies, and a long-tail economy based on digital technologies can do much to promote the production and consumption of green goods and services derived from the oceans and the fisheries. In order for this potential to be realized, the fisheries authority needs to develop a new green-growth strategy that is practical and widely supported by fishing communities and the markets, taking into account the need for greenhouse gas reduction, conservation of the ocean environment and ecosystems, an improved system for seafood safety, the establishment of strengthened MCS (monitoring control surveillance) system, and the development of coastal ecotourism. In addition, fisheries green policies need to be implemented through a well-organized system of government aids, regulations and compensation, and spontaneous (voluntary) orders in fishing communities should be promoted to encourage far more responsible fisheries.

The Green Growth Policy of the Lee Myung-bak Government: Policy Integration Perspectives for System Transition

  • S&T policy has been traditionally regarded as a sector policy; however, it is now evolving into an infrastructure innovation policy that forms the foundation of diverse types of policies. Simultaneously, environmental and energy policies formerly considered as sector policies are now being expanded and integrated into a higher level policy for sustainable development. With these changes underway, the importance of policy integration has increased. Efforts are being made to minimize contradictions between environmental, social, and innovation policies that emphasize proactive linkage among policies or place the highest priority on environmental policy following the theory of Environmental Policy Integration (EPI). Confronted with these policy changes, the Lee Myung-bak government announced "Low-Carbon Green Growth" in 2008 as national agenda for development that focus attention on environmental and energy issues. Economic policy and environmental policy have been traditionally seen in a conflicting relationship with different paths of policy development. However, the administration of President Lee is now emphasizing the synergy effects between the environment and economic growth with the concept of green growth. The green growth policy of the Korean government has great significance as it has built a momentum for incorporating social goals such as environmental values or sustainable development into economic growth-oriented policies; however, there remain many challenges due to the legacy of the development period that has dominated Korean society. The Korean government says it reflects "EPI" or "environmentalism" in policy goals; however, in reality it prioritizes development over the environment.

일본 환경모델도시의 계획적 특성과 추진성과에 대한 고찰 (The Results of the Environmental Model City Project in Japan)

  • 본 연구는 저탄소 사회구현을 위해 도시차원에서 추진되고 있는 일본의 환경모델도시 사업을 대상으로 추진과정과 계획내용, 1차 평가결과 등을 살펴봄으로써 우리나라 녹색성장 정책에 적용가능한 시사점을 도출하고자 하였다. 일본은 2008~2009년 13개 도시를 환경모델도시로 선정하였으며, 매년 세부추진계획에 대한 평가를 통해 도시와 지역 간의 정보공유 및 지자체간 자율경쟁 환경을 조성하고 있다. 환경모델도시의 주요 계획내용을 살펴보면, 대부분 도시공간구조의 컴팩트도시화와 LRT 등을 활용한 대중교통중심형 도시구현을 목표로 하고 있으며, 지역자원을 활용한 신재생에너지 개발과 보급에 주력하고 있다. 특히, 저탄소 도시구현을 지원하는 사회프로그램 도입과 운영에 적극적인 것을 알 수 있는데 환경포인트제도, 에코센터 교육프로그램 전개 등 시민참여와 인재육성에 관련된 계획이 대표적인 예이다. 이러한 추진사례를 통해 볼 때, 우리나라에서 추진 중인 녹색성장 정책은 정부 주도형에서 지자체 주도형으로 전환될 필요성이 있으며, 이해관계자 모두가 참여하는 계획의 추진, 신재생에너지와 관련된 새로운 기술도입시 관련 법적 제도적 보완 등의 노력이 선행될 필요다고 하겠다.

Unlocking the Future of a Prosperous Green Globe: With a Focus on the G-20 STI Summit

  • Energy consumption is the largest contributing factor for the increase of $CO_2$ emissions and amounts for almost 85% of all emissions. The future energy consumption of Korea is projected to grow exponentially despite its heavy dependence on imported energy that represents 97% of its total energy supply. According to a recent OECD report the carbon emission level of Korea is currently ranked 9th in $CO_2$ emissions, and is growing by almost 3% every year. Against this background, the Korean government introduced the "low carbon green growth" policy in 2008. As the global challenges intensified in the wake of the world economic crisis, Korea has been working hard in raising the visibility of its efforts at the club governance meetings, in particular the G-20 summit. Because of cooperative efforts with major member countries, the G-20 summit agenda has been significantly diversified to include long-term issues such as climate change, development issues, and global health. To achieve an effective green recovery for a new green world economic order, the G-20 summit leaders should concentrate on a strategy of establishing green governance for a global STI cooperation. Korea as the host country is poised to leverage the Seoul G-20 summit to catalyze global efforts toward a new green economic order.

교육정보화를 통한 초.중등 녹색학교(GS) 만들기 모델 개발 (Development of Making Green Elementary/Secondary School Model through the Educational Information)

  • 환경문제가 부각되고 글로벌 환경위기에 대응한 저탄소 녹색성장 정책에 따라 초·중등학교도 저탄소 녹색성장 구현을 위한 방안을 마련해야 할 것이다. 그러므로 본 논문에서는 교육정보화를 통한 초·중등 녹색학교를 만들기위해 'IT 정보자원의 그린화'와 '교육정보화를 통한 교육환경의 그린화'로 구분하여 추진과제를 제시한다. 'IT 정보자원의 그린화'는 그린 IT 제품 도입시 필요한 가이드라인과 IT 제품 재활용을 고려한 폐기 방안을 제안하고, 친환경 정보 인프라 모델을 제안한다. 교육정보화를 통한 교육환경의 그린화는 학교 구성원들인 교사.학생들이 지켜야할 그린 IT 실천방안 및 교육활동을 제안하고. IT를 활용한 저탄소 교육환경으로 전환을 추구하는 다양한 교육정보화 서비스 활용을 제시한다. 앞으로 이러한 제안이 학교현장에 실현되면 녹색학교 구현에 도움이 될 것으로 기대한다.

S&T Policy Directions for Green Growth in Korea

  • To achieve the "low carbon green growth" vision, the first step is securing core technologies. Therefore, S&T policy direction for green technology development is urgently needed. As of 2008, investment in green technology (GT) development hovered around 10% of the government's total R&D budget. Thus, the Korean government developed a plan to increase that percentage to 15%, by 2013. To develop reasonable investment strategies for green technology development, targeted strategies that reflect technology and market changes by green technology area are needed. However, the overall planning and coordination of national GT development is currently split among, approximately, 10 government ministries. To establish an efficient green technology development system, the so-called "Green Technology R&D Council" should be launched in collaboration with the Presidential Committee on Green Growth and the National Science and Technology Council. Furthermore, to build a solid foundation for commercializing the outcomes of GT development projects and promote GT transfer, the government should undertake two initiatives. First, the government should reinforce GT R&D performance management, by establishing a GT R&D performance management and evaluation system. Second, the government should implement the "customized packaged support for promoting green technology business rights and commercialization" and present "e-marketplace for market-oriented green technologies". Creating a pan-ministerial policy for GT development policy would necessitate restructuring the HR(Human Resources) development system, which is currently separated by technology area. Based upon mid/long-term HR supply and demand forecasts, the government should design differentiated HR development projects, continuously evaluate those projects, and reflect the evaluation results in future policy development. Finally, to create new GT-related industries, the "Green TCS (Testing, Certification, and Standards) System" needs to be implemented. For objective evaluation and diffusion of R&D results by green technology area, a common standardization plan for testing, analysis, and measurement, like the "Green TCS", should be developed and integrated.

해외 저탄소 녹색수변도시 (On Low-Carbon Green Waterfront Cities)

  • 저자는 기후변화에 대응한 저탄소 녹색수변도시 조성을 위한 방향설정을 위해 해외 저탄소 녹색수변도시에 대한 사례를 검토하였다. 해외 저탄소 녹색수변도시 검토 결과 자원순환을 통한 에너지 절감, 시설 및 공간 집약적 토지이용계획, 대중교통 및 보행자 중심의 교통체계, 신재생에너지의 활용을 통한 에너지 저감 및 재활용이라는 시사점을 도출하였다. 이러한 시사점을 바탕으로 우리나라 수변도시에 적용을 위한 방향으로 (1) 교통부문의 에너지 절약을 위한 압축형 도시공간구조, 복합토지이용, 대중교통 중심의 교통제계 계획, (2) 건물 및 일상생활에서의 신재생에너지 활용, (3) 탄소 흡수원 역할과 삶의 질을 높여주는 녹지공간 확보, (4) 물자원의 선순환구조 구축을 제시하였다. 마지막으로 우리나라에서 녹색수변도시 조성을 위해서는 이러한 노력들과 더불어 다양한 해외사례 검토와 기술부문에 대한 조사를 통해 저탄소 녹색수변도시 조성을 위한 기반이 마련되어야 할 것임을 논하였다.
