Purpose: The purpose of this study is to find and suggest ways to invigorate operation of visiting nursing centers. Methods: SWOT analysis was performed based on the status of use of visiting nursing centers and opinion survey on the centers' nursing experts. Results: SO strategy was drawn to improve service satisfaction, develop standardized manuals, and improve the areas of visiting nursing services, and WO strategy was drawn to establish reliability, strengthen promotion or marketing strategy, strengthen management ability, and reinforce the governmental support of visiting nursing services. ST strategy was drawn to recover the functionality of health management, secure competitive advantage, and simplify the issuance of visiting nursing directions, and WT strategy was drawn to provide customized service, establish the cooperative system of related agencies, and adjust fees. Conclusion: For invigoration of visiting nursing centers, people must recognize the importance of the visiting nursing service and institutional standards should be established so that visiting nursing service, which is currently provided as an option according to Standard Long-Term Care Plan, can be provided on a mandatory basis.

In South Korea, minimum reserve rate, which is to satisfy reliability standard, has been determined by simulation result using WASP. But, it is still controversial whether the level of minimum reserve rate is adequate. Thus, in this study, various analyses of minimum reserve rate are being conducted. WASP uses the probabilistic simulation technique to evaluate whether reliability standard is satisfied. In this process, forced outage rate and maintenance periods of each generator play important roles. Especially, the long-term plan can be varied depending on how maintenance periods deal with. In order to model maintenance periods in the probabilistic simulation technique, WASP uses derating method. However, broad analyses have to be conducted because there are various ways including derating method to model maintenance periods which result in different results. Therefore, in this paper, 3 different maintenance outage rate modeling methods are applied to arbitrarily modeled system based on the basic plan for long-term electricity supply and demand of South Korea. Results show impact of each modeling method on minimum reserve rate.

본 연구는 서울시 노원구립도서관의 중장기 발전계획 수립을 위한 기초연구이다. 본 연구는 노원구의 특징과 지역 여건을 조사하고, 공공도서관 현황을 파악하였다. 기초자료를 바탕으로 도서관의 발전을 도모할 수 있는 지역 특성, 도서관의 시설 현황과 장서, 인력, 프로그램을 분석하였다. 설문조사를 통해 지역주민들의 도서관 이용 빈도와 목적, 만족도, 장서개발에 대한 의견, 기대하는 도서관의 역할과 정책 방향 등을 조사하였다. SWOT 분석을 기반으로 하여 노원구립도서관 중장기발전계획을 위한 미션과 전략을 도출하였다. 연구 결과를 기반으로 미래 교육 강화, 더불어 읽는 독서문화, 지속 가능한 환경도서관, 노원구 문화 플랫폼이라는 노원구립도서관의 발전 과제를 선정하여 제시하였다.

In this paper, the elemental components and improving purpose in advanced safety management system are reviewed to cope with a railway fire accident. And a considering procedure(V-cycle) of long-term plan for railway fire safety improvement is proposed. For the purpose of preventing recurrence of accident, items which have to be considered in the course of accident investigation and cause analysis are presented according to the stage of investigation activity.

The purpose of this study was to propose an efficient management plan for purchased land considering the hydrological, watershed characteristics and ecological functions of the target land and surrounding area based on the result of monitoring the water quality improvement effect obtained by purchasing the land in the watershed area in the Geum river system. For this purpose, this study investigated through literature review, and examined ways to apply them to this research by deriving implications from a comprehensive analysis of previous research cases. After that, the components of assessment were derived to evaluate the ecological function of the purchase land, and the ecological function evaluation model for each land and area was proposed. In order to select purchase and restoration priorities of the land, this study analyzed the ecological status of the purchased land in main watersheds and tributaries using Arc GIS ver 10.1. Through this, a process to select restoration priorities was developed. And this study constructed the integrated management process with proposing a mid - to long - term plan by integrating the purchased land valuation and restoration priority selection process. Based on this process, this study suggested an effective management plan for purchased land through the integrated ecological management system of lands purchased. It can be used systematically in appraisal valuation, land purchase system, restoration project, and follow-up management of land purchase.

이 논문은 재난 복구에 대한 이론적 고찰을 통해 재난 복구의 유형화와 사전 복구 계획의 설계에 관한 주요 내용을 살펴보는데 목적이 있다. 복구는 재난 발생 직후부터 피해 지역이 재난 발생 이전 상태로 회복 될 때까지의 장기적이고 지속적인 활동이다. 그리고 복구 단계는 비상대책 기간, 복원 기간, 재건 기간, 개발 재건 기간으로 구분할 수 있다. 복구 대책 또한 구호와 재활 활동으로 이루어지는 단기 복구 대책과 재건 활동으로 이루어지는 장기 복구 대책으로 구분하여 실시하는 것이 요구된다. 그리고 사전 복구 계획을 설계하는 경우, 재난 복구 조직의 명확한 설정과 주요 이해관계자의 확인, 임시 주거지의 위치 선정, 중요한 과업 수행 방식의 사전 결정, 피해자들이 이용당하지 않도록 계약자 허가 부여와 모니터링, 소매가격의 통제, 역사적 유물 유적이 있는 장소에서의 복구 작업 수행 방안, 그리고 복구 기간 동안 재난 피해 완화를 위한 법률 제정의 목표 구현 인식이 요구된다.

본 연구에서는 국내의 균등화 발전비용에 대한 연구결과를 기초로 하여 전원 구성에 있어서 원자력의 비중이나 이용률이 발전의 사회적 비용에 어느 정도 영향을 주는지를 시뮬레이션을 통해 도출한다. 원전이 상대적으로 증가되도록 설계되었던 제7차 전력수급기본계획과 원전의 비중을 축소하고 신재생에너지 발전의 비중을 증가시킨 제8차 전력수급기본계획을 비교하여 전원 믹스에 따른 발전의 사회적 비용, 발전단가, 전기요금의 변화 정도를 추정한다. 8차 수급계획의 환경급전 관련 변수를 고려하고, 국내 두 기관의 균등화 발전비용 연구결과를 이용한 시뮬레이션 결과, 사회적 비용은 향후 10년 내에 22%까지 증가할 수 있고, 직접적인 전력생산비용에 기초하고 있는 발전단가 역시 22% 증가하고, 전기요금은 최대 18%까지 증가할 수 있음을 도출하였다. 따라서 제8차 전력수급기본계획에 따른 전원믹스는 발전에 따른 외부 비용까지 고려한 사회적 비용차원에서 검토할 경우 7차 수급계획의 전원믹스와 비교할 때 사회적 비용을 증가시킨다.

전파항법 (radio navigation) 시스템은 항공교통, 육상교통, 측지측량, 방송통신, 국방 등 다양한 분야에서 국가 기반시설로 사용되고 있으며, 다양한 산업에서 사용되고 있다. 전파항법시스템은 여러 기술의 융합체이기 때문에 그 개발 단계에서 많은 시간과 비용이 소요된다. 선진국은 전파항법시스템 개발 초기에 국제적 호환성과 국제표준에 부합하는 국가적인 중장기 계획을 수립하고 체계적인 시스템 개발을 진행하였다. 우리나라는 전파항법에 대한 국가적인 중장기 계획의 부재로 시스템이 체계적으로 개발되지 못하고 산업발전에 효과적으로 기여하지 못하고 있다. 본 논문은 국가적인 전파항법시스템의 중장기 계획 수립을 위하여 국내외 항공분야의 전파항법시스템 기술 원리를 분석하고 기술 동향을 살펴본다. 분석된 기술동향을 기반으로 향후 국내 전파항법시스템의 기술적 개발전망과 국내 관련 산업 육성방안을 제시한다.

The purpose of this study was to suggest the more efficient system for management in urban park through the investigation of the managemental condition. Research sites for managemental condition were 9 municipal park managemental offices in Seoul, Pusan and Taegu. The degree of the managemental state in these parks was generally passive and low. So, each of them had to consider the ways how to buy private-owned sites, to standardize facility maintenance, to characterize the managemental objects, to enlarge managemental personnels and systems, to apply entrusting management, to plan user-service strategies and to shorten expenditures. Particularly the positive managemental improvement in user control was demanded to cope with the changing social needs. In long term, they had to develop basic elements for the reasonable park management, clear park maps, area of facilities, the event, citizen participation, budgets and etc., and had to prepare the middle-long term management plan and the precise analysis to the managemental criteria.

This paper describes possible solutions among others how to transmit the power technically for the South Korea's 'important proposal', offering 2 million kilowatts of electric power to North Korea. Two authors present their personal opinions respectively; Mr. C. I. Nahm in the first part deals the subject on "the Status of Power Industry in DPRK and Proposed Scheme to supply 2GW Electric Power to DPRK" and in the second part Dr. Rimtaig Lee expresses his ideas on 'the Mid-Long Term Plan to solve the Power Shortage in DPRK'.
