To realize the global standard of the assembly facility, one of key point is an influence of local characteristic. The global standardized information could be a useful input, especially at the beginning stage of the project. The content should be carefully checked against local requirements, in order to develop an Assembly Facility design to meet local regulations & characteristics. The level of input information required in each step is different depend on regions & countries. At an execution stage of the project, the global standard input needs to be updated as customized final input for the construction. There will be many issues to be clarified and coordinated so that the Assembly facilities meet the final requirements for the production technology. As a result, it is important to understand the timing to use the global standard information and the contents what is needed to adapt to the local characteristics. And close collaboration between production technology team and facility team is always required.

본 연구는 2012년 이후 10개 지방자치단체가 제정한 '시민복지기준'의 개념, 제정과정, 분야와 내용 및 이에 근거하여 독자적으로 실시하는 지역사회복지사업 등을 비교분석하여 다양한 지방자치단체들이 향후 시민복지기준을 제정할 경우 필요한 제정 방식과 방향을 제시하고자 한다. 이를 위하여 본 연구는 먼저, 시민복지기준 개념을 시작부터 현재 우리나라에서의 이해를 역사적으로 분석하고, 10개 지자체가 제정한 시민복지기준의 개념을 분석하였다. 또한, 본 연구는 10개 지자체에서 지방자치제도와 주민참여라는 관점에서 실시된 민관협력방식의 시민복지기준 제정과정, 분야와 내용을 비교분석하였다. 이러한 비교분석을 통해 본 연구는 다른 지자체들이 시민복지기준을 제정할 경우 고려해야 하는 몇 가지 원칙들을 제시하였다. 마지막으로, 본 연구는 지자체의 시민복지기준 제정은 달성하고자 하는 단기 최저기준과 중기 적정기준을 구분하여 이를 실현할 수 있는 구체적 사업을 개발하고, 사업을 실시하기 위한 예산지원도 필요한 시민사회단체, 연구기관, 지자체 집행부, 의회 등이 함께 해야 하는 중장기 민관협력 프로젝트라는 것을 인식하는 것을 지적하였다.

The purpose of this research is to develop a decision-making model for the calculation of the National Disaster Management System's standard prevention workforce quota. The final purpose of such model is to support in arranging a rationally sized prevention workforce for local authorities by providing information about its calculation in order to support an effective and efficient disaster management administration. In other words, it is to establish and develop a model that calculates the standard disaster prevention workforce quota for basic local governments in order to arrange realistically required prevention workforce. In calculating Korea's prevention workforce, it was found that the prevention investment expenses, number of prevention facilities, frequency of flood damage, number of disaster victims, prevention density, and national disaster recovery costs have positive influence on the dependent variable when the standard prevention workforce was set as the dependent variable. The model based on the regression analysis-which consists of dependent and independent variables-was classified into inland mountainous region, East coast region, Southwest coastal plain region to reflect regional characteristics for the calculation of the prevention workforce. We anticipate that the decision-making model for the standard prevention workforce quota will aid in arranging an objective and essential prevention workforce for Korea's basic local authorities.

최근 국내 여러 지방자치단체들은 해양개발이 활성화됨에 따라 관할해역 확보에 총력을 기울이고 있으며, 인접 지방자치단체간 분쟁의 증가로 인하여 관할해역 구분의 기준이 되는 해상경계의 중요성이 급격히 부각되고 있다. 특히, 해상경계 획정기준의 부재는 인접 지방자치단체들 간 분쟁을 발생시킬 수 있는 요소를 많이 내포함에 따라서 해상경계 획정기준 마련을 위한 노력이 절실히 필요하다고 할 수 있다. 본 논문에서는 과학적이고 합리적인 해상경계 획정기준을 마련하기 위하여 기 고시된 "해상경계 확인을 위한 수로측량업무규정"을 조사 분석하여 개선사항을 도출하였다. 그 결과 첫째, 해상경계 획정의 개념을 수립하였고 둘째, 해상경계 획정기준의 범위와 내용 및 절차를 구체적으로 설정하였으며, 마지막으로 지방자치단체들 간 해상경계 분쟁의 사전예방 및 사후 합법적 해결을 목적으로 해상경계조정위원회의 설치, 구성, 직무, 조정결과의 효력 등과 같은 해상경계 분쟁조정방법을 제시하였다.

A controlled medical vocabulary is a vital component of medical information management because it enables computers to use information meaningfully and different institutions to share the medical data. There are currently many standard medical vocabularies - SNOMED-CT, ICD-10, UMLS, GALEN, MED, etc, but none is universally accepted as an optimal controlled medical vocabulary for application to medical information system. Moreover, it is difficult to settle the well-designed local data dictionary consisting of controlled medical vocabularies for the individual hospital information system (HIS). One of the major reasons is the local terminology with poor contents have been used in the hospital. Thus, as a trial, the local controlled vocabulary referencing system has being constructed in a limited medical field - nuclear medicine. We selected practical nuclear medicine terms from interpretation reports and electronic medical records, and removed ambiguity and redundancy, mapping the selected terms to standard medical vocabularies. Relationship and hierarchy structure between terms have being made, referring to standard medical vocabularies. Further studies may be warranted.

MPEG-7 Visual Standard specifies a set of descriptors that can be used to measure similarity in images or video. Among them, the Edge Histogram Descriptor describes edge distribution with a histogram based on local edge distribution in an image. Since the Edge Histogram Descriptor recommended for the MPEG-7 standard represents only local edge distribution in the image, the matching performance for image retrieval may not be satisfactory. This paper proposes the use of global and semi-local edge histograms generated directly from the local histogram bins to increase the matching performance. Then, the global, semi-global, and local histograms of images are combined to measure the image similarity and are compared with the MPEG-7 descriptor of the local-only histogram. Since we exploit the absolute location of the edge in the image as well as its global composition, the proposed matching method can retrieve semantically similar images. Experiments on MPEG-7 test images show that the proposed method yields better retrieval performance by an amount of 0.04 in ANMRR, which shows a significant difference in visual inspection.

This paper offers a practical comparison of efficiency between local likelihood approach and conventional kernel approach in density estimation. The local likelihood estimation procedure maximizes a kernel smoothed log-likelihood function with respect to a polynomial approximation of the log likelihood function. We use two types of data driven bandwidths for each method and compare the mean integrated squares for several densities. Numerical results reveal that local log-linear approach with simple plug-in bandwidth shows better performance comparing to the standard kernel approach in heavy tailed distribution. For normal mixture density cases, standard kernel estimator with the bandwidth in Sheather and Jones(1991) dominates the others in moderately large sample size.

Recently EAI WG of IETF has published standards for multilingual support in the local part of the e-mail address. Between 2009 and 2010, EAI WG published RFC documents, called the EAI standard, extension to the existing mail-related RFC documents, and EAI has been implemented and tested. In the course of reviewing the results, this yielded a proposal to modify the EAI standard. As a result, EAI WG has published modified RFC documents, called the EAI bis standard. SMTPUTF8 mail server described in this paper has been implemented according to the EAI bis standard. In addition, it has the ability to support two different standards to support the multilingual domain part of the e-mail address, IDNA and EAI bis. Futhermore, SMTPUTF8 mail server can encode in punycode the local part of the e-mail address. Finally, interoperability testing shows that SMTPUTF8 mail server is well-implemented according to the EAI bis standard.

본 글은 국내에서 사용될 예정인 26GHz대 무선가입자회선용 무선설비의 가드 밴드와 기술기준에 관한 것이다. 사업자간의 가드 밴드를 결정하기 위해서 본 글에서는 인접대역을 사용하는 타 무선국과의 전파간섭을 분석하였다. 그리고 본 글에서는 ITU-R 권고와 일본 ARIB 규격을 고려한 26GHz대 무선가입자회선용 무선설비의 블록 외 발사마스크 초안을 제안하였다.

본 논문에서는 국내의 기술기준을 제정하기 위하여, 현재 고속 무선 LAN으로 알려져 있는 유럽의 HIPERLAN, 미국의 U-NII, 일본의 광대역 무선접속 시스템에 대한 외국의 동향과 기술기준에 대한 내용을 분석하였다. 본 논문의 내용은 고속무선 LAN에 대한 바람직한 국내 기술기준을 제정하는데 도움을 줄 것이다.
