공공도서관에서 제공하는 향토정보서비스는 낮은 이용률을 나타내고 있으며, 대부분 열람 및 대출형태의 제한적인 서비스를 제공한다. 본 연구는 이러한 문제점을 해결하고 이용자의 정보 요구를 반영하는 새로운 향토정보서비스를 제안하고자, 모바일 어플리케이션 (이하 앱)인 LibPass (Library와 Pass의 합성어)를 개발하였다. LibPass는 향토자원의 특성들이 LibPass의 콘텐츠로 구성되어 이용자가 모바일 앱을 통해 지역의 문화관광자원에 대한 정보탐색을 한 곳에서 간편하게 할 수 있도록 설계되었다. 즉, 관광자원에 대한 소개는 물론이고, 그 이용을 위한 숙박시설, 체험프로그램, 그리고 특화도서관에 대한 정보를 제공함으로써, 향토자원에 대한 효율적인 정보서비스를 도모하고자 했다. 무엇보다도 이 서비스는 국립중앙도서관에서 발행하는 카드로 일원화되어 제공되므로 전국 어디서나 사용이 편리하고, 공공기관의 다양한 콘텐츠를 활용하여 신뢰성과 최신성을 확보하였다. 선행연구를 바탕으로 모바일 관광정보서비스의 품질 평가 요인들을 도출하였으며, 또한 기존의 관광정보서비스 앱을 분석하여 LibPass 앱의 개체들을 구성하고 논리적 개체 관계 모델을 기반으로 프로토타입을 개발하였다. 이 모델은 도서관의 향토정보서비스 이용률을 증가시키고, 더 나아가 이용자 친화적인 앱을 통해 도서관에 대한 긍정적인 인식을 높이는 데 기여할 수 있다.

The widespread use of smartphones with a variety of features has enabled mobile Internet-based services. One of these is online-to-offline (O2O) based services that connects online users with offline stores to add value. Applying this O2O strategy to local information retrieval induces online users to be linked to offline regions, thereby enabling the exchange of local-based information and helps create new value. This paper proposes and illustrates the implementation of O2O-based a local information providing service that utilizes photos of the local attraction. Also, we propose a fake-free ranking method to provide reliable local information to users and suggest its application of the service.

본 연구는 국회도서관 자료보존관의 특성화 서비스로서 지방의회 정보서비스 운영방안을 제시하고자 하였다. 이를 위해 국내 외 주요 국가의회도서관, 지방자치단체 의회도서관, 사회과학분야 전문도서관 정보서비스 사례를 조사 분석하였다. 분석결과를 토대로 시사점을 도출하였으며, 최종적으로 지방의회 정보서비스 운영방안으로서 의정자료 공유체제 강화를 통한 자료제공 서비스, 지방의회 대상의 의회정보 회답 서비스, 주제별 가이드 및 교육 프로그램 개발을 제안하였다.

지방의회 자료실은 지방의회 의원의 민주적 입법 및 의정활동을 지원하여 지역사회의 민주주의와 국리민복에 기여하고 있다. 전국 17개 광역 지방의회의 자료실은 자료수집과 입법정보서비스에서 지역마다 편차가 큰 것으로 조사되었다. 조사결과 의회자료실의 입법정보서비스 품질을 제고하기 위해서는, 첫째, 전국적인 의회자료 간 협력기구의 조직과, 둘째, 의회발간자료의 공유를 위한 협력시스템의 구축, 셋째, 저작권법과 국회도서관법의 관련조항 정비, 넷째, 디지털 방식으로 간행되는 의회자료 중심의 공동 활용, 다섯째, 전국 지방의회 자료실에 대한 국회도서관 입법정보서비스의 지원 확대 등이 필요한 것으로 요약되었다.

이 연구는 지역정보서비스의 용어에 대한 근본적인 접근을 통해 서비스에 대한 이해를 돕고, 지역정보서비스의 현 실상을 조사한 결과를 토대로 서비스의 의미에 부합되게 제공되는지를 충분히 검토한 뒤, 의미에 적합한 지역정보서비스 제공 방향을 모색하는 것을 목적으로 삼았다. 이러한 목적을 위해 이 연구에서는 (1) 지역정보서비스 관련 용어의 추이를 살펴보면서 지역정보서비스가 도서관서비스에서 가지는 의미를 분명하게 제시하고, (2) 국내 공공도서관의 지역정보서비스의 제공 실태를 조사한 뒤, (3) 지역정보서비스가 서비스 의미에 부합하게 제공되기 위해 우리 학계와 도서관계가 고민해야 할 과제와 전략에 대해서 논의하였다. 이를 위해 이 연구에서는 문헌연구와 사례조사를 실시하였고, 사례조사는 국내 12개 지역대표도서관의 홈페이지를 대상으로 분석하였다.

Emergence of the Interned, World Wide Web (WWW), and multimedia services accelerates the demand for broadband access to mass market. As the demand for broader bandwidth for local access rapidly increases, new types of services for local access have been offered or are being developed. However, nothing has yet been shown up for a definite long-term solution. In this article, we address some issues and technological perspectives of such emerging local access demand.

지리정보가 정보화시대의 중요한 사회간접자본으로 인식됨에 따라 지리정보를 활용한 다양한 서비스가 제공되고 있다. 본 연구는 지리정보서비스 활성화를 위한 민간투자사업 활용방안을 제시하기 위해 시도되었다. 이를 위해 지리정보서비스에 대한 이론적 논의를 수행한 후 서울시 사례연구를 통해 지리정보서비스의 민간투자사업 추진절차, 사업방식 그리고 운영현황 및 문제점을 분석하여 향후 지리정보서비스 활성화를 위한 민간투자방식의 정책과제를 결론으로 제시하였다.

이 연구의 목적은 도서관 업무 담당자의 목소리를 통해 커뮤니티 정보서비스의 운영 현황과 한계를 파악하고, 향후 과제와 활성화 방안을 모색하는데 있다. 이러한 목적을 위해 이 연구에서는 커뮤니티 정보서비스가 지역주민들의 일상생활과 관련한 정보문제를 해결해주고자 할 때 무엇이 문제이고 어떻게 풀어나가는 것이 바람직한지에 대해 폭넓게 논의해보고자 한다. 이를 위해 (1) 커뮤니티 정보서비스와 관련한 다양한 용어가 사용되어온 추이를 살펴보고, 서비스의 본질적 의미가 가장 잘 드러나는 적절한 대표용어가 무엇인지, 그리고 개념적 범주가 어디까지인지에 대해 고찰해본 뒤, (2) 우리 도서관 현장에서 커뮤니티 정보서비스가 어떻게 운영되고 있는지를 실무자들의 관점에서 검토해 본 후, 이어 (3) 커뮤니티 정보서비스를 능동적으로 수행해 나가기 위해 문헌정보학계와 도서관 현장에서 해야 할 일이 무엇인지에 대해 구체적으로 논의해보았다. 연구에 필요한 데이터는 문헌연구와 더불어 지역대표도서관에서 커뮤니티 정보서비스를 담당하는 사서 20명을 대상으로 한 면담조사를 통해 확보하였다.

With the development of information technology, IT-based services in public administration has become more indispensable. As a result, the importance of IT maintenance projects to improve the efficiency of IT services and secure service levels is growing. Due to the nature of IT maintenance projects on local government, which mainly involve small and medium-sized IT companies in the region, business participating companies often do not have an appropriate methodology for service quality management. To solve this situation, the government has prepared a service level agreements (SLAs) that can be applied to IT maintenance projects. However, most local governments do not use SLAs for IT maintenance projects. As a result, various problems such as failure of the IT maintenance project or deterioration of quality are occurring Thus, this paper suggested major indexes to evaluate which service factors affect the efficient operation of information systems and the improvement of service quality in IT maintenance projects of local governments and analyzed the importance of indexes based on AHP method. Using this research method, this study found the theoretical implications on the outsourcing service of IT maintenance.

Services, despite the difficulty of its exact definition, can be defined as deeds, efforts, or performances by economical bodies, attributing to four unique characteristics - intangibility, inseparability, heterogeneity, and perishability. This study aims to research the global competition and problems of the local professional services, especially educational services and health services, and to suggest some devices for increasing the exportation of both educational services and health services. Educational services and health services were reserved in the multilateral negotiation to open the WTO parties' markets because of its national public benefits. But it is indispensable to open our local market by the bilateral FTA negotiation. Legal restrictions, therefore, related to both education and health should be erased according to the basic rule of the market competition, and it is advisable to control the national public benefit of these services by enacting the different legal systems. For recovering from minus balance of payment in the educational services or health services, furthermore, it is necessary to drive rather some offensive exporting policies than the defensive policy against supply from the foreign countries. In conclusion, the korean Foreign Trade Act and other relative acts should be revised, and both educational services and health services should be contained within the definition of "the international trade" for the governmental benefits of supporting the services exportation.
