지방자치의 활성화를 통한 수질보전정책연구: 낙동강 수계오염과 위천공단 조성에 관한 갈등해결의 모색 (A Policy Study to Preserve the Water Quality through the Activation of Local Autonomy)

  • This research emphasizes the necessity of the understanding and cooperation among focal governments to preserve the water quality of the Nak-dong river that runs through four local governments. First, this research considers the status of water-pollution in the Nakdong river, describes and finds problems within the central government's. "Clean Water Supply Plan" and local governments' water quality-related policies. Second, it deals with the conflict among local governments concerning the planning and building of "Wicheon Industrial Complex" in the middle-upstream of the Nakdong river which has triggered the opposition movement of the local governments and residents of the river's downstream area. With stressing the necessity of the understanding and cooperation among local governments, this research emphasizes roles of central government, of academic experts, and of local news-media in preserving the water quality. Key words : the Nakdong river, water quality policy, the conflict among local governments, the activation of local autonomy, Wicheon Industrial Complex, the cooperation among local governments.

한중일 지방정부 교류협력과 동북아 평화

  • Northeast Asian relations have been dominated by competitions rather than cooperation. Nevertheless, since the end of the Cold War, interchanges among South Korea, China, and Japan's local governments have been increasing rapidly. Why local governments of the three Northeast Asian states have maintained constant exchanges despite the sluggish cooperation of their central governments? What effects and limitations of exchanges among local governments in Northeast Asia on regional peace? The results of research show that effects of Northeast Asian local governments on regional peace is complicated. The study indicated that the local governments' exchanges had certain limitations in constructing the regional peace as an independent factor. However, it is also certain that the local governments' exchanges have contributed to the Northeast Asian peace, to some extent, by playing a complementary role in maintaining cooperation in local level.

지방자치단체의 '재정위기'에 대한 실증분석 (An Empirical Analysis on the Fiscal Crisis of Local Governments in Korea)

  • In this study, the present state of fiscal crisis for local governments after IMF is analyzed, firstly. its implications Characteristics of structural reform of finance after IMF bailout in Korea are examined, secondly. Since Korea was shocked by the currency crisis at the end of 1997, its local governments have also faced fiscal difficulties. The Depression of national and local economies led to decreases in tax revenues of local governments. And these shrunken revenues led to their expenditure cuts. Many investment plans were curtailed, and ordinary expenditures were also reduced sharply. The negative influences of the currency crisis on local government's finances can be examined in terms of fiscal revenue, fiscal spending, and debt burden. As a result many local governments are now experiencing fiscal stress, and some of them are even faced with fiscal crisis although the possibility of extreme measures, such as moratoriums or bankruptcies, is very slim. This is due in part to the weight of debt in local governments' budgets having remained small since the debt of local governments has been controlled by the central government. Another reason is that, central government, which functions as a lender of last resort for the local governments, will pay the debt for them. Also, without a legal system which stipulates the adjudication of bankruptcy for municipalities in Korea, local Korean governments have no legal right to declare bankruptcy. Although not a single municipality has fallen into insolvency, yet, this trend will continue to deepen as the recession continues and may lead to a situation where manu local governments fall into virtual bankruptcy in the near future, and its effects on society, as a whole, will be serious. Therefore, measures to prevent and overcome such an extreme situation are necessary, but both short-and long-term policies should be to cope with the current fiscal crisis and to prevent the deepening of the current situation.

유역(流域)을 기초로 한 행정구역경계설정의 필요성 (Necessity of Adjustment of the Jurisdiction of Local Governments based on Watershed)

  • The management of water, both the quantity and the quality, has been one of the most important issues in the public investment and it is equally true in the field of sustainable development. Nevertheless, the jurisdiction of local governments has been delineated without much attention to the issue of the water management. In the planning of wide areas such as cities, countries, the metropolis, and the megalopolis, it is necessary to well arrange the geographical jurisdiction of local governments as a unit of region. The river water system, including small streams to large rivers, should be given its due share in the planning and jurisdictional delineation. The traditional concept of the local government's jurisdiction emphasizing the accessibility may be fading away. Instead, the efficiency of the public management would be the main concept in determining the jurisdiction of local governments. The river improvement, the waterworks, the sewage, the maintenance of water quality, the space of water recreation, are relatively important in the efficient management of that area. This paper argues for the equalization between the geographical jurisdiction of local governments and watersheds. To this end, I do case studies of the local governments areas such as Ri(里), Eup Myon(邑 面), Si Gun(市 郡), KyangyokSi Do(廣域市 道). The study interprets ARS will be one of the principles of land use and the reorganization of the local jurisdiction in the future as a geo-systematic and the eco-systematic criteria.

2019년도 국내 골재 수급 분석 (II) - 시군구단위 분석 - (Analysis of Domestic Aggregate Production of Korea in 2019 (II) - by Local Governments)

  • 이번 연구에서는 골재채취통계를 기초로 하여 골재의 채취현황을 분석하고, 향후 골재의 안정적이고 지속적인 수급을 예측하고자 하였다. 2019년에는 전국 229개 시군구 중 약 65%인 148개 시군구에서 한 종류 이상의 골재를 개발하였다. 7대 광역시에서는 19개 시군구에서 골재를 개발되었다. 광역시를 제외하면 8개도의 155개 시군 중 83%인 129개 시군에서 골재개발이 이루어져 우리나라의 대부분 시군에서 골재를 개발하고 있다고 볼 수 있다. 모래는 110개 시군구에서, 자갈은 132개 시군구에서 개발되었다. 골재원별로 볼 때 하천골재는 4개 시군구, 육상골재는 42개 시군구, 산림골재는 75개 시군구, 선별파쇄골재는 105개 시군구, 선별세척골재는 15개 시군구에서 개발되었다. 또한 육지원 골재의 채취가 전혀 이루어지지 않은 시군구는 81개 지역이다. 골재원별로 볼 때 한 종류의 골재만 개발하는 시군구는 71개, 두 종류의 골재를 개발하는 시군구는 55개, 3종류 이상은 22개 시군구이다. 2019년에 골재의 개발이 가장 많은 지역은 울주군이며, 그 다음으로 화성시, 청주시, 포천시, 파주시, 용인시, 김해시, 광주시의 순이다. 100만m3 이상의 골재를 개발한 지역은 41개 시군구로 시군구은 골재채취 시군구의 약 28%이지만 골재개발량은 2019년도 총 개발량의 약 70%를 점유한다. 이는 각 시군의 골재채취가 대형화, 집중화되고 있음을 보여준다.

한국과 일본의 지방자치단체 환경영향평가 제도 비교 연구 I - 대상사업 및 평가항목을 중심으로 - (A Comparative Study on the Local Governments' Environmental Impact Assessment Systems between Korea and Japan I - forcusing on target projects and assessment items -)

  • This study aims to review the environmental impact assessment systems of Japanese local governments, to compare its outcome with the systems of Korean local governments, and to suggest the development direction for the environmental impact assessment systems of Korean local governments based on the result. The study results showed that, first, due to distinction in the political systems of Japan and Korea, while Japan has bottom-up environmental impact assessment systems, Korea has topdown environment impact assessment systems. Second, although introduction of national systems on planning was put on hold as a future initiative, local governments including Tokyo and Saitama are experimenting evaluation procedures tailored to local features by legislating them as regulations. On the other hand, while 'prior environmental review system' was in effect as a national system, nothing was practiced at all by local governments. Third, in a total of 47 Japanese local governments, about 45 projects and 44 assessment items were added to local government environmental impact assessment only and designated as target projects and assessment items. Fourth, in both national and local environment impact assessment systems in Japan, screening procedures to determine assessment by separating into Type 1 projects and Type 2 projects and scoping procedures to discuss assessment items in advance were introduced and in effect. This Japanese EIA system may serve as a good reference to the Korean national and local government EIA systems.

INTRA-AND INTERGOVERNMENTAL INFORMATION SYSTEM TO MANAGE INFORMATION IN URBAN RENEWAL PROJECT

  • In general, the early stage of urban renewal such as preparing a master plan and processing administrative works including planning permission are conducted by local governments in Korea. The local governments need to review the status of projects that are undergone in other local governments' territories. However, no integrated information system to manage information to this end at the level of nation exists in Korea. If the system would be developed, it may support central government to obtain information on required resources at the national level. In addition, local governments can gain guidance on the process and recognize potential problematic situations from others experience. The system should include functions to collect data on project summary, cost and schedule of projects according to local governments. The expected effects from using the information system are as following. First, information generated from project practice become more credible on account of management at the national level. Because the authorized party such as system administrative agents of governments are responsible for collecting and managing data. Second, the unified information system with no regard to the place where projects progresses reduces the efforts for accumulating reference data for aiding local governments decision making by providing appropriate information timely. Also, enhanced information accessibility for stakeholders make the project process clear. Finally, oversight management is enforced with visualization technology adopted in the system, presenting master plan and mass model including information on usage by floors and progressing information graphically. Ultimately, potential challenges can be anticipated by considering records accumulated from other local governments' projects. This paper presents concept, functionalities, and architecture of information system enabling to manage data from individual projects and aggregate those for oversight management for local and central governments. As a part of systems analysis, general requirements of briefing system for governments and necessary data fields to this end are identified.

지방자치단체 보건의료 사무의 세출예산 구성과 자체재원 비율 - 제주특별자치도 사례를 중심으로 (Proportions of non-matching fund by local governments and central government subsidies in local government health budget: focused on 2020 Jeju Self-Governing Province Budget)

  • Objectives: The purpose of the study was to classify the health and medical service affairs of local governments, and to analyze the proportions of non-matching fund by local governments and central government subsidies for local government health budget. Methods: First of all, health affairs of local governments were classified to categories based on health-related laws and previous studies by review of the authors. In order to specify the scale of local government-led health affairs, we allocated 1,916 budget units into 6 main and 24 sub categories of the health and medical service affairs of local governments for the 2020 health budget of Jeju Special Self-Governing Province. For each categories, we compared the total amounts and the percentages of the 'central government subsidies', 'local government budget - matching fund', and 'local government budget - non-matching fund'. Results: The total health budget of Jeju Special Self-Governing Province accounts for 1.2% of the total budget. Of the total health budget of Jeju Special Self-Governing Province, the proportion of central government subsidies was 39.6% and the proportions of local government budget-matching fund and non-matching fund were 33.8% and 26.6%, respectively. The proportions of non-matching fund by provincial and basic local governments were 37.3% and 19.9%, respectively. Conclusion: In order for local governments to deal with the health problems of residents, it is necessary to secure and spend more local government budget(i.e., non-matching fund by local government) for health affairs in their administrative jurisdiction.

효율적 재난대응을 위한 지방정부 역할 개선방안 - 미국, 일본과의 비교를 중심으로 - (Plan for Improvement of Local Governments' Roles for Effective Countermeasures for Disasters - Centering on Comparison with USA and Japan -)

  • 본 연구는 효율적 재난대응을 위한 지방정부의 역할을 모색해 보고자, 미국과 일본의 지방정부 재난대응체계와의 비교연구를 하였다. 미국과 일본의 경우에는 신속한 재난대응을 위하여 지방정부가 재난대응에 1차적 책임을 지고, 중앙정부와 NGO 등과의 협력하에 재난에 대용하고 있었다. 결론적으로 한국의 재난대응체계가 효율적으로 변모하기 위해서는 첫째, 중앙정부와 지방정부의 역할 재조정이 필요하다. 즉, 미국과 일본의 경우 재난 대응의 일차적인 책임이 지방정부에 있다는 것을 법률적으로 규정하고 있다. 때문에 재난 발생 시 지방정부 차원에서 신속히 대처하게 되고, 또한 지방정부 나름대로의 조직과 기구 및 인력을 확보할 수 있게 되는 것이다. 따라서 한국의 지방정부에서 발생된 재난대응을 효율적으로 하기위해서는 첫째, 중앙정부와 지방정부간의 재난관리에 관한 역할 분담이 시급히 이루어져야 할 것이다. 둘째, 지역적 특성과 상황에 맞는 유형별 지방 재난관리체계 구축이 요구된다. 셋째, 시민단체, 지역 사기업, 중앙정부와의 유기적인 네트워크 형성이 이루어져야 한다. 넷째, 지방 재난관리 정보화가 조속히 갖추어져야 할 것이다. 마지막으로 지방정부의 현장 중심의 대응활동을 원활히 펼치기 위해서는 인력의 전문성이 요구된다. 따라서 지방정부의 재난관리 전문 인력을 양성하고 전문성을 키우기 위한 프로그램 등을 개발하여야 할 것이다.

지방정부의 정부 간 관계가 기초지방정부의 사회복지비지출에 미치는 영향에 관한 연구 (Factors on the Social Welfare Expenditures of the Local Governments)

  • 이 연구는 기초지방정부의 사회복지비 지출수준과 이에 영향을 미치는 요인들을 정부 간 관계의 맥락에서 파악하였다. Beck and Kats가 제안한 PCSE(Panel corrected Standard Error) 모형을 이용하여 2003년부터 2008년까지 230개 기초지방정부의 사회복지비 지출수준에 결정요인을 분석하였다. 분석결과를 정리하면 다음과 같다. 첫째, 상위정부로부터의 재정이전이 기초지방정부의 사회복지비 지출확대에 영향을 미치는 것을 확인하였다. 둘째, 기초지방정부와 광역정부, 중앙정부와의 정치적 관계를 나타내는 정당구조가 사회복지비 지출을 결정하는데 영향을 미치는 것으로 나타났다. 셋째, 기초지방정부들 간에 복지확대 경쟁이 존재하고 있음을 파악하였다. 이와 같은 분석결과는 우리나라와 같이 중앙집권적 성격이 강한 지방자치제 하에서는 지역사회 내에 존재하는 요인들뿐만 아니라 정부 간 관계적 요인들이 지역복지 발전에 중요한 영향을 미치고 있음을 시사한다.
