The Pattern of Labor Migration in Ansan and Their Local-Social Relationship (안산지역 이주노동자의 노동이주 유형과 지역-사회관계)

  • The purpose of this study is to shed light on the characteristics of the social relations of migrant workers in the Ansan area and the factors for the construction of those characteristics. The social relations of migrant workers in the Ansan area are affected by the Korean government's policy of EPS, a short-term rotation policy and its ban on the settlement of migrant workers. These workers are likely to form a temporary and bounded social relationship. The bounded social relationship of migrant workers to society is one of the major factors that put them in social poverty. Ethnic communities, support organizations for migrant workers, and local government agencies have assumed the task of helping build the network among migrant workers of various ethnic backgrounds as well as aiding their participation in local social activities. The status of a temporary resident is the prime reason for spatial exclusion and social poverty among migrant workers. To prevent the exacerbation of these phenomena, this study suggests that the government reconsider its short-term work permit policy for less skilled workers.

Determinants of Contingent Workers' Ratio in Public Health Centers (보건소 비정규직 고용 비율에 영향을 미치는 요인)

  • Objectives : This study investigates the determinants of contingent workers' ratio in public health centers. Since the economic crisis in 1997, there have been many studies on contingent workers in Korea. But, previous studies have been not conducted focusing on public health center. Methods : This study used 253 public health centers, installed and operated since December 31, 2008. in Korea as units of analysis. To examine the determinants of contingent workers' ratio, this study uses Pearson correlation and multiple regression analysis. Results : The following appeared as significant variable affecting contingent workers' ratio in public health centers; degree of the local government's financial independence(p<0.001), rate of increase/decrease in ages 65 and over(p<0.001), rate of increase/decrease in basic livelihood security recipients(p<0.01) and rate of increase/decrease in registered disabled persons(p<0.01). In contrast, internal organizational environment characteristics related variables were not statistically significant. Conclusions : Contingent workers' ratio in public health center is significantly affected by financial vulnerability of the local government and increase in demand of health care services.

A study on the Improvement of Welfare System for Care Worker in Seoul (서울시 요양보호사 처우개선을 위한 지원방안 연구)

  • Long-term care Insurance system for the Elderly was started to respond to the aged society on July 2008 in Korea. So responsibility of the care for the old is being changed from the family to the society. The introduction of that insurance system has brought the growth of demand for care service. To improve the level of quality for care service providers in long-term care, the role of care worker in providers is recognized as important. But welfare system for the care worker seems to be poor. So the Seoul Metropolitan Council is preparing an ordinance for the care worker and the purpose of this study is for the ordinance as well. Questionnaires, interviews, documentary surveys were used to carry out this study. The results of this study are summarized as follows. The job stability is the most important thing for the care worker, so local government has to make efforts to promote the job stability of care worker. A welfare center for care workers is needed for the health for care workers in the local government. And the local government has to supervise service providers more strictly and evaluate them in treatments of care worker.

Analysis of Wage Determinants of Care Workers (요양보호사 임금결정요인 분석)

  • Background: In this study, wage status and wage determinants of care workers were analyzed. Methods: The analysis used database (DB) of long-term care institutions, DB of long-term care institutions, DB of long-term care workers, DB of health insurance qualification, and contribution possessed by National Health Insurance Services. We analyzed the wage status of the care workers from 2009 to 2016 through basic analysis and estimated the factors affecting the wage of the long-term care facilities' care workers using pooled ordinary least squares. Results: The monthly average wage of care workers was raised from Korean won (KRW) 1.37 million in 2009 to KRW 1.52 million in 2016, and the working hours were shortened by 20 hours from 207 hours to 187 hours. Hourly wages increased by KRW 1,329 from KRW 6,831 in 2009 to KRW 8,160 in 2016. The average monthly wage of care workers was affected by gender, age, years of employment, monthly working hours, establishment type, city size, institutional size, the grade of the institution, and management status. In particular, the wage level of the care workers was high when the larger the size of the institution, the better the management status (fill rate), the establishment type is "government and local government" and "corporation," the institutional rating is high, and the facility manager has the first grade of the social worker license. Conclusion: The government should consider aggressive policies to improve the treatment of care workers as well as the quality of long-term care services so that there will be more long-term care facilities that are guaranteed social publicity above a certain level.

  • Rural extension work in Korea has been carried out as a national government project by the Rural Development Administration since 1962. But almost all of the extension workers transferred to local government employ in 1997 and the 7,480 extension workers in 1997 decreased to 5,082 by the end of 1999 through restructuring of the government system. Traditionally, the extension worker has carried out educational jobs but many extension workers was to carry out the administrative responsibility in addition to the educational job as the rural extension system was changed. This study was to evaluate the rural extension system under the localization, extension activities, methods, extension worker's morale, and so forth. Most of extension workers are embarrassed about the changing of the extension system and their duty.

The actual condition analysis on the determining factors of foreign workers employment in Korean companies (한국기업의 외국인근로자 고용 결정요인에 관한 실태분석)

  • This study focused on the determining factors of foreign workers employment in Korean companies. To improve our national enterprise's work outcome, it is necessary to establish a rational employment management policy plan so that the Korea can promote influx of foreign workers who have appropriate job skills and are hard-working and well suited for cultural environment. Accordingly, the companies need to develop the program by considering following. First, the duty of skilled foreign workers for employment is an important determinant factor and thus the targeting for foreign workers is necessary to proceed with pre-paced training. Second, reflecting the cultural characteristics of migrant workers, a cultural adjustment program needs to be developed. In this regard, the national program of screening foreign workers at the government level and the adaptation program needs to be launched suitable for local environment.

Enforcement Status of EPS-TOPIK and Needs Analysis of EPS Centers (EPS-TOPIK 시행 현황 및 관계자 요구 분석)

  • EPS-TOPIK is a test of Korean proficiency which is enforced at the level of Korean government for the selection of competent foreign workers. Therefore, it must ensure validity and reliability, and practicability as a language assessment tool. For seeking a way of developing EPS-TOPIK, in this paper, the current state of EPS-TOPIK was investigated based upon the materials published by the Korean government, and the questions of EPS-TOPIK were analysed. Together with this, newspaper articles both in Korea and in foreign countries were also analyzed, and the directors of the EPS center abroad were interviewed. According to the survey results, as expected, the local environment of Korean education is poor in a number of ways to improve the Korean communication skills of foreign workers, as well as to prepare the EPS-TOPIK. To improve the efficiency of the EPS-TOPIK and to enhance the Korean communication skills of foreign workers, the Korean language institutions including the King Sejong Institute, which are in charge of the Korean language education should closely cooperate with the Human Resources Development Service of Korea, which is responsible for all of the influx of foreign workers.

  • Dismissing incompetent public servants started from Ulsan City is spreading to the nation. As part of comprehensive administrative reform in provincial and municipal authorities, such movement is strong to kick out those who are not qualified and incompetent as public servants. It is because citizens have high hope for the change of public officers. Firing incompetent workers started from Ulsan city government was spread to Seoul City government and to the central government. However, other concerning views over kicking out incompetent public workers are very strongly raised. Accordingly, this study examines various opinions and does institutional, legal, and theoretical reviews on the dismissal system of incompetent workers that is widely spread. It examines social significance and problems over the system and suggests its improvements and directions of innovation toward administrative reform.

Occupational exposure to dust and respirable quartz in coal briquettes ash handling worker (연탄재 처리 환경미화원의 분진 및 호흡성 석영 노출)

  • The purpose of this study is to assess respirable crystalline silica (RCS) exposure levels in workers who collect and dispose used coal briquette ash (CBA) in sanitation companies that are subcontracted by one medium-sized local government on the collection of municipal household waste (MHW), and to analyze the quartz content in CBA. When the CBA powder that undergone specialized pretreatment in several steps were subjected to mineral identification and quantitative analysis using X-ray diffraction (XRD), it was found that quartz represented 18%, and in addition, mullite, and plagioclase were included. For two CBA collectors, samples were collected by the personal sampling evaluation method. After respirable dust was collected in accordance with the National Institute for Occupational Safety and Health 7500 method, the concentration of quartz was analyzed using XRD. Meanwhile, a portable real-time dust monitor (Sidepak AM520, TSI Inc., USA) was also used to observe the dust exposure level for each time zone and job task. The RCS exposure level of one worker was as high as 0.024 mg/㎥, which was the American Conference of Governmental Industrial Hygienists (ACGIH) Threshold Limit Values (TLV) level. The other worker also exhibited a concentration of 0.013 mg/㎥, which was more than half of TLV. The Sidepak results revealed that the work of collecting CBA and loading it onto a vehicle was hardly exposed to the dust of a significant level. It was found, however, that the work of transferring the collected CBA to a container through a conveyor belt was exposed to a very high average respirable dust concentration of 2.238 mg/㎥. The results of this study confirmed that quartz, which is crystalline silica and a carcinogen, is contained in CBA, one of municipal household waste (MHW), in high concentration. It was also confirmed that workers are exposed to high RCS concentrations while transferring collected CBA into a container. Although each local government in South Korea handles CBA in different ways, it is imperative to investigate the CBA exposure level of sanitation workers and improve their working conditions.

Factors Affecting Business Performance of Industrial Insects Farm (곤충 사육농가의 경영성과에 영향을 미치는 요인)

  • It is important to understand the factors that affect the business performance of insect farm for continuous insect farm management. The purpose of this study is to investigate factors influencing the business performance of insect farm. For this study, 1,577 questionnaires were collected through a telephone survey targeting insect farm owner. As a result of analysis using linear multiple regression analysis, the factors affecting total sales were gender, age, business experience, number of workers, and national and local government support projects. The factors affecting the net profit rate were age, business experience, number of workers, national and local government support projects, and education. When the gender of the business operator is male, it only affected the increase in total sales, and it was found that both the total sales amount and the net profit margin increased with the younger the business operator's age.
