This study examines the spatial characteristics of postal office patronage in rural areas. in the light of future possible relocation and closures of the postal facilities. Most of private services have flown out small rural central places due to the decrease of supporting population, and there consequently remain only a few public services including government-run post offices at the Myon seats, the lowest level among rural central places in Korea. The small local population and its further decline undermine the rationale for maintaining such public services in depleted rural areas. For the worse of it, the government recently plans to transform the postal system to a quasi-private, corporational structure. One can fear that the profit-seeking nature of the new postal corporation will inevitably force to close many of such small rural facilities. The study first analysed nation-wide censuses of postal offices for the years of 1986 and 1992. The postal services examined are per capita number of postal stamps and revenue stamps sold, and letters, parcels, telegrams and monetary transactions handled at the post offices. It is found that, while the usage of postal services has increased substantially throughout the nation during the period of 1986-1992, the increment has largely been occurred by urban post offices rather than by those in Gun seats (i.e., rural counties); and that the gap of the service levels between urban and rural post offices is ever widening. The study further examined the service differentials among the post offices within rural counties to find that those post offices adjacent to the county (Gun) seats and larger urban centers rendered less amount of services than remote rural post offices, indicating that rural residents tend to partonize larger centers more and more than local Myon seats. At the second stage of the study, questionnaire surveys were conducted in Muju, Kimpo, and Hongsung-Gun's. These three counties are meant to represent respectively the remote, suburban, and intermediary counties in Korea. The analyses of survey data reveal that the postal hinterlands of the county seats extend to much of nearby Myons, the subdivisions of a Gun. It is also found that the extent of postal hinterlands of the three counties and the magnitude of patronage and quite different from each other depending upon the topography, population density, and the propinquity of the counties to metropolitan centers. The findings suggest to reappraise the current flat allocation scheme of public facilites to each of rural subdivisions throughout the nation. A detailed analysis on the travel behavior of the survey respondents yields that age is the most salient variable to distinguish activity spaces of rural residents. The activity spaces of older respondents tend to be more limited within their Myon, whereas those of younger respondents extend across the Myon boundary, toward the central towns and even distant larger cities. The very existence of several activity spaces in rural areas calls for an attention in the future locational decisions of public facilities. The locational criteria, employed by the Ministry of Communication of Korean government to establish a post office, are the size of hinterland population and the distance from adjacent postal facilities. The present study findings suggest two additional criteria: the order in rural central place hierarchy and the propinquity to the upper-level centers of the central hierarchy. These old and new criteria are complementary each other in that the former criteria are employed to determine new office locations, whereas the latter are appropriate to determine facility relocation and closures.

Purpose: This study aims to determine the marketability of the heritage sites in Region III, Philippines. More specifically, it will obtain information on the: (a) profile of the heritage sites in Central Luzon; (b) dimensional issues of their marketability along social, environmental, and economic lines; (c) quality of services in terms of tangibility, responsiveness, empathy, assurance, and reliability; and (d) its business model canvas. Research design, data, and methodology: This will utilize a descriptive survey of the heritage sites in Central Luzon, namely: Aurora, Nueva Ecija, Bulacan, Pampanga, Tarlac, Zambales, and Bataan. There will be 60 respondents, including 5 facilitators, 24 residents, and 31 tourists. The results will be statistically measured through the measures of central tendencies, dispersion, and the test of significance. Result and conclusion: This study will comprehensively examine the local tourism sector, benefiting various stakeholders. It serves as a valuable resource for tourists by providing insights into destination marketing strategies and enhancing heritage tourism experiences. Administrators benefit from coping strategy evaluations, aiding in the formulation of effective strategies aligned with industry goals. Tourism businesses align with industry objectives and the study streamlines ordinances for site protection for local government units. Additionally, the community gains empowerment through insights into employable activities and potential businesses, influencing assessments of the justification for local preservation ordinances.

The purpose of this study is to suggest a mid- to long-term expansion plan to resolve the blind spot and alleviate the imbalance of public library services in Daegu City. The research methods for this purpose included literature review, related laws and statistical data analysis, case study, and opinion survey. As a result, the first service area was set as a total of 14 areas based on administrative districts(Jung-gu, Seo-gu, Nam-gu, and Dalseong-gun each have one, Dong-gu and Buk-gu each have two, and Suseong-gu and Dalseo-gu have three each). Second, the expansion scenario for public libraries in Daegu City was proposed to add 26 libraries by the final target year (2032) based on the trend of national library growth over the past 13 years (2008-2020) and the forecast for the next 10 years (2023-2032). Third, the construction scenarios for each basic local government, excluding the Daegu representative library, are as follows: One library each in Jung-gu, Seo-gu, and Nam-gu; two libraries in Suseong-gu; three libraries in Dalseong-gun; four libraries in Dong-gu; and seven libraries each in Buk-gu and Dalseo-gu. In terms of floor area, it is proposed to add a total of 17 branch libraries with a minimum legal standard of 330-2,499㎡, four central libraries with 2,500-4,999㎡ each, and four central libraries with 5,000-9,999㎡ each. On the premise of these conditions, Daegu City and public libraries should focus on creating an inclusive and open community space, creating a digital platform, strengthening the library operation and cooperation system centered on Daegu representative library, developing collections and specializing services for local hub libraries, enhancing various knowledge information and program services, managing key library indicators and improving social contribution.
Compared to other countries, cloud computing in Korea is not popular especially in the government sector. One of the reasons for the current not-fully-blossomed situation is partly by early investment in huge government datacenters under Korea's e-government initiative; let alone, there was no strong control tower as well as no enforcing law and ordinances for driving such cloud computing initiative. However, in 2015 March 'Cloud Computing and Privacy Security Act' (hereinafter, Cloud Act) had been passed in the Parliament and from September 2015 Cloud Act was deployed in Korea. In U.S., FedRAMP (Federal Risk Assessment and Management Program) along with Obama Adminstration's 'Cloud First' strategy for U.S. federal institutions is the key momentum for federal cloud computing adoption. In 2015 January, U.S. Congressional Research Service (CRS) has published an extensive monitoring report for cloud computing in U.S. federal institutions. The CRS report which monitored U.S. government cloud computing implementation is indeed a good guideline for Korean government cloud computing services. For this reason, the purpose of the study is to (1) identify important aspects of the enacted Korean Cloud Act, (2) describe recent U.S. federal government cloud computing status, (3) suggest strategy and key strategy factors for facilitating cloud adoption in public organizations reflecting SDLC strategy, wherein.

Since 2000, ubiquitous cities are spread over Korea by government's supporting project for ubiquitous city construction. But recently problems such as low perception of ubiquitous city are issued. There is just a few studies about a creation of citizen centric ubiquitous city service even though there have been several studies and policies to overcome such problems. There is not enough research on applying ubiquitous city service effectively at the stage of ubiquitous city plan. To solve this problems, this study ultimately aims to suggest essential ubiquitous city service applied at that stage to guarantee minimum quality of ubiquitous city. The expert survey method was employed to select essential ubiquitous city service. To achieve this goal, First, a survey performed by 163 local government officers to know current status of the ubiquitous city construction project. Second, another survey was performed for about 30 days by 38 experts worked at local public official and ubiquitous city organization to select essential ubiquitous city service. Finally we suggested 14 essential ubiquitous city service from the several viewpoints, which were universality, industry growth, social welfare, effective city management. And we analyzed the differences between ubiquitous city services written 14 ubiquitous city plan and essential ubiquitous city services.
This paper studied the present condition of social welfare activities of Living Condition Improving Committee of Kimpo City in order to activate the social welfare services of women agricultural organizations. The main results are as follows; First, the general characteristics of the respondents in this study are forty or fifty years of age with above high school education with main income source of agriculture and middle class women living in agricultural communities more than 10 years. Second, considering the present and future planned activities of the Living Condition Improving Committee of Kimpo City this study finds that there is high expectation of helping poor people and joining voluntary services. Third, the members of the Living Condition Improving Committee of Kimpo City have actively participated in the local welfare service programs however, there is significant difference among people according to the age, living standard and joining period. Fourth, out of social welfare activities managed by the Living Condition Improving Committee of Kimpo City the welfare service activities for old people and local community are most active and the participants in the welfare service activities for women and the youngsters are small. Thus, according to this study the Living Condition Improving Committee of Kimpo City should consider the following three points in order to activate the social welfare service activities; First, as the members are expecting to expand the individual activities and to enhance the private improvement, the social welfare service activities should meet with the demands to improve self satisfaction of the participants. Second, new programs should be developed after reviewing the current programs in order to meet with the need of the members. Third, as the committee has not established a network system with government administrative organizations and relating institutions, and as its activities are concentrated in particular areas the committee should establish a new system to provide more efficient services in line with the cooperation with public organization and welfare resource suppliers.

The study investigates the relationship and influence between religiosity, reward, and engagement in the public administration sector, both directly and causally via moderation. This study involved one hundred and twenty-three respondents in three local government organizations in Malang City, East Java Province, Indonesia, namely, the Malang City General Hospital, the Population and Civil Registry Office, and the Investment Office. The sampling method uses stratified random sampling from the total population of civil servants in Malang in the three institutions. The data analysis model of this study uses a quantitative approach with a unit of data analysis using the path analysis method. The analytical tools used are smart-PLS and SPSS. The results reveal that the direct combined effect of reward and religiosity has a positive and significant influence on the engagement. However, moderation between reward and commitment, which is bridged by religiosity, does not show positive and significant results. The non-positive relationship shown by testing moderation concludes that there is a separation of purpose between the portion of religiosity in the world of work, where religiosity in this study is only described as part of the concept of worship, and the relationship between the person and his God.
Service R&D that adds high value to existing products and service by scientification, IT convergence, intellectualization is a core business of creative economy. It is necessary to examine the service R&D revitalization plan by establishing service R&D hub researching the service R&D because a shortage of facility and infrastructure makes impossible to turn ideas into products (service). This research aims at establishing the implementation plan of service R&D hub that invigorates local service industries and contributes to carry out the plan. Service R&D hub is a focal point of service R&D activities which inter-connects service R&D activities distributed across ministries of central government and fields of studies, and which invigorates service R&D activities and enhances competitive power of service industries in Korea. It is necessary to establish main hub like Service Engineering Research Center in Japan and Fraunhofer IAO in Germany which take the lead in national service R&D activities, and make it build the solid foundation of service R&D activities in public sector and also create service innovation ecosystem. Considering the interdisciplinary characters of service R&D, it is essential to establish additional sub-hubs to meet a variety of demands of service R&D. It is also necessary to establish 'Living Lab', an open innovation system, which connects research institutions, universities, and corporates to make them target the specific fields of their own, and enhance open R&D and innovation in service industries.

In Korea, Public demand for quality of life is increasing gradually with socioeconomic growth. It is really necessary urban forestry because urban forest is one of the important factors in citizen's living environment. There is expected to participate government, citizen, NGOs and the corporate sector in urban forestry. This study was investigated the directions of environmental governance in urban forestry focused local government. As a result, urban forestry official recognized the importance of urban forestry by partnership. In order to manage urban forest efficiently, the committee must be comprised of various stakeholder and researcher have need to develop support system for management. Especially, it shows that they prefer corporations participate to create and manage urban forest.
The utilization and value of drones are increasing throughout society. However, there was a lack of government support and investment such as lack of technology of domestic drone companies, regulation of loans and lack of technology evaluation items. Therefore, this paper conducts statistical analysis to derive what drone capacity should be strengthened for the drone industry activation in Daegu. As a result, the demand satisfaction(price, quality, service) of drones leads to revitalization of drone industry when the physical, social, and policy factors among drones are strengthened. In conclusion, drone capacity to be strengthened in order to revitalize the drone industry in Korea is based on physical factors(drone demand, development, number of registrations, number of businesses and workers), social factors(national level public relations, establishment of public education institutes, correct understanding of drone occupation, preception), policy factors(privacy measures, government funding, legislation and system easing). As for the three factors, the government, industry, and drone operators are expected to have a bright future when the trinity is improved and complemented.
