Managing of local government public service is innovation strategy of local government public service using choice and competition principle. Managing strategy of local government public service is new paradigm for innovating public service and role structure of government. It is important to understand properly substance and characteristics of local government public service Accordingly, the purpose of this study understand substance and characteristics of local government public service and describe strategic driving plan of managing local government public service in the future.

Objectives: The purpose of the study was to classify the health and medical service affairs of local governments, and to analyze the proportions of non-matching fund by local governments and central government subsidies for local government health budget. Methods: First of all, health affairs of local governments were classified to categories based on health-related laws and previous studies by review of the authors. In order to specify the scale of local government-led health affairs, we allocated 1,916 budget units into 6 main and 24 sub categories of the health and medical service affairs of local governments for the 2020 health budget of Jeju Special Self-Governing Province. For each categories, we compared the total amounts and the percentages of the 'central government subsidies', 'local government budget - matching fund', and 'local government budget - non-matching fund'. Results: The total health budget of Jeju Special Self-Governing Province accounts for 1.2% of the total budget. Of the total health budget of Jeju Special Self-Governing Province, the proportion of central government subsidies was 39.6% and the proportions of local government budget-matching fund and non-matching fund were 33.8% and 26.6%, respectively. The proportions of non-matching fund by provincial and basic local governments were 37.3% and 19.9%, respectively. Conclusion: In order for local governments to deal with the health problems of residents, it is necessary to secure and spend more local government budget(i.e., non-matching fund by local government) for health affairs in their administrative jurisdiction.

Assessing local government performance has become a crucial issue in recent years. This paper addresses the satisfaction level of local government public service, which is defined as a degree of the results or the impacts of the local government public service delivery on the citizen's needs, demands and expectations. The satisfaction level of local government public service can improve decisions made by local government managers, and enhance accountability of local government to the citizens they serve. This study focuses especially on the various aspects of administrative systems in a local government and developed a systematic survey for their performance. Explanations for the evaluation items and the analysis of survey are discussed throughout the paper.

Extension service in Korea has radical changes in accordance with local autonomy acts, 1994, and reformed rural development acts, 1995. According to these acts, the role of the central government is to arrange local extension service carried out by local extension office, to present basic plans on technical knowledge diffusion or farmers training to local government, and so on. Local extension office is a part of local government, and extension service is commited to the local government.

This study aims to investigate the changing roles of Local Government and the ways to improve the space plan, especially focusing on the Local Government civil service space of Seoul City. Recently, many Local Government have endeavored to get rid of the authoritative images and change themselves to a space featuring cultural functions and efficient performance. Local Government buildings in Seoul City are trying to decorate the inner and outer images through new construction or extension of buildings so as to become more friendly to residents. Such efforts are visualized especially in civil service space. Civil service space represents the whole image and role of the Local Government. In addition, civil service space and resting space, which are frequently used, are correlated and more and more accessible to each other as administrative and civil services are increasing. By integrating and developing such features, civil service space of Local Government that meets the requirements of the new era will be presented.

The objective of this study is to analyze and suggest the policy on devolution of environmental administrative function between central and local government in Korea. This study also research to make the prospect of power from central government to local government's officers by analyzing the characteristics and contents, standards of local devolution and the attitudes of central and local governments on its process from September 2001 to April 2003. The date collected from the more than 675 questionnairs of government officers included as the Ministry of Environment and local government. The date also collected from interview and field survey. The questionnaire had collected in two times between 2001 and 2003. The environmental administrative function has reallocated from central government to local government since 2001. The devolution focused on simple implemental services and institutional delegated services might result in the lack of initiative and locality of local governments. Therefore, devolution should be proceed towards reinforcing the decision-making capacity and financial and manpower of local government. This paper also showed the weakness on speciality and experience on local bureaucratic in Korean society. This study announced that local government's officer has appeared the negative impact on environmental regulation and the conflict between central and local government.

The main purpose of the study is to identify the key aspects of legislative support standards in the countries of the European Union in the field of building a system of local self-government. The European Union during the history of its existence has developed a set of standards on which the systems of local self-government of the European Union member states and applicants for this status are built. The complexity and at the same time the importance of legislative regulation of the functioning of this system is evidenced by the fact that the legislation and principles of international law used by the European Union in the field of local self-government are among the "youngest". This is due to the role played by local self-government in the development of a democratic political system, as well as the search for an optimal balance between centralization and decentralization. Thus, the main task of the study is to analyze the legislative support standards in the countries of the European Union in the field of building a system of local self-government. As a result of the study, current trends and prerequisites for the legislative support standards in the countries of the European Union in the field of building a system of local self-government were investigated.

The purpose of this study is to examine changes in local government objectives due to the change of local government heads in Hwasun-gun of Jeonnam province, and to analyze performances of regional development policies, regional development vision, and local government objectives setting by the 6th local election. The local government objective and slogan of hwasun-gun continued to change due to frequent replacement of local government heads from 1st to 6th local election. The slogan of the 6th local election was set as 'Luxury Hwasun, Happy Citizens' and addition, six local government objectives were set: trusted administration, shared welfare, attractive culture, vibrant rural areas, dream-planting education, and vibrant economies. The performance of local government objectives of the 6th local election showed a 90% achievement rate compared to the planned goal.

This note attempts to present knowledge management strategies for the upcoming 4th elected local government. Despite the series of efforts by the central government of Korea, it seems that local governments and their affiliated organizations have been very slow even understanding the necessities of knowledge management as well as adopting any particular knowledge management system. This study analyzes the evolutionary process of knowledge management policies by the central government and presents knowledge management strategies.
