  • Community enterprise plays an important role for developing local business. Products from local communities apply local specialties such as high-quality materials and inherited wisdom. This work aims to support merchandises from local community enterprises by bringing out their specialties related to local wisdom and intangible cultural aspects. An ontology is applied to demonstrate the innate information regarding the implicit values of the products and is used as a core for a semantic search system. Details of the products are gathered from their respective community using an interview method and are extracted to align with the developed ontological schema. The semantic search system thus is implemented with a recommendation process for online accessibility for providing the organised information. From evaluation, the developed ontology and its instances are rated highly for their consistency, conciseness, and completeness. In usage, accuracy of the query and recommendation results are evaluated at 97.38% searching accuracy and 85.03% for recommending interesting products.

  • This article examines the legal measures to establish the financial independence of the Local Cultural Centers(LCCs) by the revision of Promotion of Local Cultural Centers Act(PLCC Act) to allow profit-making activities of LCCs. For the past 70 years, LCCs have been the core of local culture, but they have not been financially independent and have survived through government subsudues and support funds. Its weak financial structure that depends on the subsidies makes it difficult to carry out the essential business and threatens sustainability. Legally, LCCs are special corporations which established in accordance with the PLCC Act, and their legal status and functions are stipulated in accordance with the laws governing their establishment. The current PLCC Act does not stipulate that the LCC may conduct profit-making business other than the essential business. However, compare to the other special corporations which established by their own legislatives, it is understood that the PLCC Act can also provide regulations related to the profit business of LCCs. This article presents legal drafts for PLCC Act and suggests other necessary discussions for financial independence of LCCs.

  • This study was intended to present the need for building the library as a hub of the community memory preservation which provides the collection, sharing, and curation services of the locality specific historical and local data based on the policy task, namely supporting the collection, preservation, and management system of the community's life memory. To this end, the current status of data collection, management, and operation of institutions serving regional-based materials such as cultural centers and regional archives was grasped, and the cases and status of curation services in libraries were investigated and analyzed. The discussion proposed via the results of the study are as follows. First, to the culture center, external demand has been increased from the aspect of social education including festivals, cultural and art event, cultural and art educational business, art activities business of local residents and managerial business is to be carried out, which makes it difficult for the culture center to manage its businesses. Accordingly, it is necessary to collect and preserve regional various data at the pubic libraries playing various roles including provision of informative services, cultural programs and information sharing places to local residents and provision of services to vulnerable social group. As the existing libraries have a plan to collect data systematically, it is considered that those libraries will smoothly operate the data management through cooperation with existing culture centers and various cultural organizations. Second, it appears that a plan will be needed to set up all the data including the ones owned by libraries, local administrative agencies, individuals and other competent agencies in online database so that they are easily available to the public and always available in the libraries because there are a lot of data which cannot be moved to other place and it is actually difficult to concentrate and set up all the data to those libraries.

  • The purpose of this study is to investigate whether the plan reflecting the place in cultural regeneration was implemented and whether it was a change of place in culture through culture analyze. Mullae-dong has changed its urban structure into a textile factory, a manufacturing industry, an ironworks+artistic complex, and the Mullae art factory has been organizing a festival that has been created by artists and residents alike in the Mullae creative village. However, prior to the creation of the Mullae art factory in the social element, self-sustaining programs of Mullae creative villages were derived, but now commercial space is mainly derived. Therefore, it is necessary to plan for coexistence of ironworks, cultural space and commercial space rather than expanding into commercial space. Geumcheon-gu Geumcheon-gu Geumcheon Art Factory has become an integrated complex where various industries coexist in industrial complex. Geumcheon Art Factory also holds an artist support program every year and actively works as an international creative exchange center in Seoul. However, programs that act as a mediator are not implemented since 2014, and the Open Studio stops once a year. Therefore, Geumcheon-gu needs to expand programs that can include local programs and programs that can be combined with local cultural media.

And world geography lessons using the CCAP were conducted with 5 classes including orientation by inviting foreign instructors from that place after reconstructing the Southeast and South Asia unit of the countries such as Pakistan, the Philippines, Myanmar and Cambodia. According to twice questionnaire survey conducted before and after activities using local multi-cultural resources and world geography lessons using the CCAP, it appeared that students had familiarity more than before through direct meeting with foreigners inside and outside classroom, and understood and respected other cultures by acquiring contextual regional knowledge. In the end, multi-cultural activities and world geography lessons using the CCAP contributed to students' global citizenship, which overcame prejudice toward third world cultures. • This aim in this study is to investigate the meaning of case management and management in general from the case manger's perspective, as well as case mangers' abilities and networks. We also propose a development direction for the establishment of a local integrated family-centered community management system. Regarding the collection of qualitative data, focus group interviews (FGIs) were conducted with 11 case managers from social welfare organizations in the city of C. The interviews consisted of open-ended questions in the following four categories: understanding of case management, case managers' abilities, case management environments, and local community networks. According to the interview analysis, a total of 16 subcategories in 9 categories and 4 domains have been identified. Due to the ambiguity regarding the concept of case management, case management was completely dependent upon individual case managers' abilities. In particular, family-centered case management was found to exist in several organizations in the same region. In terms of case management environments, the following problems have been observed: absence of related departments and staff, confusion regarding performance evaluation standards, limitations in sharing information among organizations, limitations in resource exploration and management, redundant support, and an uncomfortable relationship between the private and public sector. Horizontal exchange and cooperation among organizations are essential to establish and facilitate a local community network. After all, to establish a local family-centered community case management system, the roles of a Healthy Families Center and a Multi-cultural Family Support Center as parts of a family-centered transfer system should be fully emphasized in local society, and the performance of family-centered case management should be developed.

  • In Korea, a variety of policies for the regional cultural industry development have been carried out: the promotion policy of cultural industry cluster, the establishment of cultural industry support center, and the construction of cultural industry complex and the supporting works for the cultural research center. The cultural industry has a dual character of the manufacturing industry and the service industry. The cultural industry of Gyeongbuk province is mostly centered upon small manufacturing firms with low value-added. Thus, it is desperately in need of the building-up of the enterprise supporting system. However, it is difficult to expect that private business service finns can be activated. In this sense, local and regional governments seek to establish so called 'the cultural contents support center'. However, it is not clear whether the center is an organization for the production of cultural contents or an agency for the support of cultural contents industry. Also it does not prepare any major functional introduction facilities and performing programs. Most of all, it is necessary to establish a proper orientation that 'the cultural contents support center' must be not an organization for the direct production of cultural contents, but an organization supporting cultural industry by way of providing cultural industry enterprises with what is necessary for the production of cultural contents. Also, a system for the establishment of business fitting support policy that can cover the whole sectors of cultural industry must be prepared. Furthermore, a synthetic support system for the cultural business associated industries centered on specified sectors such as films, edutainment, and storytelling must be constructed. Finally an environment for the creation and inducement of cultural industry enterprises, and for the active participation of enterprises and related groups in the promotion planning and in the policies of cultural industry must be built along with on- and off-line networks.

  • The disabled has remarkable difficulties to participate social activities and those, that block them up from access to public facilities and the comfortable habitation so they should get help from others, are mainly made by architectural facts. Buildings without impediment which consider the disabled would be the things responding to the needs of the times. If the disabled would be convenient to use facilities, there should be no difficulties to normal people. A first began to examine into the role of the architecture. And to establish radical standards for the disabled to use cultural and assembly facilities through scrutinizing facilities to get access for the disabled and movement circulations in the cultural facilities should be the conclusion. This study which is a kind of fundamental study to construct cultural facilities without obstacles for the disabled began from consideration for the problem flow line of the disabled in cultural facilities and analyzed flow lines for them to use, access, and evacuate from those which are main facilities in the region. Though, evacuation rules in cultural and assembly facilities are recommendatory in existing laws for convenience of the disabled, the congestion of the crowd coming out after performances impedes safe flows of both the disabled and crowds. Further, in case of evacuation, there would be more serious problems. Therefore, consideration of reinforcement for existing laws for convenience of the disabled is needed.
