A Study on Legal Commentary Information Services Based on the Usage Patterns of Legal Information Sources (법률정보원 이용행태에 기반한 주석서 정보서비스에 관한 연구)

  • The court has the responsibility to determine the final interpretation of the law. The court hands down final decisions on personal disputes and conflicts between individuals and the state. Legal commentaries will stay true to their intention of providing diverse legal theories and enabling a unified legal interpretation only when law practitioners are allowed to discuss in depth laws, cases, and legal theories within the boundaries set by commentary authors. If law practitioners include the latest laws, cases, and legal theories as well as their opinions to existing commentaries in their judicial roles and legal studies, they will be able to obtain a unified legal interpretation without referring to other legal literature.

  • Among legal unit of land registration, the minimum unit of land is one parcel. We give the parcel number according to numbering system to confirm the specification of the parcel. In Korea, this parcel number is used for daily life such as the sign of fixed place(address) and the property, of the place of register, of identification card and of legal action. It also plays the important role as a key item connecting the layer of other information system in organizing Land Information System. It is also valued as the sources looking for the process of developing of the country. This study will devote to cadastral history, reform and reestablishment of the country.

Patterns of Information Seeking Behaviour of Law Students in Digital Environment: A Study

  • Nowadays the enormous growth of modern information communication technologies and its massive use have influenced information users all over the world. Such a digital environment has drastically changed the information seeking patterns of information users of every community. These also tend law students to use various legal information sources and services in digital environments while seeking information. But there have been few empirical user studies on the aspect of digital information seeking behaviours of law students in either law or library and information science literatures. This paper aims to draw out patterns of information seeking behavior of students of law in digital environments at the University of Dhaka. A stratified random sample survey was conducted for this study. The results show that students prefer the electronic format of information rather than printed format. Major e-resources used by them and the influential factors of use were also identified in this study. This study also identified some crucial problems for seeking information and provides suggestions for the development of electronic legal information systems.

  • For the development and management of u-City(ubiquitous city), Ubiquitous City Construction Law was enacted(March 3, 2008) to form the legal basis of u-City plan, construction and managements afterwards. Among u-City elements, the u-City Management Center has its own meaning and importance in roles which are crucial to the u-City developments, and its legal establishment is one of the core u-City realization factors. In spite of its crucial position for u-City, the legal arrangement of its basis concept, physical/systematic structures, and managerial finance sources and their standardizations are very immature. Therefore, the purpose of this study is to analyse its overall problem issues and then to suggest the basic directions and enforcement strategies to form its legal basis.

  • Recently drastic climate changes(e.g., extreme floods and droughts) are often taking place around the world. Even an increase in uncertainty, population, and mega cities has caused drastic changes in water recycle process. As in other countries, Korea has faced some issues relevant to water security. In response to these changes, Smart Water Grid(SWG) system combining the current water resources management with ICT (Information and Communications Technology) is considered as a new paradigm for the Korean water resources management. This study aims to explore and identify influential factors contributing to the SWG system's application to analyze the importance and role of those factors, and then to offer a policy suggestion for the successful application of the SWG system along with legislative improvements in Korea. In this study, we looked at different barriers related to the SWG application and also the complicated Korean water laws, enacted by different ministries and in order to efficiently apply the SWG system to the current Korean water resources management structures. This study employed qualitative research methods to analyze and identify the priorities of the tasks to be implemented by analyzing conditions for the SWG application, especially related to multi water sources and micro water grid, because legal and institutional measures can be more important to manage conflicts between different stakeholders once the SWG enters a phase of standardization and commercialization from its development stage.

Quality Evaluation Factors and Continuance Intention for Web-based Legal Information Services (웹기반 법률정보서비스 품질 평가요인 및 지속의도에 관한 연구)

  • The purpose of this study is to investigate the determinants of the quality of Web-based legal information services and their significant influences on the user continuance intentions. Based on the main dimensions of the SERVQUAL, this study conceptualizes five dimensions of reliability, assurance, design, empathy, and responsiveness. It measures the level of expectation and satisfaction on the basis of these five dimensions. Regression analysis was conducted to extract and analyze the determinants of the service quality and the factors affecting continuous intention. The level of legal information service quality is superior in empathy, responsiveness, and design category, but it is relatively insufficient in reliability and assurance category. In the reliability category, the relevance of the search results was an issue. The problems related to the authority and information sources were recognized as important. Reliability implies that there is a relatively close relationship between empathy and responsiveness, and that it is necessary to improve the quality of contents such as empathy and responsiveness in order to increase reliability. In order to increase the ongoing use of legal information services in the future, it is more effective to make sure that assurance is top priority.

KAB: Knowledge Augmented BERT2BERT Automated Questions-Answering system for Jurisprudential Legal Opinions

  • The jurisprudential legal rules govern the way Muslims react and interact to daily life. This creates a huge stream of questions, that require highly qualified and well-educated individuals, called Muftis. With Muslims representing almost 25% of the planet population, and the scarcity of qualified Muftis, this creates a demand supply problem calling for Automation solutions. This motivates the application of Artificial Intelligence (AI) to solve this problem, which requires a well-designed Question-Answering (QA) system to solve it. In this work, we propose a QA system, based on retrieval augmented generative transformer model for jurisprudential legal question. The main idea in the proposed architecture is the leverage of both state-of-the art transformer models, and the existing knowledge base of legal sources and question-answers. With the sensitivity of the domain in mind, due to its importance in Muslims daily lives, our design balances between exploitation of knowledge bases, and exploration provided by the generative transformer models. We collect a custom data set of 850,000 entries, that includes the question, answer, and category of the question. Our evaluation methodology is based on both quantitative and qualitative methods. We use metrics like BERTScore and METEOR to evaluate the precision and recall of the system. We also provide many qualitative results that show the quality of the generated answers, and how relevant they are to the asked questions.

  • Digital visual information(image and video) plays an important role in our society, and everyday, more and more visual information is available from many sources around the world. And there is an increasing number of cases where the these visual informations are created, stored, retrieved, and re-used by computational systems. But information modification, distortion and compilation occurred through trans-coding or legal/illegal information processing often make these operations difficult. Subordinately, advanced technology or commercialized software for retrieving and identifying the desired information among these massive and diverse ones is strongly required. In the paper, some recent activities and technical content of MPEG-7 Visual Group are described, especially with regarding to Visual Identifier.

  • The National Library of Korea is administering a legal deposit system for the printedpublications. Whereas, OASIS(Online Archiving & Searching Internet Sources) has to design a system to collect, manage and preserve web sites and web resources for Web Archiving. The purpose of this study is to develop a digital deposit process for digital resources. As a result, this study defines the subjects and objects for digital deposits, and describes the definitions and the functions according to digital deposit steps. Also, this study designs the data flow diagram and proposes the function definitions on unit works and the structure for the flow of information.

Automatic Categorization of Islamic Jurisprudential Legal Questions using Hierarchical Deep Learning Text Classifier

  • The Islamic jurisprudential legal system represents an essential component of the Islamic religion, that governs many aspects of Muslims' daily lives. This creates many questions that require interpretations by qualified specialists, or Muftis according to the main sources of legislation in Islam. The Islamic jurisprudence is usually classified into branches, according to which the questions can be categorized and classified. Such categorization has many applications in automated question-answering systems, and in manual systems in routing the questions to a specialized Mufti to answer specific topics. In this work we tackle the problem of automatic categorisation of Islamic jurisprudential legal questions using deep learning techniques. In this paper, we build a hierarchical deep learning model that first extracts the question text features at two levels: word and sentence representation, followed by a text classifier that acts upon the question representation. To evaluate our model, we build and release the largest publicly available dataset of Islamic questions and answers, along with their topics, for 52 topic categories. We evaluate different state-of-the art deep learning models, both for word and sentence embeddings, comparing recurrent and transformer-based techniques, and performing extensive ablation studies to show the effect of each model choice. Our hierarchical model is based on pre-trained models, taking advantage of the recent advancement of transfer learning techniques, focused on Arabic language.
