A Study on the Improvement of the Flight Simulation Training Device System (모의비행훈련장치 제도 개선방안 연구)

  • As the domestic aviation industry develops, demand for pilots is increasing. As a result, the demand for flight training using flight simulation training devices that implement the same or similar interior of aircraft is also increasing. Despite this increase in demand, domestic laws, regulations and management systems related to flight simulation training devices have remained unchanged since 2009. As a result, the criteria for designation of new or developed flight simulation training devices are ambiguous. In addition, proper improvement of the current system should be prioritized for designation of new devices such as UAM and VR, along with developing flight simulation training devices. It is intended to present measures to improve the domestic flight simulation training system by investigating and analyzing advanced cases overseas.

  • Multi-crew Pilot License (MPL) is an international pilot certification adopted by the International Civil Aviation Organization (ICAO) in 2006 under the recognition of the need for efficient and systematic pilot training including the education of pilots with advanced aviation technology and ability to respond to flight environment, resolution of the human factor problems of pilots, and provision of stable training tools for transport aircraft pilots for potential risk of pilot shortage in the future. South Korea also has prepared a legal basis for operating an MPL system in the Aviation Act in 2009, but there has been no domestic MPL qualifier. The biggest reason for this seems to be the insufficient domestic MPL training system. Therefore, it is necessary to benchmark the international standards of the ICAO, and to promote the development of the Korean MPL training system through revision and supplementation of laws and regulations in consideration of Korean circumstances.

  • Awarding interest in international arbitration remains one of the most challenging areas for tribunals and parties given the myriad of issues that arise. This article seeks to provide an overview of how international arbitral tribunals grant delay interest. It reviews the various issues that international arbitral tribunals face concerning pre-award and post-award interest, determining the appropriate interest rate, surrounding simple or compound interest, and the complex issue of choice of law. A comparative context is provided by surveying the laws of major jurisdictions from both the common law and civil law and the regulations of leading arbitral institutions. It concludes with a review of the law, jurisprudence, and practice in Korea related to delay interest and how Korean tribunals under the KCAB Domestic and International Rules have determined delay interest in recent years.

  • Unlike conventional transmission and distribution lines, catenary system for operating electric railway vehicles are composed of multi-conductor groups (feeder line, contact wire, messenger wire, protection wire) and are used for railway employees, public or passengers in the station yards. Electric shock hazards are exposed and electric shocks such as death or serious injury are occurring in electric railway vehicles, railway high-voltage distribution lines, and catenary system. In order to analyze the types of electric shock accidents on railway by systematic approach method, we modeled 'unsafe behavior classification' method using swiss cheese model. Based on this method, we derived the type of electric shock accidents about railway accidents during the last 5 years by analyzing the frequency of occurrence of human errors and unsafe acts, laws and regulations related to violations, and so on.

  • In autonomous car, significant progress has been achieved in technical aspects, but it is deadly slow to solve its various legal problems for commercialization of autonomous car. This paper surveys the road driving eligibility, a typical legal issue in autonomous car. Problems on current laws and regulations are analyzed, and some remedies are suggested. Technical development should be performed collaboratively with law and regulation revision, and understanding these legal issues would be very helpful to the engineers who develop autonomous cars.

  • Some laws and regulations may require internet service providers to provide services based on the age of users. Age verification in the online environment should be used as a tool to provide service that is appropriate to child based on age. Using the minimum attribute information, processes on age verification provides the proper guidance to the internet services. However, there is a lack of a globally accepted trust framework for age verification process including evaluation factors for age verification information. In this paper the federation model of user attributes were described and evaluation factors for the age verification information were suggested. Also using the suggested evaluation factors, performance evaluation of federation model of user evaluation was performed. To meet the requirements of evaluation factors, framework of federation model should consider the unlinkability pseudonym support, eavesdropping protection and cloning protection.

  • The prevalence of obesity is continually increasing in South Korea; about 1/3 of adults are diagnosed with obesity and 1/2 of adults are overweight in 2016. Abnormal body fat mass increased the risk factors of metabolic syndrome (including hypertension, type II diabetes, dyslipidemia), chronic kidney failure, osteoarthritis, and cardiovascular disease. Ministry of Food and Drug Safety (MFDS) in Korea established the validation and approval system for "functional food" based on related laws and regulations. According to the guideline of MFDS, the biomarkers for obesity study in vitro, in vivo, and clinical trial are well summarized. The analysis of physical phenotypes is necessary condition to study further molecular phenotypes and pathway analysis in vivo study. Thus, we will review currently available physical phenotype analysis; dual energy X-ray absorptiometry (DEXA) and Oxylet gas analysis will be examined in-depth.

  • The Korea's automobile safety standards consist of standards for automobiles, automated vehicles, two-wheeled vehicles and auto parts, and there are 157 articles. In connection with the safety standards, the implementation rules stipulated for detailed test methods and procedures are composed of the main body, asterisks and annexes, and have a rather complicated structure. In addition, the test items in the asterisk are specified with the same or similar name as the test items in other asterisks. In this study, the structure of these implementation rules is simplified and the same test items are integrated. This is expected to increase the user's understanding of laws and regulations and efficiency.

  • Electric vehicle fires in underground parking lots are very dangerous, but it is judged that the current related laws and regulations do not change, which will cause problems. As a result of the analysis for the purpose of providing an electric vehicle in an underground parking lot, fire-resistance coating is essential as it can cause an explosion in the building members made of high-strength concrete when an electric vehicle fire occurs in an underground parking lot. Since a fire occurs, it is necessary to prevent electric vehicles from parking adjacent to each other.
