Public library legislation is the essential means of providing for all the citizen in modern society with a standard public library service. We can trace the origin of that back to the Public Libraries Act 1850 in England. This paper is reviewing all the measures concerning public libraries of England since then in order to find out some guidelines for revision of the Korean Library Law enacted in 1963. Although Public Libraries Act 1850 was an output of a series of social reform movement in the 19th century, it established first the provision of public library service su n.0, pported by public funds. However the Act had several restrictions hindering public library service from making progress. These are: 1. Adoptive legislation in nature 2. Limitation of the size of population and rate income 3. Small library authorities 4. Procedure for adoption by public meeting 5. Restrictions on the ways in which rate income might be spent 6. No governmental organization to direct or control for a standardized public library service 7. No cooperative schemes among libraries. Subsequent development was directed largely to removal of those limitations. The present Public Libraries Act 1964 as a model of public library legislation was enacted on the basis of such reports as Kenyon, McColvin, Roberts, and Bourdillon. All but the problem of small library authorities were removed with this new Act. The final object could be achieved by the Local Government Act 1974 which reorganized existing 383 small authorities into new 115 ones the average population of which was 280, 000. Now, McColvin's dream of 30 years could be fulfilled in the late 70's. He argued that the minimum size of population of a viable authority should be 300, 000. Although the effect of the 1964 Act on the development of public library services in England was great, there must be some considerations as to the provisions of public library objective, government funding for library services, free use of library materials to all regardless of residence, and placement of library committee within the authority.

This study aims to explore the problems of the VR content industry, which is the core of the newly emerging fourth industrial revolution and convergence new industry, and to find alternatives to solve them. Through in-depth interviews with experts, we collected elements that impeded the development of VR content industry. As a result, the simplification of the VR simulator's content changes, the regulation of the VR simulator was newly established within the Game Industry Act, and the diversification of the input amount were the reasons. Simplification of deliberation provides the basis for new platform business. The new law is to reflect the characteristics of VR content properly and to avoid unnecessary regulation by existing laws. The adoption of various input methods is intended to actively expand the market for new industries. This study is expected to contribute the safe ecosystem by reviewing the factors that impede the development of the new industry as suggesting alternatives.
There are two methods to resolve conflicts related to constructions which are through lawsuits and ADR (Alternative Dispute Resolution) just like any other conflicts. Along with the special characteristics pertaining to the conflicts related to constructions, the advantages that ADR is in possession of such as its cost, duration and professionalism, resolving conflicts through ADR has been considered to be more logical than any other options recently. In Korea's case at present, the resolution of conflicts regarding constructions through ADR is mostly dependent on administrative mediation or through arbitration. However, in the case of the administrative mediation, its usage rate is very low due to problems caused by problems in its running and effectiveness. In the case of arbitration, the services of the Korean Commercial Arbitration Board is comparatively used more but because of the fact that arbitration relies on a single trial system and the fact that its executive powers while having the same effectiveness as the final ruling does not get acknowledged leads to the phenomena of avoiding its usage. In addition, in relation to the selective arbitration clause, the problem of effectiveness of the arbitrative agreement is becoming a hindrance to the activation and promotion of the arbitration process. Furthermore, in the case where the ordering body is the government, the public servant involved in the case avoiding the arbitration process because of concerns of being penalized by the internal and external audit within the institution is becoming a problem as well. These problems are not only limited to conflicts regarding constructions and there needs to be actions taken to promote the activation of ADR by enacting a basic law. The more important issue at hand however is offering a resolution measure that would be the most appropriate for users and this could probably be done only through actions such as implementing the American partnering system or the dispute adjudication board system so that they can supervise the resolution of conflicts through mediation, arbitration, and assistance as well as offering consultations regarding conflicts related to constructions.
According to Japanese Patent Act, the Japanese Patent Office, administrative organization, was authorized to decide validation of patent. However, Supreme Court of Japan held that a court is able to decide the invalidation of patent in 11th April, 2000, which caused the reform of Japanese Patent Act in June 2004. Reformed Patent Act established the article 104-3 and makes it for a court to decide the patentability where there are grounds for a patent invalidation. Through this amendment to the Patent Act, the legislative system to decide the patent validation has been reorganized and furthermore alleged infringer is allowed to argue against the patent validation by making use of infringement litigation procedure through defenses against patent invalidation as well as invalidation trial procedure for to file a request for a trial for patent invalidation to the Japanese Patent Office. That is to say, the article 104-3 was established in the Japanese Patent Act in the wake of Kilby, and thus a court, which is judicial authority, not administrative disposition agency is also able to decide the patent validation. Thus this article discuss how a court, the authority of which only patent infringement cases fell under, has been authorized to arbitrate cases about the patent validation and the decision of the patent validation in a court.
The EU, the United Kingdom and South Korea are actively pursuing open banking to open financial information to fintech companies for financial structure reform and convenience of financial consumers. As open banking is gradually activated, the importance of stability and protecting users of open banking will increase. In particular, Korea has an electronic financial transaction law that has been in effect since 2007 to secure the stability and reliability of electronic financial transactions, but it is difficult to apply to participating organizations in open banking, so there is a risk of preventing security accidents and weakening user protection in open banking. Therefore, this paper examines the foreign legal system of open banking and analyzes the structure and characteristics of domestic open banking and suggests the ways to improve regulations necessary to strengthen open banking stability and user protection.

Police education has shown a pronounced improvement during three eras in American police history. as the Reform Era arrived, the police academy was invented. With it, citizen expectations for the police expanded, and the level of competence exhibited by police grew. After the 1960s came the invention of the FTO and the creation of ongoing, in-service training requirements. in recent years, academics in many places-but by no means everywhere-are taking a more collegial approach to training, aimed especially at COP- style policing and the achievement of genuine professionalism. The Korean police training system is less efficient in education methodology, more inappropriate in the switch system of school education and practice, and poorer in educational environment, among others. Based on my findings, this paper recommends several improvement tips. First, legal stipulations on police training should be integrated and detailed. Second, active participation by preliminary police officers should be emphasized in the class of police training. Third, contents and hours for practice should be emphasized to maximize effects of the "switch system." Fourth, the educational environment of the Academy should be improved.
The commercial value of the Korean animation was developed by the government's policies of revitalizing reform and national harmony from 1960 to the middle of 1980. Especially, the character of the anti communistic animation was organized by the structure of confrontation between South (good) and North (evil). The confrontation was viewed by communism and liberal democracy by red and white (or blue) and a pig or a boy. Such ideology and the policy of Korean culture gave some impact on its culture, for example, movie and animation. The animation became the tool of educating the idea of anti-communism and the policy of Korean culture by firming the policy of anti communism. But that animation of anti communism must not be blamed because it is a general animation of Korea which describes the reality. We have to take a hard view of the time and reconsider it by the new point of view.

This study has been conducted to present reform recommendations for Standardization of Construction Materials, based on a study on the Investigation of Demander's Consciousness for Construction Materials Quality and Information Standardization in Korea. Upon investigation, it was found that the quality of Korea Industrial Standards (KS) was given 67 points (out of 100) by respondents. In addition, 38% of the respondents showed that they had problems with a lack of Standardized Information. Good examples were found to be non-standardized materials, e.g. admixtures, waterproof agents, reinforcing fibers, concrete, aggregates, adhesives, wood, temporary materials, thermal-insulating materials, etc. Upon results from the investigation of demander's consciousness for infrastructure of standardization of information, 71.2% of respondents thought that it is necessary to informatize construction materials. They made following demands on the informatization to be, in order: Quality, Standard, Price (Cost), Operation, Drawing, Law, and Information.

Canada is a democratic country, yet it keeps a social democratic system in which the government is in charge of welfare of its people. And this is one of the most significant features about the country. Her public and private pension system has been effective since the 1920s, securing its people's fundamental income. In particular, the public medical system applies to its every citizen and performs its role. This system is called the National Medical System as well as "MEDICARE" named after its related law. However, there has been a significant change in the national medical and welfare policy due to the budget deficit. In other words, the policy was mainly implemented to welfare facilities in the past, but the policy changed to a welfare policy for the elderly with a concentration on the support for self-reliance of senior citizens since the reform. The purpose of this study is to provide data and implications for Korea through the analysis of the current situation and distinct features of the housing welfare system in Canada. This study has researched the literature on the subject with an analytic focus on three aspects that are the fundamental frame of the system, essential content (support for self-reliance and facility composition), and distinct features of the housing for the elderly. In other words, they are, first, how the fundamental frame of the housing welfare system for the elderly is composed; second, how the service for self-reliance welfare and facility service are composed; and third, what their scale and distinct spatial features of general houses for the elderly with self-reliance are. A comparative study was conducted in detail on courses and characteristics of the housing welfare system for senior citizens in Canada and the USA of North America. In particular, it reveals the scale and distinct spatial features of public houses for the elderly with self-reliance in British Columbia (BC) which is one of the main provinces of Canada.
According to the Fisheries Cooperative Law, the Fisheries Cooperative has made a substantial contribution to the development of Korea's fisheries industry amid the nation's rapid economic growth and drastic social changes since its establishment in April 1st 1962, It is, however, generally believed that the cooperative has made a poor performance in improving its business constitution. Therefore, the reform of its board of director system is one of the ways to strengthen the constitution. For the purpose of making the board of director system to operate rationally, this dissertation is divided into five chapters. Chapter I provides an overview of this study, such as research background and objectives. Chapter II focuses on the Fisheries Cooperative's board of director: its function, composition, and election. Chapter III analyzes the responses of the Fisheries cooperatives to questionnaires about the board of director system, and subsequently presents the causes and the meaning of the analysis results. Chapter IV deals with the various ways to improve the Fisheries Cooperative's board of director system, including director and cooperative governance. Finally, Chapter V draws a conclusion of this study. The independent function of the Cooperative's board of director and responsible directorship is one of the most important factors which can prevent the Cooperative from insolvency. Unlike the past, not only it has become difficult to keep the Cooperative's business under the government's support, but also the Cooperative itself is now facing a situation where the support from the government cannot be expected. This ist he reason why the Cooperative should manage itself autonomously, workout its organization, and respond to the current situation with a renovativemanagement and business strategy. Therefore, a rational operation of the board of director is urgently needed.
