  • This study mainly concentrates on the development of a land information management system to manage the land related information in an effective way for the water-pollutant buffering zone, which was established to sustain better quality of the drinking water over the upper part of the Han river. For developing such system, a procedure was implemented covering user requirement analysis, system design, spatial DB design, and coding. DB linkage with affiliated institutes and cadastral DB updating were proposed as the part of the efforts to enhance the applicability of the system. In addition to that, modularization was adopted for more efficient and cost-effective system development.

Utilizing Spatial Big Data for Land and Housing Sector (토지주택분야 정보 현황과 빅데이터 연계활용 방안)

  • This study proposes the big data policy and case studies in Korea and the application of land and housing of spatial big data to excavate the future business and to propose the spatial big data based application for the government policy in advance. As a result, at first, the policy and cases of big data in Korea were evaluated. Centered on the Government 3.0 Committee, the information from each department of government is being established with the big-data-based system, and the Ministry of Land, Infrastructure, and Transport is establishing the spatial big data system from 2013 to support application of big data through the platform of national spatial information and job creation. Second, based on the information system established and administrated by LH, the status of national territory information and the application of land and housing were evaluated. First of all, the information system is categorized mainly into the support of public ministration, statistical view, real estate information, on-line petition, and national policy support, and as a basic direction of major application, the national territory information (DB), demand of application (scope of work), and profit creation (business model) were regarded. After the settings of such basic direction, as a result of evaluating an approach in terms of work scope and work procedure, the four application fields were extracted: selection of candidate land for regional development business, administration and operation of rental house, settings of priority for land preservation, and settings of priority for urban generation. Third, to implement the application system of spatial big data in the four fields extracted, the required data and application and analytic procedures for each application field were proposed, and to implement the application solution of spatial big data, the improvement and future direction of evaluation required from LH were proposed.

  • The field of land surveying is changing dramatically due to the way data is processed, analyzed and presented. Also, there is a growing demand for digital spatial information, coming primarily from the GIS (Geographical Information System) user community. Such a demand has created a strong development potential for a new land surveying software. An overview of the development and capabilities of a land surveying software platform based on the Windows system, SurveyingMap, is presented. Among its many features, SurveyingMap provides a lot of adaptability for networks adjustment, geodetic and plane coordinates transformation, contouring, sectioning, DTM (Digital Terrain Model) generation, and large scale mapping applications. The system output is compatible with well known computer aided drafting (CAD) /GIS packages to expand its scope of applications. SurveyingMap is also suitable for non-technical users due to the user-friendly graphic user interface. The system could be used in engineering, architecture, GIS, and academic teaching and research, among other fields. Two applications of SurveyingMap, extension of field control and large scale mapping, for the case study area are established. The results demonstrate that the system is adaptable and reasonably priced for use by college and university students.

  • This study addresses the topic of suitability analysis for helping with land use planning, which is one of important decision-making in urban planning, utilizing geographic information system. Covering the Kumi City before integrating with neighbor county, the site suitabilities for land uses, which are categorized into residential, commercial, industrial and green, were analyzed using the overlay method based upon the database constructed for this study. In the process, assessment criteria which include environmental factors and relative weights were determined and also the land use/cover map and NDVI map which were generated through satellite image processing were included in the database. The suitability maps by four function spaces were derived according to the grade and compared with the present land use state and the land use concept map of urban master plan. For more accurate analysis, practical developing plan, land price data, soil data should be included. Also if the demand estimation data by each land use had been added, the reliability of location allocation could have been raised.

  • The compensation data for submerged land have been filed in the form of document or managed with spread sheet like Excell up to now. In the case of dam or highway construction, huge compensation data for the submerged or included land have been managed inefficiently by the administrative manpower. Moreover, where and how to keep the enormous data becomes big problems. In response to the requirements, an submerged land compensation management system based on the location and property information of parcels was developed. The compensation management system has many functions including site searching for compensation, compensation money computing, and compensation data managing. It is expected that the submerged land compensation management system creates various information effects.

  • This paper is a study on the improvement of industrial land information system. Status and problems of current industrial land information system is analyzed to establish objectives and methods and direction of improving the system based on our analysis. Since the industrial land information system is using outdated H/W and commercial S/W, there exists problems such as large maintenance cost, difficulty of immediate response for system problems and limited access of searching and providing information. In this paper, the problems of current system is resolved through applying the "e-Government standard framework" and open source S/W. And we suggested application of functions on information link enhancement and visualization through this research. Our research is expected to be applicable for analyzing/designing and developing system improvement in the future.

  • The purpose of this study is to suggest the way of analyzing land uses to utilize GIS in the field of urban planning. The Busan Land Information System was built in early 2000s. The building data were used by digital map(1:1,000). And building register data in 2001 were utilized as the attribute data. Also, by calculating specialization factor, we distinct the characteristic of every land use of the city, and it compares every land use zone. This study calculated and compared an observation frequency and an expectation frequency of every building use and land use zone. We found that the use of the building tend to be controlled and guided by the land use zone.

  • Cadastre is a set of activity registering diverse land information in national scope land management works. A nation examine land information and register it in a cadastral book, and must update data when necessary to properly maintain the information. Currently, local governments execute work about parcels of land alternation by manual work based on KLIS road map. Therefore, it takes too much time-consuming and makes problem as missing lots of parcels of land alternation. This study suggests the method selecting the parcels of land alteration for Jinan-Gun of Jeollabuk-Do using the GIS spatial overlay and the following results are as belows. Firstly, the manual work on the parcels of land alteration was greatly improved through automatically extracting the number and area of parcels according to the land classification and ownership by GIS spatial overlay based on serial cadastral maps and KLIS road lines. Secondly, existing work based on KLIS road lines could be advanced by analyzing the parcels of land alternation using the actual-width of the road from new address system to consider all road area for study site. Lastly, this study can supply efficient information in determining the parcels of land alternation consistant with road condition of local governments by analyzing the number and area of parcels according to the land classification and ownership within various roadsides ranging from 3m, 5m, and 10m by GIS buffering method.

  • This paper is a proposal of Sentinel Asia for Environment (SAFE). The essential to this project is to help environmental agencies in Asia to set up an environmental monitoring system with satellite observation data. It is focused on an environmental issues originated from anthropogenic events detected as land cover and land use change in Asians' daily human life including; agriculture, global warming gas, urban environment and forest resources. It is leaded by Japan Aerospace Exploration Agency (JAXA) along with University of Tokyo and Asian Institute of Technology in Thailand under the umbrella of Sentinel Asia which is dedicated to disaster monitoring issues. It is expected to initiate a information outgoing through WWW for Asian countries to set up their national land information system focusing on environmental changes.

  • Research and development of remote sensing technique is necessary so that more accurate and extensive information may be obtained. To achieve this goal, the synthesized technique which integrates the high resolution optic and SAR image, and topographical information was examined to investigate the quantitative/qualitative characteristics of the Earth's surface environment. For this purpose, high-precision DEMs of Jeju-Island was generated and data fusion algorithm was developed in order to integrate the multi-spectral optic and polarimetric SAR image. Three dimensional land-cover and two dimensional soil moisture maps were generated conclusively so as to investigate the Earth's surface environments and extract the geophysical parameters.
