Greenhouse Gas Inventory in Land-Use Change and Forestry in Korea (임업 및 토지이용부문의 온실가스 흡수 및 배출 현황)

  • An approach method for the greenhouse gas inventory in land-use change and forestry in Korea based on the 1996 revised IPCC(Intergovernmental Panel on Climate Change) guideline was developed and carbon budget of the year 1998 in this sector was estimated using the developed method as follow. For the category of changes in forests and other woody biomass stocks, carbon removal from the atmosphere by growth was 11,911 thousands TC(tons of carbon), carbon emissions to the atmosphere by harvests was 824 thousands TC, and net carbon removals was, therefore, 11,087 thousands TC, Emissions from decay of biomass remained after conversion of forest land to other land uses was estimated to 82 thousands TC For the category of land-use change and management, carbon emissions in mineral soils from land-use change was 1,025 thousands TC, that from liming of agricultural soils was 32 thousands TC, and total emissions was, therefore, 1,057 thousands TC. In summary, the carbon budget of land-use change and forestry of the year 1988 was as follows; the removal of 11,911 thousands TC, the emissions of 1,963 thousands TC, and the net removal of 9,948 thousands TC which was 9.6% of the emissions of 103,601 thousands TC from energy sector of the same year.

Unit-load Method for the Estimation of Non-point Pollution Loads by Subcategorizing the Land-use Category Reflected in the National Land Register Data : A Case Study of Kyeongan Watershed in South korea (경안천 유역 지적공부에 나타난 특정지목의 토지이용 특성 세분화를 통한 비점오염 부하량 산정 개선방안)

  • One of constraints in the application of unit-load method to estimate non-point pollution loads in the total water pollutant load management system (TWPLMS) is the limited numbers of applicable unit-loads. Since only 7 unit-loads are currently available for total 28 land-use categories in the national land register data, each unit-loads inevitably have to represent several land-use categories regardless of their actual land coverage characteristics. As a way to minimize the problem, this study suggested a nested application of the available unit-loads based on the analysis of high resolution aerial images taken in the Kyeongan watershed. Statistical analysis of three selected land-use categories such as school, apartment complex, and golf course showed that there exit significant (95% confidence level) relationships between the registered land-uses and actual land coverages. The school and apartment complex currently considered as 100% ground have only 65% and 80% of ground characteristics, respectively. Golf course, which is considered as 100% pasture, has about 5% of ground area. This indicates that the unit-load method using in TWPLMS can give over estimated non-point pollutant loads for the school and apartment complex (19.8~54.4%) but under estimation for the golf course (80.9%).

  • In Korea, currently 10 local governments have completed the construction of the 3D Land Geospatial Information, since the pilot project started in 2004 and many other local governments are additionally constructing the 3D Land Geospatial Information. Technical Guidance for the 3D Land Geospatial Information has made out the construction methodology and concept of the ordinances in 2006 by the basis of the research results of the pilot project for the 3D Geospatial Information construction in 2005. But the result that applied the existing 3D Land Geospatial Information of the local governments, many problems rearing up on the methods and expression accuracy of the 3D Land Geospatial Information. This research analyzed and derived problems of established guideline for the zero-defects construction of the 3D Land Geospatial Information and it is aim at the present standardized criterion of the reestablished and method of the 3D Geospatial Information construction items. Improvement scheme of the 3D Land Geospatial Information is considered to be contribute to the standardized good quality of 3D Land Geospatial Information construction and its application.

An Analysis on the Change Pattern of Spatio-Temporal Land Price in Gongju City Using the Geostatistical Methods (공간통계를 이용한 공주시의 시공간적 지가변화패턴 분석)

  • This study aims to identify spatio-temporal land price change pattern in Gongju city including the area incorporated and surrounding area depending on the Multifunctional Administrative City Construction. For this, GIS data was built by calculating the average land price each 209 Dong and Ri by the time of the year 2000, 2005 and 2010 based on. The first, the change in the land price was to identify in the 5-year intervals through a kriging interpolation as a kind of geostatistical techniques. The second, a trend analysis was conducted to know directional change pattern of the east-west axis and the north-south axis. Finally, the weighted mean center was calculated by the land price at a weight to examine moving direction on the center point of land price, point of view. The result is that the land price change pattern appeared visible higher growth on the eastern built in the Multifunctional Administrative City, moving direction on the center point of the land price appeared that the phenomenon was concentrated in the northeastern area.

Comparison of Sampling and Wall-to-Wall Methodologies for Reporting the GHG Inventory of the LULUCF Sector in Korea (LULUCF 부문 산림 온실가스 인벤토리 구축을 위한 Sampling과 Wall-to-Wall 방법론 비교)

  • Although the importance of developing reliable and systematic GHG inventory has increased, the GIS/RS-based national scale LULUCF (Land Use, Land-Use Change and Forestry) sector analysis is insufficient in the context of the Paris Agreement. In this study, the change in $CO_2$ storage of forest land due to land use change is estimated using two GIS/RS methodologies, Sampling and Wall-to-Wall methods, from 2000 to 2010. Particularly, various imagery with sampling data and land cover maps are used for Sampling and Wall-to-Wall methods, respectively. This land use matrix of these methodologies and the national cadastral statistics are classified by six land-use categories (Forest land, Cropland, Grassland, Wetlands, Settlements, and Other land). The difference of area between the result of Sampling methods and the cadastral statistics decreases as the sample plot distance decreases. However, the difference is not significant under a 2 km sample plot. In the 2000s, the Wall-to-Wall method showed similar results to sampling under a 2 km distance except for the Settlement category. With the Wall-to-Wall method, $CO_2$ storage is higher than that of the Sampling method. Accordingly, the Wall-to-Wall method would be more advantageous than the Sampling method in the presence of sufficient spatial data for GHG inventory assessment. These results can contribute to establish an annual report system of national greenhouse gas inventory in the LULUCF sector.

The Study on the Improvement of Principle in Determining Road Boundary Used by Geographical Features (지형지물을 이용한 도로경계 설정 원칙의 개선 방안)

  • Among 28 land Categories, 'road' is that most frequently established or transformed. Like that of other 27 land categories, the boundary of road should be defined by boundary making principles and then fixed by cadastral laws. But, some criteria to determine the land boundary, especially in boundary making rule which can be used by geographical features, is confused partly in Land Use Planning stages. Because the purpose of making any rules in fixing road boundary may be misinterpreted, the gap between law and real land boundary can be occurred. Those related rules in determining the land boundary must be improved urgently. Cut surface' or 'slope' should be conformed as a legal term and I suggest that 'Structures' must be changed to 'geographical features'.

A Study on the Accuracy Improvement of Land Surface Temperature Extraction by Remote Sensing Data (원격탐사 자료에 의한 지표온도추출 정확도 향상에 관한 연구)

  • In this study, the series of Landsat TM/ETM+ images was acquired to extract land surface temperature for wide-area and executed geometric correction and radiometric correction. And the land surface temperature was extracted using NASA Model, and achieved the first correction by performing land coverage category for study area and applied characteristic emission rate. Land surface temperature which was acquired by the first correction was analyzed in correlation with Meteorological Administration's temperature data by regression analysis, and established correction formula. And I wished to improve accuracy of land surface temperature extraction using satellite image by second correcting deviations between two data using establishing correction formula. As a result, land surface temperature acquired by 1st and 2st correction could be corrected in mean deviation of about ${\pm}3.0^{\circ}C$ with Meteorological Administration data. Also, I could acquire land surface temperature about study area by higher accuracy by applying to other Landsat images for re-verification of study results.

  • The work establishing effective development and conservation plan and identifying current usage of national territory is an important task of the nation. In spite of the investigation being executed by law up to about 60 different, collecting information, method and time are different between them, so it causes duplication of the budget and policy confusion. And land use listed in the cadastral book officially represents the status of land use, but it is not easy to change according to current use. Therefore collection and information in a consistent manner is necessary to build up. In this study, for the national territory including public waters and underground space, we would like to analyse current land use information collection method and suggest system construction, legal system improvement and information utilization strategies. For the accurate and consistent land management, as a result, 3 dimensional land(include underground, public water and sea etc.) use status inspection and information management is needed. And the new act should be enacted and exclusive organization also be designated.

A Comparative Evaluation of Integrated Farm Models with the Village Situation in the Forest-Garden Area of Kandy, Sri Lanka

  • Data from a village household dairy survey was compared with technical parameters of three model farms (0.2, 0.4 and 0.8 ha in extent) established by the Mid-country Livestock Development Centre (MLDC). In terms of land size, about 67% of the 250 dairy farmers interviewed corresponded with the MLDC models, but only 33% of the farmers were keeping dairy cattle under conditions comparable to the MLDC models (no regular off-farm income). In the 0.2 ha category, village farmers kept more cows, and in the other two categories the village farmers kept less cows than their MLDC model counterparts. In all three categories, the milk production per cow was higher in the model farms (1540 to 2137 vs. 1464 to 1508 litres/cow/year), and this could be attributed to higher feeding levels of concentrates in the model farms as compared to the village farmers (430 to 761 vs. 233 to 383 kg/cow/year). The amount of milk produced from fodder was higher in the village situation in comparison to the models. In the mid country, dairy production seems to depend on access to fodder resources rather than on the extent of land owned. Except in the 0.8 ha village category, the highest contribution to the total income was made by the dairy component (44 to 60%). With 0.8 ha village farmers, the income contribution from dairy and crops was similar (41%). Income from other livestock was important for the 0.2 ha MLDC model, but for all other categories their contribution to total income ranged from 0 to 10%. Access to fodder resources outside own-farm land is vital for economic dairy production. As such, an in-depth analysis of feed resources available and their accessibility needs to be further investigated.

  • This study is evaluating that new hi-tech transit systems each type of function and introduce applicable guideline decreases land sale price in New town and Large scale land development projects. For this, use the look-up table through the composite category of each type of system at the functional types, local characteristics. It also, As introduce the new systems calculate the Social benefits such as altered public traffic transfer system, reduced transit time and reduced carbon emission considering the three-dimensional arterial roads. As a result, New transportation systems contribute that the more reducing traffic congestion and air pollution and municipalities seeks for environment-friendly policy. However, this paper emphasize that the new transportation system has been introduce without considering the characteristics of locality and the efficient arrangement of them, it cannot be transferred the to the existing public traffic efficiently, futhermore causes the sale price in new large scale land development projects.
