This study examines the puzzle of institutional change of irregular worker protection system in Korea through a theory of incremental institutional change. It is the case of "conversion" mode of institutional change that occurs when ambiguous rules permit reinterpretations of rules and regulations for converting functions of institutions into new ones without formal revision. Management sectors with enforcement power have circumvented main rules of high discretion since 2007. In institutional dimension, the extent of irregular workers and the provisions of limit on employment-period and prohibition-correction on discrimination lack sufficient details. In political context, veto possibilities have been downward. Irregular workers were hardly organized independently and two labor union federations mainly composed of regular workers were less receptive to them. Veto possibilities in legislation were also low: the Economic and Social Development Commission ended up in weak labor representation and labor parties in the National Assembly have undergone dissolution.

The regional supply and demand for labor are different among the regions because of the regional disparity of the human capital and the industrial structure. Honam, Kangwon and Jeju province in particular has a more rapid change of the job search(labor supply), the job offer(labor supply) and the employed person according to the business fluctuations. The employed person of the capital region, Seoul in particular increased: though diminished the job offer and the job search grew. But the employed person of Youngnam and Honam province in particular decreased: though grew the job offer and the job search diminished. The employment rate and employment opportunity of all population group except the high-educated person are higher in the capital region than the province. The province has a low employment rate even in the managerial work and the professional work that the employment opportunity is high because of the lack of human capital.
Using the 1st to 13th rounds of occupational history data of the Korea Employment Information Service's Youth Panel (YP2007), this study explores the trends and characteristics of the youth labor market in Seoul. We further empirically investigated the job duration and wage determinants of youth employed in Seoul. The results confirm that workers who have a higher income and a higher consistency with their majors are less likely to leave. In addition, we find that workers in full-time, householders, or labor unions have a higher income if they are men and work in large companies. In particular, compared to the reference group (appropriate academic background, appropriate skill), mismatches in the lack of education and skill showed a wage increase effect of 4.9% and 5.5%, respectively. For the major consistency, the wage of the matched major group is 3.8% higher than the non-matched major group.

Using the data on ownership iinkages of multilocational firms between 15 administrative areas, it was possible to construct a matrix of organizational control in terms of the number of establishments. The control matrix was disaggregated by three types of manufacturing industries according to the capital and labor requirements of production processes used in. On the basis of the disaggregated control matrix, a series of measures were calculated for investigating the magnitude and direction of control as well as the external dependency. In the past decades Korean industrialization development has risen at a rapid pace, deepening integration into the world economy, together with the continuing growth of the large industrial firms. The expanded scale of large firms led to a spatial separation of production from control, Increasing branch plants in the nation. But recent important changes have occurred in the spatial organization of production by technological development, increasing international competition, and changing local labor markets. These changes have forced firms to reorganize their production structures, resulting in changes of the organizational structures in certain industries and regions. In this context the empirical analysis revealed the following principal trends. In general term, the geography of corporate control in Korea is marked by a twofold pattern of concentration and dispersion. The dominance of Seoul as a major command and control center has been evident over the period, though its overall share of allexternally controlled establishments has decreased from 88% to 79%. And the substantial amount of external control from Seoul has concentrated to the Kyongki and Southeast regions which are well-developed industrial areas. But Seoul's corporate ownership links tend to streteh across the country to the less-developed regions, most of which have shown a significant increase of external dependency during the period 1986-1992. At the same time, a geographic dispersion of corporate control is taking place as Kyongki province and Pusan are developing as new increasingly important command and control reaions. Though these two resions contain a number of branch plants controlled from other locations, they may be increasingly attractive as a headquarters location with increasing locally owned establishments. The geographical patterns of external control observable in each of three types of manufacturing industries were examined in order to distinguish the changing spatial structures of organizational control with respect to the characteristics of the production processes. Labor intensive manufacturing with unskilled iabor experienced the strongest external pressure from foreign competition and a lack of low cost labor. The high pressure expected not only to disinte-grate the production process but also led to location of production facilities in areas of cheap labor. The linkages of control between Seoul and the less-developed regions have slightly increased, while the external dependency of the industrialized regions might be reduced from the tendency of organizational disintegration. Capita1 intensive manufacturing operates under high entry and exit barriers due to capital intensity. The need to increase scale economies ied to an even stronger economic and spatial oncentration of control. The strong geographical oncentration of control might be influenced by orporate and organizational scale economies rather than by locational advantages. Other sectors experience with respect to branch plants of multilocational firms. The policy implications of the increase of external dependency in less-developed regions may be negative because of the very share of unskilled workers and lack of autonomy in decision making. The strong growth of the national economy and a scarcity of labor in core areas have been important factors in this regional decentralization of industries to less-developed regions. But the rather gloomy prospects of the economic growth in the near future could prevent the further industrialization of less-developed areas. A major rethinking of regional policy would have to take place towards a need for a regional policy actively favoring indigenous establishments.

Generative AI has arrived and it's here. Education, research, industry, and labor are all on edge about the changes it will bring. It is noteworthy that while there is a wide range of optimistic and pessimistic predictions about the impact of generative AI, there is more concern than hope when it comes to education. This paper focuses on the lack of discussion on the impact of AI in higher education. First, we reviewed the process of the emergence of generative AI and introduced how the impact of AI is being understood from various perspectives. Second, we classified work areas based on expertise and efficiency and analyzed the impact of AI on work in each area. Finally, the study found that the educational perception of generative AI and the way it is perceived for engineering education purposes can be very different. It also argued that there is a lack of active discussion and debate on areas that need to be specifically discussed around generative AI. This has led to a phenomenon known as professors' delayed indifference. We emphasized that it is time for a serious and realistic discussion on the connection and integration of AI and education.

With the shortage of labor force in small and medium-size industries, the Korean Employment Permit System (EPS) continues to bring migrant workers. However, the question remains of the health and safety management of their migrant workers. Considering that a significant part of safety and health problems are caused by migrant workers due to a lack of information on identifying risk and inexperience in the field. Telephone interviews were conducted to investigate the migrant workers' perspectives on workplace safety practices. The survey focused on workers' accident histories, understanding of safety practices, and responding to industrial accidents. A total of 66 accidents occurred among 30 participants. 10 accidents were not reported to the employer (company), which the foreign workers judged to be minor injuries that should not be reported as accidents. 80.0% of the participants expressed dissatisfaction with the PPE they were using. Among various reasons lack of understanding due to language barriers, lack of awareness of the importance of safety, communication difficulties were major reasons for the caused accidents and potential health issues. It is necessary to improve the safety and health support system by providing practical support through specialized educational institutes with experts in the field. A legal framework and a proper safety management system need to be maintained. This study suggests changing the current policy to improve the health and safety of migrant workers by, establishing specialized educational institutes with locally grown foreign experts in the field.

Iksan Export Free Zone which was established for the export promotion, the employment augmentation, the technological improvement and the regional development promotion through the attraction of foreign direct investment is declining function with diminution of foreign direct investment, exportation and employment since the middle of the 1980s. The decline factor of the function was inherent in disregard of the necessary locational factors for Export Free zone's function promotion and without respect to conditions in a choice of location. And the present labor intensive industrial structure of region has some difficulties with a modification of Export Free Zone's industrial structure to a technology intensive industry. According to the lack of coherent policy, a limited plottage and a lack of the extensible space decrease the effect of agglomeration and economic of scale. And the lack of governmental policy to create a dynamic advantage comparative with an amelioration of the locational conditions of region diminish the regional attractive force to foreign direct investment.
Developed nations are increasingly seeking to secure competitiveness in the international market through the development of human resources of workers in high value-added industries. And what is especially important in this process is the fact that workers, employers, and concerned government agencies are participating together in building and improving workers' skills through partnerships. This is based on the perception that workers training programs conducted according to the interest of one side are difficult to bring desired results. For the past decades, Korea has focused mostly on labor-management-government partnerships and strategies for developing the human resources of workers in developed nations in Europe. Related case studies show labor-management-government partnerships in European countries established through powerful trade unions, and interested parties actively cooperate and participate in employment and training programs that benefit both workers and employers. In contrast, studies on human resource development participated by workers and employers are relatively rare in the US, the reason being the lack of a mechanism for establishing labor-management-government partnership due to the country's strong tradition of decentralization and the emphasis on market principles. However, while it is difficult to find such channels for dialogue between workers, employers, and the government in th US on the federal level, there are many regional-level or industry-level programs that tackle common problems through partnerships between interested parties. This study analyzes how the regional labor-management-government partnerships in the US work and examines the types of programs operated by investigating the One-Stop Center based on the Workforce Investment Act and the Wisconsin Regional Training Partnership. While the One-Stop Center is a regional labor-management-government partnership model that is institutionally executed in each state according to the Workforce Investment Act, the WRTP is a regional labor-management -government partnership model led by the private sector. The two examples are introduced in the OECD as best practice examples of regional partnerships, and are key references to Korea's current human resource development policy.

Since the 1990s, the handmade shoes industrial agglomeration district has formed in the city center, Hyangchon-dong, Jung-gu in Daegu. This paper aims to examine the formation process, to analyze the viability, and to propose policy implications of manufacturing industrial districts in a city center through studying this industrial district. The district's creation began as the result of the dissolution of local production and marketing system of handmade shoes in the 1980s, the excellent accessibility of the location and an inexpensive rent. The district's core viability lies in the external economies derived from local networks through social divisions of labor of production and marketing systems. Because of the lack of organizers of the social division of labor and 'integrated production system done by single business', the effect of external economies created by the social division of labor is limited. To get over this limitation, the district should to be restructured into a 'cultural street of leather crafts' as a part of 'making modern historical and cultural belt' programs within Daegu downtown regeneration policies. To support the restructuring, public assistant measures such as the establishment of a corporate services center should be strengthened.
