  • This paper presents the methods of evaluating validity and effectiveness of informatization budget investment for e-Government, through the preliminary evaluation. the progress evaluation and the Post evaluation of the investment, and a quantitative evaluation model which improves conformance of IT ROI (Return On Investment) using the evaluation results. the right evaluation targets of informatization investment for the development project to GDOC(Government electronic Document Distribution Center), and KPIs(Key Performance Indexes) which is enable to evaluate objectively effectiveness in the preliminary and the post evaluation phases are developed, and according to using the quantitative evaluation model . improved effectiveness evaluation results for each index in the point of view of usage and innovation are come out.

A Study on the Effectiveness of the Korean Government's Policy Intervention to Revitalize Venture Capital's Early-stage Investment (벤처캐피탈의 초기투자 활성화를 위한 정부의 정책개입 효과에 관한 연구)

  • The purpose of this study is to examine how the Korean government has intervened in the venture capital market so far and empirically investigate whether the government's policies on venture capital have stimulated venture capital's early-stage investment. To this end, this study classified the government's market intervention in the venture capital market by stage by studying the related literature and applying and analyzing the case in Korea. And, this study empirically analyzed the effectiveness of the Korean government's policy to revitalize the early-stage investment of venture capital, which is the most important purpose of government intervention. For empirical analysis, yearly data from 2004 to 2018 provided by the Korea Venture Capital Association and Korea Fund of Funds were analyzed using time series statistical analysis and macrodynamics. As a result of the case study, the Korean government has intervened in the venture capital market through direct investment for 25 years, and has been intervening through indirect investment for the next 18 years. As a result of time-series statistical analysis, the government's fiscal investment to increase the formation of venture capital funds and the increase in the ratio of special-purpose funds that mandate a certain percentage of early-stage investment increased the early-stage investment of venture capital. However, macrodynamics showed a trend in the opposite direction from this time series statistical analysis from 2016. In conclusion, this study interprets the trend in the opposite direction to the time series statistical analysis results as the government's erroneous regulation on the venture capital investment method and the recent lack of effectiveness of direct intervention through the government's indirect investment method. In addition, based on the results of case studies and empirical studies, this study made six policy proposals necessary for indirect government intervention.

  • With the emergence of new ICT technologies, information security threats are becoming more advanced, intelligent, and diverse. Even though the awareness of the importance of information security increases, the information security budget is not enough because of the lack of effectiveness measurement of the information security investment. Therefore, it is necessary to optimize the information security investment in each business environment to minimize the cost of operating the information security countermeasures and mitigate the damages occurred from the information security breaches. In this paper, using genetic algorithms we propose an investment optimization model for information security countermeasures with the limited budget. The optimal information security countermeasures were derived based on the actual information security investment status of SMEs. The optimal solution supports the decision on the appropriate investment level for each information security countermeasures.

  • This research aims to give information about the current situation of five financial sources for climate change in Vietnam, including (i) the State budget used by ministries; (ii) the State budget used by provinces; (iii) Bilateral funds; (iv) Multilateral funds; and (v) Private funds, and then classify them in line with the effectiveness. The working paper's secondary data on spending on CC-related activities, collected from reports of six ministries and 29 provinces, show that the State budget has been crucial in subsidizing CC-related activities in Vietnam. Moreover, domestic investment has accounted for a major part of the total expenditure of ministries and provinces for climate change. In addition, by using primary data collected from surveys sent to twelve experts from 5 groups, such as researchers, practical experts, managers of private funding organizations (such as banks and enterprises), managers of international funding organizations and beneficiaries, and then analyzing the data through the AHP method, the study shows that all climate finance sources in Vietnam are still not very effective. However, private sector funds are considered the most effective financial source for responding to climate change.

  • Government has accounted an R&D investment on drug development for the highest share among biotechnology sector. Since competitive investments between each agencies, issues on efficiency or effectiveness of the duplicate investments have been raised continuously. In this research, we investigated the effectiveness of the investment through analysis of portfolio on drug development R&D, journals, patents, and performance of the each process. As a result, reliable technology for current market demands could not compute productive outcome at the early process of the development. On the other hand, grants which support non-clinical process of the development has produced the high-quality patents for active utilization. Moreover, analysis of the performance of the process, which affects rate of success on the drug development, showed decreased efficiency compared to global average. Therefore, we proposed the strategies of reflecting the market demands and bridging between stages without interruption for maximizing the efficiency and effectiveness on investment of drug development R&D. Furthermore, strategies for concentrated support on each process should be prepared for the success of final drug development.

  • This paper presents the evaluation model which is included in a quantitative evaluation methodology for evaluation processes of validity and effectiveness of information budget investment and improving conformance of ROI(Return On Investment).   • This paper developed the computerizing assessment system modeling of the natural gas and district heating DSM programs. It constructed as each project in accordance with the business investment plans & assessment DB, related M&V data DB and cost-effectiveness analysis data DB. It is composed of total 58 tables which are 22 tables which are used in the plan and the assessment, 16 tables which are used in the cost-effectiveness analysis, 18 tables which are used in the M&V, table which is used in qualitative evaluation, as by each programs. This computer programs can contributed to DSM business investment system construction as implementing for algorithm development and an estimation by each programs.

  • The Nuclear Power Plant(NPP) industry in Korea has been making efforts to reduce the human errors which have largely contributed to about 150 nuclear reactor trips since 2001. Recently, the Crew Resource Management(CRM) training has risen as an alternative countermeasure against the nuclear reactor trips caused by human errors. The effectiveness of CRM training in NPP industry, however, has not been proven to be significant yet. In this study a return on investment(ROI) model is developed to measure the effectiveness of CRM training for the operators in Korean NPP. The model consists of mathematical expressions including multiple variables affecting the CRM training impacts and nuclear reactor trips. Implication of the model is discussed further in detail.

  • The enormous budget of government and manpower are invested to the government funded institutes every year. The R&D investment focused on input has to be turned toward the investment based on the effectiveness of R&D activities. Measuring the efficiency of research activities is required in order to evaluate the effectiveness of R&D investment in these institutes. The purpose of this paper is to evaluate the relative efficiency of research activities performed in 19 government funded research institutes. CCR/BCC model and DEA/AR model were applied to get the relative efficiency of 19 institutes. Assurance regions for the weight of output attributes were obtained by using the underlined concept of the analytic hierarchy process (AHP). We used input and output data items describing research activity of 19 government funded research institutes. The results of this study are expected to become a basis of the R&D investment decision of the government.

  • This study sees a critical gap in the previous body of research, which it seeks to fill; the disclosure of the unemployment ratio correlation has only been measured by the level of economic growth. This study is to add investment variables and government expenditure variables that objectively aim to measure the level of effectiveness in handling the unemployment ratio, which is then a measurement of the effectiveness of unemployment. Economic growth is measured by its impact on income inequality through empirical, conceptual relationships as a critical review and economic strategy for the future. The research uses secondary data on Indonesian macro and microeconomics since 2003-2018, then testing uses a quantitative approach to correlation, regression, and scatterplot. The results of this study show correlations between variables, and volatiles on the graphs show a similar trend. In other words, variables are bound together and support each other. The strategy of prioritizing the scale of government expenditure and investment to reach the target is the primary concern, so that the economic cycle can be optimal and equipped to face the possibility of an economic recession in the future. Many factors cause complex income inequality, though investment does not show a correlation to income inequality.
