As the power industry moves towards open competition, there has been a call for methodology to evaluate power system reliability by using customer interruption costs. This paper presents an evaluation of the interruption costs for public customers in Korea using customer survey methodology. When various research results are examined, the evaluation of direct interruption costs becomes much more simplified. Especially, in the case of public customers, it is known that the evaluation of direct interruption costs is more useful. Accordingly, this paper selected the customer survey method to evaluate the interruption costs for public customers in Korea considering interruption and customer characteristics.

This paper presents an assessment of the customer interruption costs using a macro economic methodology of Korean customers by cities and provinces. The customer interruption cost is considered a very useful index in quantifying reliability worth from a customer point of view. This paper reviews the methodology to evaluate the customer interruption costs and ratio to the average revenues per electric energy sold for public, service agriculture, fishery, mining, manufacturing and residential sectors by cities and provinces in Korea.

This paper presents an evaluation of the interruption costs for commercial customers in Korea using customer survey methodology. When various research results are examined, the evaluation of direct interruption costs becomes much more simplified. 본 연구에서는 SCDF를 사용하여 전력공급의 가치를 산정하고, 부하점별 중요도를 다면적인 평가를 하는 방법을 제시한다. 이의 방법으로 지속정전, 순간정전, 전압 Sag/Swell에 대응할 수 있는 SCDF를 제공하고, 이 SCDF를 사용하여 정전과 관련하여 어느 부하점에 어느 정도의 비용이 발생하는지를 계산하였으며, 이들 비용을 다면평가를 통해 어느 부분이 어느정도 취약한지를 평가하고 어느 부분의 확장이 필요한 지를 수치적으로 설명할 수 있도록 하였다. 본 연구를 우리나라의 실배전계통에 적용하여 평가하고 유용성을 검증하였다.

This paper presents the result of the estimation of the power interruption costs of Korean commercial customers. Commercial customers are usually located in urban areas and considered very important because a power interruption on them can expand to additional damage to related users. Their power interruption costs were calculated through a survey with the process of data selection. Also, the power interruption cost for each customer's business type was calculated and compared with that of foreign cases.

전력서비스 중단이 전력소비자에 끼치는 충격은 소비자와 정전 특성에 달려있다 소비자 특성은 인구통계학적인 측면(주거형태와 가족구성원 수)과 전력공급 형태를 포함하는 반면에 정전특성은 발생 빈도, 기간, 시간과 요일을 포함한다. 따라서 이러한 소비자 정전비용의 평가는 상당히 복잡하고 주관적이다. 주거용 소비자들의 경우, 주거용 소비자에 대한 정전의 충격이 가시적이지 않기 때문에 소비자 조사 방법이 가장 적합할 것으로 보인다. 달리 말하면, 가사일과 정전으로 인해 여가의 가치가 각자 다르기 때문이다. 따라서 본 논문에서는 주택 수용가에 대한 정전 비용을 평가하기 위한 방법으로서 수용가 설문조사 방법을 선택하였다.

In recent, the various electric & electronic machines are newly developed everyday and the electricity supply system & environment on the process from generation to consumption of electricity also is being changed. In other words, both supplier and consumer of electricity are required to be responsible for their interruption costs. So, it is very important and meaningful work for evaluating the interruption costs in quantitative. Additionally, since the restructuring of electric industry is on going in world wide, after restructuring, most of all electric utilities and consumer have to consider the supply reliability and quality as a important element of the calculating the related costs and contract because it takes costs to keep the supply reliability and quality highly. Especially, the interruption or the supply reliability will have influence on the bilateral contract between supplier and customer as a key point to determine the once in competitive electric market. Therefore, it has very important moaning to calculate the interruption costs in the present that it is prepared to open the competitive electric market. In this paper, international standards, i.e. IEC, IEEE, are applied to the analysis on the interruption costs used in the questionnaires which are newly designed including short duration interruption by the authors instead of traditional interruption criteria. Firstly, using the questionnaires, the authors got related data from industries according to the standard industry classification which are being used in electric utility and other national statistics in Korea. However, analysis results are hard to say typical value because of the not so many samples. So, the authors are going to survey and focus on not all kinds of industry but a few kinds of them that their facilities are effected or stop by short duration interruptions, so there are large economical damages. Finally, the authors hope to find the reliable and meaningful model in interruption costs of industrial customer.

The impacts of electric service interruption to customers depend on customer and interruption characteristics. Customer characteristics include demographic aspects(residential type, and number of household members) and power supply types whereas interruption characteristics include frequency, duration, time, and day of interruption. Accordingly evaluation of these customer interruption costs is very complicated and subjective. For residential customers, customer survey method seems most appropriate because interruption impact to residential customers is intangible. In other words, the value of housework or lost leisure due to interruption is individual. Accordingly, this paper selected the customer survey method to assess the interruption costs for residential customers.
