This study is about the status and comparison of recreational scuba diving certification system in Southeast Asia countries. For the collection of the information, the contents of the numerous corresponding Internet sites were utilized, related documents were surveyed. And to supplement the information extensive interviews were held with the representatives of tourism department of many countries as well as staffs of diving associations, resort operators and diving instructors during various 2007 Dive Expos held in Southeast countries. In this paper, the relation between scuba certification and international standards were introduced for better understanding of the certification system. The research result shows that the scuba diving industry plays an important role in their country's tourism and the certification market of the Southeast Asia has grown to be greater than 30% of the world total market. However due to the facts that the scuba activity is originated from the western world and the controlling headquarters of the most certification agency are also located there, Southeast countries cannot take any leading roles in the scuba diving policies and systematic issues. Accordingly any modifications or improvements are expected to be very difficult. Also while Europeans and Americans have launched the programs and organizations for the quality assurance by cooperating with the international standards, but no such activity has yet appeared on the surface in Southeast Asia. According to the investigation the necessity will become bigger in near future.

The Korean Construction Industry significantly contributed to the Korean economic development not only by preparing the domestic infrastructure but also by successfully conducting various international projects. However, major incidents such as the collapse of Sung-Su Bridge and Sam-Pung Department Store along with stagnation of Korean Economy have raised questions about underlying systematic problems of the Korean Construction Industry. As a solution to resurrect the Korean Construction Industry, the Construction Management (CM) system introduced in late 1990's and increasingly utilized as an innovative delivery system. Despite of the fast growth of CM, the performance of CM has not been up to the hype and low CM fee has been identified as one of the main reasons of unsatisfactory CM performance. Therefore, this research attempted to propose ways of improving 'CM Fee Guidelines' published by Korean Ministry of Construction and Transportation by conducting a benchmarking study on Global Standards of estimating CM Fee. International organizations benchmarked in this research include CMAA, ASCE, DOL, DOE, etc. Various investigation and analysis revealed that Korean 'CM Fee Guidelines' need to significantly modified comparing to Global Standards. This research also tried to prepare recommendations to improve the CM deliver system focusing on the 'Method of CM Fee Estimation' and Selection of a CM firm as an owner's agent.
The purpose of this study was to examine the impact of the professional burnout and job autonomy of radiologic technologists on their turnover intention in hospitals. The major findings of the study were as follows: As for the average and standard deviation of the radiologic technologists in professional burnout and job autonomy, they got a mean of 3.15 in overall professional burnout, which was above the average. They got 2.88 in job autonomy, which was below the average. And they got 3.30 in turnover intention, which indicated that they had a strong tendency to change jobs. Regarding the influential factors for turnover intention, emotional burnout, loss of interest and loss of enthusiasm were identified as the factors that exerted a significant influence on turnover intention. If the kind of environments that stimulate their professional enthusiasm and allow them to make a decision on radiographic examinations based on their own professional knowledge is created, their burnout will be minimized. And the development of programs geared toward bolstering their job autonomy is expected to weaken their turnover intention, to enhance the efficiency of the personnel administration of radiologic technologists and their qualifications, and ultimately to boost their status in hospital organizations.
This study focuses on the satellite licenses and the requirements for satellite spectrum management (i.e. frequency allocation) in Korean satellite industry via comparative analyses against those cases in other developed countries, in order to provide complementary measures to the domestic satellite policies. The satellite industry is one of the main pursuits of a nation's efforts, and it shows distinct characteristics depending on various factors such as national defense and security. In addition, the industry is determined by the nation's market size as well as its international relationship. Consequently, the present study considers examples from various organizations and nations - including U.S.A, Japan, and ITU - and provides a hybrid policy that is well customized for the domestic market. This study looks at similarities between policies of other countries, and finds any supplements for domestic polices by specifying similar cases in others and analyzing their results. The main purpose of this study, therefore, is to find the best agreement for domestic policy with internal interpretation, rather accepting others. While the licensing method for domestic satellites need not be distinct from that of other nations, the case of using non-Korean licensed satellites must be complemented by the conditions in the domestic market. Furthermore, the spectrum management is essential to the nation's satellite industry since the spectrum is a scarce resource. As such, spectrum management that is carefully designed to incorporate the rapidly changing international market demand is crucial to provide a sufficient supply for domestic space industry. In the present study, we find that auction-like market based approaches together with measures to avoid exclusive uses of the scarce resource (e.g. share, leas and reallocation) would provide an excellent method for the domestic satellite industry.

The governments of Korea, China, and Japan have operated comprehensive research institutes for railway technologies. Korea Railroad Research Institute (KRRI), China Academy of Railway Sciences Corporation Limited (CARS), and Railway Technical Research Institute (RTRI) are representatives of comprehensive railway research institutes in each country. KRRI was found to be the most advanced in the quantitative competitiveness of patents. In terms of qualitative competitiveness, KRRI has strength in civil engineering, whereas RTRI has strength in electricity. KRRI was found to have the greatest efforts in securing competitiveness in overseas property rights. By comparing the publication of papers, CARS published the most papers. On the other hand, from 2015, KRRI showed an upward trend and published the most papers. By examining the impact of the papers by the citation, KRRI was found to have higher competitiveness than the other two institutions. In the future, it will be necessary to perform big data analysis on patents and papers of the three organizations, derive the key research areas and promising technology areas for each institute, and establish a mid-to-long-term development plan for railway technology based on scientific evidence.
As knowledge workers have increased and information interchanges become more diverse, only the resources of internal enterprise is not longer useful, and the practical use of external information through information public sharing network is even more crucial. But, few studies that use both internal and external information sharing systems together have been conducted. In this research, we carried on the depth interview to analyze the main factors that intend to utilize outside information as well as to share inside information voluntarily. In conclusion, sharing internal information is directly involved with the performance of their job exchanging simple data, past documents, and technical materials. On the other hand, using the external information belonged to several other organizations is mostly caused by the voluntary participants' satisfaction sharing their individual experience through the network systems. Based on the study, we propose the idea that can activate both internal and external information sharing network through the system with user feedback function regarding the customized information, and with the space expansion where people can freely raise their private opinion. We also introduce the plan of the construction of communication systems with various experts, and the development of compatible devices with diverse interfaces.

Korea's overseas construction awards reached US $750 bn for more than 50 years since it first entered the market in 1966. In particular, the company won US $540 bn over 10 years from 2007, achieving 72% of the total contracts. However, in recent two years, awarded amounts have decreased by 40% each year. The most significant decline is due to the impact of international oil prices, which have plummeted since end of 2014, as oil-producing nations, which are Korea's major target countries, are struggling to cancel or postpone infrastructure orders. In order to lessen the impact of raw material price fluctuations, the recent trend is that even countries with relatively loose government financing conditions are rapidly changing their ordering methods to investment development forms such as PPP. The Korean government and companies have been already preparing for this for several years, but they are still not doing so well. The main reason is the lack of understanding about the investment development type project, especially financing methods and the aggravated fear of exposing it to various risks due to the characteristics of the development project, which takes a long time to collect the investment. In this paper, I propose a more systematic solution to financial process and risk management, which is recognized as a obstructive factor for Korean companies, in line with the recent government-led establishment of overseas infrastructure development support organizations. I would like to serve as a investment guide.

Environmental Impact Assessment(ElA) in Korea has been used to improve environmental conservation and decision-making since environmental impact statement(EIS) was introduced in 1981 with the promulgation of the Environmental Preservation Act in 1977. which replaoed the Pollution Control Act legislated in 1%3. Together with a rapid growth of environmental perception as well as the diversification of development activities, however, it has recently bring about a strong demand for a new assessment process related to the strategic level of policies, plan, programs. In order to overcome such a limit in ElA system, Prior Environmental Review System(PERS) was introduced for assessment of administrative plans mainly concerned with development projects in 1993. In 1999. the regulations for PERS have been established by an amendment of the Basic Environmental Policy Act.Therefore the foundation of EIA system to integrate environmental concerns in planning processes and project works has been refonned. However the results of the execution of PERS were somewhat insuffident due to the institutional and technical matters. As the world's attention turns to sustainability and the considerations of cumulative effects, the concept of strategic envirorunental assessment(SEA) has taken on more significance and urgency and increasing number of countries and international organizations now undertake some form of SEA. The term SEA, however, is variously defined and understood, generally it means a formal process of systematic analysis of the envirorunental effects of development policies, plans, programmes and other proposed strategic actions. This process extends the aims and principles of EIA upstream in the decision-making process, beyond the project level and when major alternatives are still open. In this paper, we are discussing the significance of SEA and its relevance to EIA and the international trends and institutionalization of SEA. In conclusion we are discussing the comprehensive developing plan for SEA in Korea, then proposing a plan to make institutional arrangements for its application.
In the process of managing organization, the strategic decision-making and corporate performance are not independent, but they are interdependent each other. In most Korean firms, decision-making power and authority are concentrated on the higher echelons of managerial hierarchies. Examining big five trading conglomerates in Korea, this present paper investigates the relationship between strategic decision-making and a corporate performance. Although a number of review studies on Korean management have been developed over the years, there have been less works designed with decision making in mind. In order to achieve research objectives, this paper predicted some hypotheses, and the major findings include: 1) the influence of Korea's long-standing Confucian tradition and culture dominated across organizations, there have not been significant changes in decision-making process within big five trading firms; 2) top executives' excessive involvement in decision-making process does not hinder corporate performance. This result implies that the decision power is still tended to be centralized in the hands of the top management. 3) However, the power of Board of Directors in decision-making has become increasingly important; and 4) decision makers do not tend to misuse or abuse their political position and power for their own interests.
