  • The article theoretically analyzed and specified definitions such as: "professional development of personality, competence, professional competence of a teacher". Structural components of professional competence are defined, namely: theoretical involves deep knowledge in the field of special pedagogy, special psychology; technological involves the use of acquired knowledge in practical activities and personal in which important personal characteristics of a special teacher are noted. Criteria and levels of development of professional competence of future special teachers are determined. The article analyzes the peculiarities of the professional activity of a teacher in the conditions of an inclusive educational space, in particular, the special training of a teacher as an integral component of this process. Emphasis is placed on the cooperation of teachers in an inclusive educational institution for the socialization of a child with special needs and her preparation for independent life.

  • An article is devoted to developing the concept of inter-territorial collaboration in the context of strengthening its economic security. This concept is based on the study of international experience and successful OTG functioning in Ukraine. The idea includes directions, forms, tools, procedures, and financial sources for joint projects that strengthen territorial associations' economic security. The research consists of assessing the state of economic development of territorial communities and forms of their cooperation with other territorial communities. Analysis, synthesis, induction, and deduction are the main methods of scientific knowledge used to summarize statistical information, normative and legal support, and global experience of cooperation of territorial communities. The study results include the main areas of cooperation of territorial communities in Ukraine, including long-term collaboration. The study also contains successful examples of collaboration between different territorial communities, applying practical aspects and tools to form effective interaction. The main points of discussion concern various forms of interaction between territorial communities, which allow achieving the economic goal more quickly and effectively.

글로벌 교육의제에 반영된 학습 담론에 대한 비판적 고찰 : 교육의제에'학습'은 어디에 있는가? (Critical Review on Discourses of Learning in Global Education Agendas)

  • 본 연구의 목적은 글로벌 교육의제들 속에서 드러나고 있는 학습 및 학습 성과에 대한 논의가 어떻게 변해 왔는지를 비판적으로 분석하고 이를 바탕으로 국제교육개발협력이 나아갈 방향성과 시사점을 얻는데 있다. 이를 위해 국제교육계의 3대 글로벌교육회의라 일컬어지는 1990년 좀티엔 세계교육회의, 2000년 다카르 세계교육포럼, 그리고 2015년 인천 세계교육포럼으로 줄기를 잇는 국제 선언을 분석의 축으로 삼고자 한다. 여기서 다루어진 핵심 내용과 방향이 무엇이고 학습을 다루는 목적과 위상, 그리고 한계를 고찰하였다. 연구결과 글로벌교육의제에서 학습 담론이 거의 생략되어왔고, SDGs 교육의제 하에서의 학습 담론도 개념의 모호성으로 인해서 개발도상국에서 제대로 수용되지 못하는 문제가 드러났다. 또한 '학습성과'를 '학습평가'로 등식화하면서 양질의 교육을 보장하기 위해서 '평가'에만 몰입하는 방향이 나타나는 모순적 상황이 한계로 드러났다. 이에 앞으로의 국제교육개발협력사업은 첫째, 선진국의 교육 시스템 및 기존 지식 제공 방식이 아니라 탈식민주의 관점에서 그리고 학습자 중심주의의 교육적 접근을 통하여 추진되어야 한다. 둘째, 일회성의 국제교육개발협력사업이 아닌 개발도상국 학습자의 성장을 지속가능하도록 지원하는 방식으로 전체 틀이 다시 설계될 필요가 있다. 그리고 셋째, 앞으로의 교육개발사업은 그 발굴단계에서 하드웨어가 아니라 학습자의 학습 과정과 성취를 고려한 소프트웨어 개발 중심으로 추진될 필요가 있다. 이제 학습 주의와 교육학의 전문적 지식을 사업 발굴 단계 및 진행과정에 연계하여 국제교육개발협력에서 '교육적' 의미를 높일 수 있는 방향이 무엇인지 깊은 성찰이 필요하다.

Latest Information Technologies in the UK Adults Education System

  • Today, further education of adults in the UK is one of the developing areas of continuing education. The Open University with distance learning, in the process of which innovative forms and methods based on computer and telecommunication technologies are used, is particularly successful in the organization of additional education of the adult population. The advantages of distance learning, multimedia - the latest information technologies, which provide the combination of graphic images, video, sound with the help of modern computer tools, are noted. The basic principles and forms underlying the technologies and forms of work with the elderly are defined. The international experience of implementing "Universities of the Third Age" is summarized. The most widespread approach in adult education in Great Britain is informational. The use of computer technologies motivates a new paradigm in educational methods and strategies, which requires new approaches, forms of learning, and innovative ways of delivering educational materials to adult learners. Information technologies have gained great popularity in such activities as distance learning, online learning, assistance in the education management system, development of programs and virtual textbooks in various subjects, online search for information for the educational process, computer testing of students' knowledge, creation of electronic libraries, formation of a single scientific electronic environment, publication of virtual magazines and newspapers on pedagogical topics, teleconferences, expansion of international cooperation in the field of Internet education. The information technology of synchronous distance learning "online" has gained considerable popularity in the educational process today. A promising direction is the use of multimedia technologies in educational activities to create a design of a virtual computer environment by decoding audiovisual information.

환경변화에 따른 국제통상학 교육의 발전방향 (Suggestions for the International Trade and Commerce Education in the Changing Environment)

  • With starting of the WTO system, the environments of international trade and commerce met new aspects of affairs such as lowering of trade barriers among nations and bittering of competition among companies that transcend nation's border. In these changing environments of international trade and commerce, to accomplish high rates of export growth, it is necessary that the government and private companies have to establish new international trade and commerce policies and effective counter plans. In relation to these situations, to cultivate international trade and commerce specialist constantly who can be adapted to the situation of the times, the persons concerned with international trade and commerce education of the university must be considering the change of environments, and analyze the problems and pursue the change constantly to fulfill the needs of the society. Therefore, in this study, we investigated the changing features of the educational environments for international trade and commerce in Korea, and suggested improvement direction of education of international trade and commerce of university. We suggest that following; firstly, development of the link major, secondly, development of standardized curriculum, thirdly, enlargement of cooperation with foreign countrie's universities, and fourthly, activation of the trade incubator project.

한국 교사의 국제 교육개발협력에 대한 연구 동향 분석: 체계적 문헌고찰 (An Analysis of Korean Teachers' Educational Development Cooperation: A Systemic Review)

  • 본 연구는 한국 교사들의 국제 교육개발협력 연구에 대한 동향을 분석함으로써, 교육의 질적 협력을 강화하는 '지속가능발전목표(SDGs)' 시대에 교사 및 교사교육이 나아가야 할 방향을 제시하는 것을 목적으로 한다. 본 연구는 체계적 문헌고찰(systemic review)을 위해 8개 데이터베이스를 활용하였고, 최초 검색된 논문은 2,945편이었으며 검색전략을 적용하여 최종 6편의 논문이 선정되었다. 연구 결과 첫째, 교육개발협력에 참여한 예비 및 현직 교사들은 개발교육에 대한 필요성을 인식하고 높은 관심도를 나타내고 있으나, 이 분야에 대한 지식과 교수효능감은 낮은 것으로 나타났다. 둘째, ODA 교육 프로그램에 참여 경험이 있는 교사들은 현지 분석과 역할 수행에 대한 이해가 부족하여 어려움을 겪은 것으로 나타났으며, 수학과 유아교육에서는 개도국과 한국의 교육과정과 제도 등을 비교하는 연구가 수행되었다. 마지막으로 교육분야 ODA 관련하여 예비 현직 퇴직 교사 활용 방안에 대한 연구가 수행되었고, 교원들의 지속성 있는 교육개발협력 참여를 지원할 수 있는 체계가 필요하다. 결론적으로 SDGs 시대의 성공적인 교육개발협력을 위하여 한국 교사들의 전문성 강화, 현지에 대한 분석과 이해, 취약 계층의 보편적 교육에 대한 개발협력 방안이 필요하다.

Initiatives in Expanding Horizons of Nuclear Science in Secondary Education: The Critical Support of the IAEA Technical Cooperation Programme

  • The contributions of nuclear science and technology in enhancing prosperity and quality of life all over the world and its potential to achieve many important Sustainable Developments Goals (SDGs) of the United Nations are well recognized. It also is now recognized that with fewer students getting attracted to Science, Technology, Engineering and Mathematics (STEM) in general and nuclear science and technology (NST) in particular; hence, there is a vital need to reach out to young students to provide the crucial human resources needed for these endeavours to continue in this highly specialized area. The success of a recently completed IAEA project related to introducing NST during 2012-2016 in secondary schools in the Asia-Pacific region countries encouraged the formulation of a new IAEA TC project RAS0079 entitled "Educating Secondary Students and Science Teachers on Nuclear Science and Technology" for 2018-2021, focusing on enhancing existing educational approaches through training and development opportunities both for teachers and students. The project aims at reaching a million students during the project duration while keeping the depth of learning between teacher and student. The strategy of executing the project, implementation status and its impact so far is presented in this paper.

우리나라 약학대학의 홈페이지를 통해 고찰한 교육이념 (Educational Goals Extracted from Homepages of Pharmacy Schools in Korea)

  • Background: The current educational goals and missions of pharmacy schools in Korea were analyzed to examine the current orientation and future direction of pharmaceutical education. Methods: Educational mission statements were obtained from the homepages of 35 pharmacy schools and subjected to convert into codes. Themes and categories were induced using qualitative content-analysis from the codes and compared according to location of school (capital area versus province), public versus private, and date of initial enrollment (before versus in 2011). The themes and categories were compared with "the eight-star pharmacist" suggested by World Health Organization (WHO) and International Pharmaceutical Federation (FIP). Results: Twelve themes, 44 categories, and 496 codes were identified. Themes included pharmaceutical expertise, professionalism, contribution to society, basic educational ideology, sphere of activity, leadership, research, dealing with future change, problem-solving ability, self-management and development, cooperation, and respect for life. Mission statements of schools that initially enrolled in 2011 cited humankind level contribution (p=0.011), patient-centered care (p=0.026), and globalization (p=0.018) more frequently than those enrolled before 2011. Most schools mentioned about care-giver, researcher, and decision-maker which were stated in "the eight-star pharmacist". Conclusion: To meet the growing social requirements of a pharmacist's roles, wide-ranging active discussion on establishing educational goals should be made.

국제교육교류의 성격과 가능성 (Nature and Possibilities of International Relations and Education)

  • 이 글은 국제교육교류의 성격을 밝히고, 그 가능성을 살펴본 것이다. 이 목적 달성을 위해 우선 국제교육교류라는 것은 국가 간 교육에 대한 교류를 함으로써 경제적으로 낙후한 지역에 대한 지원과 더불어 국가들 간의 상호이해에 기반해 전 세계의 발달에 기여하는 것에서 그 의미를 찾을 수 있는 것이다. 다음으로 국제교육교류에 대한 현황을 교육부, 국립국제교육원, 경남교육청 국제교육교류센터의 내용을 살펴보았다. 이들 세 주체에 나타난 국제교육교류에 대한 현황에서는 실천적인 측면에서 활동을 하고 있지만, 이들을 이론화하여 설명이나 예측을 행하는 것에는 한계가 보이기도 하였다. 이러한 것을 토대로 국제교육교류의 가능성은 정부나 교육청의 실천력 강화는 교육의 타율성을 가져올 수 있고, 자원이 부족한 나라에 대한 지원을 통해 해당 국가의 성장에 기여할 수 있으며, 개발도상국에 개발 원조에 대한 제한성이 있고, 우리나라 학문적 발전에 대한 저조한 노력이 있고, 연구방법론의 활성화를 통한 학문 정체성의 확립에 대해 논의하였다.

FAO의 책임 있는 수산업을 위한 기술 지침의 의의, 구성 및 변화에 대한 연구 (Study on Implications, Constructions and Changes of the FAO Technical Guidelines for Responsible Fisheries)

  • Acceleration of globalization in almost all industries, including fisheries, already had been a major paradigm of the age. And It has been weakened its meaning of geographical, cultural and economic boundaries between the nations. In particular, various changes in the fisheries environment have exceeded the area of problem for conventional single country is resolved. And if there is no cooperation with international cooperation other problems also almost nearly impossible to alleviate or solve. So it has emerged in this context, the concept of sustainable development and conceptual diagram of responsible fisheries. However, it has been passed about 20 years since the FAO documents published, there is little interest in it. In this study, analyzed the characteristics of the changes and its constitutive trends and contents of the FAO's responsible fisheries documents. And proposed both the need for analysis and research for the fisheries in an international context for the future and educational aspects. The results of this study show that FAO related documents are hardly to find that have been translated into Korean, in particular since the 2000s. And it is fairly skeptical whether there is a direct effective in fisheries in terms of language barriers. Therefore, the study on responsible fisheries much more important to develop the current status and future-oriented policy of international fisheries even in fisheries related education.
