In order to do this, this study analyzed the both of academic journal articles(N=184) and policy research reports(N=85) published in Korea from 1993 to 2015, based on the following criteria: research topic, purpose, target, and the characteristics of publication. As the result of the contents analysis, educational development cooperation researches were expanded and diversified in accordance with changes in development cooperation policy in Korea, and also found following three characteristics. First, the overall trend of the researches focused mainly on a theocratical basis in order to implement educational ODA projects rather than academic interests. Second, there were small number of academic research dealing with effectiveness or limitation of specific educational ODA projects, despite of a large portion of them. Third, there was a lack of academic interaction between education society and international development cooperation society. Based on these findings, this study discussed the implication for the future educational development cooperation research.

  • Globalization brings changes to universities in particular facilitating internationalizing students exchange and curriculum diversification. Such efforts are relatively weak in education college even though the demands are high in students' global learning expectations internally and educational development cooperation from developing countries. The demands of global education arise from the increase of multi-cultural family, the compelling foreign language proficiency and others. The demands of development cooperation arise from the contribution of education to the rapid economic development. However, Korean participation focuses on vocational training which is far from the international norm of basic education provision and carried out without enough educational specialists. Global education and teaching practices in developing countries would substantiate the internationalization of education college while the effectiveness of educational development cooperation would be enhanced after learning the international norms and local knowledge which are learnt from the global education including foreign school practices.

  • In recent years, international cooperation has become important not only at the humanitarian level but also at the socio-economic level. As a result, major foreign countries are increasing capital-intensive international cooperation. In this environment, Korea needs to look for differentiated international cooperation plans centered on sustainable talent cultivation and move away from capital-based international cooperation. In this study, we analyzed the case of HRD (Human Resource Development) center in Cambodia as an international cooperation model between industry-academia-college for training software (SW) workforce. The HRD Center in Cambodia is an educational institution that fosters SW talent and can be viewed as an international cooperation model that can influence the ICT industry in Cambodia as an educational platform. In fact, 190 people who have been hired so far have entered various fields. 97% of graduates have been satisfied with HRD center and 90% of them are willing to recommend the center. In particular, as highlighted in the case study, the HRD Center has had a positive effect on not only cultivating self-initiated learning-based SW talent, but also formulating positive image of Korea and Korean companies thereby facilitating entry into the global market. The HRD Center in Cambodia has developed a virtuous cycle of fostering human resources, providing education, advancing industry and building a cooperative network. Korea has transformed into a platform for international cooperation and human resource development and education by providing active support and aid. This case study will be utilized as a new model of international cooperation with SW expert training platform for Korea.

  • Purpose : This study aimed to identify the educational effects of the International Development Cooperation and Healthcare course from 2018 to 2020. Methods : Changes in awareness of international development cooperation (understanding international development cooperation as well as government Official Development Assistance [ODA], thoughts on aid, and thoughts on government's aid scale) were analyzed using web-based surveys. The pre-course survey was conducted 1-2 weeks before the semester started, and the post-course survey was conducted 1-2 weeks after the semester ended. All data were analyzed using the SPSS 26.0 program, and statistical significance was set at p< .05. Results : A total of 314 people participated in the survey before taking the course, and 286 people participated in the survey after taking the course. Analysis of the changes in students' awareness of international development cooperation showed that all items (understanding international development cooperation and government ODA, as well as having thoughts on aid and government's aid scale) were improved. Regarding changes in awareness according to general characteristics, thoughts on aid were statistically significant according to all characteristics except for 2018. Regarding government's aid scale, awareness scores increased after taking the course in students who majored in healthcare, fine arts and athletics, broadcasting and media studies, and digital contents. Conclusion : This study showed that changes in awareness of international development cooperation were largest in second-year students. Compared to changes regarding international development cooperation, government ODA, and thoughts on aid, changes regarding thoughts on government's aid scale were minor. In the future, it is necessary to develop class content suitable for the first-year level and to supplement and operate content that can change the way of thinking on government's aid scale.

  • As the United Nations announced Sustainable Development Goals (SDGs) in 2015, the world changed its development goals from focusing on efficiency to equity. As a result, in the health sector, universal health coverage (UHC) has become one of the main issues. This paper reviews and discusses on future direction and issue of official development assistance program for developing countries. Korea International Cooperation Agency under the Ministry of Foreign Affairs published on Korea International Cooperation Agency's mid-term health strategy 2016-2020 developed on participation program with stakeholder including governments, civil society partner organizations, and educational institutions. The SDGs expands non-communicable diseases, UHC, and global health security from the existing Millenium Development Goals health sector. • This study aims to establish a development strategy for higher education in Indonesia's marine and fisheries sector and to present a direction for international development cooperation through evaluating policies and current problems related to higher education in marine and fisheries sector. To achieve the goals of human resources development in marine and fisheries sector, Indonesian government needs to secure non-salary expenditures to strengthen support for areas directly related to the effects of education, such as improving educational facilities, expanding scholarships, and so on. Education institution needs to develop effective teaching methods and systematic practice-based curriculum that reflects the needs of the local fishermen community and fisheries industry. In addition, it is necessary to support the supply of manpower throughout the fisheries industry. Fisheries industry needs to stop relying on the government or education institutions to secure excellent human resources and actively participate and cooperate in the education field so that excellent human resources can flow into the industry. Based on this strategy, international development cooperation for human resources development in Indonesia's marine and fisheries sector should focus on qualitative rather than quantitative expansion of higher education institutions.

  • The purpose of this study was to propose an education cooperation model for Human Resources Development (HRD) in Asia-Pacific region in response to environmental changes in business and industry. In order to carry out the model, this study reviewed the key features of human resources in the APEC which is a symbolic regional integration entity in Asia-Pacific region, shaped critical issues related with HRD in this region and then analyzed the trends of education cooperation projects conducted by the APEC in terms of topics, implementation methods and proposing economies of the projects. In result, this study proposed a triangular education cooperation model for HRD consisting of three elements: Voluntary Partnership, Information on Needs and Support for Cooperation. These interconnected and interdependent elements were designed to encourage actors to participate in education cooperative activities with their own willingness, produce and manage research-based information required for sustainable cooperation and support communication and connectivity among actors for effective activities. Also, this study expected that this model would make a commitment to narrowing educational divides, enhancing global-standard skills development, facilitating public and private partnership and organizing the foundation of future education for cultivating creative talents in the era of innovation for APEC members.

  • Over the past few decades, gender equality has been considered one of the fundamental principles and a significant crosscutting issue in international development. However, beyond applying 'gender equality' as a policy buzzword, there has been a lack of critical reviews on how generally 'gender equality in education' is understood and constructed in Korea's development programs and projects. In this regard, this paper explores the use of vocabularies and semantic meanings of gender equality in the Korean Government's Academic Cooperation Program and its 52 projects. By applying mixed contents analysis as a method, the research resulted in several findings: first, the policy papers recently highlighted Korea's directions on gender mainstreaming and gender-sensitive approaches in international development. Second, 'integrating women and girls' into education institutions was emphasized in various projects; third, the term women rather than gender were used in the texts, highlighting their position as a 'marginalized group.' Lastly, there was a lack of evidence of projects dealing with changing gender-based power relations. The constructed gendered relations and powers were identified throughout projects, usually acting as barriers to project activities. However, they were only identified, not challenged, by the program. In conclusion, whilst Korean international development and educational development discourse actively embrace Women in Development (WID) and Gender and Development (GAD) in their programs, it is time to consider the issue of gender equality from different standpoints, such as identity, rights, and capabilities and a more active engagement with Korea's domestic issues in gender discourse and practices is also needed.

  • Objectives : This study was aimed to assess the current educational environment of herbology and the possibility of collaborative learning of herbology with another discipline. This study will present information that can be used to find the direction of further researches and can be applied to the education of herbology. Methods : An online questionnaire was developed with and sent through SurveyMonkey to 242 korean medicine college students in Korea. The questionnaire comprised questions pertaining to herbology education in Korean Medicine universities and international healthcare cooperation education. The validity and reliability of the questionnaire were evaluated, and Spearman's correlation coefficients for two types of questions were evaluated. Results : Among the questions about herbology education, those regarding the necessity of learning clinical cases using herbal medicines for preventing infectious diseases were scored the highest. Students were mostly interested in the effects and indications of herbal drugs. Even students answered they did not learn about official development assistance, 79.85% students answered that they were interested in careers related with the international cooperation or willing to participate in the international cooperation. Three types of correlations showed a statistically significant correlation. Conclusions : This study suggests that herbology education about its effects and indications needs further improvement for competency-based education. Furthermore, herbology can play a critical role in competency-based education for Korean medicine students if a well-designed career program is developed for them.
