  • The development and management of epidemiology intelligence service (EIS) officer with more specialized competence to cope with and prepare for health threats, including pandemic of emerging and re-emerging infectious diseases, is a high priority policy issue in Korea. First of all, we need to establish the training goal of EIS officer. It is necessary to establish manpower training and management system with at least three tiers including quantitative and qualitative targets. Second, at least 50% of all EIS officer must secure a physician and secure expertise and competence for epidemic. Third, for the ultimate purpose of EIS officer, the establishment of a public health expert should expand the scope of epidemiologist's work to health and medical care, occupational environment, and various disasters. Fourth, it is essential to expand the epidemiologist training and education program to the level of advanced countries. Especially, the training course should be expanded at least twice of current times. Fifth, it is necessary to independently install and operate the 'EIS Officer Training Center' as a mid- and long-term goal. Stewardship and governance are secured with the organization, personnel, etc. that can fully manage the planning, management, and evaluation of the EIS system. In the future, it will be necessary to establish a systematic and phased operational base of education and training programs for EIS officer, and establish a sustainable implementation system for strategy development. In addition, it is urgent to revise the guidelines for training public health professionals and strengthening competencies, and for establishing professional educational institutions.

  • This study conducts survey on currently working police officers to examine the actual utilization of HUMINT and suggest measures for strengthening the effective intelligence police activity, Intelligence Led Policing. For the completeness of study, this study presented evidences based on survey data from police officers at sites and this study also suggested improvement measures. in regulating the scope of duty, "Act on the Performance of Duties by Police Officers" regulates that 'Gathering, preparation, and distribution of public safety information' is the duty of police officer and defines the information gathering activity of police as the unique work of police officer. Thus, in accordance with "Act on the Performance of Duties by Police Officers", police officers gather various information to prevent crimes and maintain orders. Among the information gathering methods used by police officer, HUMINT is the oldest measure and it is still utilized. HUMINT has the advantages of low expense, high accuracy, and critical impact on the other. Nevertheless, due to limitations in data objectification, measurement, and responses to double attack, HUMINT is underappreciated. With awareness on such HUMINT issues, this study conducted survey on in-service police officers and examined the actual state of HUMINT. Based on the survey result, this study suggested Intelligence-Led Policing as the effective application method.

  • The purpose of this study is to investigate on Humint, one of the intelligence activity conducted by police officer to prevent the possibility of crime in advance and to handle crime in short time. Also, this study aims to identify how interpersonal relationship of police influences Humint acquisition in order to find out the influence of Humint on actual policy activity. For completion, this study conducted survey on current police officer and developed the study based on these data. Humint refers to information acquired by contact between people and to information acquired by intangible contact. Humint, the intangible information, is delivered fast and identifies the other's hidden intention. Humint also approaches inaccessible information and has strength of acquiring information based on five senses instead of using machine. Humint plays vital role in human relations. The investigation on the influence of level, trust, and range of human relations on Humint application demonstrated that people with wide human relations applied Humint effectively on identifying trend. Also, people with wide range of human relations used Humint effectively when utilizing information to handle the crime.

  • Since AlphaGo's Match in 2016, there has been a growing calls for artificial intelligence applications in various industries, and research related to it has been actively conducted. The same is true in the military field, and since there has been no weapon system with artificial intelligence so far, effort to implement it are posing a challenge. Meanwhile, AlphaGo Zero, which beat AlphaGo, showed that artificial intelligence's self-training data-based approach can lead to better results than the knowledge-based approach by humans. Taking this point into consideration, this paper proposes to apply Reinforcement Learning, which is the basis of AlphaGo Zero, to the Shipboard Combat System or Combat Management System. This is how an artificial intelligence application to the Shipboard Combat System or Combat Management System that allows the optimal tactical assist with a constant win rate to be recommended to the user, that is, the commanding officer and operation personnel. To this end, the definition of the combat performance of the system, the design plan for the Shipboard Combat System, the mapping with the real system, and the training system are presented to smoothly apply the current operations.

  • This study examined the relationship among constructs that impact on strategic use of IS(Information Systems). Independent variables were OIQ(Organizational Intelligence Quotient) and role of CIO(Chief of Information Officer) as a top manager, and dependent variable are strategic use of IS. The dependent variable has three-sub constructs: 1) IT infrastructure flexibility; 2) operation-orientation; and 3) market-orientation. Seven research hypotheses derived from the research model, and were empirically tested using the PLS (Partial Least Squares) method. The research results confirmed that both OIQ and CIO's roles have strong impact on organizations' strategic use of IS. Communication and business network among the sub-constructs of OIQ have effect on strategic use of IS. CIO's role as a top manager was found to be significant. CIO's role as a resource allocator and innovator among the CIO's roles showed significant influence on strategic use of IS. OIQ was also significantly related to CIO's role as a top manager. This study suggests practical implications and insights to the enterprises which aim to apply IT strategically.

  • Ship collision accidents not only cause loss of life and property damage, but also cause marine pollution and can become national disasters, so prevention is very important. Most of these ship collision accidents are caused by human factors due to the navigation officer's lack of vigilance and carelessness, and in many cases, they can be prevented through the support of a system that helps with situation awareness. Recently, artificial intelligence has been used to develop systems that help navigators recognize the situation, but the sea is very wide and deep, so it is difficult to secure maritime traffic datasets, which also makes it difficult to develop artificial intelligence models. In this paper, to solve these difficulties, we propose a method to build a dataset with characteristics similar to actual maritime traffic datasets. The proposed method uses segmentation and inpainting technologies to build a foreground and background dataset, and then applies compositing technology to create a synthetic dataset. Through prototype implementation and result analysis of the proposed method, it was confirmed that the proposed method is effective in overcoming the difficulties of dataset construction and complementing various scenes similar to reality.

  • This study investigates and proves the historical facts about the confidential land survey on Korean peninsula made by Japanese intelligence officers at the end of Chosun Dynasty. Under the command of general staff office of Japanese army, the military officers produced several maps through road map measurements and visual measurements. Although previous literature indicated road map measurements on Korea were originally implemented from 1885, this study confirms that road map measurements were initiated in 1882 by a lieutenant Isobayashi. Reflecting secret map making procedures, the individual military intelligence officers had specialized roles for swift information collection and map production.

  • It has been fifteen years since military science was introduced into private and public universities since 2004. The department focuses on the improvements of the South Korean Army quality based on the Korean Army's traits including: an increase of power in the armed force and operations through research, development, and the expansion of a cooperation between the public (civilians) and military. Approximately, four hundred students from various universities in the military science department graduate in order to become an officer. The fourth industrial revolution causes structural transformation to our lives. Through the use of Artificial Intelligence (AI,) war and the military as a whole will be altered significantly particularly with regard to efficiency. Nevertheless, it is important for us to train officers in creative ways so that they can deal with situations where machines will be unable to handle situations. Considering this change in our lives, it is necessary for the military science departments to change the way to teach and train their students. In order to accomplish this goal, we need to introduce a method called "Flipped Learning" and during the process all the members need to participate and communicate in an interactive way. By doing this, the military science departments will play an important role by improving human resource in terms of military and national security.
