In this paper we present initial convergence properties of the Kalman filtering algorithm, we put an arbitrary small positive correlation matrix as an initial condition in the recursive algorithm. This arbitrary small initial condition perturbs the Kalman filtering algorithm and may lead to initial instability. We derive a condition which insures the stable operation of the Kalman filtering algorithm from the stochastic Lyapunov difference equation.

In the networked control system (NCS), the uncertain network-induced delay and nonlinear controlled object are the main problems, because they can degrade the performance of the control system and even destabilize it. In this paper, a class of uncertain and nonlinear networked control systems is discussed and its sufficient condition for the robust asymptotic stability is presented. Further, the maximum network-induced delay that insures the system stability is obtained. The Lyapunov and LMI theorems are employed to investigate the problem. The result of an illustrative example shows that the robust stability analysis is sufficient.

Deregulation in power industry has made the reactive power ancillary service management a critical task to power system operators from both technical and economic perspectives. Reactive power management in power systems is a complex combinatorial optimization problem involving nonlinear functions with multiple local minima and nonlinear constraints. This paper proposes a practical market-based reactive power ancillary service management scheme to tackle the challenge. In this paper a new model for voltage security and reactive power management is presented. The proposed model minimizes reactive support cost as an economic aspect and insures the voltage security as a technical constraint. For modeling validation study, two optimization algorithm, a genetic algorithm (GA) and particle swarm optimization (PSO) method are used to solve the problem of optimum allocation of reactive power in power systems under open market environment and the results are compared. As a case study, the IEEE-30 bus power system is used. Results show that the algorithm is well competent for optimal allocation of reactive power under practical constraints and price based conditions.

As Shapiro and Varian argue the open approach generates bandwagon effects and facilitates the diffusion of a standard thanks to network externalities. However, the open approach is not linked automatically to economic benefits as suggested by some famous cases as the IBM PC history. On the contrary, the closed approach enables a tight control over a technology and its development, and insures the appropriation of economic benefits. As Shapiro and Varian suggest, a firm can also decide to mix an open approach with tight control over improvement or extentions. Patent pool is to offer fair, reasonable, nondiscriminatory access under a single license to patents that are essential for the use of standards-based or other platform technologies. patent pool offers only one license to everyone, Since each patent is essential, the royalty rate and thus the value is the same whether a licensee uses one or more patents.

A Computer program is developed for creation of a new lobe shaper for Roots-type supercharger. Numerical analyses are preformed for the flowfields in the pocket volumes formed by various lobe shapes. The governing equations for the two-dimensional, turbulent, operational processes in the housing are discretized by the control volume approach that insures the conservative characteristics to be satisfied in the calculation domain, and they are solved by a modified SIMPLE algorithm. Numerical results show that the effects of secondary flow on the leakage flow rate with the Cassini(B) lobe shape is smaller than that of Cassini(A) rotor. But the pocket volume of Cassine(B) lobe is larger than the other lobe shapes.

Generally, the standard sizes of military combat fatigues should be determined by considering the coverage rate in order to minimize the military personnel who can't put on the ready made military combat fatigues. The coverage rate should be increased by the longer interval of the standard size but the satisfactory rate will be decreased due to the longer interval of size. This study develops a method selecting optimal standard sizes of the military combat fatigues in order to maximize the satisfactory rate that insures the coverage rate to meet a given level for ready made military combat fatigues. This method selects candidate standard sizes at second and finally, establishes a 0-1 inter programming model. The result shows that the method increases both coverage and satisfactory rate more than those of the previous method.
