Recently, the attention to the $4^{th}$ Industrial Revolution has been increasing. In the $4^{th}$ Industrial Revolution era, the boundaries between physical space, digital space, and biological space are becoming blurred because of the active convergence between various fields. There are many issues about the $4^{th}$ Industrial Revolution such as artificial intelligence, Internet of things, big data, and cyber physical system. To cope with the $4^{th}$ Industrial Revolution, an accurate analysis and technology planning need to be undertaken from a broad point of view. However, there is little research on the analysis of the major issues about the 4th Industrial Revolution. Accordingly, this study aims to analyse these major issues. Data mining such as topic modelling method is used for this analysis. This study is expected to be helpful for the researcher and policy maker of the 4th Industrial Revolution.

Purpose: The purpose of this study was to examine the canonical correlation between organizational culture and nurses' informatics competency. Method: Participants in this study were 354 nurses from three hospitals and one university. The scales of organizational culture, informatics competency for nurses were used. Descriptive statistics, Pearson correlation coefficient, canonical correlation were used for data analysis. Results: The dominant organizational culture was hierarch-oriented culture. Nursing informatics competency of the participants was relatively low with a mean score 3.04. Organizational culture was related to informatics competency with 2 significant canonical variables. The first variate showed the higher four subcategories of organizational culture showed the better nursing informatics. The second variate indicated that nurses felt higher innovation-related and lower hierarch-related culture showed higher medical informatics-related software usage and computer related information management, lower perception of informatics and information search using internet. Conclusion: Organization culture has a major of impact on the success of information system use. Therefore, the continuous strategy for higher innovation-related organizational culture such as management support should be needed.

The Industrial Revolution 4.0 has significantly improved labor productivity, upholding the role of people as the creator of core values and the focus of sustainable development. Vietnam is facing an important turning point when GDP growth has gradually slowed down in the context that natural resources are beginning to dry up. This requires Vietnamese businesses to innovate to promote economic growth and improve competitiveness. This paper focuses on clarifying the activity and policy Vietnam's innovation. Thereby to propose the solution for supporting and promoting of innovative startup enterprise in accordance with the conditions and circumstances of Vietnam in the context of Industry 4.0

The learning, which is a view extended from and replaces the concept of continuous improvement, has become the very core concept in Malcolm Baldrige National Quality Award. The most potent one among 11 core values in MBNQA Model is 'organizational and personal learning'. Learning also plays a critical role to get the good scores for 6 categories except results category among 7 categories of MBNQA Model. But the concept of learning often has been overlooked by the people who are interested in the MB award or TQM. This paper reviews and analyzes the concept of learning in the MB criteria since it first appears in 1993 to enlighten the importance of learning.

In this paper, we compare the market performances under circuit pricing whereby users are charged based on their length of usage time and under packet pricing whereby users are charged based on the amount of information received. We show that, if packet pricing is introduced, the market price rises contrary to the government's expectation but that the overall social welfare is unambiguously increased because packet pricing reflects the social cost properly while circuit pricing does not. Also, we show that, if delivery of multi-media files requires a much higher speed, a move to packet pricing lowers the price of multi-media transmission, thereby increasing the usage of multimedia data in the absence of congestion, which may not be the case in the presence of congestion.

Since the emergence of the Internet, electronic business (e-business) has become one of the most widely investigated issues. E-business is considered to have the potential of generating considerable new values and the capability to transform the rules of competition in unprecedented ways. This study aim to suggest a approach for new business idea creation. This is based on the analysis and manipulation of business method patents. For this end, our research is performed in the following ways. First, business keywords are extracted from business method patents. Second, business model framework which is used to structuralize the business is suggested based on the literature survey. Third, the business keywords are classified into the business model framework. Forth, existing business model is expressed based on the suggested framework. Finally, new business idea is created from the existing business model by adding, subtracting, or substituting the business keywords.

The convergence in telecommunication and broadcasting is one of the most popular topics in these days. For example, the characteristic of IPTV -internet protocol television-is controversial in the extreme. In Korea the IPTV operators are mainly the telecommunication service operators. So it is natural that the IPTV services are categorized to the telecommunication services. But the Broadcasting service providers, especially the CATV providers who can serve the TPS-triple play service- like IPTV players insist that the IPTV should be regulated as a broadcasting service. This paper will analyze whether the regulation in which the IPTV is categorized to one of the broadcasting services is better than the case of telecommunication services. To examine this, the social welfare analysis is conduced and the differential oligopoly market model is used. Together with that, this paper suggests that we can improve the social welfare by the asymmetric regulation between IPTV and D-CA TV. This means that in Korea the IPTV has a weak substitution relation with the D-CA TV and the IPTV should be dealed as a new convergence service that differs from traditional broadcasting services.

Although precise temperature control in the heat treatment process is a key factor in process reliability, there are many cases where there is no separate heat source control optimization system in the field. To solve this problem, the program monitors the temperature data according to the heat source change through sensor communication in a recursive method based on multiple variables that affect the process, and the target heat source value and the actual heat treatment heat source to match the internal air temperature and material temperature. A control optimization system was constructed. Through this study, the error rate between the target temperature and the atmosphere (material surface) temperature of around 10.7% with the existing heat source control method was improved to an improved result of around 0.1% using a process optimization algorithm and system.

KIPS is a net-world, cyberspace for scholars in Public Administration and Policy Sciences in WWW. All knowledge-intensive work has its core the publishing and debating of document. We have created a cyber forum for that work KIPS Cyber Forum has adapted ‘D3E’, the web-tool kit for non-technical users to easily debate and publish documents that exploit to the full networked interactive web media. And, for real-time communication, we added it the voice conferencing system. KIPS has opened Cyber Forum service in November 1998. The visitors on KWS Cyber Forum are increasingly growing, but the participants on the debate are a few. This means that the problems of Cyber Forum Service are not technical, but participation. The result imply that, at now, high participation of scholars on the debate is needed, at first, by the detailed guides for internet, www and relevant technical information. After that more expertly designed interface is to be important.

Technology transfer from universities and research institutes to industries is recognized as a critical issue to strengthen industrial competitiveness, and the roles of technology transfer intermediaries are becoming one of the most important factors for successful technology transfer In today's global and knowledge-based economies, technology transfer services are started shifting to Internet and vertical transfer of technology from R&D labs to industries is becoming more emphasized than horizontal company-to-company transfer of commercialized technology. And the need of comprehensive technology transfer services necessitates cooperation among technology transfer intermediaries and networks offering complementary services. In order to respond to these changes, it is required to construct a new type of technology transfer system. But there are few researches on technology transfer system configuration for design and realization of technology transfer intermediaries. This paper presents the configuration models of technology transfer from universities and research institutes to industries. The configuration models are classified and described from the viewpoint of flows of information, technology and knowledge.
