This study aims to explore the characteristics of platform for social service delivery and the electronic voucher system as an instrument for the delivery. The paper discusses the concept and characteristics of platform and reviews the factors by which firms migrate to platform. Social service e-vouchers are an example of a government platform that pays e-vouchers to consumers and gives them the choice of services. Then it analyzes the case of platform establishment to deliver social services. The demand on welfare services has changed with demographic structure. The change in demand requires innovation in the social service delivery system and adoption of strategies to move to the platform. Factors that enabled the social service delivery platform to build both demand and supply sides include access to employment policies, industrial connection, workforce training, and requirements for social service eligibilities.

The Intelligent Space(ISpace) provides challenging research fields for surveillance, human-computer interfacing, networked camera conferencing, industrial monitoring or service and training applications. ISpace is the space where many intelligent devices, such as computers and sensors, are distributed. According to the cooperation of many intelligent devices, the environment, it is very important that the system knows the location information to offer the useful services. In order to achieve these goals, we present a method for representing, tracking and human following by fusing distributed multiple vision systems in ISpace, with application to pedestrian tracking in a crowd. This paper described appearance based unknown object tracking with the distributed vision system in intelligent space. First, we discuss how object color information is obtained and how the color appearance based model is constructed from this data. Then, we discuss the global color model based on the local color information. The process of learning within global model and the experimental results are also presented.
In recent years, small and medium-sized businesses are rapidly changing to an industrial structure where process/quality/energy data aggregates can be automatically or real-time to achieve global competitiveness. In particular, real-time information analysis produced in the production process of small businesses is evolving into a new process process that analyzes, predicts, prescribes and implements significant performance of small businesses. In this paper, we propose a platform-building model that can transform the automated production information system of small businesses into big data so that they can upgrade data that is generated by small businesses. The proposed model has the capability to support operational efficiency (consulting and training) and strategic decision making of small businesses by utilizing a variety of data on the basic information of products produced by small businesses for data collection by smart SMEs. In addition, the proposed model is characterized by close cooperation between small and medium-sized businesses with different regional characteristics and areas of information sharing and system linkage.

In this paper, we propose a Leveled Micro-Degree Job Competency Certification Model that considers the level of the job based on the job defined in the NCS. There is a mismatch of manpower due to the problem of university education that cannot keep up with the rapidly changing technological environment caused by the 4th Industrial Revolution. The Nano-Degree and Micro-Degree systems designed to solve this problem are used for job competency certification of cyber security personnel. NCS sub-categorized job field is defined as Micro-Degree and detailed job by ability unit is defined as Nano-Degree, the level of the ability unit defined by level is equally applied to the Micro-Degree. And it is a system that certifies the job competency corresponding to the degree-based university academic background. By applying this system to the curriculum of Cyber Security School, Yeungnam University College, we proposed a method to configure the Nano-Degree course based on NCS duties. The method proposed in this paper can be used as a method for verifying job competency of Nano-Degree and Micro-Degree, which are recently introduced by many universities.
The development of information and communication technology in the 21st century has increased operational efficiency by providing hyper-connectivity and hyper-intelligence in the control systems of major infrastructure, but is also increasing security vulnerabilities, exposing it to hacking threats. Among them, the electric power system that supplies electric power essential for daily life has become a major target of cyber-attacks as a national critical infrastructure system. Recently, in order to protect these power systems, various security systems have been developed and the stability of the power systems has been maintained through practical cyber battle training. However, as cyber-attacks are combined with advanced ICT technologies such as artificial intelligence and big data, it is not easy to defend cyber-attacks that are becoming more intelligent with existing security systems. In order to defend against such intelligent cyber-attacks, it is necessary to know the types and aspects of intelligent cyber-attacks in advance. In this study, we analyzed the evolution of cyber attacks combined with advanced ICT technology.
Small and medium-sized enterprises ("SMEs") are vulnerable to trade secret misappropriation. Korea's legislation for the protection of SMEs' trade secrets and provision of civil, criminal, and administrative remedies includes the SME Technology Protection Act, the Unfair Competition Prevention Act, the Industrial Technology Protection Act, the Mutually Beneficial Cooperation Act, and the Subcontracting Act. Among these acts, the revised SME Technology Protection Act of 2018 introduced the "administrative technology misappropriation investigation system" to facilitate a rapid resolution of SMEs' technology misappropriation disputes. On September 27, 2021, Korea's Ministry of SMEs announced that it had reached an agreement to resolve the dispute between Hyundai Heavy Industries and Samyeong Machinery through the administrative technology misappropriation investigation system. However, not until 3 years and a few months passed since the introduction of the system could it be used to resolve an SME's technology misappropriation dispute with a large corporation. So there arose a question on the usefulness of the system. Therefore, we conducted a comparative legal analysis of Korea's laws enacted to protect trade secrets of SMEs and to address technology misappropriation, focusing on their legislative purpose, protected subject matter, types of misappropriation, and legal remedies. Then we analyzed the administrative technology misappropriation investigation system and the cases where this system was applied. We developed a proposal to enhance the usefulness of the system. The expert interviews of 4 attorneys who are experienced in the management of the system to check the practical value of the proposal. Our analysis shows that the lack of compulsory investigation and criminal sanctions is the fundamental limitation of the system. We propose revising the SME Technology Protection Act to provide correction orders, criminal sanctions, and compulsory investigation. We also propose training professional workforces to conduct digital forensics, enabling terminated SMEs to utilize the system, and assuring independence and fairness of the mediation and arbitration of the technology misappropriation disputes.

This study was to analyze the characteristics of diurnal variation of high $PM_{2.5}$ concentration, $PM_{2.5}/PM_{10}$ concentration ratio by spatio-temporal wind system (wind speed and wind direction) for high $PM_{2.5}$ concentration (over the 24 hr environmental standard of $PM_{2.5}$, $50{\mu}g/m^3$) in the air quality observation sites (Jangrimdong: Industrial area, Jwadong: Residential area) that were measured for 3 years (2005. 12. 1-2008. 11. 30) in Busan. The observation days of high $PM_{2.5}$ concentration were 182 at Jangrimdong and 27 at Jwadong. The seasonal diurnal variation of hourly mean of high $PM_{2.5}$ concentration and of $PM_{2.5}/PM_{10}$ concentration ratio showed a similar pattern that had higher variation at dawn, and night and in the morning than in the afternoon. Durning daytime in summer at Jwadong, the $PM_{2.5}/PM_{10}$ concentration ratio increased because a secondary particulate matter, which was created by photochemical reaction, decreased the coarse particles of $PM_{10}$ more than the fine particles of $PM_{2.5}$ concentrations in ocean condition. We did an analysis of spatio-temporal wind system (wind speed range and wind direction) in each time zone. The result showed that high $PM_{2.5}$ concentration at Jangrimdong occurred due to the congestion of pollutants emissions from the industrial complex in Jangrimdong area and the transportation of pollutants from places nearby Jangrimdong. It also showed that high $PM_{2.5}$ concentration occurred at Jwadong because of a number of local residential and commercial activities that caused the congestion of pollutants.
This study aims to investigate changes in the demand for ship officers in response to changes in the shipping industry environment in which Maritime Autonomous Surface Ships (MASS) emerge according to the application of the fourth industrial revolution technology to ships, and it looks into changes in the skill of ship officer. It also analyzes and proposes a plan for nurturing ship officers accordingly. As a result of the degree of recognition and AHP analysis, this study suggests that a new training system is required because the current training and education system may cover the job competencies of emergency response, caution and danger navigation, general sailing, cargo handling, seaworthiness maintenance, emergency response, and ship maintenance and management, but tasks such as remote control, monitoring diagnosis, device management capability, and big data analysis require competency for unmanned and shore-based control. By evaluating the importance of change factors in the duties of ship officers in Maritime Autonomous Surface Ships, this study provides information on ship officer educational institutions' response strategies for nurturing ship officers and prioritization of resource allocation, etc. The importance of these factors was compared and evaluated to suggest changes in the duties of ship officers and methods of nurturing ship officers according to the introduction of Maritime Autonomous Surface Ships. It is expected that the findings of this study will be meaningful as it systematically derives the duties and competency factors of ship officers of Maritime Autonomous Surface Ships from a practical point of view and analyzed the perception level of each relevant expert to diagnose expert-level responses to the introduction of Maritime Autonomous Surface Ships.

Korea is among the ten countries with the largest R&D budget and the highest R&D investment-to-GDP ratio, yet the subject of security and protection of R&D results remains relatively unexplored in the country. Countries have implemented in their legal systems measures to properly protect cutting-edge industrial technologies that would adversely affect national security and economy if leaked to other countries. While Korea has a generally stable legal framework as provided in the Regulation on the National R&D Program Management (the "Regulation") and the Act on Industrial Technology Protection, many difficulties follow in practice when determining details on security management and obligations and setting standards in carrying out national R&D projects. This paper proposes to modify and improve security level classification standards in the Regulation. The Regulation provides a dual security level decision-making system for R&D projects: the security level can be determined either by researcher or by the central agency in charge of the project. Unification of such a dual system can avoid unnecessary confusions. To prevent a leakage, it is crucial that research projects be carried out in compliance with their assigned security levels and standards and results be effectively managed. The paper examines from a practitioner's perspective relevant legal provisions on leakage of confidential R&D projects, infringement, injunction, punishment, attempt and conspiracy, dual liability, duty of report to the National Intelligence Service (the "NIS") of security management process and other security issues arising from national R&D projects, and manual drafting in case of a breach. The paper recommends to train security and technological experts such as industrial security experts to properly amend laws on security level classification standards and relevant technological contents. A quarterly policy development committee must also be set up by the NIS in cooperation with relevant organizations. The committee shall provide a project management manual that provides step-by-step guidance for organizations that carry out national R&D projects as a preventive measure against possible leakage. In the short term, the NIS National Industrial Security Center's duties should be expanded to incorporate national R&D projects' security. In the long term, a security task force must be set up to protect, support and manage the projects whose responsibilities should include research, policy development, PR and training of security-related issues. Through these means, a social consensus must be reached on the need for protecting national R&D projects. The most efficient way to implement these measures is to facilitate security training programs and meetings that provide opportunities for communication among industrial security experts and researchers. Furthermore, the Regulation's security provisions must be examined and improved.

The purpose of this study is to provide a basis for the sustainability of cooperatives, To provide theoretical support for healthy development and academic research. The purpose of this study is to improve people's understanding of cooperatives (farmer professional cooperatives) in China. First of all, we analyze the background and concept of the introduction of cooperatives and the use of the latest advance research in China and South Korea; Secondly, we propose the status of Chinese cooperatives and the growth process of the legal system; Thirdly, we focus on the law and system of Chinese farmer professional cooperatives. Therefore, this study proposes the following four enlightenments : First, China should continue to improve and improve its legal systems, such as the tax assistance legal system, financial preferential legal system, and technical assistance legal system.
