A Study on Cargo Handling Accident Analysis and Prevention for irregular employee in Incheon Port (인천항 비상용 근로자의 재해분석 및 예방대책에 관한 연구)

  • The port, differently from general working place, is a closed area to execute security, customs, and quarantine procedures. The loading and unloading is being done differently by cargoes, ships, berths, and equipments. To load and unload a lot of equipments and different types of labor are required, in which work flow is very complicated. As above mentioned the port is very unique and deteriorated working place including danger. Now frequency of cargo handling accidents in port is highest for the second time among all industries. The purpose of this study is to propose ways to analyze and establish the preventive measure for cargo handling accidents in port. We have collected 45 accidents happened at Incheon Port during the period from 2007 to 2009. And the result of analysis, we proposed the new safety management system and safety education to reduce cargo handling accidents and to promote the quality of cargo handling in Incheon Port. Within the framework of effective safety management of cargo handling in port, this study will help to revise and establish system, education, and standard working manual with respect to the port loading and unloading system.

Customer Satisfaction Improvement by Combining the Blue Print and Reliability Technique: Education Service Case Study (Blue Print와 신뢰성 기법을 혼합한 고객만족도 향상에 관한 연구: 교육서비스 사례)

  • This paper applied the Blue Print and FMEA (Failure Mode and Effect Analysis) to education service in order to raise the education service satisfaction. First, the Blue Print is deployed to come up with strategies to overcome the fail possibility point and waiting point. Next, in order to analyze the fail factors and alternative strategies, the Blue Print of education service is applied to FMEA. The results are as follows; first, the ommission from information document by web-mail or e-mail, Second, thing that selected in spite of company uneducated, thing that omitted despite the company is target, and the unsatisfaction of attendee about training contents. Third, the delay of counsel at the telephone reply, erroneous list of course name and attendee at HRD (Human Resource Development), omission of check whether attends or not. Except for unsatisfaction of attendee, all appears at the process that service delivered. And the unsatisfaction of attendee is about education contents. Both is the factor which have influence on the education service quality. The strategies to remove the failure mode are training and manual development on service and work, a thorough management and check of information system like as ERP (Enterprise Resoure Planning), HRD, education institution list DB (Data Base), on-line application system, a development of education program to offer best education that reflect the user needs and continuously changing environment.

Automatic semantic annotation of web documents by SVM machine learning (SVM 기계학습을 이용한 웹문서의 자동 의미 태깅)

  • This paper is about an system which can perform automatic semantic annotation to actualize "Semantic Web." Since it is impossible to tag numerous documents manually in the web, it is necessary to gather large Korean web documents as training data, and extract features by using natural language techniques and a thesaurus. After doing these, we constructed concept classifiers through the SVM (support vector machine) teaming algorithm. According to the characteristics of Korean language, morphological analysis and syntax analysis were used in this system to extract feature information. Based on these analyses, the concept code is mapped with Kadokawa thesaurus, which made it possible to map similar words and phrase to one concept code, to make training vectors. This contributed to rise the recall of our system. Results of the experiment show the system has a some possibility of semantic annotation.

  • This study was undertaken to develop a bed-type cycling system of lower limbs for rehabilitation. This system consists of two modes of cycling: active and passive. Different velocity and loads are provided for improving the muscle function recovery and increasing the muscular strength. To analyze the muscle activity pattern, we measured muscular activity of lower limbs in the rectus femoris (RF), biceps femoris (BF), tibialis anterior (TA), medial gastrocnemius (MG), and soleus (SOL), while cycling in the supine position, and based on the pedaling direction. A total of 18 young and 23 elderly, healthy subjects participated in this study. Muscle activity of MG muscles was significantly different in the two age groups. This study could provide the reference data to develop cycling exercises for lower limbs during rehabilitation of the elderly patients.

Improvement of Material Safety Data Sheet Regulation for Enhancing the Effectiveness and Efficiency in the Field (현장 활용성과 효과 제고를 위한 물질안전보건자료 제도개선 방안)

  • Objective: The Korean Industrial Hygiene Association(KIHA) held a forum on "Improvement of Material Safety Data Sheets (MSDS) regulations for enhancing the effectiveness and efficiency in the field" at its 2018 Winter Conference(February 2, 2018). This article summarized the major consensus opinions developed at the forum. Methods: Since the initial implementation of the MSDS system, the contents of the system have changed and related studies have been reviewed. Before the forum, online questionnaires were developed and opinions on the effectiveness of MSDS program were collected from various strata of the occupational health field. We also summarized the key opinions of companies, trade unions, experts, and government officials as discussed at the forums. Results: A total of 265 opinions were gathered through online questionnaire surveys from safety and health managers, trade unions, government officials, and health professionals. The results of online surveys and discussions showed some differences of opinion, but it was a common perception that the current MSDS system is not working effectively in the workplace. It was considered necessary to strengthen MSDS education and to make it easier for workers to understand and deliver the necessary information. In addition, it was confirmed that the supply of and education on MSDS to small- and medium-sized enterprise workers is not being well executed. In particular, MSDS training for subcontract workers should be carried out under the responsibility of the contracting employer. Conclusions: In order for the MSDS system to serve more effectively in the field in the future, it needs to be improved in terms of the effective education and training considering the type of industry and employment.

Evaluation of Industrial Hygiene Laboratories by on-Site Investigation for Revised Quality Control System (개정된 정도관리제도를 적용한 작업환경측정기관의 실험실 현장 평가)

  • Objectives: This study assessed the status of domestic industrial hygiene laboratories using data from on-site investigation for revision of quality control systems in 2012-2013. Methods: The target laboratories were 60 industrial hygiene laboratories chosen by random selection and nationwide distribution which had participated in on-site investigations for revision of quality control systems from March 2012 to August 2013. The investigation was performed on-site following standard quality control procedures. The score between each group was compared using Mann-Whitney and Kruskal-Wallis tests, and the correlation between analytical career, sex, academic major of analyst and score of analytical performance was expressed as Spearman's rank correlation coefficient. Results: The assessment revealed that the items to be improved, in sequence, were effort at staff training (score 65.5), ability to calculate data (score 73.4), establishment of internal quality control guidelines (score 75.7), laboratory facilities (score 77.1), degree of understanding and skill at gas chromatography (score 77.1). Analysis performance showed a positive correlation with career of analyst (r=0.56, p<0.01). Conclusions: The practice of on-site investigation for quality control systems showed the current status of industrial hygiene laboratories in the first trial. There were many laboratories which needed improvement and development of analytical systems. This assessment can provide information for the systematic operation and improvement of facilities at each laboratory. Further practice of this investigation will lead to a proficiency testing and accreditation system for autonomous quality control as is the practice in many countries, rather than mandatory practice by legal regulation.

  • This study analyzed the effect of participation in work and learning ducal system of small businesses on employees' job competency enhancement. The study results showed that performance assessment significantly affected job competency enhancement(p<.001, ${\beta}=.514$). In conclusion, it is suggested that small businesses should consider performance assessment more important and actively include it in training program as generally utilizing off-the-job or on-the-job training method. This study provided implications for analyzing the effect of participation in work and learning ducal system of small businesses on employees' job competency enhancement, so it broadened the scope of the study about performance of work and learning ducal system and verified the effectiveness depend on the type of training.

  • PL (Product Liability) refers to the legal responsibility of a manufacturer or seller for bodily injuries or property losses caused by product defects. Therefore, it is important for companies to construct a product liability response system that strategically manage and effectively adapt to product liability. A PL response system refers to companywide operations of PL prevention (PLP) measures, product safety (PS) measures, and PL defense (PLD) measures appropriate for a company's scale and environment. To establish an enterprise product liability response system, each essential component of corporations should be systematically operated and maintained considering the scale and characteristics of the corporations. Essential components of PL response system is Strategy, Organization, Training, Technology, Investment, and Awareness. Role of essential components is that companies need specific strategies to secure product safety and protect customers from product defects, and appropriate organizations must be composed for effective operation of such strategies. The objective of this paper seeks to examine the relationships among the essential components of the product liability response system and PL performance. PL performance consists of positive performance and negative performance. In particular, positive performance include increased efforts in product or process innovation such as strengthening research and development (R&D) to produce safer products without defects. In order to carry out this research we obtained 98 questionnaire of manufacturing company. A summary of the analyses is as follows: First, the awareness and technology among essential components affect significantly to the positive performance. Second, the awareness and strategy among essential components negative affect to the negative performance.

Reallocation of Force in the Lanchester (3,3) Combat Model (란체스터 (3,3) 전투모형의 전투력 재할당 방안에 관한 연구)

  • In the (3,3) close combat model based on the Lanchester Square Law, this study proposes a plan to optimally allocate residual combat power after the battle to other battlefields. As soon as the two camps of three units can grasp each other's information and predict the battle pattern immediately after the battle began, the Time Zero Allocation of Force (TZAF) scenario was used to initially allocate combat power to readjust the combat model. It reflects travel time, which is a "field friction" in which physical distance exists from battlefields that support combat power to battlefields that are supported. By developing existing studies that try to examine the effect of travel time on the battlefield through the combat model, this study forms a (3,3) combat model, which is a large number of minimum units. In order to achieve the combat purpose, the principle of optimal combat force operation is presented by examining the aspect that support combat power is allocated to the two battlefields and the consequent battle results. Through this, various scenarios were set in consideration of the travel time and the situation of the units, and differentiated results were obtained. Although the most traditional, it can be used as the basic logic of the training or the commander's decision-making system using the actual war game model.

A Case Study of Business Process Centered Risk Analysis for Information Technology Security (업무 프로세스 중심의 정보기술 보안 위험분석 적용 사례-클라이언트/서버 시스템 중심으로)

  • Due to the increasing complexity of the information systems environment, modern information systems are facing more difficult and various security risks than ever, there by calling for a higher level of security safeguard. In this paper, an information technology security risk management model, which modified by adopting the concept of business processes, is applied to client/server distributed systems. The results demonstrate a high level of risk-detecting performance of the model, by detecting various kinds of security risks. In addition, a practical and efficient security control safeguard to cope with the identified security risks are suggested. Namely, using the proposed model, the risks on the assets in both of the I/O stage(on client side) and the request/processing stage(on server side), which can cause serious problems on business processes, are identified and the levels of the risks are analyzed. The analysis results show that maintenance of management and access control to application systems are critical in the I/O stage, while managerial security activities including training are critical in the request/processing stage.
