Distributional characteristics of risky phytoplankton species at inner and outer sites around Incheon seaport of Korea (인천항 내, 외에서 식물플랑크톤 위해종의 분포특성)

  • This study examined the occurring pattern of potential risky species and the related abiotic factors for port-specific environmental management considering the control of ballast water-induced foreign species at Incheon seaport. From a total of 62 species observed during the study, 13 red-tide and 7 toxic phytoplankton, normally occurring species in Korean waters, occurred from the seasonal investigation at the inner and outer sites of the Incheon seaport from 2007 to 2009. The number of potential risky phytoplankton was relatively high at the outer site of the port during summer and winter. Red-tide species, such as Skeletonema spp., Thalassiosira nordenskioldii, and Paralia sulcata, dominated the total standing crops at the inner site (avg. 72.4%) and outer site (avg. 77.6%) in spring and summer, being positively correlated with the concentrations of total suspended solids (TSS) and pH (p<0.05). In summer, the red-tide species (Skeletonema spp.) and toxic species (Alexandrium catenella, A. tamarense, Dinophysis acuminata and Pseudo-nitzschia spp.) co-dominated (avg. 74.2%) at the inner site, while Skeletonema spp. and P. sulcata predominated (avg. 67.2%) at the outer site. During the study periods, the toxic species were significantly and positively correlated with the chemical oxygen demand (COD), dissolved inorganic nitrogen, silicate and phosphate (p < 0.05). The chlorophyll-a (chl-a) concentration of phytoplankton at the outer site ranged from 1.49 to $5.46{\mu}g/L$ on average, which was 3-5 times higher than that at the inner site in spring, summer and autumn, whereas there was no difference in the concentration between inner (avg. $0.94{\mu}g/L$) and outer (avg. $0.95{\mu}g/L$) sites in winter. In summary, diverse red-tide species dominated and a relatively high chl-a concentration existed at the outer site, whereas a relatively high number of toxic species and low chl-a concentration was observed at the inner site in summer. The potential risky species can outbreak in association with the concentration of nutrients, COD and TSS, suggesting that distinctive management of potential risky species is needed considering the environmental characteristics of Incheon seaport.

  • We conduct an empirical study on RFID application to a real container terminal gate. The objective of this study is three-fold. The first is to design a new gate management process that applies RFID technology. For this purpose, we analyze current gate management process to find opportunities for improvement. The second is to verify the 433 and 900 MHz RFID technology in terms of the recognition rate of information contained in RFID tag under various conditions such as the speed of vehicle, the position of RFID tag and the tilt of RFID reader. We perform some experimental tests for this verification. Finally, we try to find suitable conditions for the speed of vehicle, the position of RFID tag and the tilt of RFID tag reader based on results of the experimental tests. Those findings are obtained with some ANOVA tests. Additionally, we summarize anticipated issues when applying RFID technology to the gate management process and possible solutions for the issues.

Seasonal variation of physico-chemical factors and size-fractionated phytoplankton biomass at Ulsan seaport of East Sea in Korea (동해 울산항에서 이화학적 환경요인 및 크기그룹별 식물플랑크톤 생체량의 계절적 변동)

  • This study aimed to understand seasonal variation of physico-chemical factors and biomass of size-fractionated phytoplankton at Ulsan seaport during the period from February 2007 to November 2009. Water temperature, salinity, dissolved oxygen (DO), pH, chemical oxygen demand (COD) and total suspended solid (TSS) varied in the range of 8.94-$24.26^{\circ}C$, 25.06-34.54 psu, 4.30-10.73 mg/L, 7.97-8.53, 0.66-40.70 mg/L and 57.4-103.3 mg/L, respectively. These factors showed no clear spatial variation unlike spatial pattern of inorganic nutrients and total chlorophyll-a (chl-a) concentration as biomass. Concentration of phosphate, nitrate and silicate ranged from 0.01 to 3.03 ${\mu}M$, 0.05 to 21.62 ${\mu}M$, and 0.01 to 27.82 ${\mu}M$, respectively, with 2 times higher concentration at inner stations than that at outer stations during the study period. Within the range of total chl-a concentration (0.36-7.11 ${\mu}gL^{-1}$), higher concentration (avg. 1.88 ${\mu}gL^{-1}$) of total chl-a were observed at inner stations compared to that (avg. 0.90 ${\mu}gL^{-1}$) at outer stations. Micro-sized phytoplankton dominated total biomass of phytoplankton in spring (34.0-81.2%), summer (35.1-65.6%) and winter (3.9-62.0%). Nano- and pico-sized phytoplankton contributed 58.2-74.5% and 22.4-38.2% to total biomass of phytoplankton in autumn, respectively. However, contribution in biomass of size-fractionated phytoplankton to total phytoplankton biomass showed no clear difference between inner and outer stations. Consequently, these results indicated that spatio-temporal distribution of phytoplankton biomass at Ulsan seaport was dominated by micro-phytoplankton (avg. 52.3%) during the study period except autumn, which was closely dependent on the concentration of inorganic nutrients (p<0.05).

A Study on the Establishment of Port Cluster in Korea (우리나라 항만클러스터 구축방안에 관한 연구)

  • Recently, the cluster-based industrial policy has become a powerful policy tool for strengthening the competitiveness of nations, industries and firms. The concept of cluster develops as firms choose to locate in each others proximity. Cluster concept can be usefully applied to analyze cluster of port-related activities. Port cluster can be used as a systematic foundation for providing one-stop value added logistics service to its customers. The main purpose of this paper is to suggest a way for establishing the port cluster in Korean seaport. For this aim, the paper defines a concept of port cluster and examines the its necessity. And the procedure for establishment of port cluster in Korea is proposed. In addition, the paper analyzed the port cluster structure-conduit-performance. Especially, the role of port cluster's participants, central and local government, universities and related R&D institutes, and private companies, are suggested respectively. As a conclusion, policy suggestions for the establishment of port cluster in Korea are suggested.

Towards attaining efficient management of berth maintenance in Saudi Arabian Industrial Ports

  • Despite the significance of ports as critical economic infrastructure, the berth facilities usually deteriorate due to heavy loading, unloading, aging, environmental weather conditions, marine growths, and lack of efficient maintenance management. Marine berths require proactive maintenance management to limit deterioration and defects as no berth facility is maintenance-free. Thus, delay in carrying out maintenance work for the marine berths can be devastating to the operational process involving ship entry, loading, and unloading operations. The aim of this research is to coordinate both operations work, and maintenance works that take place inside the berth of a local industrial port in Saudi Arabia, by developing a novel framework that integrates both works without affecting the efficiency and functionality of the berth. The study focused on defining the operational process of the port and identifying the elements with direct and indirect effects. In addition to determining the priority for the entry of ships inside the berth, it also identified the factors involved in designing a framework that included maintenance work as a component of the monthly berth occupancy schedule. By applying a mathematical model, a framework was established, which includes all the important elements of the process. As a result of the mathematical method formulation process, a database was designed that organizes and coordinates the operations of all berths within the port. This creates time to carry out the required maintenance work monthly as well as ease of coordination with the contractors responsible for the implementation of those works.

  • Although a number of container terminal simulators have been developed for various purposes, none of the existing simulators allow the system structure to reuse the system structure depending on application. Our goal is to develop highly reusable, highly inter-operable and flexible container terminal simulation system. The High Level Architecture(HLA) is an architecture for reuse and inter-operation of simulation. It is based on premise that no simulation can satisfy all use and users. An individual simulation or set of simulations developed for one purpose can be applied to another application under the HLA concept of the federation : a composable set of interacting simulations. The intent of the HLA is a structure which will support reuse of capabilities available in different simulations, ultimately reducing the cost and time required to create a synthetic environment for a new purpose, and the possibility of distributed collaborative development of complex simulation applications. In this paper, we discuss the design of a HLA-based port container terminal simulation system. Furthermore, we describe various technical motivations for HLA, the key elements of the architecture and how they are minimum and essential to the goal of reuse and interoperability.

  • The objective of the study is to propose to the strategy to make korean main ports to international logistics center in Northeast Asia. so this study's construction is constructed four steps. First, analysis the environment of economy, business and logistics industry in Northeast Asia. Second, analysis the constructions and characters of Free Zone Act. Third, analysis of Korean Government's policy about Free Zone. Forth, propose the growing strategy of Free Zone. In 1999 Northeast Asia was adopted in Korea, which will facilitate the process and strengthen the international logistics capability as a international logistics hub in Northeast Asia. But only adoption in the point of law is not enough to growing korean main seaport and airport to a international logistics hub. so various strategies are needed. In this study, we propose the growing strategies that are to establish and manage the free zone of ports and its hinterland are: the establishment of a long-term vision of international logistics complexes, the improvement of the proximity to markets/customers by way of linkage of global networks, the activation of the industrial complex in hinterland, the development of the skilled labor and the labor climate, the cooperation between governmental bodies and government/provincial bodies, continuous development of logistics infrastructure and so on.

A Study on Establishment and Operation of International Arbitration Center within Incheon Free Economic Zone (인천경제자유구역 국제중재센터 설립 및 운영방안)

  • Northeast Asia is increasingly making a transition to distinctive and crucial region in the 21st Century and growing into one of world's top three economic spheres along with the EU and NAFTA. In 2003, Korean government announced the Northeast Asian economic hub country plan as an important agenda. As a means of coping with the changing global environment, Korean government designated Incheon in 2003 as the country's first Free Economic Zone ahead of Busan and Gwangyang Bay in the south of the country because Incheon has a geographical advantage linking North America and Europe with Incheon International Airport and Incheon Seaport. The purpose of this paper is to make research on establishment and operation of an arbitral body entitled ${\ulcorner}International Arbitration Center{\lrcorner}$ (IAC) within Incheon Free Economic Zone(IFEZ). For the purpose of this, the writer in this paper, reviewed the necessity of the IAC's establishment and its legal basis as well as the role and function of the Center. Also, the writer presented plans for how to operate the IAC and how to cooperate with the key arbitral organizations of foreign countries for the settlement promotion of commercial disputes including trade and investment. With development of the IFEZ, world-renowned enterprises will invest in the Incheon economic bloc and conduct economic activities, business operation, marketing, logistics, financing, etc. In this connection, diverse types of commercial disputes are expected to occur between foreign companies entering the IFEZ and Korean firms. In this connection, the Korean Commercial Arbitration Board(KCAB) has been operating its liaison office in the IFEZ since 2004. However, in view of the increasing arbitration demand, the IAC should be set up in the IFEZ in the near future by the positive support of the government in the respect of both administration and finance because the free economic zone-related law provides for the installation of arbitration organization. For the success of the IAC, the Center will have to provide not only good quality of arbitral services that can satisfy arbitration parties but also need to conduct researches and make efforts so that arbitration can be utilized well in the IFEZ. If the IFEZ can provide advantageous business environments to those multinational enterprises intending to the Incheon economic bloc, the IAC will also contribute to the settlement of commercial disputes arising from the Gaeseong Industrial Complex in North Korea in view of the geographical advantage and logistic benefit of the IFEZ. Finally, this paper also suggests a new model for a joint dispute resolution system by the initiative of Korean government and Korean arbitral organizations for the settlement of commercial disputes within Northeast Asia, for which the CAMCA(Commercial Arbitration and Mediation Center for the Americas) of NAFTA can be a good example.
