Overview of Legal Measures for Managing Workplace COVID-19 Infection Risk in Several Asia-Pacific Countries

  • Background: Despite the lack of official COVID-19 statistics, various workplaces and occupations have been at the center of COVID-19 outbreaks. We aimed to compare legal measures and governance established for managing COVID-19 infection risks at workplaces in nine Asia and Pacific countries and to recommend key administrative measures. Methods: We collected information on legal measures and governance from both general citizens and workers regarding infection risks such as COVID-19 from industrial hygiene professionals in nine countries (Indonesia, India, Japan, Malaysia, New Zealand, Republic of the Philippines, Republic of Korea, Taiwan, and Thailand) using a structured questionnaire. Results: A governmental body overseeing public health and welfare was in charge of containing the spread and occurrence of infectious diseases under an infectious disease control and prevention act or another special act, although the name of the pertinent organizations and legislation vary among countries. Unlike in the case of other traditional hazards, there have been no specific articles or clauses describing the means of mitigating virus risk in the workplace that are legally required of employers, making it difficult to define the responsibilities of the employer. Each country maintains own legal systems regarding access to the duration, administration, and financing of paid sick leave. Many workers may not have access to paid sick leave even if it is legally guaranteed.

  • This study is for analyzing the explosion accidents in the tunnels, roads, subways, streets and various kinds of building construction area with the use of Fault Tree Analysis(FTA). based on the police Department and Guns & Explosives Safety Technology Association's researching materials. the explosion accidents have been investigated and analyzed between 1988 and 1977. As the result, we can find out that the majority of the explosion accidents in Korea is the accidents by flown stones(45.7%), like in Japan. So we make the research chart which is needed for analyzing the explosion accident, and then analyze these accidents systematically. using the investigation codes of the industrial accidents. After that, the FTA was performed on the accidents by flown stones. They result fromm non-observance of the safety rules, and lees knowledge of the safety and so on. Moreover several causes are combined and then the accidents are apt to happen. So according to the results of this study, for the protection of the explosion accidents, the specialized safety education is badly needed and the enough investigation of the places before the work along with the management for safety in working must be planned.

A Study on Prevention of Workers' Noise-Induced Deafness at Aluminum Form Dismantle in Construction Industries (건설업 알루미늄폼 해체작업 시 근로자에 대한 소음성난청 예방에 관한 연구)

  • The purpose of this study is to investigate the correlation between aluminum form work and noise-induced deafness by conducting special health examination on construction aluminum worker and noise measurement at the workplace. All the 11 aluminum form workers were diagnosed with noise-induced deafness after holding a special health examination. The workers have not had any previous history of noise-induced deafness which indicates that aluminum form work is related to noise-induced deafness disease. The impact noise of 120 dB(A)~125 dB(A), which exceeds the regulations of industrial safety and health act, was found during the dismantling rather than installation when noise measurement was made at the aluminum workplace. The aluminum form workers could permanently lose the hearing sense if they are exposed to this impact noise. This study is to suggest the method to prevent noise-induced deafness for aluminum form workers by firstly giving out hearing protection equipment at the construction site and secondly installing rubber mat, soundproof panel as well as changing the noise-lowering technique.

  • Despite the recent economic difficulties, the on-line market is overtaking the off-line market. Since US Amazon CEO Jeff Bezos mentioned that a delivery service using drones is possible, it has been creating new perspectives and values that have never been seen before. Drones are being used in various fields. Among them, the delivery service using drones will be the future growth engine of Korea in cooperation with the 4th industrial revolution. However, as drones are put into practical use, problems such as human life and property damage and personal information protection due to public collisions or falls are expected. The practical use of future drones is inevitable, not optional. As a method for commercialization of drones, first, securing safety through drone use and securing a national certification system, which is the minimum standard system for drone safety, and second, securing various infrastructures by activating drone use, and third, aviation regulations and personal information protection, etc. It needs to be supplemented in terms of laws and regulations.

  • Assessing the effect of forest fires and measuring the gas concentration around a fire has received little attention. Therefore, the concentrations of various gases in areas surrounding a fire need to be measured by the development of a suitable device. Unlike conventional portable devices, the AQS (Air Quality System) proposed in this paper is a portable instrument that measures five types of gases simultaneously, including CO, CO2, NOx, VOCs, and NH3, and has high durability through sensor protection algorithms. A PC-based program with an AQS connection was developed to monitor the real-time changes in the gas concentration. The reliability of the developed device was proven through a comparison of the results with other commercial gas analyzers. Measurements of the concentration due to indoor and outdoor fires were performed around a fire area to review the applicability and the predicted results were obtained.

  • Background: This study aims to develop an evaluator that can quickly and accurately evaluate the shielding of low-energy industrial radiation generators. Methods: We used PyQt to develop a graphical user interface (GUI)-based program and employed the calculation methodology reported in the National Council on Radiation Protection and Measurements (NCRP)-49 for shielding calculations. We gathered the necessary factors for shielding evaluation using two libraries designed for Python, pandas and NumPy, and processed them into a database. We verified the effectiveness of the proposed program by comparing the results with those from safety reports of six domestic facilities. Results: After verifying the effectiveness of the program using the NCRP-49 example, we obtained an average error rate of 1.73%. When comparing the facility safety report and results obtained using the program, we found that the error rate was between 1.09% and 6.51%. However, facilities that did not use a defined shielding methodology were underestimated by 31.82% compared with the program (the final barrier thickness satisfied the shielding standard). Conclusion: The developed program provides a fast and accurate shielding evaluation that can assist personnel that work in radiation generator facilities and government officials in reviewing safety.

  • The flash point is one of the most important combustible properties used to determine the potential for fire and explosion hazards of industrial material. An accurate knowledge of the flash point is important in developing appropriate preventive and control measures in industrial fire protection. The flash points for the n-butanol+n-propionic acid and n-propanol+n-propionic acid systems were measured by using Tag open-cup apparatus(ASTM D 1310-86). The experimental data were compared with the values calculated by the laws of Raoult and van Laar equation. The calculated values based on the van Laar equation were found to be better than those based on the Raoult's law.

Mechanical and Thermal Properties of Industrial Protective Fabric with Recycled m-Aramid and Natural Fiber

  • As consciousness of safety becomes an important social issue, the demand for protective clothing is increasing. Conventional flame-retardant cotton working wear has low durability, and working wear with m-aramid fibers are stiff, heavy, less permeable, and expensive. In this study, recycled m-aramid and cotton have been blended to produce woven fabric of different compositions to enhance high performance and comfort to solve aforementioned problems. The fabrics were analyzed according to constituents and various structural factors. Mechanical properties were measured using KES-FB system. The measured thermal properties are TGA, $Q_{max}$, TPP and RPP. Fabric with polyurethane yarn covered by m-aramid/cotton spun yarn is observed to have good wearability. The fabric of open end spun yarn showed more stiffness than that of ring spun yarn. The sample with the high count of yarn has more smooth surface. In addition, high m-aramid content fabric is considered to have relatively high stiffness when using as clothing. In TGA the fabric with higher m-aramid content showed more stable decomposition behavior. The fabric having rough surface showed lower heat transfer properties in $Q_{max}$. The influence of the fabric thickness was important in convection and radiant heat test.

  • 국내에 건축되어 있는 대부분의 공공건물들은 화재발생 시 이를 신속히 발견하고, 자체적으로 소화할 수 있는 소방시설을 갖추도록 법에서 의무화하고 있다. 그러나 화재발생 시 이러한 소방설비들이 정상적인 기능을 발휘하지 못함으로 인해 조기진압에 실패함으로써 인명과 재산의 커다란 손실을 가져오는 경우가 많이 있다. 이러한 이유는 소방설비의 설계 및 시공의 문제점보다는 관리의 미숙함으로 인한 경우가 대부분이다. 그러므로 방화유지관리자의 업무를 보조하고, 건물에 설치된 소방설비를 효율적으로 점검 관리 관리할 수 있는 정보를 제공해주는 소프트웨어 개발이 필요하다.   • The basalt fiber is expected to become a trend for industrial fibers as they have better properties of heat-resistant, non-combustion, absorbent, soundproof, moistureproof, lightweight, corrosion resistant, and high strength properties. Also, the fiber is found to be non-toxic and harmless to the human body. Therefore, in this study, we analyzed the chemical and mineral compositions of powdered sludge of basalt produced at seven sites on Jeju Island for the development of fire resistance insulating material for a building. The results showed that the basalt stone sludge is made from only sodium calcium aluminum silicate and ferridioside components unlike the basalt rock.
