An Empirical Study on the Determinants of Innovation Performance of SMEs in the Daejeon and Chungcheong Region (지역혁신체제관점에서의 대전·충청지역 중소기업 혁신성과 결정요인에 관한 실증적 연구)

  • This study aims to identify the characteristics of the regional innovation system(RIS) and the determinants of innovation performance of SMEs. Data were collected from a questionnaire survey on 64 SMEs in the Daejeon and Chungcheong regions to uncover the relationship between capabilities, regional innovation capacities and innovation performance. The moderating effects of regional innovation capacities on the relationship between firms' innovation capabilities and performance were also tested. Empirical results revealed that R&D, marketing and entrepreneurial orientation had positive effects. The moderating effect of regional innovation capabilities on the relationship between entrepreneurial orientation (risk taking) and performance was also confirmed.

A Study on Impacts of Industrial Convergence Using Patent Citations (특허인용관계를 활용한 산업융합 파급효과 연구)

  • Recent efforts of government to improve economic performance and increase employment through industrial convergence are being promoted actively. However, unfortunately, we have little of quantitative study on the following questions; (1) what is the rate of industrial convergence progressed?, and (2) what is the rate of total effects of industrial convergence spreaded?, and (3) which is the No. 1 industry in the magnitude of inductive effect of industrial convergence? In this study, we have measured and analyzed quantitatively the following questions using patent citation; (1) how is industrial convergence progressed?, and (2) how much has industrial convergence a effect on all industry?, and (3) what is the rate of the inductive effect of industrial convergence? In doing so, decision about industrial convergence has been made using patent citation and the effect of industrial convergence is drawn from convergence I/O table which made by patent citation.

A Study on the Factors of Design Innovation in Daejeon-Chungcheong Region. (대전충청지역의 디자인 혁신 요인에 관한 연구)

  • This paper focused on fading out the factors of design innovation. Based on the previous studies, several factors were extracted to be tested by Delphi method among 15 experts in the design area. Delphi test showed a convergent result after the second round of questioning. Design mind of managers was conceived as the most important factor among those tested. On the base of importance, capability of design company was the second and industrial design demand was the third. Even though design manpower, design infrastructure and innovation network were ranked below the 4th factors, the absolute differences between high ranked factors and low ranked ones were not much wide. So. relatively low ranked factors were not negligible at all to get a desirable success in design innovation. This study provides some insights for the success of design innovation. First of all, design innovation could be achieved only when factors tested on this study upgraded simultaneously together. Desirable effect could not expected by a simple support such as logo design or kind of simple measure.

Regional Innovation System for Co-developing Neighboring Cities: Analysis on the Innovation Actors of Cheonan and Asan, Chungnam (인접지역 공동발전을 위한 지역혁신체계 구축의 과제: 충남 천안시와 아산시의 혁신주체 분석)

  • In a recognition of regional innovation system approach for a co-development effort of the Cheonan-Asan area, Chungnam, this research conducted a survey from the local leaders of these two cities. The results of the survey show that most local leaders strongly agree with the necessity of co-development efforts, that some suggest a merge of two cities, and that some suggest industrial development programs in the city border. The local leaders expect that public officials should play a major role in co-development of the two cities while local leaders are disappointed with the public officials activities. They also highly expect that civilian leaders (NGOs) and professors should play important roles in this matter. Upon these results, the research suggests to formulate a cooperative regional innovation system for the co-development of the two neighboring cities by three steps.

The Rise of Korean Innovation Policy for Social Problem-Solving: A Policy Niche for Transition?

  • Technology supply has been the main thrust of the Korean government's science & technology policy, focusing on the development and acquisition of new technology in line with the catching-up strategy of economic growth and industrial development. However, new social or societal problems have become major government policy issues, heralding new innovation policy aimed to address them. Such new policy initiatives for social problem-solving present a niche where the existing system of government innovation policy process is challenged, including such processes as goal-setting, planning, implementation, project management, and evaluation. The rigidity of the existing institution of government innovation policy, however, still shapes the content and progression of innovation policy for social problem-solving. This study reviews Korean innovation policy for social problem-solving as a policy niche, and aims to clarify its challenges and opportunities. It uses a system transition framework to explain the emergence and evolution of the innovation policy niche in Korea. The main research question is to what extent and in what aspect the existing innovation policy regime shaped innovation policy for social problem-solving. The study examines the inertia of the current paradigm of innovation policies and R&D programs, and sheds light on the search for a distinctive identity for innovation policies that tackles social problems.

  • Recently, there is a need to introduce a Korean-style restriction sandbox system that exempts or suspends existing regulations so that new products or services based on new technologies can be commercialized without restrictions. In response, the government reorganized the relevant statutes to promptly check regulations centering on four fields, including industrial convergence, ICT, FinTech, and regional innovation growth, and to allow experimental, proof and market releases by setting certain conditions(zone, period, scale, etc.). However, despite the same regulatory sandbox application, depending on the nature of the field applied, differences in application subject, whether application of regulatory specifics, system of push ahead decision-making and whether support of financial and taxation are shown. This research is intended to present efficient operation measures for successful settling of Korean-style regulation sandboxes by comparing and analyzing, centering on the Industrial Fusion Promotion Act in the Industrial Convergence Field, ICT field's Information and Communication Convergence Act, FinTech field's Financial Innovation Act and Regional Special Zone Act in the Regional Innovation and Growth Sector.

An Analysis of the Hampering Factors of Innovation: Focusing on SMEs in Korean Manufacturing Industry (한국 중소기업의 혁신 저해 요인이 기업의 혁신 활동에 미치는 요인 분석)

  • The purpose of this study is to examine the effects of the factors that hinder innovation of SMEs on innovation activities of Korean firms. Many existing literature studies remain focused on factors that promote innovation activities. However, in order for companies to promote innovation, it is important to analyze the factors that hinder innovation as well as those that promote innovation. In this study, we analyzed the relationship between technological innovation inhibition factors and technological innovation performance of 4,075 SMEs in Korea using the Korea Institute of Science and Technology Policy statistical data. The research model and hypothesis test of this study consist of three stages. First, the reliability of the variables used was verified using exploratory factor analysis. Second, the proposed hypothesis was modeled using structural equation modeling. Finally, validity of the structural equation was verified using confirmatory factor analysis. As a result, the lack of need for innovation influenced innovation performance and the government support system mediated them. SMEs should establish technological innovation strategies to maximize the effect of technological innovation with limited resources, and government should make polices to promote innovation of SMEs. It's expected to be used in the case of establishing a support policy.

  • Recently the attention to the 4th industrial revolution has been increasing. In the 4th industrial revolution era, the boundaries of physical space, digital space, and biological space are becoming blurred since the active convergence between various fields There are a lot of issues on the 4th industrial revolution such as artificial intelligence, internet of thing, big data, and cyber physical system. Accordingly, this study aims to analyse the main issues of the 4th industrial revolution. Data mining such as topic modelling method is used for the analysis. This study is expected to be helpful for the researcher and policy maker of the 4th industrial revolution.

  • The recent market trend of demand and supply of domestic paper industry expected confusion in near future due to massive imports of low cost product because of suddenly emerging of China's mass productive equipment and capacity. Related domestic industry is deploying joint co-coperative partnership and logistic service, joint operations of transportation and distribution center and innovation activity for customer satisfaction. This paper tries to present a solution through analysis of related paper industry a case study.

Several Concepts of Industrial Innovation Policy and their Weights in Diverse Countries: Policy Implications for Korea (산업혁신정책의 주요 담론들과 그 정책목표의 국제 비교: 한국에의 시사점)

  • This study first reviews the evolving literature on industrial innovation policy and thereby identifies three main goals of such policy. The first goal is traditional industrial policy aiming growth of existing and future industries, the second goal is sustainable development and quality of life, and third goal encompasses the issues related to supply chain and economic security. Then, the paper evaluates industrial innovation policy goals of the five economies (United States, China, Germany, Japan, and Taiwan) in terms of the relative weights given to each goal by each economy, and derives implications for Korea. The United States emphasizes economic security and supply chain stability amid its rivalry with China. In contrast, China focuses more on traditional industrial policies but has recently begun to consider supply chain and economic security. Germany and Japan tend to give similar weights to each of the three goals. Taiwan follows this trend with a new and additional emphasis on economic security given the rising threats from China. For Korea, economic security may not be the top priority, unlike the two super-powers. Instead, it seems more appropriate for Korea to follow Germany or Japan to prioritize supply chain stability and technology sovereignty, and, at the same time, fostering future growth industries must be still an important goal. Further, the concept of economic security for Korea should include promotion of defense industry and food security.
